Statements Mission To improve the health, safety, education and economic well-being of individual families in need in central Oklahoma by connecting community resources with responsive and accountable health and human service agencies. Background United Way of Central Oklahomawas founded in 1923 as the Community Chest, running an annual campaign for social service needs known as The Community Fund Campaign. Over the years, the name of the campaign and organization have changed, while its mission has remained relevant to central Oklahoma by convening resources, incubating new programs and initiatives and funding 58 United Way Partner Agencies. Thanks to the investments of thousands of supporters, millions of lives have been changed. The programs within United Way of Central Oklahoma s Partner Agencies provided over one million charitable service connections to central Oklahomans during the past year. Working together, we're creating opportunities for a better life for everyone in central Oklahoma. While providing critical funding to results-oriented programs at proven nonprofit agencies will always be central to our work, increasingly we find ourselves called upon to address needs even more directly. United Way of Central Oklahoma holds the unique distinction as being one of the only United Ways in the nation with staff dedicated to research. Our research department is responsible for identifying emerging needs and service gap areas in central Oklahoma. We use this information to determine our strategic initiatives, collaborate with other community organizations to respond to social service needs, and educate the public on the needs that exist in our community. As mental health and addiction continues to rise in our community, we are working with Terri White, Commissioner, Oklahoma Department of Mental Health and Substance Abuse Services, to look at effective programs addressing crisis needs associated with these issues. Impact For 93 years, United Way of Central Oklahoma has been the community safety net for health and human services in central Oklahoma. We provide critical funding to 121 results-oriented programs at 58 accountable nonprofits across central Oklahoma that we call our Partner Agencies. These agencies are doing important work for the central Oklahoma community and the programs are creating lasting changes in people's lives. United Way works with Partner Agencies, donor volunteers, constituents and community leaders to improve the health, safety, education and economic well-being of its most vulnerable citizens. 2

3 Needs United Way funds local programs that are addressing our community's most critical needs. These needs are divided into the following categories: successful kids, strong families, healthy citizens, independent living and community preparedness. Each year, more than 200 donors volunteer their time to review the funding requests from local programs wishing to receive United Way support. These volunteers carefully assess program proposals, financial information, performance history and outcomes in order to make funding recommendations to our Board of Directors. Once approved, funds are then distributed among United Way s Partner Agencies. The Community Investment volunteers conduct a follow-up evaluation of the funded programs as the annual United Way campaign cycle begins to ensure that funds are being properly used. Hundreds of community-minded organizations host a workplace campaign for United Way and/or contribute corporate donations. Donations raised by the campaign help fund 121 local programs administered by 58 Partner Agencies. The annual Community Investment process allows United Way to remain transparent and accountable for dollars raised during the annual campaign. Following this review, volunteer teams make funding recommendations based on their findings and the program funding request. These recommendations are then voted upon by the United Way Board of Directors. This process ensures donor contributions are invested in the local community in the most efficient and effective way. Annually, the Volunteer Center presents a Day of Caring series featuring days of community wide service: Day of Caring and Day of Action. During Day of Caring held in early October, teams of volunteers work together to make a difference in the community through projects held at our Partner Agencies. Last year, the Volunteer Center connected more than 2,000 volunteers with opportunities to serve in the community. These volunteers spent more than 5,000 hours giving back to our community. If you were to put a dollar figure to that, it would total well over $118,500. 5 Disaster Program Description During a disaster, United Way stands ready to assist by rallying resources for our Partner Agencies and other service providers who are providing direct assistance to disaster victims. Additionally, United Way provides social services agency coordination and support during incidents/disasters. Budget $0 We maintain a board-directed Disaster Fund and can receive financial contributions specific to the disaster. As the leader in volunteer driven allocations, systems and controls are already in place to ensure that funds raised will be utilized as they were intended, to meet the needs of the disaster victims. We serve as a convener for our community social service providers and help to fill the gaps for needs that are not met through the normal social services structure. In the event of a community shelter, we assist the shelter management by coordinating social services from our partner agencies to meet the needs of those in the shelter. We also participate in the long-term recovery efforts at the local level. The Volunteer Center assists during disaster to help place and track spontaneous volunteers as well as recruit volunteers from an online database. Comments on Programs CEO/Executive Director/Board Comments The needs of our community are critical and are increasing. This is why United Way of Central Oklahoma needs you, more so now, than ever. United Way of Central Oklahoma is dedicated to meeting the needs of our Partner Agencies so that they can provide a safety net of services to the people of our community. Partner Agencies combined provide services to 1 in 3 central Oklahomans every year with their United Way funded programs. United Way funding alone does not fully provide what is needed for the full operations of the 121 programs at our 58 Partner Agencies. Partner Agencies must gather support from other public and private sources in order to deliver these services. In April 2016 as concerns over the government cuts were rising, United Way conducted a survey to gain a better understanding of the impact funding cuts might have on the nonprofit community safety net in central Oklahoma. Results of the survey included: * Partner Agencies reporting a loss of close to $8.8 million dollars in government funding cuts in FY * 16 Partner Agencies foresee an additional loss close to $4 million in FY * Partner Agencies indicated they are concerned about the increase in demand for their services given their limited resources available to meet the needs. The areas of health and human service programming that have been most directly impacted are: referrals and assistance for basic needs, healthcare, mental health and substance abuse services, child abuse 5

6 prevention programming, legal and support services for foster children and their foster families, services to the elderly, and services to the disabled. United Way is working tirelessly to increase the funding base from our community to continue to support our Partner Agencies. Agencies are also working on collaborations to find new ways to meet the needs. Past experience has proven that in tough times Oklahomans pull together and take care of each other when we need it the most.
