1 Financial Officer 18 Applicant Inventry Frequently Asked Questins Why has an applicant inventry been created t fill Financial Officer 18 vacancies? The creatin f applicant inventries allws fr a mre cnsistent applicatin f screening criteria fr similar psitins. This results in hiring managers ability t identify tp candidates in significantly less time than is required t pst each vacancy independently. The use f applicant inventries fr ther classificatins and jb streams in the BC Public Service have resulted in a 43% reductin in the average time t hire. That translates int a better experience fr bth applicants and hiring managers. The inventry mdel prvides Hiring Managers with access t pre-screened, partially assessed candidates within 5 days f psting t the inventry, which can therwise take mre than 15 days. With 46% f new hires int the Financial Officer stream happening at the Financial Officer 18 level, an applicant inventry was created t supprt the attractin and develpment f talent within the Finance career stream. Why will the inventry be mandatry fr hiring managers? With pstings ccurring utside the inventry, it is mre difficult t gain a crprate benefit f greater efficiencies in hiring and the intended Return n Investment fr gvernment. It als results in incnsistencies in minimum screening criteria, creating a cnfusing and incnsistent applicant experience (especially fr thse already in the inventry). What will happen t the current Financial Officer 18 applicant Inventry fr Victria and Metr Vancuver? The current Financial Officer 18 Inventry (pened n Nvember 21, 2016) will cntinue t serve hiring managers seeking t fill vacancies in Victria and Metr Vancuver. Applicants currently in the inventry will cntinue t have access t Financial Officer 18 jb pstings in Victria and Metr Vancuver. A new inventry psting will pen n January 23 t March 26, 2017 t attract applicants fr all lcatins where Financial Officer 18 psitins are lcated. New applicants that meet the minimum requirements and cmplete all applicatin requirements will be added t the current inventry. In additin t a mandatry rientatin sessin, applicants that are added t the inventry will be invited t wrkshps t develp their interviewing skills and psitin them t be successful in the final stages f the hiring prcess. This strategy will imprve applicant quality and readiness. Applicants currently in the Financial Officer 18 inventry are nt required t reapply. They will retain their status in the inventry. Effective March 6 th, 2017 hiring managers seeking t pst vacancies in lcatins utside f Victria and Metr Vancuver will be able t d s thrugh the Financial Officer 18 Inventry; this apprach will be mandatry fr filling all permanent and temprary assignments ver 7 mnth that require cmpetitive prcesses. 1 P a g e
2 Financial Officer 18 Applicant Inventry The inventry will be refreshed n a regular basis thrugh an extended psting apprach; this apprach will allw fr nging entry fr applicants that may have missed the initial inventry psting and the regular replenishment f new talent int the inventry. Is it mandatry t use the inventry fr TAs, auxiliaries and laterals? N, the inventry is available as an ptin t hiring managers lking t access pre-screened, partially assessed candidates fr TAs under 7 mnths, lateral transfer, r auxiliary vacancies under 7 mnths. These types f assignments d nt require a cmpetitive prcess and can be facilitated utside f the inventry. Mandatry use f the inventry is nly fr permanent and TAs ver 7 mnth cmpetitive prcesses. What if Hiring Managers have an active Eligibility List frm a previusly held cmpetitin? Hiring Managers that have established eligibility lists thrugh previus FO 18 cmpetitins shuld always use these lists t fill new vacancies as per the existing eligibility list guidelines. Hiring managers will als be able t establish new eligibility lists frm pstings that are made in the inventry. Hw will the inventry wrk fr hiring managers? Hiring managers will submit a hiring request thrugh MyHR. They will be cntacted by a Prject Hiring Advisr dedicated t managing the inventry wh will wrk with them t determine what kind f candidate they are lking fr (qualificatins, preferences, etc.) The Prject Hiring Advisr will als prvide stats n the talent pl within the inventry (Level f educatin, types f experience, and results frm assessments). Hiring managers will then have tw ptins fr hw t prceed: (1) Prceed with a cmpetitive prcess with pre-screened and partially assessed applicants frm the Inventry; r (2) Cnsider internal candidates wh are eligible fr a lateral transfer. Merit-based cmpetitive prcess: In rder t be a part f the inventry, applicants must meet the minimum screening criteria and cmplete preliminary testing. New jb pstings will be advertised t candidates in the inventry twice a week, n predetermined dates fr apprximately 3 days. Candidates wh are interested in the vacancy(s) will have an pprtunity t demnstrate hw they meet any additinal requirements specific t the psitin. All candidates that apply t the inventry psting and meet the manager s additinal requirements and preferences, will be available t the manager via the Recruitment System, using the same prcess t view applicants that managers currently use. Hiring managers will prceed with any additinal assessments, interviews and past wrk perfrmance checks subject t the principles f merit. Vacancies filled will be psted n a ntificatin bard fr unsuccessful emplyee candidates t request feedback. An unsuccessful emplyee candidate wh is nt satisfied with their 2 P a g e
3 Financial Officer 18 Applicant Inventry feedback will have the right t request a review f the appintment decisin thrugh the nrmal staffing review prcess. The Agency will mnitr the 5 day review perid n behalf f the hiring manager. Once the 5 day review perid has expired and additinal requirements are fulfilled (i.e. criminal recrds checks), a cnfirmatin letter will be sent t the successful candidate. Assisted lateral transfer prcess: In supprt f the strategy t supprt mre internal mbility within the BC Public Service, applicants that are currently at the FO 18 Level (base psitin) and seeking a lateral will have the ability t express their interest and will be added t the lateral hiring stream within the Inventry. If a hiring manager prefers an expedient apprach t filling their psitin withut a full cmpetitin, lateral pprtunities can be advertised t eligible FO 18 within the inventry Thse wh express interest will have an pprtunity t demnstrate hw they meet the preferences specific t the psitin. Hiring managers will prceed with selecting a candidate t be laterally transferred t their psitin. A dedicated Prject Hiring Advisr will be available t discuss ptins t assist in selectin (e.g. written r verbal assessments, suitability interview). Hiring manager can prceed with extending an ffer fr a lateral transfer. The BC Public Service Agency can als be asked t cmplete the ffer letter n the manager s behalf. Review perids d nt apply fr hires made fr lateral transfers, althugh feedback t thse cnsidered but nt selected is strngly encuraged. What shuld supervisrs expect if they have an emplyee wh is seeking a lateral transfer? A lateral transfer is a staffing actin that mves an emplyee t a new psitin that has the same salary range withut a cmpetitive prcess. As a hiring manager, this can be a timely, easy slutin fr filling a vacancy. As a supervisr, this is anther channel thrugh which yur emplyees can explre ther pprtunities in the BC Public Service. If yu have a FO 18 emplyee wh is being cnsidered fr a lateral transfer, yu can expect t be cntacted by the hiring manager fr (a) a reference check n yur emplyee and (b) t negtiate a start date. Please be advised that lateral transfers require the apprval f bth ministries. Hw will the inventry wrk fr applicants? Applicants currently in the Financial Officer 18 inventry are nt required t reapply. They will retain their status in the inventry. Applicants will be ntified f their test results and will use these result t determine which pstings they are eligible t apply fr. All inventry candidates will be required t attend an rientatin sessin befre they will be cnsidered fr vacancies. Candidates will als have the ptin f attending a number f wrkshps t imprve their interviewing skills and gain tips n hw t be successful in the final stages f the hiring prcess. Candidates wh are added t the inventry may have tw ptins available t them t be cnsidered fr FO 18 vacancies acrss the prvince: (1) Cmpetitive prcess; r (2) Lateral transfers: Cmpetitive prcess: Vacancies will be psted t the inventry n a scheduled basis. Thse wh apply will have an pprtunity t demnstrate hw they meet the preferences specific t the advertised psitin. Candidates wh submit their applicatin t a vacancy will be identified t the hiring manager. Candidates will prceed t additinal assessment and past wrk perfrmance checks. Vacancies filled will be psted n a ntificatin bard fr unsuccessful emplyee candidates t request feedback. Lateral transfer (fr current FO 18s nly): Psitins will be advertised t eligible candidates in the lateral hiring stream within the Inventry. Thse wh express interest must demnstrate hw they meet the preferences specific t the psitin. Qualified emplyees may prceed t an assessment (written, verbal) r a suitability interview. An ffer fr a lateral transfer will be extended t the successful emplyee. PLEASE NOTE: Internal emplyees wh are currently at the FO 18 level must apply t the inventry in rder t be cnsidered fr a new FO 18 pprtunity. Once in the inventry they will have t ptin t apply r express interest n new rles thrugh the cmpetitive stream and/r lateral transfer stream. As appintments are made t specific psitins frm the inventry, cmpetitin results will be psted t the Ntificatin Bard fr the duratin f the review perid.
