HPC makes - Securty, ACC offcals nvestgate allegatons by Tom Hay Senor S ta ff Reporter The Notre Dame securty offce and the ACC management are nvestgatng allegatons that Unversty personnel acted volently and abusvely toward t-shrt vendors at last Thursday s REO Speedwagon concert. n a letter to the edtor publshed n yesterday s Observer, Alan Howard, professor of mathematcs, accused the ACC offcals of usng storm trooper tactcs n expellng certan vendors outsde the ACC after the concert. Howard sad that he had wtnessed three adult subjects subjectng the vendors to both verbal and physcal abuse n what he consdered a vcous manner, consderng the nature of the offense. n an ntervew yesterday, Howard agan sad that he ddn t feel the conduct of the ACC offcals was justfed. Mr.Sassano refused to make any comment concernng the ssue. John Plouff, managng drector of the ACC, sad the vendors dd not have thepermssonof the Unversty to sell goods n connecton wth the concert. He ponted out that certan groups have legtmated contracts wth the ACC to sell at concerts, but that the persons n queston were actng ndependently. Only the people who work for the ACC are allowed to sell, sad Plouff. These were bootleg salespeople outsde, and we have ND securty to get rd of them. t was unclear as of yesterday whether ND securty offcers were nvolved n the alleged conflct. Plouff sad he could not comment on those alleged storm trooper tactcs" of those nvolved because he dd not have all the facts at hand. Both Wall and Plouff expressed concern about gettng nformaton from all the partes nvolved. Wall sad he hope to have all the facts straght by Frday. T e J? Possble lot expanson may solve parkng woes by Robert G. Powers Despte the problems of lmted parkng to students, faculty, and staff at Notre Dame, solutons may well be forthcomng. Accordng to Joe Wall, drector of securty, funds are now avalable for expanson. At present, however, the drecton n whch the expanson wll occur remans uncertan. Wall explaned that parkng problems are not uncommon for a major unversty. Most unverstes tear down old buldngs to create addtonal space, he sad. Others, such as the Unversty of llnos, have parkng on resdental streets or n metered parkng lots. Notre Dame, n fact, should consder tself fortunate when compared to other unverstes. One of Wall s concerns s the complance wth regulatons. Often tmes someone wll overstay ther parkng permt, or park n a reserved secton, Wall sad. Ths leads to someone else takng another s lace and the problem just ecomes worse. Adherence to parkng regulatons s not Wall s only concern. Some students feel the Unversty just does not want them to drve on campus However, safety s a factor. Lake Road, for examle, s geared for pedestran traffc, Wall contnued, yet many do not obey the speed lmt or stop sgns. We re lucky nothng serous has happened. About three years ago plans were proposed to expand parkng lot secton D-l at a cost of approxmately $4000. The plan was rejected, and the overcrowdng was temporarly allevated by re shufflng parkng assgnments to nearby lots. Wall envsons the creaton of a Trafc and Parkng Commsson to help organze possble solutons. He beleves expanson of exstng facltes near the ROTC buldng s a defnte possblty. By openng an unmanned gate on the west sde, traffc off US31 could be dverted and also provde more parkng for Pangborn and Fsher Halls, Wall observed. There are a lot of very sharp people n the councl who are nterested n seeng thngs done, Dorney sad. Dorney stated that Dean Roemer s alcohol drectve and the new campus party gudelnes wll be hgh on the HPC agenda. Dean Roemer ssued an alcohol drectve prohbtng kegs on campus and lmtng the locatons of secton partes to specfc party rooms. One of Dorney s major concerns wth the new gudelnes s that many dorms do not have adequate areas for partes. There s a great dversty n the qualty of socal space, Dorney remarked. Some dorms, such as Planner & Grace, have good party facltes, whereas others, lke M orrssey, have vrtually none. She beleves that there should be as much opportunty for socal nteracton as possble. Accordng to Dorney, the HPC wll also soon be dealng wth the ssue of off-campus students beng nvolved n nterhall athletcs. Some halls want off-campus students to play n nterhall sp o rts, Dorney states. At ths tme, that would requre a complete polcy change.
