3 Histry and Overview Funded in 1977, the Decentralizatin Prgram (DEC), knwn lcally at Saratga Arts as Cmmunity Arts Grants, was develped t ensure New Yrk State s cultural funding reached every part f the state. In 1993, The New Yrk State Cuncil n the Arts (NYSCA) appinted Saratga Arts t administer the Decentralizatin (DEC) Grant Prgram in Saratga Cunty, and 2011 in Fultn and Mntgmery Cunties. A funding categry within Saratga Arts Cmmunity Arts Grants Prgram, In-Schl Arts Educatin Grants regrants public funds t Fultn, Mntgmery, r Saratga Cunty-based individual artists and nn-prfit rganizatins in partnership with lcal public schls t engage prek-12 yuth in rich artistic learning experiences. Over the years, Saratga Arts has awarded ver $200,000 fr Arts Educatin Residencies in Fultn, Mntgmery, Saratga, and Washingtn Cunties. 3

4 2018 INFORMATIONAL SEMINARS and TECHNICAL ASSISTANCE Saratga Arts ffers free in-persn and web-based seminars t assist applicants in understanding the grant prcess. Seminars fcus n specifics f the grant applicatin, including writing the narrative, successfully cmpleting the budget, successful prject examples, and review panel tips. Artists and rganizatins whse primary residence is in Fultn, Mntgmery, r Saratga Cunty, r an ut-f-cunty individual artist r rganizatin wh is fiscally spnsred by an in-cunty nnprfit. New fr 2018 Schl Arts Educatin Grants supprt arts educatin prjects that take place in prek-12 public schls during r after-schl hurs. Emphasis is placed n the depth and quality f the creative prcess thrugh which participants learn thrugh r abut the arts. Prjects must fcus n the explratin f art and the artistic prcess. HOW MUCH TO REQUEST Schl Arts Educatin Grants range frm $500 - $3,000 and partnerships invlve at least three cntact sessins. A Schl Arts Educatin Grant can fund up t 75% f the residency s ttal expense; the remaining 25% must be in the frm f cash and in-kind and can be cntributed frm the individual artist, nn-prfit, partnering schl, r ther grup. WHEN DOES THE RESIDENCY NEED TO TAKE PLACE? January 1, 2018 December 31, 2018 HOW IS FUNDING DECIDED? Thrugh a deliberatin prcess, a qualified panel f arts educatrs, arts prfessinals, artists, and cmmunity representatives frm Fultn, Mntgmery, and Saratga Cunties, review applicatins and decide n funding based n specific funding criteria and pririties adapted frm NYSCA. Saratga Arts distributes funding t grant recipients immediately fllwing disbursement frm New Yrk State. Grant Awards may nt be until late spring. If yur rganizatin is dependent n receiving funding in rder t implement the event please plan yur budget and cash flw needs accrdingly. 5

Artists must be ver 21 years f age Saratga Arts' Arts Educatin Grants are funded by the New Yrk State Cuncil n the Arts, which requires Saratga Arts t determine t the best f its ability that 6

7 rganizatins receiving these public funds are capable f carrying ut their prpsals and will be ethical and effective stewards f public funds in cmpliance with nnprfit law and best gvernance and fiscal practices. In the curse f reviewing applicatins befre submitting them t the selectin panel, Saratga Arts' staff may identify what, in its judgment, appear t be prblems in rganizatinal practices and require that they be addressed; failure t d s may render an applicatin ineligible fr further review r funding cnsideratin. NOTE: Schl partners may nt apply directly fr Arts Educatin funding but are encuraged t cwrite and plan the grant applicatin. Prjects with schl partners invlved in any Arts Educatin prjects currently receiving direct NYSCA funding are nt eligible fr an Arts Educatin Grant in the same year. Organizatins that applied directly t NYSCA fr 2018 funding may NOT apply fr Arts Educatin funding, regardless f the status f the NYSCA applicatin. An rganizatin can apply fr an Arts Educatin Grant and a Cmmunity Arts Grants. The ttal number f prjects can be three and the funding request can nt exceed $5,000 7

The artist and students may meet during regular schl r after schl hurs Prject must invlve at least three in-depth cntact sessins with the same artist and cre grup f students (a final assembly r perfrmance des nt cnstitute as ne f the three in-depth learning sessins) Prject activities and utcmes must be cllabratively designed, planned, taught and evaluated by the teacher and artist r nn-prfit cultural rganizatin The prject must address the New Yrk State Learning Standards in the Arts PLUS FACTORS: Artist is a Fultn, Mntgmery, r Saratga Cunty resident The schl s nn-arts teachers participate in the prject Planning team seeks cllabrative prfessinal develpment The expertise f the prpsed artist r cultural prfessinals is clearly exhibited Clarity and relevance, cncerning grade level, f prpsed prject activities, shared educatinal and artistic gals, expected student utcmes Degree t which the prject strengthens the learning f arts curricular Cmprehensiveness f the planning and implementatin team Degree t which the timeline allws fr reflectin, further investigatin and fine tuning between wrk sessins Clarity and feasibility f reflectin and student assessment plans Cst-effectiveness f the prpsed budget Prject must include and accmmdate individuals with disabilities Example Schl Arts Educatin Residency: Fultn Cunty-based Individual Artist, Gergia O Keefe, wuld like t wrk with a class f Furth Grade Students at an Elementary Schl in her twn. She has cntacted the Visual Art Teacher, Ellen Murphy, wh is interested in wrking with Ms. O Keefe and having her cme int her classrm t teach her students painting techniques and landscapes f the American West. Ms. Murphy is very excited because the students will have an in-depth arts experience wrking with talented artist, Ms. O Keefe and als learn mre abut the American West, which cmbines Furth Grade NYS Arts and Scial Studies Learning Standards. Tgether, Ms. O Keefe and Ms. Murphy have agreed t c-write the Arts Educatin Grant. 9

10 APPEALS PROCESS Schl Arts Educatin Grant applicants wh are denied funding are prvided with an Appeals Prcess t ensure the integrity f the prgram. Dissatisfactin with the amunt f an award r a situatin f n funding is nt justificatin fr an appeal. Intrductin f infrmatin nt prvided t the Arts Educatin Review Panel r Saratga Arts staff by the applicant prir t the Panel s decisin cannt be used t justify an appeal. THE GROUNDS FOR AN APPEAL ARE: 1. Nn-presentatin f material infrmatin. Infrmatin knwn t Saratga Arts Staff r Panelists prir t the Panel s decisin which was nt presented and which might have altered the decisin. 2. Misrepresentatin f material infrmatin. Infrmatin knwn t Saratga Arts Staff r Panelists prir t the Panel s decisin which was distrted in its presentatin and which, if presented differently, might have altered the decisin. 3. Imprper prcedure. Cntentin by the applicant that the decisin by the Panel, given the infrmatin available t it and in its discretinary authrity, was arbitrary r incnsistent. An applicant cnsidering an appeal must call the Grants Administratr at Saratga Arts upn receipt f their grant rejectin ntificatin t learn why the decisin was made. If, after an initial cnsultatin with the Grants Administratr, the applicant wishes t pursue the appeal, a letter citing the specific evidence which cnstitutes the grunds fr appeal must be received by the Saratga Arts Grants Administratr r Executive Directr within five days f receipt f the denial letter. Failure t meet this deadline will result in the lss f the right t appeal. Upn receipt f a letter f appeal, the Grants Administratr will cnvene the Appeals Panel. The Appeals Panel will review the materials and vte t uphld r t dismiss the appeal. The applicant will receive written ntificatin f the decisin. 10

11 APPLYING THROUGH A FISCAL SPONSOR What is a fiscal spnsr? A fiscal spnsr is a nn-prfit rganizatin that ffers their legal and tax-exempt status t unincrprated grups engaged in activities related t the rganizatin's missin. Hw des fiscal spnsrship relate t Saratga Arts Grants Prgram? T be eligible t apply t the Schl Arts Educatin Grant Prgram at Saratga Arts, an rganizatin must be incrprated as a New Yrk State nn-prfit with an address in Fultn, Mntgmery, r Saratga Cunty. Organizatins lcated in Fultn, Mntgmery, r Saratga Cunty that are nt incrprated as a NYS nn-prfit and are interested in applying t the Arts Educatin Grant Prgram have the ptin f seeking fiscal spnsrship frm a designated NYS nn-prfit lcated within Fultn, Mntgmery, r Saratga Cunty. An individual artist wh wuld like t apply t the prgram must either live in Fultn r Mntgmery Cunty, r if they reside utside f Fultn r Mntgmery Cunty must btain fiscal spnsrship by an eligible nn-prfit in Fultn, Mntgmery, r Saratga Cunty. What are the basic respnsibilities f being a fiscal spnsr? A fiscal spnsr must adhere t the nn-prfit eligibility requirements listed in the Arts Educatin Grant Guidelines. The spnsring rganizatin must be incrprated as a New Yrk State nn-prfit with an address in Fultn, Mntgmery, r Saratga Cunty. A fiscal spnsr applies t ne f Saratga Arts Grant Prgrams n behalf f an individual artist r unincrprated arts rganizatin r grup. A fiscal spnsr agrees t serve as a fiscal cnduit and accepts respnsibility fr fulfilling all grant requirements fr the grant-funded prject, which includes submitting a cmpleted and signed grant applicatin, and if funded, a signed cntract and prgram schedule frm Receive, recrd, and disburse the grant mney directly t the spnsred artist in a timely and fair manner Cmplete a final reprt (the final reprt includes financial dcumentatin f all expenses t the prject and is due within 30 days f the last cmpleted prject date). A cpy f a Fiscal Spnsr Mem f Understanding between the tw parties must be submitted with the applicatin, stating the willingness f the Spnsr t fulfill bligatins 11

12 and duties relating t serving as a fiscal and administrative agent fr a grant award. In additin the letter f agreement shuld specify the respnsibilities and rles f each party. Artistic cntrl and prprietary rights shall remain exclusively with the spnsred arts rganizatin r artist. What are the basic respnsibilities fr the spnsred Artist/Nn- Incrprated Organizatin? Use all grant mney exclusively fr the cntracted prject. Cmplete prject activity as described in riginal grant applicatin. Submit t the spnsring rganizatin a detailed prject descriptin and fiscal reprt. Submit all required prject and expense infrmatin t the fiscal spnsr fr the cmpletin f the final reprt (this included all expense receipts assciated with the residency) Maintain accurate recrds f all prject-related expenses and submit cpies f expense receipts. Credit the spnsring rganizatin and Saratga Arts n all publicity, advertisements, and acknwledgments related t the prject in a frm agreed t by bth parties. Saratga Arts encurages spnsring rganizatins t check with their accuntant r financial persnnel regarding tax liabilities and IRS reprting relevant t spnsring prjects that may r may nt directly relate t the missin f their rganizatin, and if necessary, t establish internal cntrl plicies relating t fiscal spnsrship. Spnsring rganizatins are respnsible fr all IRS required reprting, including the creatin and distributin f 1099 and W9 frms where applicable. Please refer t: fr mre infrmatin n fiscal spnsrship. 12

13 GRANT RECIPIENT RESPONSIBILITIES Grant recipients are required t d the fllwing: Sign and return a Cultural Services Agreement stating the terms f the funded prject Directly applying Individual Artists must submit a Frm W-9 t Saratga Arts Attend the Annual Grant Awards Ceremny t receive award Keep the Grants Administratr infrmed regarding prject prgress, any changes in the prject as prpsed in the riginal applicatin must be pre-apprved by the Grants Administratr r difficulties in fulfilling bligatins f the agreement must be reprted t the Grants Administratr immediately Make the public aware f yur prject, fllwing thrugh n the exact terms f yur apprved marketing strategy Credit Saratga Arts fr receipt f funds n all publicity and printed and e-media materials and websites assciated with the funded prject (specific credit language is available at and in the Cultural Services Agreement Packet). An applicant that fails t prvide required reprting paperwrk can nt apply again until that paperwrk has been prperly submitted and apprved. Applicatin and Budget Frms The applicatin and budget frms must be typed and submitted as PDF Files. Only ne cpy f the applicatin, with riginal signatures in the certificatin page, and budget need t be submitted. II. Supprt Dcuments Bard f Directrs List Submit a list f current Bard Members, include ccupatin affiliatins, address and phne numbers List f all Artistic & Administrative Persnnel (If yur rganizatin is requesting funds fr mre than ne prject, please submit a separate list fr each prject.) Submit a list f names and rganizatins verseeing the arts prject; prvide mailing addresses and phne numbers, and specify their rles in the prject Artist Resume/s (If yur rganizatin is requesting funds fr mre than ne prject, please submit a separate list fr each prject.) Submit resumes fr all artists invlved in the prject describing their artistic career and qualificatins Organizatin Financial Statement Submit ne cpy f the financial statement frm yur rganizatin s mst recent cmpleted fiscal year. Use updated audited figures if available; ther acceptable dcuments include accuntant prepared and signed statements r a cmplete fiscal year reprt signed by bard treasurer. The applicant must be incrprated as a New Yrk State nnprfit, municipality r gvernment entity with a mailing address in Fultn, Mntgmery, r Saratga Cunty. Artistic Supprt Materials Applicants are asked t submit artistic samples that represent their rganizatin s wrk frm the last three years. Chse the medium apprpriate fr the prject and artistic discipline f the invlved artists. Digital Images Clr images r BW, maximum f 5 each labeled with Number, Title & Date f Wrk. Include a numbered Image List with Number, Title, Artist, Date f Wrk, Medium and Dimensins. Nte: 3-D artists may submit tw views f each piece fr a max. f 10 images. Literary Wrk Maximum 10 pages, typed, duble-spaced. Include a Title Page labeled with Artist Name, Title and Date f Wrk. Petry may be single-spaced, each pem n a separate page.
