4 SECTION I: GENERAL INFORMATION Backgrund: The Smerville Arts Cuncil (SAC) is the Lcal Cultural Cuncil (LCC) fr the City f Smerville. What is an LCC? It is an rganizatin that re-grants state funds t supprt lcal arts activities. The State Legislature allcates funds, which cme frm revenues generated by Megabucks, t the Massachusetts Cultural Cuncil (MCC), a state agency. The MCC reallcates thse funds t LCCs thrughut the Cmmnwealth. The LCCs make thse funds available t lcal artists, rganizatins and schls thrugh grant prgrams like this ne. SAC has greatly expanded its activities since it was funded in 1980, but its LCC Grant Prgram remains ne f its cre prgrams. The principal bjectives f SAC s LCC Grant Prgram are t prmte and maintain the vitality f lcal cultural resurces and t ensure that these resurces are shared within the Smerville cmmunity. SAC is cmmitted t funding a diverse crss sectin f activities and a brad variety f art frms. SAC supprts the nging wrk f individual artists, prjects that serve specific ppulatins (e.g., schl children, elders, lw-incme families), cllabrative prjects that bring tgether artists and rganizatins, and the activities f lcal cultural grups. Grant applicatins are evaluated by Cuncil members and guest panelists based n artistic quality, prject design, training and track recrds f the individuals r rganizatins invlved, public accessibility, and cmmunity benefit. In additin, reviewers seek t balance repeat funding f successful prgrams with the funding f new, experimental, and innvative prjects. Applicants may call the SAC ffice fr help with prject design, t facilitate cllabratins between artists and rganizatins, and t ask questins abut the grant prcess, bth befre and after SAC makes its awards. Befre calling the the ffice, hwever, please read these guidelines in entirity and attend ne f ur three infrmatinal grant sessins, which are held each fall. A. Updates and Changes t the Guidelines fr 2016 New fr 2016, we are adding a new categry t supprt cultural innvatin/infrastructure. We have created this categry t supprt big-picture, lng term, cultural innvatins and infrastructure within the city. This categry is t supprt planning, cnvening and implementatin fr cultural infrastructure. This categry is NOT fr the prductin f a new exhibit, cncert series, r piece f public art, fr that yu shuld apply t ur tranditinal genre/prject categries. This categry is prvide supprt fr technical assistance, cnvening supprt, r expansin arund physical space, that will supprt the infrastructure fr arts/culture in the City. Examples f such prjects might include: *the creatin f a plan t develp a multi-cultural arts space; *develpment f an entrepreneurship prgram that supprts immigrants lking t launch a cultural prductin cmpany; *technical assistance supprt t explre new shared artist husing mdels; * cmmunity cnvenings t address arts and cultural infrastructure; *develpment f a new rtating exhibit area r public art shrt term r lng; * the expansin/redevelpment f an existing space New fr 2016, fr all prject grants we wish t knw mre abut hw yur prject addresses scial issues. 5 This year, we als see the need t increase the ptential prject grant amunt frm $1,500 t $2,500. Awards remain cmpetetive and the amunt MAY NOT be the full amunt, but the Cuncil believes we shuld raise the ptential capacity. The panel still retains the decisin n the amunt f the award and the review critera remain the same. The nly change is raising the cap n the award. There remains tw ptins fr submitting applicatins: snail mail r digital (using Ggle Drive). If yu apply digitally, be aware that all yur supprt material will need t be sent digitally as well. Mst supprt material that we require can be submitted in PDFs (manuscripts, etc), jpeg images, and small.wav files. If yu supprt material is large like excerpts f film/vide, yu may submit links. See appendix fr specfic instructins fr submitting via Ggle Drive. Yu may still chse t send yur applicatin via mail r drp ff. B. Grant Categries There are three grant categries Artist Fellwship, Prject and Educatin. Within each categry, applicants can apply fr funding fr ne f seven disciplines (Cultural Heritage, Dance/Theater, Film/Vide, Literature, Interrelated Media, Music and Visual Arts). Examples: Artist Fellwship in Literature, Prject Grant in Visual Arts, Educatin Grant in Cultural Heritage. 1. Artist Fellwship Grants Artists in any discipline may request funds t assist them in develping and explring their artistic wrk, r t supprt nging wrk. Funds may be applied t artists time and art-related expenses (materials, space rental, etc.). Grant amunt: All requests are fr $1,500. Actual awards may vary frm $400 t $1,500. Depending upn the applicant pl and available funding, preference may be given t thse wh have nt received funding in recent years. See Sectin II n page 6 fr cmplete Artist Fellwship Guidelines. 2. Prject Grants Prject Grants are intended t supprt specific prjects r presentatins that serve the Smerville cmmunity. Prjects may be special ne-time events r specific cmpnents f annual prgramming. Almst any artistic presentatin is eligible fr a Prject Grant. The types f eligible presentatins include, but are nt limited t: plays at a lcal theater, an exhibitin n a particular theme, a cncert at a library, and a series f writing wrkshps fr yuth. Grant amunt: Applicants can request up t $2,500. Awards typically range frm $250 t $2,000. See Sectin III n page 11 fr cmplete Prject Grant Guidelines. 3. Educatin Grants Educatin grants are essentially prject grants fr prjects that physically take place in a schl that serves Smerville residents and are tied t the schl s curriculum. They usually invlve cllabratin between the Smerville schls and lcal artists and/r arts rganizatins and supprt a mini-residency r perfrmance. An Educatin grant may be initiated by an artist, an rganizatin, r a schl. Grant amunt: Applicants can request up t $2,500. Awards typically range frm $250 t $2,000. See Sectin IV n page 18 fr cmplete Educatin Grant Guidelines. TIP: LCC educatin grants are fr in-schl activities nly. Schls may apply t the LCC Prgram: Field Trip Grant (frmerly the PASS Prgram) fr grants t fund the cst f admissin t museums and perfrming arts events utside f schl (but nt the cst f transprtatin). Artist Fellwships Individual artists wh are residents f Smerville at the time f applying AND did nt receive a Fellwship award in 2015 r Prject Grants Individual artists: Artists d nt need t have a residence r studi in Smerville but their prject must take place in Smerville and preference may be given t Smerville-based applicants. Organizatins: An rganizatin des nt need t be lcated in Smerville but their prject must take place in Smerville and serve the Smerville cmmunity. The rganizatin chuld be a municipal agency r a nnprfit that has been granted tax exempt status under sectin 501(c)3. Cmmunity rganizatins that d nt have 501(c)(3) status but can establish a nnprfit bjective (such as neighbrhd rganizatins r PTA) may als apply. Hwever, an individual will assume financial respnsibility fr the grant. 3. Artists and rganizatins can submit nly ONE applicatin during a given fiscal year. Schls may submit mre than ne applicatin but individual teachers may submit nly ONE applicatin. A given prject can nly be the fcus f ne applicatin per fiscal year; partners in a prject cannt submit separate applicatins fr the prject under different applicant names. D. Ntes n the Interrelated Media and Cultural Heritage Disciplines SAC has created a "Interrelated Media" categry fr applicants whse wrk includes tw r mre equally dminant genres r regularly explres r cmbines different frms, r fcuses n cmmunity as much as a certain genre, r des nt fit with ther existing categries. Examples f ptential Fellwship, Prject r Educatin grants that wuld fall int this discipline include: an artist s explratin f using fabric art fr set design, a tur f lcal artisans (cbblers, metal wrkers, etc.), a cmmunity prject that explres hw Smervillians use public space, an utdr theater and music festival r a dance piece with chregraphy that respnds t a phtgraphic slide shw. If ne discipline is ntably mre dminant than thers in yur wrk, please cntinue t apply under that discipline and nt interrelated media. If yu re unsure whether yu shuld apply fr a grant within this discipline r ne f the ther disciplines, please cntact SAC s we can help yu determine this. LCC Grants - General Infrmatin / Page 3

7 SAC develped a "Cultural Heritage" categry fr thse interested in explring Smerville's cultural histry and ethnic diversity. Examples f ptential Fellwship, Prject r Educatin grants that wuld fall int this discipline include: cnducting histrical research n Smerville s Milk Rw Cemetery, curating an exhibit n Smerville s Haitian cmmunity f visual artists r prducing a series f caperia (Brazilian dance/martial arts) perfrmances in a lcal schl. Cnsider applying t the Cultural Heritage discipline if yu feel yur prpsal shuld be judged specifically fr its cultural significance (vs. its aesthetic cmpnents). Ultimately, if yur prject will dcument, present, r cnserve Smerville s cultural heritage, yu shuld apply within this discipline. E. Restrictins Lcal Cultural Cuncil (LCC) funds may nt be used t replace municipal funding fr the arts, humanities, r interpretive sciences. Fr example, LCC funds may nt be used t purchase bks fr a public library, art supplies fr a schl, r salaries fr teachers r librarians. LCCs cannt accept applicatins frm religius rganizatins r religiusly-affiliated grups fr prjects that lack a clearly dminant cultural purpse, have the primary effect f advancing religin, and/r seek funding fr activities that are nt fully pen t the general public. Grants cannt be used fr capital expenditures. Students are nt eligible t apply fr schlarships. LCC funds may nt be used by applicants t purchase refreshments. LCC funds may nt be used t cver administrative expenses fr nn-arts rganizatins. F. Cmmunity Benefit Every LCC Grant awarded thrugh the Smerville Arts Cuncil must benefit Smerville residents. SAC s gal in this regard is t prmte meaningful interactin between Smerville's large artist ppulatin and the Smerville cmmunity as a whle. 1. Artist Fellwships and Cmmunity Benefit SAC is ne f nly fur LCCs in the state that ffers Artist Fellwships. If yu are awarded a Fellwship, yu will be required t cnduct a small prject t prvide a "cmmunity benefit." The small prject is nt intended t burden yu but t prvide a way in which yu can share yur wrk with a nn-arts audience. Cmmunity Benefit prjects may range frm small-scale wrkshps t public readings, cncerts, r slide lectures. Yu d nt need t prpse a cmmunity benefit prject in yur LCC grant applicatin. If yu are awarded a grant, SAC staff will direct yu n hw t prpse a prject later n and will be available t wrk with yu t develp yur prpsal. 2. Prject and Educatin Grants and Cmmunity Benefit The cmmunity benefit in all Prject and Educatin Grants must be clearly delineated in yur applicatin as part f yur prpsed activities. A free cncert series, fr example, prvides access t prfessinally perfrmed live music fr everyne in the cmmunity, including lw-incme residents wh might nt therwise be able t attend such cncerts. In sme cases, such as an artist-in-residence prgram at a lcal schl, the prject benefits a smaller grup within the cmmunity; in this case, it enriches the educatin f students at the particular schl. In additin, all applicants are encuraged t make every pssible effrt t accmmdate peple with disabilities. Applicants frm utside Smerville wh are planning t submit a Prject r Educatin grant will be expected t netwrk with Smerville agencies, rganizatins and/r schls t ensure effective links between the prject and the cmmunity and t assist with LCC Grants - General Infrmatin / Page 4

8 utreach and publicity. Please see the appendix at the end f the guidelines fr suggested partners/cllabratrs. G. Grant Perid LCC Grants are available fr prjects taking place between January 1, and December 31, H. Applicatin deadlines Mailed applicatins must be pstmarked by Thursday, Octber 15, Applicatins may als be drpped ff at SAC by Thursday, Octber 15, 2015 by 4:30 p.m. Applicatins pstmarked r drpped ff after this date/time will nt be accepted. Applicatin Time Line The Smerville Arts Cuncil has been apprved fr "streamlining" by the MCC. This means that recipients will receive final ntificatin frm the Smerville Arts Cuncil in late December 2015 r early January Belw is a time line f the applicatin review and award prcess. Infrmatin Sessins September 2015 Applicatin Deadline Thursday, Octber 15, 2015 (pstmark) Denial Letters Mailed December 15, 2015 Apprval Letters Mailed January 6, 2016 Grant Perid January 1- December 31, 2016 Final Reprt Due January 15, 2017 J. Funding Amunts Due t the cntinued lack f public funding fr the arts and the cmpetitiveness f the prcess, the Smerville Arts Cuncil is typically able t fund nly 50% f submitted prpsals. We ften award smaller amunts than requested and ask that applicants raise matching funds r scale dwn their prjects. Many applicants have used SAC funding t leverage ther grants, cntributins, r in-kind dnatins frm lcal businesses. As mentined in the update sectin, we have increased ur cap amunt fr prjects. In additin, the City fr FY 16 has prvided us an additin $25,000 t supprt the LCC grant prgram. LCC Grants - General Infrmatin / Page 5

9 K. Changes t Apprved Prjects Sme applicants wh are awarded reduced funding may nt be able t raise matching funds, which may result in the prpsed prject being altered r scaled back. In this situatin the applicant must send a descriptin f the revised plan t SAC fr apprval befre prceeding with the prject. In cases where a prject cannt be cmpleted as riginally utlined in the applicatin, written ntice must be given t SAC within the granting perid. SAC reserves the right t withhld payment f the grant if these changes are unacceptable. Requests fr extensins and changes t prjects will be reviewed n a case-by-case basis and must be received befre the end f the grant perid. Typically, nly ne six-mnth extensin is allwed. L. Recnsideratin An applicant wh des nt receive a grant may call the Smerville Arts Cuncil Office t review the reasns and may reapply the fllwing year. Under certain circumstances, an applicant wh des nt receive a grant may request recnsideratin f SAC s decisin. Requests fr recnsideratin will nly be granted where the request demnstrates a specific prcedural flaw in the way SAC fllwed published applicatin r review prcedures. Nte that even if the recnsideratin request is granted, the applicatin may again be disapprved. Applicants cannt request recnsideratin because they disagree with SAC s decisin n artistic grunds r because they are unsatisfied with the award amunt. T request recnsideratin an applicant must make a frmal request t SAC, in writing. SAC must receive the request within 15 days f the pstmarked date n SAC s disapprval letter t the applicant. M. Payment f Grant Funds Payments are made n a reimbursement basis nly. Reimbursement generally takes 6 weeks frm the time SAC receives cmplete paperwrk. Partial reimbursements may be requested; final reimbursement will nt be made until the prject is cmpleted as prpsed and a final reprt is submitted. LCC Grants - General Infrmatin / Page 6

SAC intends these grants t help artist develp and explre their wrk withut feeling cmpelled t prduce a particular prject r piece. Funds may be applied t an artist's time and art-related expenses (materials, space rental, etc.). Please nte that due t limited funding, artists wh received Fellwship awards in 2015 r 2014 may nt receive a Fellwship award in Artists wh applied in 2015 r 2014 but were nt awarded a Fellwship may apply again in A. Eligible Applicants Individual artists wh are residents f Smerville at the time f applying AND did nt receive a Fellwship award in 2015 r B. Funding Criteria Primary criterin: Quality f the artist's wrk as dcumented in supprting materials. Additinal criteria: Exhibitin, publicatin, r perfrmance recrd Educatin, training, and experience Clarity f artist statement Cmpleteness f applicatin and thrughness f supprt materials C. Amunt All applicant requests are fr $1,500. The actual amunt awarded by the Cuncil may vary frm $400 t $1,500. D. Filling Out the Applicatin 1. General Instructins All infrmatin n the applicatin must be clearly legible t panelists. Applicatins that are typed r have cmputergenerated text may be given preference. 11 2. Applicant Infrmatin Enter yur name and address in the spaces prvided. Fellwship applicants must live in Smerville. It is yur respnsibility t select the apprpriate grant discipline [cultural heritage, dance/theater, film/vide, literature, music, visual arts, r interrelated media]. Grant Narrative Questin 1 What specifically have yu been wrking n in the past year? Fr example, "I have been wrking n a series f pems that explres the theme f urban life, incrprating images f New Yrk, Chicag, and ther US cities. Questin 2 Hw has yur frmal and/r infrmal educatin influenced yur wrk? Many peple learn their craft/trade thrugh a variety f avenues. Please describe yur educatin, bth frmal and infrmal. Hw d yu actively cntinuing learning and advancing yur wrk? 5. Cmmunity Benefit Please read this imprtant sectin. N further actin is required at this time. 6. Awareness f Applicant Check that yu are the applicant f recrd and that yu signify that the infrmatin in yur applicatin (including the attachments) is accurate and if awarded a grant yu will carry ut a cmmunity benefit prject. 7. Budget Infrmatin Yu d nt have t submit a budget as part f yur applicatin. All Artist Fellwship Grant applicants autmatically apply fr a $1,500 award. If awarded funding, the amunt may vary between $400 and $1,500. F. The Cultural Heritage Frm If yu are applying under the Cultural Heritage discipline, yu must cmplete the Cultural Heritage frm in additin t the regular fellwship applicatin frm. If yu are applying under any ther discipline yu can skip this frm. G. Supprting Materials Present yur supprting materials in a neat, well-rganized manner; simply use a paper r binder clip fr yur materials. Please d nt use staples, sheet prtectrs, sft r spiral binding. Label all supprting materials with yur name and address. Please remember that the clarity and quality f the applicatin and supprting materials are especially imprtant fr Fellwship applicants. 12 s yur materials must represent yu as fairly and elquently as pssible. As SAC nrmally reviews mre than 90 applicatins per cycle, we ask that yu be selective in chsing yur materials. 1. The CV, Resume r Bi Yur CV, résumé r bi must list yur training and experience exhibitins, perfrmances, publicatins, teaching experience, etc. If yu need help creating any f these dcuments The Cllege Art Assciatin prvides guidelines fr bth the artist CV and résumé n their web site at 2. The Artist Statement Please write yur artist statement n a separate sheet f paper. It shuld explain yur wrk t the reviewers, wh may nt be familiar with it. Yu might describe the medium in which yu wrk (e.g., brnze sculpture, shrt stry, peretta, 8mm film, ballet) and why yu chse that medium as well as the philsphy r meaning behind yur wrk. 3. Examples f Yur Wrk Select and reprduce examples f yur wrk with care; the reviewers may nt be familiar with yur wrk and will make funding decisins n the basis f these materials. Make sure that the materials are the mst accurate representatin f yur best wrk. Send nly duplicate cpies, nt rginals. While these materials will be given all pssible care, SAC cannt be held respnsible fr them. The types f materials t be submitted and the frmats t be used vary accrding t yur grant discipline. Please see the infrmatin belw that relates t yur particular discipline: Dance and Theater Submit a 10-minute segment n DVD and/r scripts. If yu are submitting a DVD that is lnger than 10 minutes, make a nte f the place n the DVD that yu wuld like the panel t view. While the reviewers may chse t watch mre, their initial review will nly be f that 10 minutes, s select and edit carefully. Attach a separate sheet f paper t the materials that explains what is being viewed r read and yur rle in the prductin (e.g., chregrapher, perfrmer, authr, prducer, r directr). Vide and Film Submit a 10-minute segment. We are strngly recmmend sending URL links t segments r PDFs f scripts. If impssible, please submitt n DVD and/r hard cpy scripts. If yu are submitting a segement that are lnger than 10 minutes, make a nte f the specific 10-minute segment that yu wuld like the panel t view. While the reviewers may chse t watch mre, their initial review will nly be f that 10 minutes, s select and edit carefully. Eligible prjects must be physically carried ut in a schl and must be tied t the schl s curriculum in at least ne arts-related way. Typically, they invlve a cllabratin between Smerville rganizatins r schls and lcal artists in the frm f mini-residencies r perfrmances. An Educatin grant may be initiated either by the artist, an rganizatin, r the schl. Examples: An artist seeks t run an after-schl vide club at an elementary schl in which students can learn abut vide prductin and prduce a weekly 1/2-hur prgram n Smerville Cmmunity Access Televisin.
