2 Mission & Impact Statements Mission Clarksville-Montgomery County Community Action Agency's Mission Statement: Community Action Agency's work to better focus available locale, state, private and federal resources to assist low income individuals and families to acquire useful skills and knowledge, gain access to new opportunities and achieve economic selfsufficiency. Background Community Action Agencies are private non-profit or public organizations that were created by the federal government in 1964 to combat poverty in geographically designated areas. Status as a Community Action Agency is the result of an explicit designation by local or state government. A Community Action Agency has a tripartite board structure that is designed to promote the participation of the entire community in reduction or elimination of poverty. Community Action Agencies seek to involve the community, including elected public officials, private sector representatives, and especially low-income residents, in assessing local needs and attacking the causes and conditions of poverty. The Clarksville-Montgomery County Community Action Agency was established in Impact Accomplishments from the last year: Secured additional funding to purchase our own facility Secured additional funding through grant opportunities to expand the Head Start Program by 51 children/3 classrooms Hired additional staff to better meet the community needs Current year: Opening a new site locally to increase services Completed 395 homes through the weatherization program Assisted 369 households with Energy Assistance Needs Clarksville-Montgomery County Community Action Agency s top 5 most pressing needs for discretionary funding are: Facility Support: Maintenance and renovation costs. Infrastructure Support: Indirect support for grants that don t permit indirect costs. 3 Areas Served TN - Montgomery Clarksville-Montgomery County Community Action Agency serves low-income residents and non-profit agencies and organizations of Clarksville & Montgomery County, Tennessee. CEO Statement The purpose of Community Action Agency is to administer programs from the office of Community Services, Tennessee Department of Human Services, their successors and other appropriate federal, state and local governments, private aid public agencies, corporations and foundations in Clarksville and Montgomery County Tennessee. Work with three significant groups in the agency s service area, the low income sector, the public sector and the private sector. Collaborations with these three sectors empower the agency to identify the causes of poverty and needs in the community. Make the entire agency s service area more aware to the needs and interests of the low income and develop priorities among projects and activities to be implemented by the agency to help reduce the causes of poverty. 3

4 Programs Programs COMMUNITY PROGRAMS - HEAD START - FOSTER GRANDPARENT PROGRAM (FGP) - RETIRED SENIOR VOLUNTEER PROGRAM (RSVP) Description Category COMMUNITY PROGRAMS: Serve only low income clients. Emergency Assistance helps with past due electric, gas & water or rent. Old Firehouse Day Shelter: Helps individuals obtain self-sufficiency. Project Help: Assists elderly, disabled with past due electric or natural gas bills. Weatherization Assistance Program: Assists with weatherization measures to reduce heat loss and energy costs. USDA Commodities: Supplemental sources of nutrition to low-income families. HEAD START: Comprehensive child development program designed to meet the needs of a child and support parents as their child s primary teacher. FOSTER GRANDPARENT PROGRAM (FGP): Give care and attention to children and youth with exceptional needs. By improving the lives of the children, Foster Grandparents also enrich their own lives. RETIRED SENIOR VOLUNTEER PROGRAM (RSVP): Individuals age 55 and over put their skills and experience to work for their communities. Volunteers provide manpower to their community s non-profits. All of these programs are grant funded with identified community goals and specific budget line items. While we are pleased to be able to offer the low-income community so many programs to assist them, we do have the challenge of maintaining a physical building that requires normal maintenance and renovation costs while having no source of income to fund these necessary expenses. Our struggle now is to secure funding to help offset the costs of maintaining a safe and secure location where citizens can come in to enroll their child in Head Start, get assistance through Community Programs, sign up for the FGP or RSVP projects. We have a dedicated staff that go above and beyond to serve the public as best they can; we need help maintaining our facility with issues not covered in the program grants such as a security system, janitorial services, landscaping, etc. We are struggling to fund small projects that become bigger issues when not properly handled on a continuous basis. 6
