1 RAF CENTRAL FUND 2018 INDIVIDUAL AND GROUP SPORTS GRANTS FUNDING POLICY Intrductin. The RAF Central Fund ( the Fund ) can trace its charitable rigins back t 1919 and has remained dedicated t prviding supprt t thse wh serve in the RAF. Aim. The aim f the Fund s Individual and Grup Sprts Grant funding prgrammes are t develp, supprt and encurage RAF serving persnnel thrugh their participatin in sprt. Prgramme Objectives. Sprts grant funding fulfils the charitable bjectives f the Fund by: prviding the pprtunity fr individuals t develp an enhanced sense f belnging, mtivatin and mrale thrugh sprt; presenting the chance t face persnal and team challenges, develping cnfidence and team wrking skills; generating supprtive and encuraging cmmunities arund a shared passin; prviding a psitive utlet fr individuals t recver frm the day-t-day pressures f serving life thrugh training and n the cmpetitive field, leading t increased persnal resilience. Plicy Structure. This plicy prvides the Fund cnditins f supprt fr the three grant streams available t individuals and grups taking part in sprt fr Details fr each grant stream are cntained within the plicy at: Sectin Plicy Relevance Pages 1 General Applicable t all applicatins Sprts Grant - Individual 3 Sprts Grant - Grup Applicable fr applicatins t supprt an individual s participatin in sprt. 2 GENERAL POLICY Principles f Funding. The Fund acknwledges that the prvisin f funding supprt t assist individuals t participate in sprting activities assists in the achievement f the charity s bjectives. Eligible Persnnel. The fllwing are cnsidered as eligible fr supprt: Individuals currently serving in the Ryal Air Frce Members f the Ryal Air Frce Reserve Members f the Ryal Auxiliary Air Frce Enhanced Funding. All eligible persnnel are able t apply fr supprt under the terms f the plicy. Applicants may wish t apply fr enhanced grant supprt where they play the RAF Sprts Lttery ( the Lttery ). The maximum level f enhanced funding available is cnsidered accrding t the number f Lttery tickets held in play by the applicant at the date f the funding applicatin 2. Maximum levels f funding fr each grant type are detailed per the relevant sectin f this plicy; The number f tickets declared as held in play must be in play fr a cntinuus perid which includes the applicatin submissin date; The minimum required perid fr tickets t remain in play fr each stream f funding is detailed in the relevant sectin; Failure t cntinue t hld tickets in play fr the required perid will result in the applicant being required t return the enhanced element f the grant award and receiving a ban frm further cnsideratin f funding fr a perid f at least twelve (12) mnths Funding Perid. The funding perid is deemed t be 1 January 2018 t 31 December Multiple Grants. An individual may apply fr multiple individual sprts grants and may be included in applicatins fr multiple grup events during the funding perid. The maximum level f supprt that any ne individual can receive fr the funding perid must nt exceed the levels detailed in the relevant sectins f the plicy (2.5.1 & 3.4.2). Liability. Sprts grant funding under this plicy is whlly discretinary and dependent n available incme during the funding perid. The successful award f grant funding during 2018 is nt t be taken as indicative f any entitlement t future funding. The award f grant funding frm the Fund des nt infer Duty Status. The ttal liability f the Fund is limited t payment f the grant. 1 Members f the RAFVR (UAS) may under sme circumstances meet the eligibility requirements. 2 Tickets are nt deemed t be held in play until such time as the applicant has received cnfirmatin frm the Lttery, hence applicants are guided t ensure tickets are in play prir t the applicatin fr funding. 2

3 1.2 Applicatin Requirements Applicatin Timings. The 2018 funding perid pens n 01 January. Applicatins n the 2018 frms may be submitted in advance f this date hwever will nt be cnsidered until after 01 January. Cmplete applicatins must be received by the Fund by 30 September, fr activities taking place during Any applicatins received after this date will nt be cnsidered fr supprt. Applicatins must be received by the Fund prir t the purchase f any items and/r participatin in the activities r events nted as requiring funding supprt. Purchases may be made fllwing acknwledged receipt f the applicatin by the Fund, hwever this is at the applicant s wn financial risk as n guarantee f funding is made until cnfirmatin f an award has been cmmunicated t the applicant in writing. Applicatins fr retrspective funding will nt be supprted Persnal Cntributins. Applicants are required t evidence cmmitment t their wn develpment via cntributin f at least a minimum persnal cntributin twards the csts f their sprts. Details f the minimum required persnal cntributins are detailed in the relevant funding stream sectins (paras & ). Public Funding. Where public funding is available, this avenue f funding must be exhausted befre applying t the Fund. A cmbinatin f Public and Fund grant mnies is acceptable. Supprting ther Charities. The Fund is nt able t supprt individuals r grups participating in events where the primary purpse fr the activity is t fundraise fr ther charities. Audit. Successful applicatins will be subject t retrspective sample audit as detailed in the relevant sectins. Pst Grant Award. Grant award mnies may nly be utilised fr the items/activities specified n the applicatin. Shuld an item/activity nt be available fllwing cnfirmatin f a grant award the applicant must seek written apprval frm the Fund shuld they wish t use their grant mnies fr alternative items/activities. Insurances. It is the respnsibility f the applicant t ensure that apprpriate insurance plicies are held fr all activities undertaken which have been funded by Fund mnies. 3

4 SPORTS GRANTS INDIVIDUALS POLICY Eligible individuals (as defined in the General sectin f this plicy) participating in sprt may apply t the Fund fr grant supprt twards their participatin in activities, events and curses r t purchase individual kit and equipment. Funding must nly be requested fr such items/activities that are deemed t be essential fr participatin in the applicants chsen sprt(s) Principles f Funding. The Fund acknwledges that the prvisin f funding supprt t assist individuals t participate in sprting activities assists in the achievement f the charity s bjectives. Applicatin Requirements. The fllwing requirements apply t all applicatins: Persnal Cntributin. A minimum f twenty per cent (20%) persnal cntributin must be made by all applicants twards csts. Endrsement Requirements. All individuals must btain the signed endrsement f the apprpriate RAF Sprts Assciatin Chair (r their delegated representative(s)) befre submitting an applicatin frm fr grant funding unless: there is n recgnised RAF Sprts Assciatin fr the activity; r the relevant RAF Sprts Assciatin des nt endrse develpment level grants Where either f these are nted, the applicatin must carry a signed endrsement frm a Sqn Ldr and abve r OF3 equivalent Other Funding. Applicants may utilise ther surces f incme t supplement the ttal cst f their activities. Hwever all applicants must retain a minimum persnal cntributin as nted, twards the ttal cst f the activities befre any RAF Central Fund r ther incme surces are cnsidered. Applicatins fr Multiple Sprts. Applicatins may be submitted by individuals fr multiple sprts within the funding perid hwever, each sprt must be detailed n a separate applicatin frm and supprted by the authrised endrser fr each sprt. Maximum Levels f Supprt. An individual may apply fr multiple individual sprts grants during the funding perid. The ttal level f supprt fr any ne individual must nt exceed the maximum levels detailed at Available Funding. Grant funding fr individuals is tiered accrding t: the level at which the individual currently participates (at the date f the applicatin) and as described within the applicatin; and the individual s Lttery ticket hlding Definitin f Participatin Level. The level that an applicant currently participates at (as at date f applicatin), nt the level they are aspiring t, r have played in previus years. 4

5 The participatry level must be cnfirmed by the endrser. Where the endrser advises that an individual participates at a lwer level, funding will be cnsidered at the endrsed participatry level. Participatin Levels: Develpment/Other. This level applies t individuals wh have nt been selected at UKAF/RAF representative level and includes thse wh have been selected fr an RAF squad but are nt yet representing. Statin level representatin includes junirs, develpment squads, grass rts, squadrn, wing and branch levels. RAF (Representative). This level applies t individuals wh have been selected t represent (cmpete fr) the main RAF team(s) at recgnised fixtures, including interservice. This level des nt apply t individuals currently playing in the RAF develpment squads r statin level participants. Cunty level players are cnsidered as participating at this level. UK Armed Frces and Abve. This level applies t individuals wh have been selected and will be regularly cmpeting at recgnised UKAF events/fixtures, r Triservice team events. This level als applies t individuals wh regularly represent at Natinal and Internatinal level Transitin t a Different Level f Participatin. Where an individual transitins t a different participatry level during the funding perid: Increase in level a supplementary applicatin may be submitted fr additinal funding required which is determined by the higher cmpeting level. Decrease in level the Fund des nt require the return f additinal funding assciated with the higher cmpeting level. 2.3 Items/Areas Nt Supprted. Supprt must nly be requested fr such items/activities that are deemed t be essential fr participatin in the applicants chsen sprt(s) and their develpment. The fllwing will nt be therefre nt be supprted (this list is nt exhaustive and is subject t amendment): Prvisin f any categry driving licence; Mileage at a rate in excess f twenty five pence (25p) per mile; Cmputers, laptps, sftware packages; Electrnic persnal perfrmance mnitring prducts Incmplete Applicatins. Shuld additinal details r clarificatin be required by the Fund fllwing receipt f applicatin, the applicant will be ntified and given twenty eight (28) days t supply the infrmatin, after which the applicatin will be cnsidered clsed. This will nt prevent applicants applying fr future grants funding. Lttery Enhanced Funding. Individuals requesting enhanced grant funding must have held tickets in play fr a cnsecutive perid f nt less than six (6) mnths which includes the date f the applicatin submissin t the Fund. The applicant must additinally cmply with all f the enhanced funding terms nted at sectin f this plicy. 5

6 2.5.1 Maximum levels. An individual can apply fr up t the fllwing maximum annual grant award: Sprts Lttery Ticket Hlding 0 Tickets 1-2 Tickets 3-4 Tickets 5 Tickets Level f Participatin Develpment RAF Representative UK Armed Frces & Abve , Alpine Champinships. Funding t an individual twards participatin in the Alpine Champinships (see sectin 4.3) is taken int accunt within the maximum individual funding levels nted abve. Audit. Applicants must retain evidence (receipts/bank statements) t supprt their applicatin and retain these fr a perid f twelve (12) mnths frm the grant award date. Any applicants identified as failing t utilise funding in accrdance with the applicatin, will be asked t return their funding and be denied further supprt fr a perid f at least twelve (12) mnths. 6

7 SPORTS GRANTS GROUP SPORTS EVENT POLICY Grups are eligible t apply fr grant funding t supprt participatin in UK and verseas sprting visits, events and ther expeditins. Individuals taking part in RAF Alpine Champinships are supprted via a separate funding prgramme (detailed in sectin 4 f this plicy) Principles f Funding. The Fund acknwledges that the prvisin f funding supprt t assist individuals t participate in sprting activities assists in the achievement f the charity s bjectives and will therefre seek t supprt individuals t participate in such team events. Applicatin Requirements. The fllwing requirements apply t all applicatins: Persnal Cntributin. All participants seeking funding supprt must make a minimum persnal cntributin f 20% f the ttal csts attributable t participatin in the event, befre any ther incme/funding is applied. Endrsement. The applicatin must carry a signed endrsement frm the statin/club at Sqn Ldr level and abve r OF3 equivalent. Endrsements must detail hw the funding will enhance the persnal and physical develpment f individuals attending the event Maximum Numbers Attending. Funding is nly available twards the csts assciated with the maximum number f participants as detailed in JSP660 pt.2, V2.0, Sep Supprting Dcuments. Applicatins must include an apprved Admin Order. Timings. Applicatins must be received n later than thirty (30) days befre the event cmmences. Payments will nt be made mre than ne mnth prir t the cmmencement f the event unless in exceptinal circumstances. Pst Event Requirements. Successful applicants must submit the final nminal rll, a brief summary f the event and a PXR (if available) t the Fund within six weeks f cmpletin f the activity. Failure t submit this infrmatin may result in future event funding being denied. Destinatin. It is presumed that all events funded will take place in Eurpe. Fr the purpses f this plicy Eurpe is defined as: UK Western & Eastern Eurpe Iceland Scandinavia Pland Greece Cyprus Malta Canary Islands 7

8 Under exceptinal circumstances, an applicatin may be cnsidered fr additinal wrldwide supprt if a justificatin (deemed acceptable by the Fund) can be prvided as t why activities f equal merit cannt be undertaken within Eurpe. 3.3 Lttery Enhanced Funding. Participants requesting enhanced grant funding must have held tickets in play fr a cnsecutive perid f nt less than six (6) mnths which includes the date f the applicatin submissin t the Fund. All participants requesting enhanced funding must additinally cmply with all f the enhanced funding terms nted at sectin f this plicy Available Funding. Grant funding is tiered accrding t: the regin f travel; and each participant s Lttery ticket hlding. Items/Areas Nt Supprted. The Fund is nt able t supprt the fllwing (this list is nt exhaustive and is subject t amendment): Adventurus Training - as this is a publically supprted activity. RAF Sprts Assciatin events - as these are subject t supprt frm the Fund under separate funding prgrammes. Csts that shuld be met via Public funds. Statin/sectin/club kit r equipment. Majr Expeditins. The funding f majr expeditins is nt cvered within this plicy and will be cnsidered by the Fund Bard f Trustees n a case-by-case basis. Expressins f interests shuld be submitted t the Fund at least six (6) mnths in advance f the expeditin departure Maximum levels f supprt per persn. Individuals may attend multiple expeditins during the current funding perid. The ttal level f grant supprt available fr any ne individual within the Sprts Grants Grup funding prgramme is tiered accrding t lttery tickets held: Ticket Hlding Maximum Annual Level 0 Tickets 1 Ticket 2 Tickets 3 Tickets 4 Tickets 5 Tickets

9 3.4.3 Maximum Levels f Supprt per event. Maximum funding fr each event is tiered accrding t lttery tickets held and the regin visited: Ticket Hlding 0 Tickets 1 Ticket 2 Tickets 3 Tickets 4 Tickets 5 Tickets Regin Eurpe Wrldwide Eurpe UK, Western & Eastern Eurpe, Iceland, Scandinavia, Pland, Greece, Cyprus, Malta and Canary Islands. 10 RAF ALPINE SKI & SNOWBOARD CHAMPIONSHIPS The RAF Central Fund ( the Fund ) supprts participatin f eligible individuals in the annual RAF Ski and Snwbarding Champinships thrugh charitable grant funding t ffset sme f the cst t individuals participating in the Champinships. Eligible participants wh meet the funding criteria and wh bk an accmmdatin package thrugh the Saalbach-Hinterglemm Turist Office are eligible fr a cntributin twards the cst f the event Applicatin Requirements. Available Funding. Available grant funding is tiered accrding t the number f Lttery tickets held in play by each eligible participant as at 24 Nvember Lttery tickets must be held in play fr a minimum perid f thirteen (13) weeks subsequent t 24 Nvember 2017 fr a participant t be eligible fr funding. 4.2 Repayment f Award. Any participants in the Champinships wh apply fr funding supprt wh are subsequently identified as nt hlding the stated number f tickets in play and/r d nt hld tickets fr the minimum required perid f 13 weeks will required t: make payment directly t the Saalbach-Hinterglemm Turist Office fr the value f their funding award whilst in resrt at the Champs; and will be ineligible fr cnsideratin f receiving any further funding frm the Fund fr a perid f at least twelve (12) mnths Maximum Funding Levels. The maximum level f supprt fr any ne individual must nt exceed the levels detailed belw: Sprts Lttery Ticket Hlding Grant Award ( ) Funding t supprt an individual s participatin in the Champinships will be cnsidered within that individual s maximum annual funding if additinal supprt is requested. Applicatin Prcess. Applicatins fr grant awards fr the Champinships will be submitted t the Fund retrspectively n behalf f eligible participants by the RAF Winter Sprts Assciatin. Separate applicatins frm individuals, units r sprts clubs fr individual r grup funding supprt twards the Champinships will nt be cnsidered. 10
