Schlarship applicants must receive permissin t cmpete fr a schlarship frm the cmmanding fficer and be advised f the career impact f the prgram n their careers by their detailers. Fleet applicatins must be by letter in standard Navy crrespndence frmat, via the applicant s cmmanding fficer, t Cmmanding Officer, NETPDC Naval Educatin and Training Prfessinal Develpment Center VOLED Detachment (CODE N221B) Schlarship 6490 Saufley Field Rad Pensacla, FL Officer Schlarship Prgram Officers selected t participate in the Officer Schlarship Prgram by the United States Naval Academy (USNA) r the Naval Service Training Cmmand (NSTC) must cmply with the guidelines set frth in OPNAVINST D Required Reprts All participants must submit the fllwing reprts while they are in the prgram. a. Official Orders Within 30 days after reprting t the university in the status f duty under instructins (DUINS), mail a cpy f yur fficial rders with yur mailing address and cmmercial telephne number (printed n reverse) t Naval Educatin and Training Prfessinal Develpment Center (NETPDC), Vluntary Educatin (VOLED) Detachment (Cde N221B) Schlarship at the address given belw. NETPDC VOLED (N2212B) must be ntified immediately f any future changes in yur pint f cntact infrmatin. b. Educatin Plan (EP) Prir apprval frm the Naval Pstgraduate Schl (NPS) (Cde 521) is needed fr any prpsed changes t yur apprved Educatin Plan (EP) t ensure the Educatinal Skill Requirements (ESRs) are still met fr the apprved subspecialty cde identified in yur authrizatin letter. Requests fr curse changes must first be apprved by the university cunselr t ensure the changes will nt delay the cmpletin f yur degree befre requesting these changes frm NPS (Cde 521). Yur request t NPS shuld include a cpy f the riginal and prpsed EP with the changes highlighted. c. Prgram Changes If circumstances arise, i.e., hspitalizatin r academic prblems, which may delay successful cmpletin f yur degree, advise NETPDC N221B via the cmmand yu reprt t fr administrative supprt. Cntact yur detailer first, if an extensin is desired, t see if yur cmmunity will supprt an extensin. Request t extend in the Schlarship Prgram shuld be made at least three t six mnths in advance and must be accmpanied by dcumentatin f renewal f yur schlarship and a signed educatin plan highlighting the prpsed changes. Requests must be sent via NETPDC Cde N221B. d. Financial and Academic Reprts Upn cmpletin f each academic term r at least yearly (include summer term), submit an accuntability f the expenditure f the schlarship award in

2 an itemized signed statement with an unfficial transcript t NETPDC Cde N221B. Include the fllwing infrmatin: Benefits received frm schlarship in cash r in kind. Actual cst f tuitin. Actual cst f fees. Itemizatin f any ther directly related schl expenses. Any living expenses prvided by award. Cpy f grade reprt shwing all curses taken. e. Final Transcript Immediately after cmpletin f the graduate degree, have the university send N221B an fficial transcript indicating the degree earned. This will then be frwarded t NPS t recmmend the awarding f the subspecialty cde earned and t dcument the degree received. 3 Descriptin f Prgram - Overview Olmsted Schlar Prgram was established in 1960 by the Carl and Gerge Olmsted Fundatin in cperatin with DD, Navy, Army, Air Frce, and Marines t help educate fficers bradly. This prgram was established t prvide Navy with future leaders wh supprt Secretary f Defense emphasis n develping language skills and reginal cultural knwledge acrss the frce. It als prvides pprtunity fr naval fficers t achieve fluency in a freign language, gain a deep appreciatin fr freign cultures, acquire reginal expertise by living and traveling verseas, and earn a graduate degree in plitical science area. The Olmsted Schlar Prgram prvides tw years f graduate study using a freign language while prviding verseas cultural and travel pprtunities. Olmsted Schlars achieve fluency in a freign language, gain a deep appreciatin fr freign cultures, and acquire reginal expertise by traveling and studying verseas. Olmsted Schlars rutinely receive degrees fr their graduate study at freign universities. This prestigius prgram is an imprtant key t preparing yung fficers fr future leadership rles as the Navy faces the ever-increasing challenges and cmplexities f tday's internatinal envirnment. This unique pprtunity supprts the Secretary f Defense's emphasis n develping language skills and reginal cultural knwledge acrss the frce. Glbal affairs require language prficiency and reginal expertise within the Navy. The selectin prcess is tw-fld. All eligible applicants are cnsidered by a Navy Selectin Bard in the fall, and up t 12 Navy nminees are selected. The Olmsted Fundatin staff then chses the nminees they wish t interview, and the final schlars are selected by the Olmsted Bard f Directrs at their March meeting. Selected Olmsted Schlars attend the Defense Language Institute (DLI) fr up t a year and study the freign language chsen by the Olmsted Fundatin, unless they chse t g directly verseas and study the language in-cuntry at a lcal university. Mst schlars chse a cmbinatin f these tw language training pprtunities. The Olmsted Fundatin als chses the city and cuntry where the schlar will study (frm a list submitted by the applicant). Hwever, it wuld nt assign a schlar t a lcatin he r she did nt want t g. Althugh it is nt always pssible, the fundatin des its best t select ne f the cuntries which the schlar has listed n his schlarship educatin preference list. Applicants shuld be available t cmmence language training in the summer/fall f the year f selectin by the Olmsted Fundatin, begin study at a freign university the fllwing year (Schlar Year), and cmplete their studies tw years later. The ttal time in the Olmsted Schlar Prgram, t include the language study time, cannt exceed three years. Upn cmpletin f each academic term r at least annually, submit an accuntability statement f the expenditure f schlarship funds t NETPDC N221B and include the infrmatin in "a" thrugh "f" belw. If the financial reprt yu submit t the Fundatin addresses all f these issues, a cpy f that reprt may be submitted t NETPDC N221B in lieu f cmpleting a separate reprt. a. Living expenses, if prvided by award. 3. ACADEMIC REPORTS a. Grade Reprt. Upn cmpletin f each academic term r at least annually, submit t NETPDC N221B a grade reprt/unfficial transcript r an evaluatin f academic prgress with a translatin in English. b. Any prgram r university changes must be apprved by the Olmsted Fundatin and verificatin f this apprval must be received and apprved by NETPDC N221B prir t the executin f any change. c. Official Transcript. Within 30 days f the cmpletin f yur graduate degree r yur return frm verseas, an fficial transcript (with an English translatin) must be sent t NETPDC N221B frm the university indicating degree cmpletin r all cursewrk cmpleted. A: If yu are selected as an Olmsted nminee by the Navy Olmsted Selectin Bard, yu will be required t submit additinal items and infrmatin within a week f yur selectin, but this infrmatin shuld nt be sent until yu have been ntified f yur selectin as a Navy Olmsted nminee. Q: Hw many fficers may be selected t the prgram each year? A: The Olmsted Fundatin selects fficers frm the Army, Navy, Marine Crps, and Air Frce.
