Thruway Grants Ades New Death Beneft ALBANY, July 23 The State Thruway Autlorty, spurred by the Cvl Servce Employees Assocaton. has adopted the new State Death Beneft program for Its employees. Under the program, won by CSEA n the recent legslatve esslon, employees wth at least 90 days of servce receve a mnmutt death beneft equal to one half ther annual salary. The measure calls for a mnmum beneft of $2,000 and a maxmum of $10,000. Thruway offcau Informed CSEA last week that benefts for ther employees under the program wll be retroactve to Aprl 1, the startng date for all»tate employees, and wll cover deatls between that dato and July 1, Followng approval of the death beneft bll by Governor Rockefeller In Aprl, CSEA Presdent Joseph F. In most cases, however, these Improvements n the cvl servce have been done wthout fanfare. Publc employees have been wooed by ncreased benefts, but seldom have had a publc defender. To prase the cvl servce publcly, to champon hs cause, to Increase the prestge of career employees has not been a popular stand among ether poltcans or tax-conscous ctzens. When the cvl servce body was compartvely small, t could be treated as a necessary evl; somethng needed but not to be pad well or treated wth respect. In talkng wth poltcal veterans and prvate ctzens concerned wth the cvl servce, ths wrter found only a very few names to whch the word "advocate" could apply. One was former U.S. Senator James Mchael Mead, who champoned the postal workers n the late 1930s. Another was former Governor Herbert Lehman, Under whose admnstraton the Feld-Hamlton Law was passed to create the classfcaton and compensaton plan for state employees. There are few others. Governor Rockefeller has nsttuted mpressve, wde-rangng benefts for state employees, but cannot be called ther spokesman to the general publc. Very lttle can be sad for Mayor Wagner, about whom cvl servce reacton s very much mxed. On a lower echelon of offce, former State Senator Seymour Halpern, Congressman from Queens, always ran ahead of the tcket, due n no lttle measure to the support of local cvl servants who were aware of hs record n champonng cvl servce causes. Some Impressve Fgures Thngs have changed drastcally n the cvl servant pcture over the years, however, and the man seekng publc offce who does not do a lttle research on the cvl servce populaton s overlookng a good bet by falng to get hmself dentfed as the voce of the publc employee. Some mpressve statstcs exst to substantate ths thess. The total number of cvl servants n the state Federal, state, cty and local Is some 890,800. These fgures show 300,000 New York Cty employees; more than 24,000 state employees and more than 112,000 Federal employees, consttutng a publc worker populaton of more than 450,000 and practcally every one of them of votng age. Votng regstraton In New York Cty, accordng to latest avalable fgures, was some 3,500,000. Ths means that more than 10 per cent of these voters are cvl servce. Pollsters usually count two to three votes per workng famly, whch means the cvl servce "famly" vote n the Metropoltan area s roughly more than 20 to 30 per cent of the votng body; an enormous mnorty, to say the least. The same fgures can be projected on the state-wde votng level, where total votng regstraton was last reported at 7, Wth 890,000 publc employees resdng n the state, t can agan be seen that n sngle votes alone they represent more than 10 per cent of the total ballotng populaton. An Awakenng Whle poltcans have seemngly dsregarded the growth and mportance of ths "mnorty," cvl servants themselves have become ncreasngly aware of ther own, dormant strength. State and local employees, for nstance, feelng the need to be represented artculately and frmly have gathered under the banner of the New York State Cvl Servce Employees Assocaton and now consttute one of the largest, sngle employee organzaton unts n the state over 107,000 members. Few ndustral unons can match ths fgure. New York Cty fremen, santaton men and other dvsons are soldly organzed nto employee organzatons. But whle these groups can speak well for themselves, they stll have no leader holdng electve offce who s, wthout qualfcaton, ther champon. What Do They What Want do these publc employees want of ther champon? They want ther case for a salary system based on work done, not funds avalable, carred to the general publc. They want to be declassfed as second class ctzens, who are pctured as poltcal hacks and hangers-on feedng off the publc trough. They want ther publc Image to be one of respect and Importance In the Amercan way of lfe. They want poltcal equalty. They want a leader who wll place them In the proper poston n the poltcal scheme. The growng demands on government by ts cltlzena has created ths new gant; t has not been created by poltcans who need Jobs for ther frends, as some popular publc thnkng has t. The purpose of government Is to protect the people from volence, dsease, dshonesty; to provde servces whch only government, by ts very nature, can provde. To carry out the purposes of government, a dedcated and ntellgent publc servce s needed. As a rule, cvl servants are barred from drect poltcal actvty. But there are numerous ndrect means by whch they can recognze the poltcal leader who recognzes them. The most mportant way, of course, s at the polls. The offce seeker fals to recognze the strength, the hopes and the desres of ths new gant for a champon of ts own s overlookng one of the best poltcal bets for 1962 and beyond. Msconceptons of RR. RECENTLY, WHILE partcpatng n a semnar on publc relatons, we dscussed the "bascs" of publc relatons what publc relatons s versus what publc relatons s thought to be. BECAUSE THESE "bascs" contnue to be msunderstood, they bear repetton: PUBLIC RELATIONS for any organzaton government or corporate begns and ends wth the people who, together, make up the organzaton. IT MOST CERTAINLY does not begn and end wth the organzaton's publc relatons department. GOOD PUBLIC relatons for an organzaton s generated by each and every member of the staff. The publc relatons department s merely the transmsson belt communcatng ths good publc relatons whch must frst be earned by the organzaton through the entre staff. PR Department's Duty IF AN ORGANIZATION has had bad publc relatons, or neutral publc relatons, t s the duty of the publc relatons department to suggest ways and means of changng that condton nto good publc relatons. GOOD PUBLIC relatons cannot be manufactured; It must be earned. TO PUT IT n the smplest terms: outstandng performance n the publc nterest, properly communcated, equals good publc relatons. It s mpossble to measure Its anxety or ts destructon one can only speculate. Crss and nsecurty are everywhere so many are too anxous. PEOPLE, IN GENERAL, are more concerned wth personal dffcultes and do not gve prorty to external problems of the world. One of the major problems s mental Illness. APATHY EXISTS IN THE hearts of most ndvduals. Escape hatches are many. There are those, even n these troubled tmes, who refuse to accept modern day of pyschlatrlc llness and progress. Many devces for selfnsulaton are used. concepts BUT THE COLD, HARD facts are there today mental Illness affects more people than at any tme n hstory. Why do so many of our ctzens turn ther backs to the problems of mental llness and to the problems of employees n the psychatrc feld? Most of the dedcated employees In ths work realze that the stgma of mental Illness s gradually beng lessened and that publc relaton are mprovng. They don't, however, understand how the publc, as a whole, can contnue to be unsympathetc to the problems of the mental hygene worker. JUST AS THE INFANTRY man Is the most Important man of the mltary team, so, too, s the attendant the backbone of the New York State Department of Mental Hygene In gvng care to the mentally ll. Adulaton s not expected but nterest and understandng would be most welcome, IMPROVEMENT IN Job status for attendants s a must. To help obtan ths end, attendants are n need of hgher salares, more promotonal opportuntes and better workng condtons. BY AND LARGE, THE AVERAGE attendant s aware of the lack of real job progress and under the exstng crcumstances, he can fnd lttle solace, HE SEES LIFE GETTING better for many others whle hs stagnates. He does not feel enrched but he hungers for recognton n hs daly tols. There s much potental that Is n need of cultvaton. Why waste t? It could prove most benefcal to the employee and of course, would result n better care for the mentally ll. WITH BETTER SALARIES, hgher qualfcatons, more In-servce tranng, better staffng, more co-worker cooperaton and more actve partcpaton (admnstratve, poltcal and publc), we feel that the poston of mental hygene attendant n New York State could receve enhanced standng n our socety. The program proposed by the commttee Includes: 1. A rase In salares to a level "approachng" those of Syracuse polce. 2. A 100-day tranng course smlar to that now gven to State Polce. 3. The tougher examnatons, both wrtten and physcal tests, whch wll be gven not only to new applcants but to present members of the department. Although the commttee dd not spell It out In ther recommendatons, It Is expected that present deputes who fall the examnatons may be dropped from the department or transferred to other Jobs. Seale, the employee of the Department of Agrculture and Markets, who was tred, had hs convcton by the Justce's Court reversed by the County Court and left the County Court a free man. THE STATUTES THE CONVICTION had been under Secton 306(b) of the Vehcle and Traffc Law, whch reads as follows: On and after January frst, nneteen hundred and ffty-eght no motor vehcle shall be operated on the publc hghways of ths State unless a certfcate of Inspecton, as requred by ths artcle, s dsplayed upon the vehcle. SECTON 308 relates to defntons of thngs whch are not embraced wthn the term "motor vehcle." The proposal grew out of a study and recommendatons by a group of natonally known parks experts, the Amercan Insttute of Park executves. The study s stll n progress. Parks Drector Wlbur Wrght asked for the table of organzaton changes at a meetng of the vote was cast because no salary the Board of Superv&or.s. Hs "no" parks commttee of the county nformaton was made avalabla board of supervsors. Two more commttees ways and means and personnel and salares as well as the full board would have to approve before the proposal could be adopted.
