3 1. GENDER INITIATIVES Beginning in , the CMF will be implement a number f new plicies that aim t increase the representatin f wmen in key rles n CMF-funded prjects. The details are explained belw fr each relevant Prgram and in the CMF Guidelines and Perfrmance Envelpe Manual. These plicies fall under five main headings: A. Administratin Building n adjustments t its applicatin prcess intrduced in , in the CMF will cntinue t track gender self-declaratin. B. Selectin Beginning in , the CMF will strive t ensure that all juries cnducted thrugh any f the CMF s Cnvergent r Experimental Selective prgrams will have balanced representatin (e.g., between 40% and 60%) f wmen and men. C. Third-party Supprt Beginning in , the CMF will develp partnership pprtunities with unins, guilds and related industry rganizatins t facilitate additinal prfessinal access and pprtunities fr wmen in Canada s screen-based industries which cmplement the CMF s gender initiatives. D. Incentives Beginning in , the CMF will designate three (3) pints in all f its Cnvergent and Experimental Selective prgrams where at least 40% f the enumerated key psitins are held by wmen. E. Requirements and Targets Requirements Beginning in , Bradcasters will be required t direct at least fifteen percent (15%) f their respective Perfrmance and Develpment Envelpe Allcatin dllars (as applicable) t Eligible Prjects where, f all the enumerated cumulative Prducer, Directr and Writer psitins n a TV Cmpnent, at least 40% f the ttal number f psitins are held by wmen. It is imprtant t nte that this minimum bligatin will prgressively increase each year: In , Bradcasters will be required t cmmit a minimum f twenty-five percent (25%) f their Envelpe allcatins t such prjects; and In , Bradcasters will be required t cmmit a minimum f thirty-five percent (35%) f their Envelpe allcatins t such prjects. In light f bth this gal and the annual prgressive increases t the required percentage, the CMF encurages Bradcasters t allt mre than the required minimum s that the shift t equal representatin in Canada s screen-based industries can be accelerated. By extensin, the CMF s gal fr is t devte thirty-five percent (35%) f all Perfrmance Envelpe Allcatin dllars twards wmen-led prductins; and the CMF s gal fr is t devte fifty percent (50%) f all Perfrmance Envelpe Allcatin dllars twards wmen-led prductins. 1

EXPERIMENTAL STREAM Changes applicable t the Experimental Stream Innvatin, Cmmercial Prjects Pilt Prgram and Web Series Pilt Prgram Guidelines Evaluatin Grid changes (Gender) Previusly, the Team sectin in all Experimental Prgrams respective Evaluatin Grids placed weight related primarily t the experience, achievements, chesin and cmplementarity f the studi and/r team in the evaluatin f prjects. Nw, 3 pints will be reserved in the Team evaluatin criteria fr prjects where at least 40% f the cumulative Prducer, Executive Prducer, Directr (including Technical Directr, Creative Directr, Art Directr, and Interactive Directr), Senir Prgrammer, Designer, and Prject Leader psitins are held by wmen. See sectin 2.4 Changes applicable t the Experimental Stream Innvatin and Cmmercial Prjects Pilt Prgram ( C3P ) Guidelines Evaluatin Grid changes (Differentiatin) Previusly, despite placing a different emphasis n innvatin and cmmercial ptential in their respective prgrams, there was significant verlap in the Experimental Stream s Innvatin Prgram and C3P Evaluatin Grids. Nw, the evaluatin grids will be further differentiated t reflect each prgram s unique bjective. Specifically, there will be a strnger fcus and weight placed n the cmmercial ptential f prjects applying thrugh C3P. See sectin 2.4 Changes applicable t the Experimental Stream Innvatin Prgram Separate Evaluatin Grid Marketing Previusly, evaluatin criteria fr Develpment, Prductin and Marketing funding were all cntained in a single Evaluatin Grid. Nw, nly Develpment and Prductin will share an Evaluatin Grid and Marketing will have its wn, separate Evaluatin Grid. See sectin 2.4 Changes applicable t the Experimental Stream Web Series Pilt Prgram Guidelines Eligibility Previusly, Eligible Prjects under this Prgram were required t meet the respective definitin f either f the CMFsupprted genres f Drama r Children s and Yuth. Nw, Eligible Prjects under this Prgram are required t meet the respective definitin f any f the CMF-supprted genres f Drama, Children s and Yuth r Dcumentary. See sectin 3.2 2

5 Changes applicable t the Acceleratr Partnership Prgram ( A2P ) Revised list f apprved business acceleratrs The list f business acceleratrs apprved t prvide acceleratin services thrugh this Prgram has been revised. Eligibility f ther business acceleratrs will be evaluated n a case-by-case basis. See paragraph 4 3

CONVERGENT STREAM Changes applicable t all Cnvergent Prductin Prgrams Other Rights Beginning in , the CMF will add advertising vide n demand ( AVOD ) and subscriptin vide n demand ( SVOD ) t its list f enumerated Other Rights. Fr clarity, where the CMF prvides an equity investment n Televisin Cmpnent, these Other Rights may nly be acquired thrugh a reasnable, fair-market value amunt r thrugh a revenue sharing arrangement. See sectin 3.2.TV.5.3 Previusly, sectin 3.2.TV.5.d nted that the Canadian Bradcast Right (r Canadian VOD Right) culd nt include an wnership, prfit, repayment r recupment psitin in the Eligible Prject. Further, sectin 3.2.TV.5.3 listed a number f enumerated Other Rights the Bradcaster culd acquire r restrict the Applicant frm expliting. Nw, in rder t prvide clarity t the spirit and intent f its prgrams and plicies, Other Rights will be renamed Other Explitatin Rights in the CMF Guidelines. Further, sectin 3.2.TV.5.d will nw specify that Other Explitatin Rights, regardless f whether the CMF is an equity participant in the prject, shall nly apply t the varius subsidiary and ancillary explitatin rights f a prject and nt merely cnsist f additinal access t revenue r recupment t the Canadian Bradcast Right, VOD Right r Other Explitatin Rights themselves. Fr clarity, Bradcasters may nly recup n explitatin revenues if they are making an investment in a prject. See sectins 3.2.TV.5.d and 3.2.TV.5.3 Beginning in , the CMF will clarify that eligible Digital Media Cmpnents must be assciated with a Televisin Cmpnent that is funded by the CMF in the same fiscal year. If Bradcasters d nt meet this requirement, the CMF will impse a dllar-fr-dllar penalty during the next year s PE Allcatin calculatins. 7 License Fee Threshlds ( LFT ) Beginning in , the fllwing changes t LFT s will be implemented: The French Drama, Mini-series LFT categry will be merged with all ther LFT s in French Drama and the mini-series exclusin will be remved. The English Dcumentary (all prjects, excluding feature-length, $750K/hr r mre) categry will be merged with the English Dcumentary (all prjects, excluding feature-length, $400K/hr t $750K/hr) and the $750K/hr cap will be remved. Nw, the previus rules shall nly apply t live-actin Televisin Cmpnents and fr clarificatin, the riginal language f prductin fr animated prductins will be determined by which individual bradcaster cmmits the highest Eligible License Fee t the prject. See sectin Changes applicable t all Cnvergent Selective Prgrams Evaluatin Grid (Gender initiative) Previusly, 10 pints were designated t evaluating the track recrd and experience f the prductin team under the Prductin Team assessment criterin and 10 pints were designated t evaluating the track recrd and experience f the creative team under the Creative Elements assessment criterin. Nw, The Prductin Team assessment criterin has been renamed Team and expanded t include bth the Prductin and Creative Teams. 17 pints are designated t evaluate the track recrd and experience f the bth the prductin and creative teams. 3 pints are designated t whether at least 40% f the cumulative psitins n the Prductin and Creative Teams n the Televisin Cmpnent are held by wmen. The weight f the Creative Elements assessment criterin has been decreased frm 40 pints t 30 pints t accunt fr the repsitining f the creative team evaluatin under the Team assessment criterin. 8 Changes applicable t the Abriginal Prgram Indigenus representatin in the selective prcess Beginning in , the CMF will ensure that the selectin cmmittee respnsible fr evaluating the creative cmpnents f prjects in the CMF s Abriginal Prgram will be individuals frm Canada s Indigenus cmmunities. Intrductin f the Predevelpment Eligible Cst Matrix Previusly, the Maximum Cntributin Eligible Prjects seeking predevelpment funding culd receive was the lesser f $15,000 r 75% f the prject s Eligible Csts. Nw, Eligible Prjects applying t the CDMI will be chsen thrugh a selective prcess accrding t criteria listed in the prgram s Evaluatin Grid. See sectins C.4 and D.1 f the Develpment Envelpe Manual Eliminatin f the Bradcaster Cnvergence Requirement Previusly, there was a Cnvergence Requirement which bligated bradcasters t either spend 60% f their respective Develpment Envelpe allcatins n prjects with a rich and substantial DM Cmpnent, r alternatively, have a minimum f 60% f their prjects include a DM Cmpnent which meets the CMF s standard fr value-added r rich and substantial cntent as defined under sectin 3.2 DM f the Guidelines. Nw, the CMF has remved the Cnvergence Requirement in its Develpment Prgrams and Bradcasters will n lnger be required t meet either 60% bligatin. See sectin C.4 f the Develpment Manual 6

9 Intrductin f the Predevelpment Eligible Cst Matrix Previusly, the Maximum Cntributin Eligible Prjects seeking predevelpment funding culd receive was the lesser f $15,000 (r $10,000 in the French market) r 75% f the prject s Eligible Csts. Nw, the CMF may cntribute financially t an Eligible Prject in predevelpment accrding t fixed allwable Eligible Csts designated fr specific predevelpment activities which are set ut in the Guidelines. See sectin TV.2 Predevelpment Eligible Develpment Fee Previusly, prjects required a letter f interest frm a Canadian bradcaster in rder t be eligible fr predevelpment funding. Nw, all applicatins fr predevelpment financing must include a letter f interest frm a Canadian bradcaster with a CMF Develpment Envelpe allcatin. See sectin 2.C.3 Changes applicable t the Develpment Prgram, Abriginal Prgram and Francphne Minrity Prgram Cnvergence Requirement fr Develpment funding. Previusly, prjects were required t be cnvergent, meaning they had t have a Televisin Cmpnent and ne r mre Digital Media Cmpnents, VOD presentatin f the Televisin Cmpnent, digital distributin f the Televisin Cmpnent, r any cmbinatin f these three t be eligible fr develpment funding. Nw, TV Cmpnents will n lnger be required t have an accmpanying cnvergent platfrm. Therefre, Applicants can apply with either a (a) TV Cmpnent; r (b) cmbined TV and DM Cmpnent(s). See sectin 2.1 (Develpment Prgram), (Abriginal and Francphne Minrity Prgrams) Distinctin between value-added and rich and substantial DM Cmpnents fr Develpment funding Previusly, rich and substantial DM Cmpnents were submitted thrugh a separate applicatin and valueadded DM Cmpnents (i.e., with budget under $10K) were submitted with the Televisin Cmpnent s applicatin and budget. Nw, there will be n distinctin between value-added and rich and substantial DM Cmpnents when applying fr develpment financing and all DM Cmpnents (if applicable) will be submitted with the Televisin Cmpnent s applicatin and budget. See sectins 2.A.2, 2.A.3, 2.B.3, TV.1, DM.1 (Develpment Prgram), 2.1.2, (Abriginal and Francphne Minrity Prgrams) DM Cmpnent s Eligible Csts, Maximum Cntributin and Develpment Fee Threshld Previusly, rich and substantial DM Cmpnents had distinct Maximum Cntributin amunts and Develpment Fee Threshlds and the Develpment Fee Threshld and Maximum Cntributin amunts fr value-added DM Cmpnents were calculated n the cmbined Eligible Csts f the Televisin and DM Cmpnent. Nw, all DM Cmpnents will be subject t the cmbined mdel previusly nly reserved fr value-added DM Cmpnents and all calculatins (e.g., Eligible Csts, Develpment Fee Threshld and Maximum Cntributin) will be dne n the cmbined Televisin Cmpnent and DM Cmpnent expenses. 7

10 Changes applicable t the English Reginal Prductin Bnus ( ERPB ) Exceptin t prvincial caps Previusly, the ERPB was awarded t Eligible Prjects n a first-cme, first-served basis until resurces fr the ERPB were depleted r until the applicable applicatin deadline, whichever cmes first. Further, n prvince culd access mre than 35% f the allcatin fr the ERPB. Nw, while the same fundamental rule still applies, Applicants that are awarded funding thrugh either the English POV Prgram r Abriginal Prgram (prvided the majrity f the prject s riginal language f prductin is in English) due t the applicatin dates f thse specific Prgrams will be permitted t access the ERPB even if the cap f the Applicant s respective prvince has already been reached. See page 3 Changes applicable t the Francphne Minrity Prgram Adjustment t the In-huse and Bradcaster-Affiliated Prgramming Caps Previusly, a maximum f 7.5% f dcumentary funds and 15% f funds fr all ther genres were allcated t Affiliated Prgramming and In-huse Prgramming in the Francphne Minrity Prgram. Nw, a maximum f 12% f funds fr all genres in the Francphne Minrity Prgram will be allcated t Affiliated Prgramming and In-huse Prgramming. This chapter will include the fllwing: The Bradcaster in Financial Difficulty plicy will migrate frm Appendix C f the Perfrmance Envelpe Manual t the Bradcaster Business Plicy chapter. The CMF will intrduce additinal bligatins requiring that Bradcasters submit their mst recent audited financial statements t the CMF fr review n an annual basis and may require a Bradcaster t submit its mst recent quarterly financial statements t the CMF fr review at any time. The CMF will nw require that Bradcasters pay at least 20% f a Televisin Cmpnent s Eligible License Fee by the cmmencement f principal phtgraphy and n mre than 15% f the Televisin Cmpnent s Eligible License Fee after final delivery f the Televisin Cmpnent.
