4 Prgram Overview and Administratin: Nrth Carlina General Statute 166A, Article 5 authrizes the Divisin f Emergency Management, in the Department f Public Safety, t create a vluntary certificatin prgram fr the prfessin f Emergency Management in the State f Nrth Carlina. The certificatin prgram s purpse is t strengthen and enhance the prfessinal cmpetencies f emergency management persnnel in State and lcal emergency management agencies. Certificatin prcess: Thse interested in btaining Nrth Carlina Emergency Management Certificatin shuld fllw the guidance listed in this dcument t becme either an Assciate Emergency Manager r Executive Emergency Manager in the state f Nrth Carlina. This dcument utlines the prgram respnsibilities, certificatin criteria, and applicatin prcesses fr the Nrth Carlina Emergency Management Certificatin Prgram. Respnsibilities: Nrth Carlina Secretary f Public Safety: The Secretary f the Nrth Carlina Department f Public Safety shall establish and appint the membership f Emergency Management Training and Standards Advisry Bard (NC TASAB). The bard will cnsist f representatives frm the Nrth Carlina Divisin f Emergency Management, lcal emergency management agencies, and emergency management elements frm within the private sectr and higher educatin. Nrth Carlina Training and Standards Advisry Bard (NC TASAB) The Nrth Carlina Training and Standards Advisry Bard (NC TASAB) shall prvide versight f the, prvide a prcess fr the review f certificatin applicatins, and issue certificatins semiannually. The NC TASAB is respnsible fr the maintenance f this dcument and in prviding administrative and technical guidance n its implementatin. Additinal rles and respnsibilities can be fund in the NC TASAB Charter. Nrth Carlina Emergency Management The Nrth Carlina Divisin f Emergency Management will prvide the administrative supprt t maintain the certificatin prgram. Fall 2017 Page 4

5 Applicatin Package Guidance: Anyne in the State f Nrth Carlina wh meets the certificatin requirements listed within the dcument is encuraged t apply fr their certificatin. Applicants shuld submit a cmplete applicatin based n the requirements listed belw t: Nrth Carlina Emergency Management (EOC) ATTN: NCEM Certificatin Prgram 4236 Mail Service Center Raleigh, NC Applicatin Deadlines: Applicatins will be reviewed twice per calendar year by the Nrth Carlina Training and Standards Advisry Bard. The timeline belw lists the applicatin deadlines and the subsequent awarding dates: Applicatins Due August 1 st January 1 st Award Dates Fall NCEM / NCEMA Cnference Spring NCEM / NCEMA Cnference Apprval r Denial f Applicatin Package: The Certificatin Cmmittee will review applicatins based n the requirements described belw. Applicants wh submit sufficient dcumentatin t validate their past educatin, experience, training, and ther requirements will be recmmended fr certificatin t the NC TASAB. If an applicatin package is incmplete, the Certificatin Cmmittee will return the applicatin t the applicant with a shrt descriptin f what the applicatin is missing. Packages will be reviewed twice per year n a schedule t be annunced by the Nrth Carlina Divisin f Emergency Management. Appeals: If an applicant s package is fund t be incmplete, the applicant may appeal t the Nrth Carlina Training and Standards Advisry Bard (NC TASAB) in writing at the address abve. Certificatin Designatins: Individuals awarded the Executive Emergency Manager r Assciate Emergency Manager thrugh the Nrth Carlina certificatin prgram may use the fllwing certificatin designatins while their certificatin remains active. 13 Recertificatin Requirements: 1. Recertificatin is required fr bth the Assciate Emergency Manager and Executive Emergency Manager certificatins 2. NCEM will make ntificatins f expiring credentials 1 year prir t their expiratin date either thrugh TERMS r manually. 3. Applicatins fr recertificatin may be submitted 1 year prir t an individuals certificatin expiratin date. 4. Applicatins will be reviewed by the Bard twice a year and applicatin submissin dates will match the August 1 st and January 1 st Deadlines fr the Certificatin Prgram. 5. Recertificatin must ccur in five year intervals by submitting dcumentatin which demnstrates cmpletin f 100 classrm hurs f cntinuing educatin. (75 hurs in emergency management related subjects and 25 hurs f general management curses). 6. N mre than 25 hurs are allwed in any given tpic r specialty. As an example, an applicant may have 100 hurs wrth f Incident Cmmand System (ICS) classes, hwever n mre than 25 hurs f ICS curses can be used fr their applicatin fr certificatin. 7. Emergency Management / Disaster Management classes d nt include discipline specific curses (EMS, Fire, LE, etc). 8. Teaching emergency management curses may be substituted fr attending curses t achieve 50 % f cntinuing educatin credits. 9. If an individual hlds a CEM certificatin thrugh the Internatinal Assciatin f Emergency Manager s, the CEM Recertificatin prcess and dcumentatin may be submitted in lieu f the NC recertificatin prcess. 10. Individuals wh d nt cmplete a recertificatin applicatin prir t their expiratin date will lse their certificatin level. The NC Training and Standards Advisry Bard may grant exceptins fr extrardinary circumstances n a case by case basis. T request an exceptin, the individual must submit a letter f request t the NC TASAB stating their case fr an exceptin. 11. After applicatin review, individuals will be given 3 mnths frm their certificatin expiratin date t crrect any deficiencies fund by the applicatin review prcess. Any training curse used in an applicatin revisin must have been taken within the 5 year credential perid. 12. If individuals d nt recertify every five years, then they will lse their certificatin and must cmplete the required 100 hurs f cntinuing educatin and retest at the apprpriate certificatin level. 14 Training Hurs Requirement Guidance: 1. Training curses must be taken within the last ten years 2. Training curses used fr the Assciate Emergency Manager may nt be used fr the Executive Emergency Manager applicatin. 3. Degrees substituted fr training hurs fr the Assciate Emergency Manager applicatin may nt be used fr the Executive Emergency Manager applicatin. 4. Emergency management training is cnsidered curses specific t the prfessin f emergency management and these curses are designated with an E in the referenced allcatin chart fund at: 5. General management training includes curse cntent that can be applied beynd emergency management peratins and is designated with G in the referenced allcatin chart fund at: shuld be used t determine what curses are eligible fr emergency management r general management hurs. It shuld be nted that a number f curses ffered by the Emergency Management Institute, Nrth Carlina Emergency Management r ther training cnsrtium partners are cnsidered general management classes. Curses in the training allcatin table fund at: with an E/G can be used as either emergency management r general management training. Curses nt fund in the IAEM list can still be used, but dcumentatin will need t accmpany the certificate t shw curse bjectives. The Candidate shuld add the training t either Emergency Management Training r General Management training as defined abve. 6. Recmmended curse learning bjectives make up the exam elements fr bth certificatin levels. Individuals are nt required t cmplete the recmmended curses t apply fr either level f certificatin as lng as yu meet the hur and tpic limit requirements stated in each level f certificatin. 7. The certificatin prgram will adpt the IAEM Training Curse Allcatin Table with NC accepted curses t determine number f hurs fr each curse and accepted allcatin fr certificatin. (Certificatin Cmmittee will make a recmmendatin t the TASAB n acceptance f curses nt specifically identified in CEM Training Curse Allcatin Table). 8. Independent study curses can nly cunt tward 10 % f meeting training requirement in each certificatin level. 9. Frums and Cnferences may nt be used t dcument training hurs fr initial certificatin (Assciate r Executive) as they are listed as cntributins t the prfessin. Frum and cnference hurs may be used fr the recertificatin requirement fr training hurs. 10. Time dcumented during exercises des nt cunt twards training hurs fr initial certificatin r recertificatin full Cntinuing Educatin Unit (CEU) equals 10 hurs f training. (A FEMA curse equaling.2 CEU equals 2 hurs). FEMA independent study curses prvide a certificate f cmpletin that is in CEUs. 12. One semester cllege curse hur is equal t 15 training hurs. (Example - 3 cllege credit hurs is equal t 45 training hurs) Fall 2017 Page 14

15 13. Credit hurs in a degree awarding prgram cunts the same if n-line r in residence as utlined abve. 14. The Emergency Management Academy is a prgram managed by the Emergency Management Institute with the fcus n prviding the new emergency manager a fundatin f knwledge, skills, and abilities in the emergency management prfessin. 15. The certificatin prgram will incrprate the EMI Executive /Managerial Curse int the Executive EM Crdinatr Certificatin nce the curse is finalized. The Nrth Carlina Divisin f Emergency Management Training and Exercise Management System (TERMS) shuld be used t dcument as many curses as pssible. Hwever, curses nt listed in the applicant s TERMS transcript are still eligible (with dcumentatin) fr training hur allcatins. 16. N mre than 25 hurs are allwed in any given tpic r specialty. As an example, an applicant may have 100 hurs wrth f Incident Cmmand System (ICS) classes, hwever n mre than 25 hurs f ICS curses can be used fr their applicatin fr certificatin. 16 Exam Infrmatin: 1. The exam will be made up f multiple chice questins taken frm the learning bjectives f the Recmmended Classes fr the specific certificatin level. 2. Exam s will be given twice each year and be prctred by the Nrth Carlina Divisin f Emergency Management. Applicants wh d nt achieve a 75% passing grade will need t wait until the next exam ffering fr their subsequent attempts. 3. The Nrth Carlina Divisin f Emergency Management will be respnsible fr maintaining bth f the exams and crrespnding study guides fr ptential applicants. 4. Applicants shuld take and pass the exam prir t submitting their applicatin packet. Once the exam has been passed, applicants have 1 year (2 submissin cycles) t submit their full applicatin fr apprval. 5. At a minimum, exam sessins will be ffered at the spring and fall NCEM / NCEMA Cnference. Additinal exam sessins will be prvided thrugh the Branch Offices as needed and annunced thrugh the TERMS system. Fall 2017 Page 16

17 Cntributins t the Prfessin Optins: Candidates may nly use each categry belw ne time n their applicatin fr certificatin. A. Active membership in an emergency management r related prfessinal rganizatin fr at least three years. B. Attend a state, reginal r natinal educatinal sessin meeting r emergency management related cnference. C. Serve as an active member n a bard, a cmmittee, a task frce, r a special prject fr a prfessinal, emergency management r a jurisdictinal rganizatin. D. Serve fr at least ne term as an fficer r in a leadership psitin n a Bard, a Cmmittee, a task frce, r a special prject fr a prfessinal, emergency management r a jurisdictinal rganizatin. E. Cmplete a special assignment r prject fr a jurisdictinal r gvernmental cmmittee r task frce addressing emergency management issues. An example wuld be a special assignment r prject fr the cunty, LEPC, FEMA, EMI, etc. The resulting prduct r decisins must make a significant cntributin t r impact n the emergency management prfessin. F. Develp and participate in an educatinal r infrmatinal speaking engagement n an emergency management issue at a prfessinal cnference r public frum (including cnferences, wrkshps, radi, televisin, educatinal vide, etc.). G. Cmplete a teaching r instructing cmmitment n an emergency management related tpic fr a minimum f three actual platfrm hurs H. Serve as a Develper, Evaluatr r Cntrller fr either a full-scale, functinal, r a tabletp exercise r cmplete a disaster assignment utside the candidate s jurisdictin. Demnstrate a significant rle in the exercise r assignment and describe the lessns learned thrugh participatin. I. Write and have published (in print r n the Internet) an emergency management article, research prject, brchure, r instructinal pamphlet. J. Develp and distribute a cmpleted audi, vide, audi-visual r cmputer sftware prject directly related t emergency management. K. Receive an award r special recgnitin in the field f emergency management by an utside agency, rganizatin r assciatin. L. Cmplete a significant rle as a full partner in the develpment r extensive revisin f a curse in emergency management ffered at the state, natinal, r internatinal level. M. Testify befre a legislative/regulatry bdy r cntact an elected representative (the candidate must receive a written reply as a result f the cntact), at the natinal r state level, n any emergency managementrelated issue. 19 ESSAY Guidance The candidate s essay must be typewritten (12 pint fnt, Times New Rman) and duble-spaced t ensure ease and accuracy f review. Candidates are encuraged t edit yur wrk and use the spell checker. They shuld then set it aside fr awhile, then review it ne mre time befre submissin. A. Intrductin The essay requirement will assess the candidate s knwledge, skills, and abilities thrugh practical prblem-slving analyses f an emergency management scenari. The Certificatin Cmmittee will review and critique the essay based n the management cncepts f planning, rganizing, leading, cntrlling and cmmunicating. 1. Knwledge f the fur phases f emergency management; 2. Knwledge f human behavir and its impact during a disaster; 3. Knwledge f an rganizatin and the envirnment in which it perates; 4. Knwledge f cdes, legislatin, regulatins, frms, and ther dcuments which impact n the emergency management functin; 5. Skill in leading peple; 6. Skill in building and maintaining internal and external alliances; 7. Skill in cmmunicatin; 8. Ability t manage an rganizatin strategically (lng-range) and tactically (shrt-range); 9. Ability t acquire and manage human, material, and financial resurces; 10. Ability t manage multiple pririties utilizing creative prblem-slving techniques; 11. Ability t make and cnvey decisins in a timely manner; and 12. Ability t present materials and ideas in a lgical, ratinal, clear, and cncise manner. B. Cmpletin Guidelines In cmpleting the management essay, ensure it includes, at a minimum, the fllwing pints: 1. Identify the prblem t be slved; 2. Identify the bjective t be achieved; 3. Describe necessary actins required t achieve the bjective and the prblem slutin; 4. Describe the intended utcme (behaviral, technical, equipment and/r supplies, financial, etc.) as a result f implementing the necessary actins; 5. 20 ESSAY Scenari Disaster Cunty is a rural Nrth Carlina cunty f almst 100,000 peple. Yu recently assumed the respnsibilities f Cunty Emergency Manager in charge f emergency preparedness and respnse. Yu just cmpleted a self-inspectin f the cunty s emergency management prgram and discvered the fllwing: The emergency respnse/recvery plan is bslete (7 years ld) and cntains numerus errneus and cnflicting statements. At a meeting with the Cunty Manager, yu explained yur findings, yet the Manager expresses very little interest in the subject. Yu are the emergency manager. I hired yu t fix this. It is yur respnsibility, said the Manager. There is a genuine lack f interest and invlvement thrughut the cunty. Implementing instructins and checklists are nt current, equipment is missing and/r in need f repair and persnnel are nt familiar with their required actins during an emergency/cntingency situatin. The emergency peratins center (EOC) is usually used as a cnference r meeting rm and has t be cnverted ver fr use during emergencies. Supplies and cmmunicatins equipment has t be brught in frm ther ffices. The persn yu replaced had the Cunty cnvinced that the prgram was in excellent shape. After all, the cunty had nt experienced a majr emergency r disaster in the last seven years and the emergency management budget has remained steady. He was als a respected member f the cmmunity wh scialized with senir department heads n a regular basis.
