Statement f Purpse: The restratin and prtectin f Deadwd s histric buildings and structures are a primary part f the City s gal t preserve and maintain Deadwd s histric integrity. The expense f such restratin and prtectin prjects may discurage prperty wners frm having the wrk cmpleted r may result in lwer quality f craftsmanship. The purpse f this prgram is t assist and encurage prperty wners t use quality materials and craftsmanship by repairing first, where pssible, and replacing, nly if necessary. 2. Objective: The City f Deadwd is a Natinal Histric Landmark and is listed n the Natinal and Suth Dakta State Registers f Histric Places. Maintaining these designatins is critical t the ecnmic success f the City and quality f life f its residents. The bjective f the prgram is t stimulate the quality restratin and prtectin f buildings and structures that cntribute t the histric integrity f the City f Deadwd. 3. Definitins: Wd Windws New and/r replacement windws must be all wd framed windws including exterir materials in style apprpriate t the riginal character f the resurce and windw pening(s) as determined by the Deadwd Histric Preservatin Cmmissin t meet the prgram requirements. Eligibility: T be eligible fr the Wd Windws and Drs Prgram, a prject must meet the fllwing criteria: a. The prject must affect a prperty listed n the City f Deadwd s 1993 Histric Sites Inventry as an histric prperty in the Deadwd Natinal Histric Landmark District. Prperties nt listed n the inventry must be eligible fr the Natinal Register f Histric Places as defined in the Natinal Park Service s Natinal Register Bulletin 15: Hw t Apply the Natinal Register Criteria fr Evaluatin; and b. The building must be a residential prperty f nt mre than fur dwelling units as defined by Deadwd Planning and Zning Department. The City f Deadwd s Histric Preservatin Officer determines a prject s eligibility. All eligible applicatins are subject t the review by the Deadwd Histric Preservatin Cmmissin.

Wd Strm and Screen Windws 1) The prgram prvides a frgivable lan r grant f $350 per windw pening fr the restratin f existing wden strms and screens r fr the purchase and installatin f apprved wden strms and screens, if restratin is nt an ptin r is nt pssible. c. Primary Wd Dr: 1) The prgram prvides a frgivable lan r grant f $400 fr the restratin f the primary wd dr, OR a frgivable lan r grant f $600 fr the remval f an inapprpriate primary dr and installatin f a new wd dr apprpriate in material and style fr a particular resurce. 2) The purchase and installatin f new wd primary dr is eligible fr a frgivable lan r grant f $100 if restratin f the existing dr is nt an ptin r is nt pssible. d. These fees are cllected frm applicant/wner lan clsing. All lan fees will be disclsed n a Gd Faith Estimate by NeighbrWrks in accrdance with the Real Estate Settlement and Prcedures Act. 3 Failure t cmplete wrk as apprved in a timely fashin and/r failure t maintain prperty up t City f Deadwd s Minimum Maintenance Standards may cause lan t be payable in full at that time and nt frgiven. Owners applying fr cnstructin lans must prvide prf f ability t repay lan. Varius dcuments will be requested by NeighbrWrks t cmplete a lan applicatin. The Deadwd Histric Preservatin Cmmissin reserves the right t mdify, amend, r frgive the lan payment r t change r mdify this prgram fr any reasn. Additinal frgivable lan cnsideratins: a. At the end f each full calendar year, 10% f the lan amunt will be frgiven. b. If the wner/applicant desires t sell the prperty befre the end f the lan term, the remaining unfrgiven prtin f the lan will be due in full. c. The wner/applicant must have addressed any additinal preservatin issues beynd the riginal wrk, meet Deadwd Minimum Maintenance Standards, and satisfy all lan cnditins befre lan can be transferred r frgiven. 7. Frms and Technical Assistance: a. Lans - Lan applicatin frms and lan technical assistance are available at the NeighbrWrks Office, 795 Upper Main Street in Deadwd. Telephne: (605) b. Prject Apprval r Certificate f Apprpriateness The applicatins are available at the Histric Preservatin Office lcated at Deadwd City Hall, 108 Sherman Street in Deadwd. (605) This frm is als available nline at: under Permits, Licenses & Frms tab, then under Histric Preservatin heading. This frm must be cmpleted and given t the Histric Preservatin Officer wh will present it t the Histric Preservatin Cmmissin fr cnsideratin. [N wrk can start until Histric Preservatin Cmmissin apprval and the wner/applicant has an apprved City f Deadwd Building Permit.] c. City f Deadwd Building Permit A City f Deadwd Building Permit must be acquired frm the City f Deadwd Building Inspectr lcated at 67 Dunlp Avenue, in Deadwd. Telephne: (605) This permit applicatin frm is als available nline at: under Permits, Licenses & Frms tab, then under Building Inspectr heading.

Applicatin The Applicant/Prperty Owner/Owner s Representative (Owner) btains frm Histric Preservatin Office, NeighbrWrks r City f Deadwd Website: Wd Windws & Drs Applicatin with Guidelines frm Applicatin fr Prject Apprval r Certificate f Apprpriateness frm The Owner submits cmpleted cpies f the abve frms with signatures t Histric Preservatin (HP) Office. A discussin between the Owner and the Histric Preservatin Officer is recmmended t clarify requirements and expectatins f this prgram. This can greatly streamline the prcess. 2. Determinatin f Eligibility The Histric Preservatin Officer cnducts an n-site inspectin f prperty t determine eligibility. Phtgraphs are taken fr dcumentatin. A windw / dr assessment will be dne by the Histric Preservatin Officer and necessary changes will be applied t the Wd Windw & Dr Applicatin frm wrksheet. The Histric Preservatin Officer will prepare a written HP Staff Reprt fr use by the Histric Preservatin Cmmittee (HPC). 3. Applying fr Grant r Revlving Lan Funds Fr a Grant (Owner Occupied Prperties): Histric Preservatin Officer verifies the wnership and ccupancy status (wner ccupied vs. nnwner ccupied) with the Lawrence Cunty equalizatin ffice. Histric Preservatin Officer meets with the Histric Preservatin (HP) Lan Cmmittee fr recmmendatins fr grant apprval r denial. Fr a Revlving Fund Lan (All Other Prperties): Owner submits a Revlving Lan Fund - Lan Applicatin t NeighbrWrks. The Owner makes an appintment with NeighbrWrks t determine the Owner s financial eligibility fr Revlving Lan Fund resurces. NeighbrWrks verifies Owner s incme, reviews credit reprts, and ther lan dcuments t determine the Owner s financial eligibility. The cmpleted Revlving Lan Fund Applicatin is submitted t the HP Lan Cmmittee fr recmmendatins fr lan apprval r denial. Adpted 05/27/15

Histric Preservatin Cmmissin Review Deadwd Histric Preservatin Cmmissin Wd Windws and Drs Administrative Prcedures Page 2 f 4 Based n HP Staff Reprt, the Histric Preservatin Cmmissin (HPC) apprves r denies the Applicatin fr Prject Apprval r Certificate f Apprpriateness. Based n recmmendatins frm the HP Lan Cmmittee, HPC apprves r denies the applicatin fr grant r lan. 5. Cnstructin Funding The Owner is encuraged t enter int a cntract with a Cntractr fr the prject. Cntractr must be licensed with the City f Deadwd. The Owner must determine if they require additinal funding t cmplete the wrk. NeighbrWrks may be helpful in securing additinal funds. Owner Occupied - Self-Funding Materials and Cnstructin The Owner arranges fr their wn funds fr materials and cnstructin. Owner must be aware reimbursements by the City f Deadwd may require several weeks befre payments are made due t the City s apprval prcess. Owner Occupied Prgressive Payments fr Materials and Cnstructin The Owner is respnsible fr making arrangements fr delayed / prgressed payments fr Cntractr, windw, r dr supplier. Owner must be aware payments by the City f Deadwd may require several weeks befre payments are made due t the City s apprval prcess. Nn-Owner Occupied Lan Funding f Materials and Cnstructin NeighbrWrks prepares a Cnstructin Lan fr which the Owner must prvide: Cst Estimate / qute fr entire prject. Infrmatin t verify Owner s financial ability t repay. NeighbrWrks prvides Owner with: Final wrksheet shwing Owner s financial respnsibility. Letter f Understanding stating Owner s share f csts. Owner must sign this dcument. Clsing Dcuments (i.e. mrtgages and settlement statements) Prmissry nte (i.e. assignments n cntract fr deed, persnal guarantees, etc.) Owner must sign this dcument. Prmissry nte amunt must match the apprved HPC amunt. Owner is respnsible fr any additinal material / cnstructin csts. Owner pays NeighbrWrks fr clsing csts (title search, recrding csts, etc.) NeighbrWrks recrds the agreements and any ther necessary dcuments. NeighbrWrks issues a Ntice t Prceed t the Owner and/r Cntractr and the City f Deadwd. Adpted 05/27/15

8 6. Prject Beginning and Ending Deadwd Histric Preservatin Cmmissin Wd Windws and Drs Administrative Prcedures Page 3 f 4 The Owner r Cntractr btains a City f Deadwd Building Permit. If NeighbrWrks funding is invlved, a Ntice t Prceed frm NeighbrWrks must be btained befre applying fr a City f Deadwd Building Permit. The Histric Preservatin Officer and/r Building Inspectr inspect the wrk in prgress. The Histric Preservatin Officer and Building Inspectr cnduct a final inspectin after the cmpletin f the entire prject. 7. Grant Funds Disbursement Fund Disbursement fr Owner Occupied Self-Funding After the Owner r their Cntractr satisfies any punch-list items and after the Building Inspectr and the Histric Preservatin Officer have inspected the prject, the Histric Preservatin Officer can authrize apprval f Grant funds. Histric Preservatin Officer initially apprves invices. At a HPC meeting, the HPC apprves the Grant disbursement which is added t the City f Deadwd Cmmissin s bill list fr City (final) apprval. Upn City apprval, the City Finance Office issues checks fr the Grant disbursement t the Histric Preservatin Office. Owner r Cntractr pick-up Grant disbursement check frm the Histric Preservatin ffice and, if Cntractr is invlved, the Cntractr must sign lien waivers befre Grant payments are made. Fund Disbursements fr Owner Occupied Prgress Payments The Owner submits t Histric Preservatin Officer verifiable receipts fr materials r invices fr cnstructin csts based n actual prgress fr HPC apprval. The Building Inspectr and the Histric Preservatin Officer must inspect the prject, prir t the Histric Preservatin Officer authrizing apprval f Grant funds. Histric Preservatin Officer r designee verifies materials / cnstructin prgress reflected in receipts r invices. Histric Preservatin Officer apprves payments. It is at the Histric Preservatin Officer s sle discretin t withhld r apprve payments t ensure the prject is cmpleted befre final payments are made. At a HPC meeting, the HPC apprves the Grant disbursement which is added t the City f Deadwd Cmmissin s bill list fr City (final) apprval. Upn City apprval, the City Finance Office issues checks fr the Grant disbursement t the Histric Preservatin Office. Owner r Cntractr picks-up Grant disbursement check and, if this disbursement is the final disbursement and a Cntractr is invlved, the Cntractr must sign lien waivers befre Grant payments are made. 8. Lan Funding Disbursement After the Owner r their Cntractr satisfies any punch-list items and after the Building Inspectr has cnsulted with the Histric Preservatin Officer, the Building Inspectr authrizes NeighbrWrks t disburse Lan funds. Permanent lan amunt must match the apprved HPC amunt. NeighbrWrks places the lan accunt data n cmputer. NeighbrWrks submits a vucher t Histric Preservatin Officer fr the Lan disbursement fr initial apprval. At a HPC meeting, the HPC apprves the Lan disbursement and the Lan disbursement is added t the City f Deadwd Cmmissin s bill list fr City (final) apprval. Upn City apprval, the City Finance Office issues checks fr the Lan disbursement t the HP Office. NeighbrWrks picks up check frm the Histric Preservatin Office. Owner r Cntractr pick-up Lan disbursement check frm the NeighbrWrks ffice and, if Cntractr is invlved, the Cntractr must sign lien waivers befre Lan dispersments are made. 9. Cntinued Administratin f Lans NeighbrWrks reviews all accunts nce a mnth. Building Inspectr ntifies prperty wner if prperty des nt meet Minimum Maintenance Standards, and if these issues are nt reslved, the Building Inspectr advises the HP Lan Cmmittee. The HP Lan Cmmittee prvides recmmendatin t HPC either t wrk with wner, r make lan immediately payable. 10. Satisfactin f Lan After terms and cnditins f the lan are cmpleted, NeighbrWrks prepares a satisfactin f mrtgage fr the frgivable lan funds. HPC signs the satisfactin f mrtgage (frgives lan). NeighbrWrks cllects frm the Owner the recrding fees fr the satisfactin f mrtgage dcuments. NeighbrWrks delivers the satisfactin f mrtgage t the Register f Deeds. NeighbrWrks clses the Owner's lan accunt. NeighbrWrks frwards the lan dcuments t the HP Office. The HP Office retains the lan dcuments fr at least seven (7) years. Adpted 05/27/15
