1 Health and Safety Plicy This plicy cvers all pupils frm age 3 19 years acrss the Junir and Senir Schls including the Early Years Fundatin Stage (EYFS) and emplyees, vlunteers and visitrs within the schl cmmunity. Plicy As Gvernrs f Ryal Russell Schl, we recgnise ur cllective respnsibility fr prviding, s far as is practicable, a safe and healthy schl Senir and Junir (including Early Years Fundatin Stage) - fr all f ur emplyees, pupils, cntractrs, parents, visitrs, vlunteers and any thers wh culd be affected by ur activities. In ur rle as emplyer, we attach pririty t ensuring that all the peratins within the schl envirnment, bth educatinal and supprt, are delivered in a manner that is safe and healthy fr all. The Gvernrs are cmmitted t prmting the welfare f all in ur cmmunity s that effective learning can take place. Our respnsibility as Gvernrs is t ensure that relevant Health and Safety laws are cmplied with. A member f the Educatin and Welfare Cmmittee is nminated t take respnsibility fr verseeing health and safety as part f his/her general respnsibilities. Day t day respnsibility fr the peratin f health and safety at the schl is vested in the Headmaster, assisted by the Directr f Operatins. Hwever, as Gvernrs, we have specified that the Schl shuld adpt the fllwing framewrk fr managing health and safety: The Gvernr verseeing health and safety is t receive cpies f all relevant paperwrk and shuld attend at least ne f the Health and Fire Safety Management Cmmittee meetings each year. He/she is t receive cpies f the minutes f all meetings f the Health and Fire Safety Cmmittee as they are issued. The Educatin and Welfare Cmmittee is t receive cpies f the minutes f all Health and Fire Safety Cmmittee meetings and that Health and Fire Safety is a standard item fr the Agenda f each Educatin and Welfare Cmmittee (EWC). The Chairman f the Educatin and Welfare Cmmittee is t draw t the attentin f the full Gverning Bard any issues relating t health and safety The Health and Fire Safety Cmmittee regularly cnsider a reprt including statistics n accidents t pupils, staff and visitrs, staff training and fire practices, making and implementing imprvements as necessary The external fabric f the Schl, its plant, equipment and systems f wrk are t be regularly surveyed and inspected by qualified prfessinals. Inspectin reprts are t be cnsidered by the Health and Fire Safety Cmmittee and the minutes f the meeting are t recrd recmmendatins and actins taken The Schl s adherence t health and safety in catering and cleaning f the fd preparatin and eating areas is t be subject t external inspectin by the Envirnmental Health Officer. In additin, the Catering Manager is t arrange fr: a) an independent hygiene and safety audit f fd strage, meal preparatin and fd serving nce every three years, Page 1 f 7

2 b) regular external deep cleaning and pest cntrl services. Health and Fire Safety risk assessments are t be prepared and annually updated fr all areas f the Schl and its grunds, including staff residential prperties, in accrdance with the Schl s Risk Assessment Plicy Reprts shwing dates f prtable appliance, fixed wiring, plant and machinery testing are t be made by the Estates Manager fr review if required by the Health and Fire Safety Cmmittee. Reprts shwing dates f vehicles and minibuses safety testing are t be made available by the Assistant t the Directr f Operatins fr review if required by the Health and Fire Safety Cmmittee. Barders persnal electrical/electrnic equipment is visually inspected by a cmpetent persn within 3 weeks f the start f Autumn and Spring terms each year. Cnverters are installed by a cmpetent persn n any appliance nt having a UK style plug. Recrds f the inspectins are maintained by Estates Department. The Schl s plicy and planning prcedures fr ff-site trips and excursins are t be reviewed annually by the Health and Fire Safety Cmmittee The Schl has a cmprehensive plicy in place fr the training and inductin f new staff which includes health and safety related matters. Health and safety training that is related t an individual member f staff s functins, such as Science Technician, is t be prvided in additin t the standard inductin training. Our trips and visits planning prcedure includes ensuring a sufficient number f staff with First Aid training and minibus driver training is prvided. This is checked in advance as part f the Trip and Risk Assessment apprval prcess. All members f staff are respnsible fr taking reasnable care f their wn safety, that f pupils, visitrs, temprary staff, vlunteers and cntractrs. They are respnsible fr cperating with the Headmaster, the Directr f Operatins and ther members f the SLT in rder t enable the Gvernrs t cmply with their health and safety duties. Finally, all members f staff are respnsible fr reprting any previusly unidentified risks r defects t the Directr f Operatins. All emplyees are prvided with a cpy f this statement upn appintment and cpies are available n the Schl s website and the shared wrk area. Members f staff will be advised as and when it is reviewed, added t r mdified. 3 Health and Safety Prcedures This part f the Plicy deals with the rganisatin, planning, implementatin, peratinal mnitring and management review f the Plicy. It als cvers the develpment f general plicy and hw we train ur emplyees (and thers) t carry ut ur activities. 1. Bard f Gvernrs ("The Bard") The Bard has verall cllective respnsibility fr health and safety within the Schl. It has a respnsibility t ensure that health and safety issues are cnsidered and addressed, and that the Plicy is implemented thrughut the Schl. They will als make adequate resurces available s far as is reasnably practicable, t enable legal bligatins in respect f health and safety t be met. Where apprpriate, advice frm a cmpetent persn will be sught t advise the Schl and tasks will be delegated t suitable emplyees in rder t assist the Bard in carrying ut its duties. 2. Headmaster The Headmaster will assist the Bard in directing the verall management and develpment f the Plicy, defining the aims f the Plicy and cmmunicating the respnsibilities assciated with the management f health and safety within the Schl. The Headmaster will als reprt t the Bard n health and safety perfrmance and assist the Bard in implementing changes in the Plicy which the Bard has apprved. 3. Directr f Operatins The Directr f Operatins will have day t day management respnsibility fr ensuring that, s far as is reasnably practicable, arrangements are in place fr: Safety and Security Fire Safety Electrical Safety Gas Safety Water Quality Asbests Emergencies Staff Inductin Supprted by the Health and Fire Safety C-rdinatr, duties will include: advising the Headmaster n maintenance requirements c-rdinating advice frm specialist safety advisrs and prducing assciated actin plans mnitring health and safety within the Schl and raising cncerns with the Headmaster cmpliance with the Cnstructin (Design and Management ) Regulatins reprt t the Schl Health and Fire Safety Cmmittee Page 3 f 7

4 4. Heads f Department (Teaching) The Heads f Department will ensure, as far as is reasnably practicable, the health and safety f thse affected by activities under their cntrl. They are respnsible fr maintaining up t date risk assessments fr areas under their cntrl. Specific risk assessment requirements are: Science (including harmful substances and flammable materials) - Head f Science Sprts activities Directr f Sprt Drama - Directr f Drama Art and Design (including harmful substances and flammable materials) - Head f Art and Design Music - Directr f Music Design & Technlgy - Head f Design & Technlgy Trips and visits Senir Schl - Deputy Head Operatins and Perfrmance Trips and visits - Junir Schl - Headmaster Fd Technlgy - Head f Fd Technlgy Ammunitin and firearms - Cmbined Cadet Frce Cmmanding Officer They will als be respnsible fr identifying prviding r rganising training that is relevant t their area f cntrl. 5. Estates Manager The Estates Manager and the Health and Fire Safety C-rdinatr will assist the Directr f Operatins with the implementatin f the fllwing: Building security Preventin f unsupervised access by pupils t ptentially dangerus areas (in cperatin with thers as apprpriate) Registratin and cntrl f visitrs Site traffic mvements Maintenance f Schl vehicles Testing arrangements, maintenance and recrds, including fire, electrical, gas, plant equipment, water quality, asbests Gd standards f husekeeping, including drains, gutters etc Cntrl f hazardus substances fr grunds maintenance activities 6. External Health and Safety Advisrs The Directr f Operatins will arrange, as necessary, fr external cnsultants t advise n matters f health and safety within the Schl. Such prvisin may include: Structural surveyrs are retained t give advice n the external fabric f the Schl. Mnitring and servicing the Schl's plant equipment, including bilers, lifts and hists annually. Gym and Fitness equipment and machinery used in bth Design and Technlgy and in the Maintenance Department are serviced annually. Page 4 f 7

5 The Catering Manager will arrange fr: swabs t be taken and checked by a member f the senir Catering team frm knives, chpping bards and ther kitchen equipment at least nce per mnth taking immediate actin t address any bacterial readings abve the maximum safe limit an independent hygiene and safety audit f fd strage, meal preparatin and fd serving areas nce every three years prfessinal advice frm a dietitian n healthier fd, menu planning and special diets as needed the prfessinal deep cleaning f all equipment, high level cleaning f all cking, fd preparatin and strage surfaces, areas etc twice a year. apprpriate pest cntrl measures t be in place The Schl has a suitable and sufficient fire risk assessment which is reviewed annually r when significant changes are made t the interir f buildings, r new buildings are bught r added. In additin t the weekly fire alarm tests, the alarm system, tgether with all smke detectrs, emergency lighting, extinguishers are tested annually by a qualified cntractr. An external Health and Safety Cnsultant reprts annually n the arrangements fr health and safety in all areas f the Schl The Schl has a suitable and sufficient prcess fr ensuring the preventin f leginella, and has a water temperature testing regime in place. The Schl maintains an asbests register and the Estates Manager is respnsible fr ensuring that it is kept up-t-date and fr any sampling r remval befre majr wrks takes place. They are als respnsible fr the maintenance f an asbests management plan. They are als respnsible fr making sure that cntractrs are fully briefed n areas f asbests befre starting wrk The Schl's Radiatin Prtectin Supervisr (RPS), Head f Science, is respnsible fr liaisn with the Radiatin Prtectin Advisr fr ensuring cmpliance with the Inising Radiatin Regulatins 2000 and lcal rules made t cmply with these regulatins. The RPS is als respnsible fr ensuring cmpliance with the Radiactive Substances Act 1993 and exemptin certificates granted under them. All external cntractrs are required t cmply with the Schl s Cntractr s Safety Plicy which cvers Health and Safety and Safeguarding requirements t be satisfied befre cmmencing wrk n site. The Health and Safety recrds are maintained by the Estates Department and the Safeguarding checks are maintained by HR Department. 7. Schl Health and Fire Safety Cmmittee The Cmmittee, chaired by the Directr f Operatins, will meet nce a term. The Gvernr respnsible fr verseeing health and safety is invited t attend these meetings. The ther members f the Cmmittees are: Headmaster Junir Schl Headmaster Directr f Operatins Deputy Head Operatins and Perfrmance Page 5 f 7

6 Deputy Head Academic Deputy Head Pastral Deputy Head Junir Schl x 2 Estates Manager Assistant t Directr f Operatins HR Manager Nursing Manager The rle f the Cmmittee is t: discuss matters cncerning health and safety, including any changes t regulatins; mnitr the effectiveness f health and safety within the schl; review accidents and near misses, and discuss preventative measures; review and update risk assessments; discuss training requirements; mnitr the implementatin f imprvements; review and update the Health and Safety Plicy assist in the develpment f safety rules and safe systems f wrk; mnitr cmmunicatin and publicity relating t health and safety in the wrk place; encurage suggestins and reprting f defects by all members f staff. Health and Fire Safety is a standing item n the agendas fr SLT, Junir Schl SMT and Operatins and Supprt HDS meetings, all f which are minuted. Staff reprt ptential hazards t the Maintenance helpdesk fr attentin. These tickets are priritised and recrds maintained f the actins taken. 8. Medical Centre Nurses are respnsible fr checking that all first aid bxes, eye wash statins, asthma inhalers and epipens are mnitred and replenished as necessary. Page 6 f 7

The Health and Fire Safety C-rdinatr Is respnsible fr: Maintaining an accident bk and reprting ntifiable accidents t the Health & Safety Executive Keeping statistics and preparing summary reprts fr the Schl Health and Fire Safety Cmmittee 10. Staff The c-peratin f all staff is essential t the success f the Plicy. The Schl requires staff t alert the Maintenance helpdesk t any hazards t health and safety which they ntice and t ntify their Head f Department / Health and Safety C-rdinatr f any suggestin they wish t make regarding health and safety. Staff are required t:- fllw the Plicy; take reasnable care fr the health and safety f themselves and thers wh may be affected fllw requirements impsed n the Schl r any ther persn under Health and Safety law and c-perate fully s as t enable the duties upn them t be perfrmed carry ut all reasnable instructins given by managers / senir staff make prper use f anything prvided in the interests f their health and safety such as prtective equipment. Reckless r intentinal interference with such equipment will ptentially be regarded as a dismissible ffence cmply with any reasnable request made by any f the persns named abve in relatin t the fulfilment f their duties Page 7 f 7
