Research was cmpleted n the fllwing cities that assist beautificatin effrts in their cmmunities with matching grants in varius ways t lcal businesses: Lng Beach, Califrnia Rgers Park, Chicag Tula, Oklahma Ontari, Califrnia Princetn, West Virginia Hurn, Suth Dakta Andersn, Chicag The prgram spnsred by the City f Valdez and recmmended by the Beautificatin Task Frce was mdeled frm the prgrams abve, and ffers a matching grant prgram designed t assist the cre dwntwn small businesses and nn-prfit rganizatins, by imprving the business setting fr investrs as well as t prvide an verall upgrade in appearance fr residents and visitrs. The prgram gals are: T imprve the verall quality f facades in rder t attract mre lcal residents and visitrs t shp, eat, and d business in dwntwn Valdez. T encurage and prvide incentive fr prperty/business wners t reinvest in ur cre dwntwn area. ELIGIBLE PROPERTIES: Eligible buildings must be used fr cmmercial, nn-prfit, and/r mixed use purpses, and must be lcated in the cre dwntwn area f Valdez. The cre dwntwn area is brdered by Galena Street t the suth, Pineer Drive t the nrth, Meals Avenue t the east, and Hazelet Avenue t the west, and alng the Richardsn Highway frm Meals Avenue t Crked Creek.

2 GUIDELINES: Grants will nt be granted retractively. All prjects must be apprved befre any wrk begins. If a business wner is nt the wner f the building, they must get the prperty wner s written apprval t submit an applicatin. Any changes t the prject after grant apprval must be apprved befre wrk cmmences r the grant will be frfeited. Eligible imprvements must be t the exterir f a building and include but are nt limited t: Remval f ld signage and exterir clutter (t include cnnex). Façade imprvements (painting f the exterir f a structure in cnjunctin with verall façade imprvement will be given higher pririty than simply painting). Majr landscaping imprvements. ELIGIBLE COSTS (WITH APPROPRIATE DOCUMENTATION): Material csts fr apprved imprvements Csts frm apprpriately licensed third party vendrs and/r cntractrs Architectural and engineering services City fees and permits directly related t the prject INELIGIBLE COSTS: Imprvements cmmenced prir t applicatin apprval. Imprvements nt specifically listed in the grant applicatin. Imprvements which are cnsidered rutine maintenance (such as replacement f light bulbs withut an assciated façade imprvement). Repairs caused by damage t a building, structure, r prperty that shuld be cmpleted thrugh an insurance claim. Rf replacement. SELECTION PROCESS: Due t limited funding, prjects meeting the criteria f this prgram will be presented t the Mayr s Beautificatin Task Frce fr selectin. Applicatins are due t the Assistant City Manager n later than March 15 th f each year. Applicatins received after the due date will nt be cnsidered. Prjects will be given higher pririty if they make substantial visible imprvements, are high visibility prjects, and/r result in imprvements t surrunding prperties. Remval f exterir clutter and façade imprvements will be given higher pririty in the selectin prcess.

3 Applicants will submit an applicatin t the Assistant City Manager at City Hall. This applicatin will include a descriptin f the desired prject sketches, samples, dimensins, bids, and a line item budget. Sketches and renderings d nt need t be prfessinally cmpleted, and the City may require mre detail in rder t issue permits after applicatin apprval. Once grant prjects are selected, awardees will be given a Ntice t Prceed. CONSTRUCTION: Fllwing apprval, the applicant must secure all permits which may be required by the City f Valdez. If an applicant enters int an agreement with a cntractr fr the cmpletin f specified eligible imprvements, the applicant is slely respnsible fr the payment f services rendered n said prject. Applicant must cmplete the eligible imprvements within six mnths f Ntice t Prceed, unless therwise extended in writing by the City f Valdez. Time extensins may nly be granted in writing n a case by case basis and fr exceptinal circumstances. In the event the imprvements are nt cmpleted within six mnths, the City f Valdez reserves the right t terminate the grant award withut any liability t the applicant, s that thse funds may be dedicated elsewhere. GRANT AMOUNTS: Business wners can apply fr a grant rebate t pay fr up t 50 percent f the cst f imprvements, with a maximum reimbursement f $10,000 per building. Crner buildings, and prjects that are deemed exceptinal, can negtiate fr larger grant amunts, nt t exceed a maximum reimbursement f $20,000. Business wners are als urged t seek grants n smaller prjects in the $500 - $1,500 range. GRANT REIMBURSMENT PROCESS: Once the eligible imprvements have been cmpleted, applicant shall ntify the City thrugh cmpletin f a grant reimbursement request package. The applicant must submit dcumentatin t the City as utlined in the package including assciated receipts and/r invices fr verificatin f eligible csts, and in the event applicant used a cntractr, that the cntract was paid. Applicants must als submit clr befre and after phtgraphs when requesting grant reimbursement. After reviewing the accuracy f receipts and/r invices fr the eligible imprvements, and upn verificatin that the eligible imprvements have been cmpleted in accrdance with the design drawings, plans, r specificatins; the City will reimburse applicant the pre-determined amunt within 30 days. Only thse imprvements included in the grant award will be eligible fr reimbursement.
