1 1 POLICY FOR RECRUITMENT OF EDUCATORS IN GOVERNMENT SCHOOLS ( ) The Gvernment f the Punjab has apprved recruitment against 34,054 vacancies f teaching staff in Gvernment schls f the prvince during the year , in relaxatin f ban n recruitment. The district-wise breakup f varius categries f schl specific/ nn- transferable psts f Educatrs is attached at Annexure-A. 2. Recruitment Plicy fr appinting schl specific Educatrs in the cntract mde is hereby circulated. The plicy aims fr prvisin f better qualified Educatrs in public schls are t increase student enrllment, reduce teachers absenteeism and imprve quality f educatin. The plicy is guided by the principles f merit, transparency, flprf selectin prcess and fair cmpetitin. 3. Unifrm recruitment prcedures shall be fllwed regarding advertisement fr recruitment f Educatrs, applicatin frms, merit calculatin, allcatin f marks fr lcal residence, interview prcedure and timelines f recruitment prcess. 4. Nmenclature/Academic & Prfessinal Qualificatin/Salary The academic and prfessinal qualificatin, salary package and nmenclature f psts shall be as attached at Annexure-B. 5. Terms & Cnditins f Recruitment i. Recruitment f Educatrs shall be made in the cntract mde under the specific terms and cnditins as stated in the Letter f Agreement fr each pst. a. Elementary Schl Educatrs (ESE) Annexure-C b. Senir Elementary Schl Educatrs (SESE) Science/Arts Annexure-D c. Educatrs (SSE Arts /Science /English /Maths /Cmputer Science) Annexure-E ii. iii. The recruitment shall be schl specific and nn transferable. The cntract emplyee shall have n right t demand r claim any change in terms and cnditins f the agreement.

2 2 6. Allcatin f Psts (District wise) i. Allcatin f psts fr every district has been apprved by the Chief Minister. District wise schl specific breakup f psts is placed at Annexure-A. ii. iii. iv. In each High / Higher ne pst f SSE (Cmputer Science) wuld be advertised fr selectin n merit against such pst created n cnversin / upgradatin f 4574 vacant pst f EST (English) thrughut the prvince. Apprved SNE psts in upgraded schls will be advertised against the specified schls in ttal. The psts f different categries f Educatrs allcated t district as mentined in Annexure-A will be identified schl-wise as per need and nrm by the District Gvernment and will be ntified by the District Crdinatin Officer and accrdingly advertisement f schl specific psts will be flated in the newspapers. v. The psts f Educatrs (categry-wise) have been allcated n the basis f available number f vacant psts f the crrespnding categry. While identifying the schl-wise psts n need-basis, the equal number f psts f crrespnding categry will have t be surrendered. vi. vii. Advertisement shall be issued by District Crdinatin Officer (DCO), chairpersn f the District Recruitment Cmmittee, as per the apprved frmat given at Annexure-F. The expenditure in respect f advertisement r any ther recruitment related prcess shall be brne by District Gvernments. Applicatin Frm placed at Annexure G, shall be fllwed by all District Gvernments fr receiving f applicatins. 7. Eligibility Criteria A. Qualificatin Minimum qualificatin (Academic & Prfessinal) fr each categry f psts shall be as stated at Annexure-B. B. Age Limit Minimum age f a candidate shall be 20 years and maximum age shall be 35 years, (inclusive f general 5 years age relaxatin already admissible) clsing date f applicatins as n N further age relaxatin shall be admissible. C. Experience i. There shall be a maximum f 5 marks fr teaching experience fr ESE & SESE (which means teaching experience in Federal/ Prvincial Gvernment and Semi-Gvernment schls nly). One mark shall be given fr each cmpleted year f teaching irrespective f the Cadre f emplyment. Fractin f a year f experience shall nt be cnsidered. ii. Fr SSE (Science & Arts), there shall be three marks fr teaching experience and tw marks fr Cmputer literate.

Only certificates issued by Head Teachers and cuntersigned by the cncerned District Educatin Officer (DEO) r Head/Chairpersn f the institutin/department shall be acceptable fr allcatin f teaching experience marks. D. Female Candidates Female candidates shall be eligible t apply fr the psts f Elementary Schl Educatrs (ESE) and Senir Elementary Schl Educatrs (SESE) Science in Bys Primary & Middle Schls in additin t all categries f psts in girl schls. Hwever, female candidates SHALL NOT be eligible t apply against any categry f pst in bys high/ higher secndary schls. E. Recruitment f Disabled Persns i) 2% statutry quta fr disabled persns, f the ttal allcated psts f each categry, shall be reserved. i) Inter-se merit f disabled candidates shall be prepared separately, accrding t the criteria prescribed fr general candidates, fr the available number f vacancies fr disabled persns. Minimum qualificatin (Academic & Prfessinal), age limit, marks fr lcal residence, and teaching experience, fr disabled persns, shall remain the same as prescribed at Annexure B. i Disabled candidates, fulfilling the requisite criteria, shall be ffered their first pririty regardless f their psitin in the merit list fr the cncerned schl. Disabled persns shall als apply t the EDO (Educatin) n the same applicatin frm, given at Annexure G, but shall mentin their claim f disability by filling in apprpriate clumn f Schl Pririty Frm, and by attaching a certificate f their disability issued by cmpetent authrity. v) Under disabled persns quta, blind, deaf & dumb candidates shall nt be eligible t apply. Disabled candidates fit fr teaching prfessin and able t read, write and use blackbard shall be eligible t apply fr appintment against this quta. 8. Selectin/Recruitment Cmmittee A. Members f Recruitment Cmmittee District Crdinatin Officer (DCO) as Chairpersn Executive District Officer (EDO) Educatin as Member Executive District Officer (EDO) Finance & Planning as Member District Educatin Officer cncerned as Appinting Authrity /Member/Secretary One Nminee f the Prvincial Gvernment as ntified by Special Secretary (Schls), Educatin Department. B. Respnsibilities f Recruitment Cmmittee

4 i) Recruitment cmmittee shall be respnsible fr cnducting the whle prcess f recruitment. 4 i Executive District Officer (EDO) Educatin shall be the appinting authrity fr Educatrs (SSE Science/Arts/English/Maths/Cmputer Science). District Educatin Officer (M&W-EE) cncerned shall be the appinting authrity fr Elementary Schl Educatrs (ESE) and Senir Elementary Schl Educatrs (SESE) Science/Arts. The appinting authrity shall issue Letter f Agreement t the selected candidates n the recmmendatin f Recruitment Cmmittee as per apprved frmat. 9. Rle f DMO i) District Mnitring Officer (DMO) shall be invlved in the recruitment prcess as an Observer and his bservatins shall assist in frmative evaluatin regarding: Advertisement fr recruitment f Educatrs Use and adherence t Applicatin Package Merit Calculatin Allcatin f 10 marks fr lcal residence Display f Pre-Interview Merit Lists The data entry f applicatins in custmized sftware develped by PMIU-PESRP, generatin f Pre-Interview Merit Lists and safe return f applicatin frms t EDO (Educatin) shall als be the respnsibility f DMO. 10. Prcedure fr Prcessing Applicatins i) T make recruitment prcess smth and t ensure transparency and merit, Executive District Officer (EDO) Educatin shall establish a Recruitment Cell headed by an fficer nt belw BS-19 in his ffice fr scrutiny f applicatins and mnitring f recruitment prcess. i Standardized advertisement fr Elementary Schl Educatrs, Senir Elementary Schl Educatrs (Science) and Secndary Schl Educatrs (Science/Arts/English/Mathematics/Cmputer Science), shall be issued by the cncerned District Crdinatin Officer (DCO) / Chairpersn f Recruitment Cmmittee, clearly indicating schl wise, categry wise, gender wise vacancies t be filled and shall be published in leading natinal and lcal newspapers. Already emplyed Educatrs (in cntract mde) may als apply fr the same pst in anther schl r a higher pst in same/ anther schl. Hwever, the psts f Educatrs, becming vacant as a result f exercise f this ptin, shall be subsequently filled under this plicy.

5 5 Machine numbered Applicatin Package shall be printed accrding t the frmat prescribed by PMIU-PESRP (Annexure-G). v) Schl Pririty Frms (attached with applicatin frm) must be filled in by the candidate. Applicatins with unfilled Schl Pririty Frms shall nt be accepted. vi) v vi ix) Candidates applying fr mre than ne pst shall submit schl specific Applicatin Frm. An applicant may give upt a maximum f 15 pririties in the Schl Pririty Frm. Challan Frm shall als be attached with the Applicatin Frm by submitting fee f Rs. 100/- in ttal, regardless f number f pririties, under the accunt head f Gvernment Treasury, (Old) Prvincial Accunt N-1 (Nn Fd) r (New) Nn Tax Revenue, in Natinal Bank f Pakistan. If an applicant applies fr a jb in a schl lcated in same Tehsil f which he/she is the resident, 10 marks fr lcal Tehsil shall be awarded t him/her. EDO (Educatin) cncerned shall scrutinize all applicatins and ensure that particulars mentined in Applicatin Frms are same as per the attested cpies f dcuments attached. x) Applicatins received in EDO (Educatin) ffice shall be prcessed in respect f lcal residence marks allcatin and marks fr teaching experience. xi) After scrutiny f applicatins in the EDO (Educatin) ffice, the applicatins shall be handed ver t DMO fr data entry and generatin f Pre-Interview Merit Lists. x xi x xv) xvi) xv xvi DMO, after data entry, shall hand ver the applicatin frms back t EDO (Educatin) alng with Pre-Interview Merit Lists. T reduce chances f errr in merit calculatin, schl specific and categry wise cmputer generated Pre-Interview Merit Lists shall be cnspicuusly displayed n the ntice bard in the ffices f EDO (Educatin) and DMO. Objectins received by the EDOs (Edu) will be dispsed f by giving persnal hearing in three days and crrected pre-interview merit list will be displayed in three days. Members f Recruitment Cmmittee shall assess the eligible candidates and evaluate their abilities as per Evaluatin Frm given at Annexure-H. Absent candidates, shall stand disqualified fr recruitment altgether irrespective f their marks in Pre-Interview Merit List. A candidate shall appear nly nce fr interview and shall be assessed fr all psts fr which he/she has applied (as per Schl Pririty Frm filled in by the applicant). Verificatin f certificates/degrees with Gazette f Educatinal Bards/Universities, shall be dne by the DDO cncerned within three mnths after jining f the selected candidates. Selected candidates shall be issued ffer letters (i.e. Letters f Agreement) by the respective appinting authrities, and the appinting authrities shall be bund t display the final lists f schl wise selected candidates at sme cnspicuus place in their respective ffices.

6 6 xix) xx) xxi) A cpy f the list f selected candidates shall be prvided t the ffice f DMO within three days f its issuance. He/she shall ensure that all selected candidates, wh jin their respective places f psting, duly fill in Human Resurce Infrmatin System (HRIS) frm develped by PMIU-PESRP. Prperly filled in frm shall be cllected and sent t PMIU-PESRP ffice Lahre fr entry int database. If a selected candidate fails t submit his/her Jining Reprt t the Appinting Authrity, within 10 days f receipt f Letter f Agreement, the ffer shall be deemed t have been rejected, and the candidate next in merit list shall be issued the Letter f Agreement. The Recruitment prcess shall be cnducted, s far as practicable, accrding t the timelines given at Annexure-I. 11. Selectin/Ranking Criteria i) T determine the merit/ranking criteria f eligible candidates, marks shall be awarded t each candidate as per weight assigned t the academic & prfessinal qualificatins as given at Annexure J, and shall be cmputed thrugh custmized recruitment sftware. i Original certificates/ degrees shall be prduced by the candidate befre the Recruitment Cmmittee at the time f interview. In case a candidate is hlding mre than ne Masters Degrees, marks shall be awarded t the ONE mst beneficial fr recruitment against psts f ESE and SESE and mst relevant Degree fr recruitment against the psts f SSE as per pririty mentined at Annexure B. T ensure that the right persn gets ten marks, reserved fr lcal residence n Tehsil basis, the candidate shall be given marks nly upn prductin f any f the fllwing dcuments: Cmputerized Natinal Identity Card Dmicile Certificate Nikkah Nama (Optinal fr female candidates nly) v) Schl wise Final Merit List shall be prepared after interviews n the basis f ttal marks secured by the eligible candidates. 12. Interviews and preparatin f final merit list i) There shall be a maximum f 5 marks fr interview fr all categries which wuld be recrded, n Evaluatin Frm by Recruitment Cmmittee. i The Recruitment Cmmittee shall award marks f interview t the candidate, by indicating his/her eligibility fr each level f pst he/she has applied fr, n a zer t 5 rating scale given in Evaluatin Frm. The final merit list shall be prepared after adding interview marks btained by the candidate. Merit list will be arranged in rder f the highest number earned by the candidate. If ttal marks after the additin f interview marks

7 becme equal then the candidate btaining higher marks in interview will rank senir and in case the interview marks are als equal then candidate lder in age will rank senir. v) Absent candidates, shall stand disqualified fr recruitment altgether irrespective f their marks in Pre-Interview Merit List. 7 vi) Prvincial Educatin Department shall circulate detailed prgram t Registrars f all Universities, Secretaries f BISEs fr time bund verificatin & return f riginal dcuments. 13. Filling in remaining vacancies after cmpletin f recruitment prcess. In case vacancies remain unfilled even after cmpletin f recruitment prcess, a cmbined merit list in each categry f remaining un-appinted candidates wuld be frmulated at Tehsil level. The left ver vacant psts wuld be ffered t such un-appinted candidates in rder f merit. 14. Third Party Validatin Third Party Validatin f recruitment prcesses shall be carried ut by an independent party after cmpletin f recruitments. 15. Timelines fr Recruitment The recruitment prcess, s far as practicable, shall be cmpleted accrding t the timelines stated at Annexure I.
