NATURE OF GRANTS Fulbright grants cnsist f A mnetary award t supprt travel, living and related expense t the U.S. Accident and emergency insurance J-1 visa administratin Cultural / rientatin prgramming Grants shuld NOT be fr perids f less than three mnths r mre than 12 mnths, including extensins. Grants must be taken up in ne cntinuus perid within the academic year. A grant may be revked, terminated, r suspended. Grunds fr revcatin r terminatin include, but are nt limited t: (1) vilatin f any law f the United States r the hme cuntry; (2) any act likely t give ffense t the United States; (3) failure t bserve satisfactry academic r prfessinal standards; (4) physical r mental incapacitatin; (5) engaging in any unauthrized incme-prducing activity; (6) failure t cmply with the grant s terms and cnditins; (7) material misrepresentatin made by any grantee in the applicatin frm r grant dcument; (8) cnduct which may have the effect f bringing the U.S. Department f State r the Fulbright Prgram int disrepute; and (9) vilatin f the plicies f the J. William Fulbright Freign Schlarship Bard (FSB). A grant may be suspended if (1) the grantee ceases t carry ut the prject r academic prgram during the grant perid r (2) the grantee leaves the United States fr mre than tw weeks withut authrizatin f the Fulbright Cmmissin/U.S. Embassy r supervising agency. 2. ELIGIBILITY REQUIREMENTS Ptential applicants shuld ensure that they meet the fllwing eligibility criteria befre applying: Eligible Citizenship: Irish citizens wh are rdinarily resident n the island f Ireland. N.B. Applicants wh were brn in Nrthern Ireland must enter United Kingdm / Nrthern Ireland fr Cuntry f Citizenship even if they hld Irish Passprts Irish citizens wh are nt eligible t apply fr a Fulbright award in their Cuntry f Residence. EU citizens wh are rdinarily resident in the Republic f Ireland. A persn is deemed t be rdinarily resident in the State if s/he has been living here fr the past three cnsecutive years. Please nte that E.U. citizens will be required t give prf f residency in ROI fr the last 3 r mre years and will have the intent t return t Ireland.

2 Ineligible: U.S. citizens / dual natinals and hlders f U.S. immigrant visas (green cards), r applicants fr same, are nt eligible t apply Applicants with extensive previus experience in the United States (e.g. currently studying at, r recently graduated frm a U.S. academic institutin, resident in the U.S. currently), r fr five r mre years in the previus six years. This des nt include shrt term perids in the U.S. e.g. J1 summer visas, hwever preference may be given t applicants withut prir experience in the U.S.). Thse currently in the US n the visa waiver prgram during the applicatin perid are eligible. Schlars and their dependents wh have held J visas with spnsrship f mre than six mnths are nt eligible t re-enter as J-1 researchers r lecturers fr 12 mnths fllwing the prgram spnsrship end date. In additin, schlars wh have previusly held a J visa in the prfessr r research schlar categry are nt eligible fr spnsrship again in thse tw categries fr a perid f 24 mnths fllwing the prgram spnsrship end date PLEASE NOTE: Fulbright Schlars enter the United States n an Exchange Visitr (J-1) visa under a U.S. Department f State prgram and ARE SUBJECT TO THE TWO-YEAR HOME-COUNTRY RESIDENCY REQUIREMENT assciated with the J-1 visa. This requirement means that candidates will nt be eligible fr a U.S. residency r wrk visa until they have fulfilled the tw-year hme residency requirement. Visits t the U.S. n a visa waiver are permitted during this time. Applicants wh meet the citizenship requirements shuld ensure that they meet the fllwing criteria befre applying: Schlar / Prfessinal Status: Academic candidates must have a PhD cnferred prir t starting their grant. Prfessinal candidates must have a minimum f 5 years prfessinal experience in their field f study. Deaf studies, visual and perfrming arts applicants may be exempt frm the requirements t have a third level qualificatin if they have 5 r mre years f prfessinal qualificatins and r experience. A clearly defined prject statement f prpsed activity at a U.S. institutin: The prpsed prject shuld cntribute t the develpment f knwledge in yur field and must be effectively implemented within a 3-12 mnths time frame in the U.S. Applicants must chse 1 f the 3 categries f schlar awards: Lecturing: If the primary purpse f the prject is t teach r team-teach at least ne full semester curse. Applicants will be required t submit curse syllabi alng with a cnfirmed invitatin t lecture Research: If the primary purpse f the prject is t cnduct research. Applicants will be required t submit a research bibligraphy Lecturing/Research: If the prject will include significant prtins f bth lecturing and research as defined abve. Candidates will be required t utline bth activities in their prject statement, as well as submit curse syllabi and a research bibligraphy A clear sense and/r demnstratin f leadership and an understanding f the Fulbright Prgram and the rle and benefit f being a Fulbrighter Irish Schlars / prfessinals are required t include a statement regarding their understanding f the Fulbright Prgram as part f their applicatins. Sund physical and mental health: Thse selected fr a Fulbright grant are required t submit a Medical Histry and Examinatin Reprt befre their grants can be finalized Prficiency in English: Irish citizens are exempt frm the English prficiency test Grants are nt fr the sle purpse f: Attending cnferences Cmpleting dctral dissertatins Travel and cnsultatin at multiple institutins

3 Clinical medical research invlving patient cntact: The U.S. Department f State has designated the Educatinal Cmmissin fr Freign Medical Graduates (ECFMG) as the sle agency authrized t spnsr alien physicians fr internship, residency and specialized clinical training in the United States. Fulbright grantees cannt simultaneusly be spnsred by ECFMG; therefre, prpsals fr medical research invlving clinical training, patient care r patient cntact cannt be apprved under the Fulbright Prgram. In additin yu shuld nte the fllwing cnditins affecting review and selectin f candidates: Applicants will be cnsidered withut regard t race, religin, sex, age, and/r physical impairment Preference is given t thse withut recent experience in the United States Applicants shuld be representative and respnsible citizens wh can cntribute t a full and fair picture f the culture f their wn cuntries and thereby cntribute t understanding between the peple f the United States and their cuntry Applicants shuld demnstrate the crss-cultural sensitivity and flexibility needed t adjust successfully t life in the United States. FIRST STEPS Review the applicatin instructins / prcess: Read these guidelines in their entirety t ensure yu understand what is required. Plan ahead Advance planning will give yu as much time as pssible t put tgether a thughtful and cmpelling applicatin. Applicant review and final selectin are based upn the actual applicatin and accmpanying materials. Cnsult with clleagues Yu are encuraged t cnsult with current r frmer Fulbright Schlars frm Ireland r the United States. Fulbright alumni and current participants can prvide valuable guidance in frmulating a cmpetitive prject statement. Make arrangements fr affiliatin with a U.S. hst institutin One f the mst imprtant cmpnents f the Fulbright Schlar Prgram is a frmal affiliatin at an U.S. University r research institutin. In many cases, applicants are in cntact with clleagues at U.S. institutins and have made preliminary plans fr their wn placements by securing a letter f invitatin frm the prspective hst institutin. Hwever, if yu are unable t make these preliminary cntacts, yu are strngly encuraged t identify three institutins that have apprpriate facilities fr the kind f prject yu wish t undertake and faculty members specializing in yur research interests. Please indicate the ratinale fr yur preferences. Candidates will nt need an fficial letter f acceptance/affiliatin until spring/summer 2019 befre cmmencing the award. When determining which institutins t include n yur preferred list, d nt limit yurself t nly large research institutes and the mst well-knwn U.S. universities. Cnsider listing ther institutins such as cmmunity clleges, reginal universities r Minrity-Serving Institutins (which include Histrically Black Clleges and Universities, Hispanic-Serving Institutins and Tribal Clleges and Universities). These institutins are ften engaged in many dynamic areas f teaching and research. Thugh many U.S. institutins may nt have an internatinal reputatin, they ften d have apprpriate facilities fr schlars t cnduct research. Schlars placed in these smaller and less well-knwn institutins ften are given greater attentin than their clleagues wh are affiliated with larger and mre well-knwn universities If yu have studied previusly in the United States, yu shuld avid seeking affiliatin at yur U.S. alma mater/previus hst institutin. This is t ensure that yu expand yur cntacts within the U.S. academic cmmunity

4 The task f affiliatin is substantially facilitated if yu have a prject that is clearly defined and well-written, as prspective hst institutins als want t be assured that yu can cnduct research effectively. Shrtlisted candidates are expected t attend interviews in persn. It is the respnsibility f the applicant t be available fr interview at the date and time allcated and t cver the assciated csts. Nte that Skype interviews will nly be accmmdated in extrardinary circumstances, this decisin will be at the discretin f the selectin panel. February- March 2019: After the interviews, the recmmendatins f the interview panels will be cnsidered by the Fulbright Cmmissin Bard befre being referred t the Institute f Internatinal Educatin, the U.S. Department f State and the J. William Fulbright Freign Schlarship Bard t in Washingtn, D.C. Final selectin fr all grants is made by the J. William Fulbright Freign Schlarship Bard March April 2019: Award ffers will be made. May August 2019: Award administratin, prgramming and visa administratin takes place. Befre a grant can be cnfirmed, a Medical Histry and Examinatin Reprt is required and will be reviewed by apprpriate persnnel. 6. Indicate as precisely as pssible the perid during which yu intend t carry ut yur prpsed prgram in the United States. It is recmmended that yu plan yur prgram during the U.S. academic year (generally September thrugh May), when yur U.S. clleagues are mre likely t be available. If yu entered the United States n a J visa, please indicate the J categry (prfessr, research schlar, student, specialist, shrt-term schlar, etc.) and prvide cpies f yur previus DS-2019, if available.
