PHILADELPHIA, PENNSYLVANIA Pollard Suggests Students Handle WXPN Inqury By IAN BERGER Unversty Judcal Inqury Offcer Jacquelne Pollard sad Tuesday she has recommended no charges be brought aganst rado staton WXPN but that an nqury nto the staton':; operaton be conducted by the Undergraduate Affars Court. Pollard sad she made the decson because "WXPN s a student actvty," and the case could be handled faster and more properly n the student court. 'The whole controversy surroundng WXPN lent tself" to resoluton n the Undergraduate Affars Court, she added.' Unversty Judcal Admnstrator Rchard Sherman sad Tuesday the Undergraduate Affars Court's actvtes wll be "fact-fndng, not fault-fndng." Sherman sad the judcal body wll make recommendatons regardng "what actons wll be taken and specfcally aganst whom." However, Sherman added, the Court does not "lend tself to nsttutng charges." Pollard sad t was "dffcult to determne" whether the staton had volated any specfc rules, "snce to the best of my knowledge, there s no document sayng how t (WXPN) should be run." Accordng to the Unversty Judcal System Charter, the Undergraduate Affars Court has jursdcton "to resolve controverses and-or nterpret the consttutons of the varous undergraduate actvtes." The Court s composed of the 12 undergraduate members of the Prmary Court judcal pool. Ncole Lure, a CW senor and presdng judge of the Undergraduate Prmary Court, sad Tuesday the nqury wll begn "certanly wthn the next few weeks." Faculty Express Mxed Reactons To Study Allegng 'Grade Inflaton 9 By LORI FELDMAN and CYNTHIA B. FROST A recent report on "grade nflaton" at the Unversty has receved mxed reactons from faculty and admnstrators ths week. Actng Dean of the College Peter Conn sad Tuesday "there are three possble ways to explan the grade nflaton-the ncreasng ntellgence and excellent preparaton of our students, or the ncreasng effectveness of our pedagogy, or the acceleratng flabbness of standards." Hstory Undergraduate Charman Thomas Kessnger sad Tuesday there s a problem of nconsstency n the evaluaton of students. "Professors have a tendency to apply three sets of standards when evaluatng ther students-one for the underclassmen, one for the junors and senors, and one for the graduate students," Kessnger sad. "The level of the course also nfluences a professor's gradng standards," he added. Hstory Professor Stuart Samuels sad Tuesday the Unversty has become very grade-orented and s defcent as a center of learnng He Reverend Sullvan Tells Audence Afrca To Be Future World Focus By AUBRFY E. JARRETT Reverend l.eon Sullvan, founder of the Opportuntes Industralzaton (enter loic'l, told a Stteler Hall audence Tuesday Afrca wdl be "the focus of world ndustralsm and technology n the next 100 years." Durng hs address, sponsored by the organzers of Black Hstory Week, Sullvan emphaszed the relatonshp between "the Afrcan-Amercan's past and the role t should play n hs future." He sad the Afrcan contnent "should serve as a source of strength for blacks worldwde." addng perhaps blacks were dspersed for a purpose" and ther present condton should be regarded "as a lnk n the chan of lfe." Sullvan sad he doesn't consder hmself a cvl rghts leader, but "bascally a mnster workng wthn a broad spectrum" of relgous and socal concerns. He recounted hs years as a basketball star n West Vrgna and hs transton to Phladelpha, where he became "engulfed" n communty actvsm. Sullvan recalled hs frst mpresson of the Unversty as one o "an academc sland amdst poverty." He sad "the lmted housng and lack of an apprecable number of black students and faculty was not ndgenous to the Unversty, but to other major colleges n the area as well." "The economc clout of blacks brought about some changes n the area's busness sector," Sullvan told hs audence. Although the OIC now operates throughout the Unted States and n a number of Afrcan countres, Sullvan sad he regards "the rehabltaton of the nner cty of Phladelpha" as one of hs "prmary goals." After speakng for over an hour. Sullvan concluded expressng hs belef that "OIC s a tool to change Amerca." Sullvan founded OIC 11 years ago n a North Phladelpha buldng whch had been a jal, to provde nner cty resdents wth vocatonal tranng and busness educaton. Snce that tune OIC has traned over 300,000 people throughout the country. LEON SULLIVAN U. an 'academc sland' sad placng "the onus of educaton on evaluaton" nstead of on ntellectual development s detrmental to the educatonal process. Samuels also sad he feels students Should be allowed to evaluate ther own work. "I would lke to see the System changed to Dstncton-Pass- No Credt," be added Englsh professor Gerald Weales sad Tuesday he beleves the tradtonal gradng system should be left ntact. "I do not gve too many As because there are not many students who do excellent work. A 'C s a very respectable grade, to me," he added. Weales explaned students "unfortunately take grades as a judgement upon them, that they are medocre people f they receve a 'C'." He sad ths s not true. "A 'C means that ther work s average." Professor of Fnance Wllam SelleKaerts sad Monday "my gradng s tough on both ends of the scale. I gve few As and fewer F's. It s mportant to have a whole dstrbuton. The qualty of an educaton relates exactly to the real ('Contnued on page 2) founded 1885 WEDNESDAY. FEBRUARY U. In a meetng last week of several key admnstrators plans were made to go ahead wth the two proposed college houses n the Upper Quad to determne the "success of brngng n outsde fundng." Assstant Vce Provost Margo Marshall sad Tuesday. Because of a "realstc assessment" of Unversty fnancal abltes the decson was made to proceed at ths tme wth only two houses, Marshall sad. In June, when the $150,000 s expended, the trustees can "re-examne" the fundng stuaton for the project. Marshall explaned. At that tme, she sad, the trustm wll consder several optons The> may decde to go ahead wth fnal plannng stages for the two college houses, or proceed wth the.sx-house plan, or possbly delay the entre program pendng further evaluaton, Marshall explaned Assstant to the ProVOSt Mchael Nedltdl called the new development 'a postve step forward " He added there s "a sense of optmsm and enthusasm" n the admnstraton that ths plan wll gve the Unversty "a better sense" of what to expect from potental donors n June. The estmated total cost of Quad renovaton s $17.3 mllon. Approxmately $13 mllon of ths amount s needed "to upgrade the facltes" n order to comply wth buldng safety codes. Vce Presdent for Busness and Fnancal Affars Harold Manley sad Tuesday. M d f naton of facltes to nclude the sx proposed college houses makes up the remanng $4.3 mllon. He would perhaps envson a horde of fanatcs exhortng the gospel whle he ate hs dnner, whch almost probably would consst of dred bamboo shoots and coagulated celery But he couldn't be more wrong. The Keyflower Dnng Room, run by the followers of Father Dvne, s a pleasant, cafetera-style restaurant, wth good food, low prces and a lvely atmosphere. All the employees lve ther lves n "perfecton," accordng to the rules revealed by the late father. They donate ther salares to the msson, because "they are performng a servce to manknd," Margaret Fath, an employee there, explaned. The Peace Msson Movement mantans, accordng to ts newsletter, that "Father Dvne fulflls the sprtual prophecy of the Second Comng of Clrst for the Chrstan World and the Comng of the Messah for the Jewsh World." These laws are also enforced on dners at the Keyflower and patrons wth the temerty to wear unbecomng slacks or sleeveless blouses have occasonally been removed. The best qualfcaton of the Keyflower s ts good and plentful food and ts low prces Because the restaurant s run on a non-proft bass, the prces are very low. Expermental Producton Intrgung By JACK MESZAROS Two plays from the Theatre of the Absurd, Harold Pnter's "The Room and "The Dumb Water," artbeng presented by the Actors I.ab Theatre Company at St. Mary's Church on Frday and Saturday evenngs through March 15. The Plays are unconventonal n ther characterstcally stark settngs and expermental nature. They are dffcult to nterpret, dffcult to perform, and dffcult to understand. And, at tunes, t seems the challenge s too great for the company. "The Dumb Walter" s remnscent of Samuel Beckett's classc "Watng for Godot." Two completely ncompatble men pace about a bare stage and fll tme wth useless conversaton. They appear to be awatng a mysterous message from some engmatc superor. In "The Room," an elderly woman leads a mundane exstence confned to a sngle room She carres on conversatons wth herself as her husband goes mutely about hs routne. Suspense bulds when her husband leaves and she encounters a stranger who delvers an unusual message Hoth plays begn modestly wth lttle plot or drama to engage the audence But Pnter bewlders the vewer, leadng hm through Increasngly complex mazes to the plays' shockng conclusons. The actors obvously have a frm grasp on the plays' meanngs, yet they fal to convey ther understandng of ether play to the audence. In the case of "The Room." they never qute manage to create the tenson vtal to the play's dramatc endng. Pnter's messages suffer as a result. Lesser shortcomngs, such as poor movement on stage, also detract from the producton. Both plays suffer whle performers reman conspcuously planted n one spot throughout long paragraphs of dalogue "The Room" s well-cast wth lawn Stokes as Hose, the elderly woman, and John Descano as Mr Kdd. her landlord. The two handle Pnter's Statc lnes and non-sequtors admrably, mantanng unty throughout ther performances. Anton (laser and John Ml Kevtt. Cusand len n "The Dumb Water." also are sklled wth Palter! dalogue. Thej nfuse more comedy nto ther play than s possble n "The Room." By Pandora Hopkns A recent D.P. account of the Blusten tral ( Classc Issue, Classc Falure', January 271, notes that "...nether sde really presented ts case" and refers to the "...crucal queston of what, f anythng, justfes dsrupton of a lecture or speech." Thus, t may be helpful to present some of the pertnent facts both concernng the demonstraton tself and about the deas that have caused dssenson. Ths book has gven rse to a great deal of controversy n the four years snce t appeared. Thus Edward C. Banfeld opens the preface to hs recently publshed revson of "The Unheavenly Cty (The Unheavenly Cty Revsted." Banfeld's deas are ndeed controversal; he has been prevented by rate demonstrators from gvng lectures on a number of college campuses. The ncdent n whch Bonne Blusten was nvolved was the only such demonstraton to take place here. Nevertheless, t s nterestng to note that, when the demonstraton began n Banteld's class, planclothesmen materalzed from among the ranks of students seated n the lecture hall. Thus, we are not dealng wth the dsrupton of a normal unversty class but rather wth a lecture course whose message was recognzed by the professor hmself as controversal and by the unversty as potentally nflammatory. Why are Banfeld's deas so controversal? Banfeld has solated "lower class culture" las opposed to nequalty of opportunty) as the real cause of urban slums. He states that: "Much of what appears (especally to Negroes) as race prejudce s really class prejudce or, at any rate, class antpathy. Smlarly, much of what appears especally to whtes) as 'Negro' behavor s really lower class behavor." (p. 87] He characterzes the lower class ndvdual n the followng manner:...the lower class ndvdual lves from moment to moment. If he has any awareness of a future, t s of somethng fxed, fated, beyond hs control... Hs bodly needs (especally for sex) and hs taste for "acton" take precedence over everythng else-and certanly over any work routne, (pp. Glff) The lower-class ndvdual, accordng to Banfeld, has not always been such a problem to ths country, for: At the begnnng of the 19th century, the free populaton of the Unted States was predomnantly mddle class. Most were descendants of Englsh and Amercan yeomen, artsans, and tradesmen,...the Old Stock Amercan nherted a culture that gave promnent place to the future-orented vrtues of selfdscplne and denal, ndustry, thrft and respect for law and order, (p. 65) The followng waves of mmgraton brought to ths country, accordng to Banfeld, persons who were not so "futureorented," persons who came not from free choce but because they were forced for one reason or another to leave ther homes. All emgrant groups, "even Negroes," have been drawn n varyng degrees to what Banfeld descrbes as 'the Old Stock Amercan, future-orented deal." (67) Thus, the urban crss can only be solved by some methods of nculcatng ths deal n lower class chldren who may stll I redeemable. However, ths process of re-educaton nvolves the separaton of chldren from ther mleu (.e., ther parents, and Banfeld dscusses at length a number of methods that would accomplsh ths purpose-f humantaran consderatons dd not ntervene. The followng s an example of ths lne of reasonng: As a matter of logc, the smplest way to deal wth the problem-and one whch would not nvolve any nfrngement of parents' rghts-would be to permt MAX \t )\ smx A\ IX)\U\KX1 v\\ M '"^HERMANN HES5ES, 4^^ rr nu»n M, 1 ^CLASSES GOT YOU DOWN? The trouble wth the dea, of course, s that t s wrong to represent human bengs as commodtes to be bought and sold. (pp. 253ff) The book ends on a pessmstc note, because: What stands n the way of dealng effectvely wth these problems... s manly the vrtues of the Amercan poltcal system and of the Amercan character... Our devoton to the doctrne that all men are created equal dscourages any explct recognton of class-cultural dfferences and leads to "democratc"-and often msleadng-formulatons of problems. (280) Bonne Blusten has been found gulty of ndecorous conduct n connecton wth the Banfeld demonstraton. 'It s perhaps sgnfcant that Banfeld told hs students they mght not ask questons n class. He would, however, consder answerng some questons, f they were wrtten on slps of paper and left the day prevous to hs class.' Many of us agree wth Edward Banfeld that hs deas are controversal. However, those of us who see them as examples of that brand of ndecorous thought we can only call racsm have not been able to fnd any approprate channels for combatng them. Banfeld was nvted to present hs vews n person at an open forum, but he refused to appear. It s perhaps sgnfcant that at the begnnng of hs frst lecture last year, he told hs students they mght not ask questons n class. He would, however, consder answerng some questons, f they were wrtten on slps of paper and left n hs offce the day prevous to hs class. The demonstraton last sprng made t possble to focus attenton on ths matter-as agan s possble because of the proceedngs aganst Bonne Blusten. Bonne Blusten ntally requested an open hearng, so that all the facts of the case mght be ared to the publc. In ths atmosphere of fear and coercon, t s perhaps not surprsng that the crucal ssues were not dscussed. The self-styled "objectve" opnons of a former Nxon advsor can only be brought to general attenton through the purposeful dsrupton of academc routne. There has been wdespread concern over the dsclosure that the unversty polce have been keepng fles on students' poltcal actvtes; ths and the unorthodox nature of the unversty's judcary system have caused some to queston the ntegrty of the unversty admnstraton tself. Penn coach Molloy sn't too concerned about ths afternoon's opponents, but he's not wllng to predct another easy vctory lke the 8-1 smashng of Wllams last weekend. "I really don't want to stck out my neck after what happened aganst Yale a 6-3 upset loss)," laughed Molloy. "The problem here s not to get overconfdent and gve all we can. At ths pont, I'd have to say that we are pontng to Harvard and the Natonals. For me, a wn over Harvard would really make ths season a success " Molloy cannot help but be heartened by hs team's performance aganst Wllams. Sandy Gruff, Glenn Roach, Howard Taxe and Gl Mateer all swept ther opponents n three games. Gordon Anderson rebounded to overcome hs opponent, pleasng Molloy who stated that Anderson's ablty to come back after he had been down 2-0 should gve hs sxth seeded man a lft. "I'm lookng forward to playng Harvard as much to go for a wn as a warmup for the sx-man natonals," asserted Molloy. Sounds lke a good dea. foot jumpers and httng the open man." An even greater nfluence on the game's outcome was the tenacous, swtchng defense employed by the Quakers. Alternatng between a tght man-to-man and a ball-hawkng allcourt zone press, the Red and Blue constantly forced 'Nova players nto takng poor shots. In fact, for a span of twelve mnutes durng the frst half, only one Vllanovan, Ted Gutowcz, could put ponts on the board. And steals by the Penn guards Greene, Ted O'Grady, and Tom Crowley, along wth Greene's war whoops at the sght of a 'Cat outsde shot, helped further frustrate the Man Lners. Although Sullvan asserted that the game was won by the yearlngs durng "a stretch n the thrd quarter," the frst ten mnutes of the contest left lttle cause for apprehenson on the part of frosh eager followers concernng the ultmate result. Wth the score knotted at only fve mnutes nto the game, Greene, McDonald, and spot starter Kenny McNel sparked an 11 pont spree whch gave Penn a comfortable margn. Another seres of 11 unanswered ponts by the Red and Blue n the second half ced the vctory, as Sullvan aptly admtted. Wenhauer, obvously pleased wth the trumph, cautoned aganst the assumpton hs team was fnally "gettng t together now." However, he attrbuted part of the Quakers' recent success to "a conscous effort to play wth more consstency." Whatever the cause, f the hoopsters contnue to perform well, "Green(e) grass" wll be on the sde of Penn basketball fans. A game lke ths just gves us another opportunty for some ce tme." The Wssahckon team almost came up wth more than t had barganed for as t moved ahead 3-1 mdway through the frst perod on a par of goals from John Affel. The Quakers recovered however to knot thngs at three after one perod on goals from wnger Mchel Boutn and defenseman Marc Odette. The see-saw battle contnued nto perod two as Wssahckon struck quckly agan, buldng a 6-3 lead wth just eght mnutes gone n the perod, but Davenport's Quakers struck back, scorng four tmes n a seven mnute span to gan a 7-6 advantage. To get to the meat of the ssues surroundng today's duel, one should understand three thngs: 1) Vllanova sports an undefeated slate ths year, havng beaten such formdable opponents as Yale, Prnceton, La Salle, and Maryland on ts way to a 9-0 slate. Four of these meets were decded n the last (400 yard freestyle) relay-nevertheless, they are chalked up n the vctory column. And speakng of chalk... It remans to be seen who s hungrer, as the two wll square off n what must be consdered by prematch prognostcators as very lkely the gems of the meet, the 500 and 1000 yard freestyle events. Back to pont number: 2) Penn s comng off a losng performance, though the lopsded score s msleadng. Truly outstandng feats were accomplshed aganst the El's by Scott Coleman (1:58.5 n the 200 yard butterfly I, and Robbe Cragg double wnner n 1 and 3 meter dvng competton). And coach Breen has an nterestng phlosophy of swmmng. He has been reasonably successful at one athletc art, nstllng a concentrated sprt n hs swmmers whch keeps them from commttng sport's cardnal sn, lookng past ther next opponent. The Quaker swmmers should have ther sghts well adjusted for the kllng of the 'Cats. As for the grand fnale,3) today's match s unbeaten Vllanova's frst home meet of the season.
