Authrizes Installatin/base deputy cmmanders r Garrisn Managers t assume apprval authrity fr prepsitined access memranda during the cmmander s absence, when appinted n rders (para 2-3e(1)(b)). Prvides USFK Frm 37EK (AUTO) installatin pass prcessing flw charts, t assist cmmanders understanding f the pass applicatin prcess (Appendix G). Applicability. a. This regulatin applies t all persnnel wh are authrized access t any USFK military installatin r sub-installatin at any time. This regulatin des nt apply t restricted areas gverned by ther regulatins. 5

6 b. This is a punitive regulatin. Specific prvisins f this regulatin that are punitive include knwing use f expired access media as set frth in paragraph 2-2k(4), pssessin f unauthrized vehicle access dcuments as set frth in paragraph 2-4a(1), false statements in supprt f applicatins fr installatin access, failure t reprt a lss f access media within a reasnable perid f time (nrmally 24 hurs) as required by paragraph 1-4m(4), failure t prvide bimetrical data when requested by security persnnel using Digital Fingerprint Minutia Data (DFMD) as explained in paragraph 1-4m(2), failure t prperly escrt visitrs as set frth in paragraph 2-3a and 2-3c(7)(8), r entering the installatin by any means ther than at authrized access cntrl pints as required by paragraph 2-1b. Failure t cmply with these prvisins cnstitutes a vilatin f Article 92, UCMJ, Failure t Obey a General Regulatin. Failure t cmply with ther administrative aspects f this regulatin may cnstitute a vilatin f Article 92, UCMJ, Derelictin f Duty. Persnnel subject t the Unifrm Cde f Military Justice (UCMJ) wh fail t cmply with the prvisins f this regulatin set frth in the preceding sentences may be subject t punishment under the UCMJ, as well as t adverse administrative actin authrized by law and regulatin. Persns nt subject t the UCMJ wh fail t cmply with the prvisins f this regulatin may be subject t adverse administrative sanctins, including, but nt limited t, revcatin f privileges, as authrized by law and regulatin. Vilatins f this regulatin will be referred t the apprpriate cmmanders, directrs and/r spnsring agencies fr apprpriate actin. Cmmanders, directrs and/r spnsring agencies will cnsult with their servicing judge advcate, and their civilian persnnel activity center r persnnel flight, when emplyees are invlved, r the Assistant Chief f Staff (ACS) fr Acquisitin Management (FKAQ), USFK, when cntractrs are invlved. c. All supplements r cmmand plicies that were established under USFK Reg 190-7, 2 Oct 07 and that d nt adhere t the requirements f this regulatin are nw superseded. Supplementatin. Supplementatin f this regulatin and issuance f cmmand and lcal frms by subrdinate cmmands is prhibited withut prir apprval f the Deputy Chief f Staff, USFK, Unit #15237, APO AP Frms. USFK Frms are available at Recrds Management. Recrds created as a result f prcesses prescribed by this regulatin must be identified, maintained, and dispsed f accrding t AR r the applicable service regulatin. Purpse This regulatin establishes plicies and prescribes prcedure fr access t USFK installatins lcated in the ROK (Republic f Krea) References Required and related publicatins are listed in Appendix A Abbreviatins And Terms Abbreviatins and special terms used in this regulatin are listed in the glssary Respnsibilities a. The Cmmander, United Natins Cmmander/Cmbined Frces Cmmand/United States Frces Krea (UNC/CFC/USFK) delegates t the USFK Deputy Chief f Staff (DCS) all authrity t grant r deny access t all USFK installatins, facilities, rganizatins, units, activities, and agencies. The USFK DCS is als delegated all authrity t grant waivers r exceptins t this regulatin. (1) The USFK DCS has impsing and appellate authrity fr USFK-wide installatin barment. (2) The USFK DCS is the apprval authrity fr Designated Cuntry Persnnel (DCP) installatin access requests, as utlined in Chapter 4 f this regulatin. b. The Cmmander, United Natins Cmmander/Cmbined Frces Cmmand/United States Frces Krea (UNC/CFC/USFK) delegates t the ADCS and the USFK Prvst Marshal the apprval authrity fr multi-area, Eighth Army-wide, and USFK-wide installatin access requests fr shrt-term visitrs and nn- DOD persnnel supprting the USFK missin. c. Service Cmpnent Cmmanders will-- (1) Publish and enfrce prcedures that ensure all persnnel assigned r attached t their cmmands understand and cmply with USFK frce prtectin plicies and the cmmand s Installatin Access Cntrl Prgram. Emphasis will be placed n ensuring all persnnel under their cntrl are registered in Defense Bimetrics Identificatin System (DBIDS) and their infrmatin is accurate and up-t-date. (a) Ensure assignment rders cntain instructins fr service members, civilians, and family members t register in the USFK DBIDS within 5 wrking days f arrival t Krea. (b) Ensure cuntry clearance apprval fr persnnel Temprary Duty (TDY) t Krea cntains instructins t register in the USFK DBIDS within 5 wrking days f arrival t Krea fr TDY perids f 30 days r lnger. (2) Establish prcedures that reinfrce the cmmand s access cntrl prcedures thrugh cmmand briefings, Officer Prfessinal Develpment (OPD), Nncmmissined Officer Prfessinal Develpment (NCOPD) and annual Frce Prtectin Training. (3) Ensure all cmmanders and staff spnsring, requesting, r apprving Gd Neighbr installatin access, IAW para 2-2d(3)(a), have cmpleted theater Gd Neighbr training psted at 8

The Cmmander, IMCOM-K is designated the apprval authrity fr Eighth Army-wide installatin access requests fr nn-dod persnnel categrized as Gd Neighbrs, with the exceptin f DCP requests, which are gverned by Chapter 4 f this regulatin. e. Area/Installatin, Wing r Base Cmmanders will-- (1) Enfrce the prvisins f this regulatin. (2) Review and update supplementing prcedures within 90 days f the effective date f this regulatin. Cmmanders must btain the cncurrence f their higher headquarters, Staff Judge Advcate (SJA), and the USFK Prvst Marshal (PM) fr installatin/area-specific prcedures prir t publishing. (3) Ensure that USFK installatins with c-lcated gates that are being used fr access t ROK military peratinal facilities as well as USFK facilities (e.g. Kunsan r Osan AB) adhere t the requirements f this regulatin, including the use f DBIDS. Any exceptins shall be crdinated with the USFK PM and apprved by the DCS. (4) Cmmanders f c-lcated perating bases with a small DD ppulatin within a ROK military installatin/base may establish prcedures which cmply with the general plicy f this regulatin, but deviate frm the specific requirements fr the base s ROK military ppulatin. The cmmander must crdinate these prcedures with the USFK PM. (5) Establish prcedures t retrieve access dcuments frm individuals when they n lnger require installatin access, when fficial business relatinships are suspended r terminated, r when the access dcuments have expired. (6) Ensure persnnel seeking emplyment initiate requests fr USFK criminal recrds and backgrund checks prir t granting temprary emplyment. (7) Establish installatin in- and ut-prcessing prcedures t ensure all persnnel wh pssess a DOD ID card, including active duty, civilian emplyees, and family members, register and deregister in the DBIDS system at their assigned lcal Pass and ID Office. (8) Establish authrized access cntrl pints fr their area f respnsibility (AOR) and maintain guarded installatin access cntrl pints t assist, mnitr and cntrl the flw f persnnel and vehicles that enter r exit. (9) Crdinate with the US Embassy n lcal access issues t ensure Department f State (DS) persnnel adhere t the prvisins f this regulatin. (10) Establish prcedures t ensure all impsed r remved installatin/area/usfk barment actins are updated in the USFK DBIDS installatin access cntrl system, IAW Chapter 3 f this regulatin. f. ACS, J1 will ensure DBIDS registratin and access guidance fr persnnel scheduled fr PCS/TDY/TAD t Krea is included in fficial travel and cuntry clearance instructins. g. ACS, J2 will-- (1) Identify cuntries f cunterintelligence cncern. 9

10 (2) Review all access requests fr Designated Cuntry Persnnel (DCP). h. ACS, J37 will prvide versight and maintain accuntability f the USFK Frm 37EK (AUTO) ROK military exercise pass (para 2-2a(5)(d)). i. The CFC/USFK PM prvides staff supervisin and directin fr the cmmand s installatin access cntrl prgram. Specifically, this ffice-- (1) Serves as prpnent fr all installatin access cntrl plicy matters. (2) Cnducts USFK criminal recrds checks and prvides liaisn t the Krean Natinal (KN) plice and U.S Embassy n backgrund investigatins. (3) Reviews, prcesses, and make recmmendatins n written requests fr exceptins t plicy. (4) Maintains the DBIDS electrnic cnslidated installatin bar rster. (5) Cnducts technical assistance visits t review access cntrl prcedures n USFK installatins; including issuing prcedures fr passes and vehicle registratin dcuments. (6) Cnducts annunced and unannunced inspectins f Garrisn/Base installatin access cntrl prgrams; t include missin and Gd Neighbr pass requesting, prcessing and apprval prcedures, Pass and Identificatin (ID) Office peratins, Vehicle Registratin Offices, visitr cntrl prcedures, and installatin access cntrl pint peratins, t ensure cmpliance with DD and USFK installatin access cntrl plicy. (7) Reviews and prcesses requests t the designated apprval authrity fr passes requiring Eighth United States Army (Eighth Army) r USFK-wide access. (8) Reviews and apprves installatin pass requests fr assigned CFC ROK military persnnel. (9) Mnitrs, retrieves, and returns all issued access dcuments and vehicle decals fr assigned CFC ROK military persnnel t the issuing agency upn expiratin r terminatin f the fficial relatinship r installatin access requirement. (10) Issues, as apprved by the USFK DCS shrt-term, generic, Distinguished Visitr (DV), USFK Frm 37EK (AUTO) (USFK Pass and ID Emplyee) escrt passes t ease access requirements fr nn-dod Distinguished Visitrs (as defined in USFK Reg 1-23) wh d nt require a permanent pass and d nt pssess a DOD ID card. Since the DV passes d nt have any persnal identificatin infrmatin, pictures, r fingerprint data, they will nly be used fr fficial escrt and will be maintained by the using staff agency as a cntrlled item. (11) Apprves and issues the USFK Frm 37EK (AUTO) ROK military exercise pass (para 2-2a (5)(d)). (12) Serves as the ffice f primary respnsibility fr the USFK DBIDS and all related tpics including fingerprint data identificatin verificatin prcedures. This includes string and securing the Digitized Fingerprint Minutia Data (DFMD) and authrizing the exceptinal use f the DFMD fr reasns nt stated in this regulatin. 10

11 (13) Prcures all persnnel and vehicle access dcuments fr use with USFK DBIDS. Installatin/Base cmmanders will prvide cnsumable supplies (paper, tner, etc.), as required, fr the peratin f DBIDS registratin sites and visitr centers. (14) Manages funding, prcurement, maintenance and accuntability f USFK DBIDS thrugh crdinatin with the Defense Manpwer Data Center (DMDC), Asia, the apprved Gvernment Service Agency that prvides direct system supprt fr the USFK DBIDS prgram. (15) Crdinates and cnducts USFK DBIDS training fr all DBIDS peratrs, including registrars, installatin access cntrl pint and visitr center security persnnel, and law enfrcement persnnel. J. The USFK Public Affairs Office (PAO) will-- (1) Alng with cmpnent PAOs, ensure all civilian r freign military press persnnel requesting installatin access are cleared and pssess authrized access dcuments. (2) Ensure all visiting press persnnel n an USFK installatin remain under cnstant escrt by a PAO representative. k. (2) Issue an USFK installatin access vehicle decal and register in DBIDS all USEMB emplyee vehicles bearing Ministry f Freign Affairs and Trade (MOFAT) license plates. (3) Reprt t the USFK PM, Law Enfrcement Divisin, all lst USFK vehicle decals and MOFAT license plates. (4) Prvide supprt t the USFK Prvst Marshal s Access Cntrl Office and USFK J2 t cnduct name checks f select nn-dod Freign Natinals and Krean Natinals wh are f special interest t USFK and request access t USFK installatins. l. Spnsring rganizatins fr access dcuments will-- (1) Ensure all persnnel spnsred have an fficial business r ther sufficient requirement t enter the installatin in accrdance with the prvisins cntained within this regulatin and its appendices. (2) Retrieve and return all issued access dcuments, including vehicle registratin decals, t the issuing agency upn expiratin r terminatin f the fficial relatinship r installatin access requirement. (3) Ensure the unrecvered access dcuments fr their rganizatin are reprted immediately t the lcal Military Plice (MP) r Security Frces (SF). (4) Maintain a recrd f persnnel spnsred by the rganizatin alng with supprting dcumentatin. (5) Cnduct a semiannual review with the servicing Pass and ID Office t purge files f persnnel wh have turned in their passes and decals. 11

12 (6) Prvide a signature card t the lcal Pass and ID Office fr persnnel authrized t request the USFK Frm 37EK. Additinally, prvide a signature card t the USFK Pass and ID ffice if requesting Eighth Army r USFK-Wide access dcuments. m. All persnnel desiring access t USFK installatins will-- (1) Register in the USFK DBIDS database, unless specifically exempted in accrdance with (IAW) this regulatin. (a) Active duty members f the US Armed Frces are required t present their military ID card and military rders r leave papers. (b) Krean citizens will present their Krean identificatin (KID) card and will nt be registered until their pass applicatin has been apprved. (c) All ther persnnel, US r third cuntry natinal persnnel, must present a valid passprt at the time f DBIDS registratin, alng with a cpy f their/their spnsr s rders r valid USFK Frm A (Invited Cntractrs and Technical Representatives Data Reprt) fr invited cntractrs and technical representatives. USFK Frm A-R-E is available at: (d) DBIDS registratin DEROS date fr nn-sofa status DD persnnel (retirees, family members in Krea withut a spnsr, etc.) will be based n the expiratin f the Visa stamp in the passprt. DBIDS registratin beynd Passprt r Visa expiratin date may be apprved by the USFK Installatin/Base/Area Cmmander. (e) Status f Frces Agreement (SOFA) status DOD persnnel frm designated cuntries (Chapter 4) will nt be granted escrt privileges until their r their spnsr s security manager certifies that the USFK J2 has been prvided the pertinent DCP infrmatin, IAW Chapter 4, 4-3a(11). (2) Cnsent t the capture f DFMD under the circumstances listed belw. (a) DOD Persnnel. All persnnel wh pssess an authrized DOD ID Card will prvide DFMD while in-prcessing at their lcal Pass and ID Office r DBIDS registratin site. (b) Nn-DOD Persnnel. Persnnel wh d nt have an authrized DOD ID card and require access, must request an USFK Frm 37EK (AUTO) Installatin Pass. The pass will nly be issued after apprval by the apprpriate authrity and capture f the individual s DFMD. (c) Other than installatin access cntrl pints. Security r apprpriate cmmand persnnel may require an individual t prvide his/her DFMD fr identificatin verificatin purpses in lcatins beynd the entry cntrl pint. Refusal t prvide a DFMD is basis fr immediate surrender f the individual s USFK Frm 37EK and/r grunds fr further administrative r judicial actin by the cmmand. Hwever, when the request fr the DFMD extends beynd merely identifying an individual and leads t a search, crdinatin with a servicing judge advcate shuld ccur befre any search. (3) Carry their DOD ID card r USFK individual access dcuments n their persn while in a duty status r when n an USFK installatin r facility. Upn request, they will present the DOD ID Card r USFK Frm 37EK t military law enfrcement r security persnnel r t their spnsr. Refusal t present the ID is basis fr immediate surrender f the USFK Frm 37EK and may be grunds fr further administrative r punitive actin. 12

13 (4) Immediately reprt lst r stlen access dcuments t the lcal Military Plice (MP) r Security Frces (SF). In all circumstances, suspected lst r stlen access dcuments will be reprted n later than 24 hurs f lsing accuntability, and in all circumstances will be reprted as quickly as pssible. This is a punitive prvisin. (5) Infrm the spnsring rganizatin f any changes in the fficial relatinship that served as the basis fr access. (6) Turn in access dcuments t the Pass and ID Office when expired r n lnger required fr fficial business. (7) Maintain cntrl f visitrs at all times. n. Lcal Pass and ID Office and DBIDS respnsibilities and prcedures will be IAW the USFK Prvst Marshal Office (PMO) Access Cntrl Standard Operating Prcedures Plicy Guidance a. There are fur primary tenets t the USFK installatin access cntrl prgram. (1) Psitive identificatin f all persnnel being granted unescrted access. USFK DBIDS is the nly authrized installatin access cntrl system t assure psitive identificatin and preclude the pssible use f cunterfeit, fraudulent, r lst/stlen identificatin t gain entry nt an USFK installatin. (2) Registratin, permanent r temprary, f all vehicles being granted access. (3) Registratin and cntrl f all visitrs. (4) Special prcedures t ensure that access t USFK installatins cannt be bught nr gained slely by membership in a private rganizatin. b. Area/installatin cmmanders have verall respnsibility fr the security f their installatin(s). Security is f paramunt cnsideratin. Persnal cnvenience des nt prvide reasn t circumvent r mdify the prcedures established by this regulatin. c. Area/Installatin cmmanders will ensure the USFK DBIDS is used t enhance frce prtectin at all access cntrl pints equipped with the DBIDS. DBIDS usage is required as fllws: (1) Area/Installatin/Base Cmmanders will ensure access cntrl pint security persnnel are trained by the USFK Prvst Marshal Office and prvided with DBIDS user IDs and passwrds. (2) Access cntrl pint security persnnel will lg nt DBIDS at the beginning f each shift and lg ff at the end f each shift using their individually assigned lgn infrmatin. (3) Access cntrl pint security persnnel will use DBIDS t verify the authenticity f all DOD ID cards, USFK Frm 37EK (AUTO) installatin passes, POV DBIDS vehicle registratin decals, and nntactical gvernment vehicle DBIDS registratin decals befre access is granted. (4) Access cntrl pint security persnnel will use the DBIDS fingerprint scan functin t verify the authenticity f all suspicius r questinable ID cards, passes, r vehicle registratin decals, and t psitively identify the spnsr f visitrs being signed in and escrted nt an USFK installatin. 13

14 (5) Security persnnel may use DBIDS, including fingerprint bimetric verificatin, as part f the installatin s randm anti-terrrism prgram. (6) Law enfrcement persnnel may use DBIDS as part f their traffic regulatin and enfrcement missin and t enhance their rle in installatin security and frce prtectin. (7) Law enfrcement and security persnnel will immediately reprt any prblems with the DBIDS system t the USFK DBIDS Help Desk, d. There is n ne-answer-fits-all frmula t determine access requirements fr all installatins during each Frce Prtectin Cnditin (FPCON) (D, C, B, and A). Each installatin will determine the apprpriate skill mix (numbers and types) f DOD plus lcal natinal persnnel, cntractrs, Gd Neighbrs, and daily visitrs t effectively meet its peratinal missin requirements, day-t-day sustainment requirements, and maintenance f ROK/US alliance requirements at the varius FPCON levels Exceptins T Plicy a. Persnnel requesting an exceptin t plicy cncerning any chapter, sectin r paragraph in this regulatin must frward a written request thrugh apprpriate cmmand channels and the USFK Prvst Marshal, (FKPM-S), Unit #15237, APO AP , t the DCS, USFK fr final decisin. Requests fr exceptin t plicy must prvide, at a minimum, justificatin fr the exceptin and include apprpriate cmpensatry measures. b. Exceptins t plicy apprved under previus editins f this regulatin will expire 90 days frm the effective date f this regulatin. Requests fr renewal f previusly apprved exceptins must be submitted within 60 days f the effective date f this regulatin, IAW the ruting prcess in paragraph 1-6a abve and the prvisins f this regulatin. 14

15 Chapter 2 Installatin Access Prcedures 2-1. Access Cntrl Prcess a. Overview. All USFK installatins are clsed. Access is restricted t persnnel that reside n r have an fficial need t enter an USFK Installatin r Base t cnduct business. In cnjunctin with the use f DBIDS, Installatin Cmmanders will establish plicy gverning the inspectin and/r search f persns and their pssessins upn entry r departure frm installatins r facilities IAW applicable military service directives. Inspectins and/r searches will be accmplished while n gvernment prperty as a matter f rutine t enhance frce prtectin measures. All Installatin r Base search prcedures will be crdinated with the lcal SJA. Signs giving ntice f search authrity will be psted in bth English and Hangul at each entrance t USFK installatins r facilities. The signs will be psted and visible frm a minimum distance f 50 feet and will cntain the infrmatin shwn in appendix E f this regulatin. Any variatins frm this requirement must first be apprved IAW para 1-6a. b. All persns desiring access t USFK installatins will d s nly at authrized installatin access cntrl pints. This is a punitive prvisin. c. Persnnel may be authrized access t USFK installatins by ne f the fllwing methds: (1) Present a valid persnal ID card, IAW para 2-2a, valid fr the date, time, and installatin being accessed. (a) Within USFK, individuals traveling n fficial business utside f their nrmal authrized access area wh pssess a valid USFK Frm 37EK installatin pass and TDY rders r CONUS-issued nnprivilege DOD Cmmn Access Card (CAC) and TDY rders will be authrized access t the TDY destinatin. (b) DBIDS registered taxi drivers and taxicabs may access installatins utside their nrmal USFK Frm 37EK access area when transprting an authrized DOD passenger. (e.g.; a taxi based at Osan AB may access Yngsan t transprt a DOD passenger frm Osan t Dragn Hill Ldge, Yngsan, Seul). (2) Be signed nt the installatin by an individual wh is prperly registered in DBIDS and is authrized escrt privileges. Escrted persnnel must present ne f the fllwing dcuments t visitr center security persnnel fr verificatin f identity and exchange fr an escrted visitr pass. (a) Nn-Krean persnnel. Must present a valid passprt. NOTE: After security persnnel register the infrmatin frm the passprt, the visitr may retain the passprt, but must exchange anther valid frm f pht ID, such as driver license, fr the visitr pass. If the visitr has n ther frm f ID, the spnsr may exchange their wn pht ID in place f that f the visitr. Hwever, at n time will the spnsr exchange their wn DOD/Unifrmed Services ID card. (b) Krean persnnel. Gvernment fficial ID Card (nt driver license) bearing a pht, issued by the ROK (e.g.; KID Card, Krean Natinal Plice Agency (NPA) ID Card issued t Krean NPA persnnel, ROK Military ID, ROK Ministry f Natinal Defense ID, r ther ROK Gvernment Ministry fficial ID) r Krean passprt. (3) Pre-Psitined Memrandum fr a ne-time event spnsred and supervised by DOD USFK SOFA status persnnel (see para 2-3e). (4) Access t Yngsan Army Garrisn via the H-264 Helipad Gate is IAW USFK-MND MOU. 15

16 (5) Installatin access by persnnel in General Officer fficial vehicles will be IAW USFK plicy mem. Distributin is limited t security persnnel. d. Apprval authrities may implement additinal measures beynd thse cntained in this regulatin t further restrict access t all r parts f their installatin Persnnel Access a. Types/Frms f ID Authrized fr Persnnel Access. One f the fllwing frms f identificatin must be presented t gain unescrted access t an USFK Installatin r base: (1) DOD Cmmn Access Card (CAC). A white, plastic cmpsite, ID card that updates the current frm f DOD ID cards. It is prvided t Active Duty Armed Frces, selected Reserves, Natinal Guard members, Natinal Oceanic and Atmspheric Administratin, US Public Health Service, Emergency- Essential Emplyees, Cntingency Cntractr Emplyees, Deplyed Overseas Civilians, Nn-Cmbatant Persnnel, DOD/Unifrmed Services Civilians r Cntracted Civilians residing in a freign cuntry fr at least 365 days, Presidential Appintees apprved by Senate, DOD Civilian Emplyees, Eligible Cntractr Emplyees, and Senir Executive Service (SES). NOTE: Sme nn-us citizens may be issued a CAC fr lgical access t DOD Gvernment-wned cmputers. The CAC issued t nn-us citizen persnnel is nt valid as an Installatin Access Dcument fr physical access t USFK installatins. This frm f CAC will have a distinct red vertical stripe r hrizntal blue stripe (newer versin f nn-us citizen CAC). (2) Unifrmed Services Identificatin Card - DD Frm 2 (United States Unifrmed Services Identificatin Card) (Active/Reserves/Retired). A green/red/blue ID card issued t individual ready reserve, reserve retired, and active duty retired members f the unifrmed services. (3) Unifrmed Services Identificatin and Privilege Cards. A brwn ID card issued t DOD emplyees and invited cntractrs/technical representatives. The tw types are listed belw. (a) DD Frm 2764 (United States DOD/Unifrmed Service Civilian Geneva Cnventin Identificatin Card) (EGA). Issued t persnnel with Geneva Cnventin status. (b) DD Frm 2765 (Department f Defense/Unifrmed Services Identificatin and Privilege Card). Issued t persnnel withut Geneva Cnventin status. (4) Unifrmed Service ID cards - DD Frm 1173 and DD Frm (Unifrmed Services Identificatin and Privilege Card) - A brwn/red ID card issued t dependents f active/reserve duty military, DOD emplyees and invited cntractrs/technical representatives. (5) USFK Frm 37EK (AUTO). DBIDS prduced Installatin Access Pass that is issued t individuals wh are authrized access t specific USFK installatins, but wh d nt pssess a DOD ID card. (a) USFK Frm 37EK (AUTO), lime green in clr pht ID pass. Prvides individual access authrizatins fr persnnel apprved fr unescrted installatin access. (b) USFK Frm 37EK (AUTO), red in clr pht ID pass. Prvides individual installatin access authrizatins fr persnnel wh require escrt at all times. May be issued t authrized drivers, spuses, r cntractrs wh require recurring access, but must be escrted while n the installatin. 16

17 (c) USFK Frm 37EK (AUTO), dark green in clr pht ID pass. Prvides individual access authrizatins fr nn-sofa persnnel categrized as Gd Neighbrs and is apprved fr unescrted installatin access. (d) USFK Frm 37EK (AUTO), ROK military exercise pass. When used in cnjunctin with an apprved access memrandum, permits unescrted access by ROK military persnnel during USFK cmbined exercises. ROK military exercise passes are issued thrugh CJ37. (e) USFK Frm 37EK (AUTO) generic nn-pht ID pass. A pass that des nt include a pht r persnal data f the bearer. With the exceptin f the ROK military exercise pass, bearers f generic, nn-persn specific USFK Frm 37EK (AUTO) passes must be escrted at all times. Additinally, DBIDS verificatin f all generic USFK Frm 37EK is mandatry. (6) USFK Defense Bimetric Identificatin System (DBIDS). Installatin access may be granted t authrized DOD persnnel wh arrive at an installatin access cntrl pint withut the apprpriate DOD ID card in their pssessin (lst, stlen, left in ffice, etc.), nly after psitive persnal identificatin and access authrizatin thrugh DBIDS database manual lkup, DBIDS authrizatin prfile check, and DBIDS fingerprint verificatin. Security persnnel will maintain a lg fr installatin cmmand review f all persnnel accessing withut an ID card. (7) Enhanced Security Pedestrian Gates (ESPG). Unmanned autmated pedestrian installatin access cntrl pints are permitted as lng as they meet all f the fllwing criteria: Require bth DBIDS ID card and DBIDS bimetric cnfirmatin f access authrizatins, prvide cntinuus remte mnitring and cmmunicatins capabilities, and prvide anti-pass-back and anti-piggyback electrnic prtcls and capabilities. b. N ther frms f persnal identificatin will be allwed t permit unescrted access t any USFK Installatin. c. Persnnel Categry Tables fr Installatin Access. There are tw categries (DOD/SOFA and nn- DOD) used by USFK fr access cntrl. The infrmatin in Appendix F will serve as guidance when requesting Installatin r Base Access media and when registering persnnel int USFK DBIDS. These tables list the maximum allwable access authrizatins and privileges fr each categry f persnnel. Pass requesters and apprval authrities will evaluate each pass request based n its wn merit. Based n the individual access requirements and n the apprval authrities installatin access plicies, actual authrizatins may be mre restrictive than the maximum table allwances depicted in Appendix F. d. Definitins f Categries. These paragraphs define the persnnel categries f Appendix F and stipulate special prcedures fr granting access t certain categries f persnnel: (1) DOD and SOFA status persnnel. (a) Active duty members f the US Armed Frces. Persnnel n active duty belnging t the armed services f the United States. (b) USFK civilian cmpnent persnnel. Civilian persns f US natinality wh are in the emply f, serving with, r accmpanying the US Armed Frces in the ROK, including DOD civilian emplyees, and SOFA status invited cntractrs and technical representatives (SOFA status must be verified by USFK Frm A-R-E). This excludes civilian cmpnent persns wh are rdinarily resident in the Republic f Krea. If applicable, SOFA status as a DOD-ID cardhlder will supersede ther nn-sofa persnnel categries. 17

18 (c) Dependents. Spuse and children under 21 wh are a member f the US Armed Frces r civilian cmpnent, and parents, children ver 21, r ther relatives dependent fr ver half their supprt upn a member f the US Armed Frces r civilian cmpnent. (2) Nn-DOD status Persnnel Supprting the Missin. (a) Emplyees. All persnnel wh are emplyed by USFK and are nt entitled t ne f the DOD ID Cards listed in paragraph 2 abve. Persnnel in this categry may be issued an USFK Frm 37EK (AUTO) USFK installatin pass assciated with their emplyment/services prvided t USFK. These specific prcedures apply t-- emplyees. (1) Direct Hire Krean General Schedule (KGS) and Krean Wage Bard (KWB) (2) Army and Air Frce Exchange Service (AAFES) and Defense Cmmissary Agency (DeCA) Emplyees. (3) Nn-Apprpriated Fund (NAF) Emplyees. (4) Krean Emplyee Unin fficials wh represent USFK apprpriated and nnapprpriated fund Krean emplyees. Only accredited Natinal Level Unin Leaders may receive USFKwide access. FPCON D, days and hurs f access, and escrt privileges up t three persns and ne vehicle will be as justified in the pass applicatin. Other persnnel in this categry are nt authrized escrt privileges. Pass expiratin date will nt exceed the elected term f ffice fr the unin fficial. (b) ROK Military. (1) Members f the ROK Armed Frces that are assigned r attached t United Natins Cmmand Military Armistice Cmmissin (UNCMAC), Headquarters (HQ), CFC r a subrdinate USFK cmmand, and their cmmand-spnsred spuses and children. Only the spuses and immediate family members (sn r daughter) f ROK military in the grade E-7 and abve are cnsidered cmmand-spnsred. (2) Members f the ROK Armed Frces wh are nt assigned r attached t HQ, CFC r a subrdinate CFC cmmand, but are required t frequently access specific US installatins t perfrm fficial business. CFC. (3) Civilians emplyed by the ROK Armed Frces and directly assigned r attached t HQ, (a) Wartime essential ROK Ministry f Natinal Defense (MND) civilians may be authrized access t multiple USFK installatins based n their armistice military duties, respnsibilities, and cntingency duty lcatins, as justified in the pass applicatin. (b) Other civilians emplyed by the ROK Armed Frces fr lcal administrative supprt may be granted access nly t their current duty lcatin. (4) Members f the ROK Military (E-7 and abve), wh are assigned r attached t UNCMAC, HQ, CFC, r a subrdinate USFK cmmand, are authrized t register ne vehicle. (c) Krean Augmentatin t the US Army (KATUSA). This prgram is unique t US Army frces in Krea. The Eighth Army KATUSA Prgram Manager, in his capacity as prpnent fr the 18

19 KATUSA prgram, will serve as liaisn t the USFK PM, Security Divisin fr all matters pertaining t KATUSA access. (d) Krean Service Crps (KSC). Krean Service Crps emplyees are direct hire emplyees wh perfrm vital supprt functins thrughut USFK. The prvisins f this sectin cmplement thse fr KGS r KWB emplyees. (e) Department f State (DOS) Persnnel (US Embassy- Krea). Persnnel assigned t r n duty with the US Department f State (DOS), US Embassy-Krea, r in an US Diplmatic r cnsular pst and their immediate cmmand-spnsred family members wh require access t an USFK installatin. This als include Krean Natinal and ther nn-us emplyees f these rganizatins wh access USFK installatins in the curse f their duties. The US Embassy will cntrl the issue/return f USFK Frm 37EK(AUTO) pass fr US emplyees and their cmmand-spnsred family members, based upn fficial assignment r travel rders. Passes fr ther persnnel, t include lcal natinal and persnal service emplyees, and shrt term visitrs will be prcessed thrugh the apprpriate USFK installatin access authrity and Pass and ID ffice. (f) Cntractrs / Technical Representatives (Based in the United States). A persn wh resides in the US and is cntracted t wrk fr DOD in the USFK AOR wh des nt meet the requirements f USFK Reg fr invited cntractr status, is nt a DOD ID Cardhlder, and des nt have SOFA status. (g) Cntractrs / Technical Representatives (Living In Hst Cuntry Krean Natinal). Krean natinal citizens r third cuntry natinals wh reside in Krea, and are cntracted t wrk fr the DOD fr a specified time perid in the USFK AOR. (h) Vendrs. An individual r cmpany authrized t sell merchandise r prvide services n USFK Installatins. (i) United Natins Cmmand Military Armistice Cmmissin (UNCMAC), UNC Sending States, and Neutral Natins Supervisry Cmmissin (NNSC). Nn-US military persnnel assigned t UNCMAC r the NNSC and their respective cmmand spnsred dependents are granted installatin access authrizatins equivalent t thse f DOD and SOFA status persnnel. This categry als includes UNC Sending States and NNSC member natins ambassadrs, deputy chiefs f missin, Sending State Liaisn Officers, their spuses and immediate family members that accmpany them, and civilian emplyees that may require access t USFK installatins in the perfrmance f fficial duties. Access authrizatins fr ambassadrs, deputy chiefs f missin, their spuses and immediate family members that accmpany them, and civilian emplyees will be based n their fficial duties in supprt f the allied natin militaries and may include authrizatins up t the equivalent f thse f DOD and SOFA status persnnel. (j) ROK Law Enfrcement. Officers assigned t lcal KN Plice statins r key members f the Natinal Plice Agency, Krea Custms Service, r the Krean Immigratin Service that require frequent access t an USFK military installatin in the perfrmance f their fficial duties. (k) ROK Gvernment Officials. ROK gvernment fficials at lcal, reginal, r natinal levels wh require frequent access in supprt f fficial business with US Military representatives n USFK installatins. These fficials must be currently serving in a gvernment psitin and may be granted access t USFK installatins t cnduct fficial business. (l) ROK Fire and Medical Services. ROK fire and medical services persnnel wh require frequent access t an USFK military installatin t prvide services in supprt f a lcal MOA r MOU. 19

20 (3) Other Nn-SOFA Status Persnnel (a) Gd Neighbrs: Nn-DOD persnnel granted access t USFK installatins in supprt f varius aspects f the Gd Neighbr Prgram whse physical presence serves t advance the ROK-US alliance. Specific subcategries f Gd Neighbrs are defined belw. (1) Distinguished Gd Neighbrs. Key persnnel designated by the Cmmander, USFK, r ROK natinal gvernment and third cuntry gvernment fficials (nt DCP) at the vice minister/deputy ambassadr (and abve) level, require regular access in rder t advise senir USFK leaders r prvide supprt fr the military cmmunity as a part f the Gd Neighbr Prgram. Spuses f Distinguished Gd Neighbrs may be granted the same level f unescrted access as the applicant. Chauffeurs f Distinguished Gd Neighbrs are authrized passes IAW paragraph 2-2d(3)(a)(6). (2) ROK and third cuntry gvernment fficials belw the vice minister/deputy ambassadr level wh require access slely in supprt f the Gd Neighbr Prgram. This categry includes lcal, reginal, and natinal-level gvernment fficials wh supprt the military cmmunity thrugh cultural exchanges r ther events related t the Gd Neighbr Prgram. (3) Individuals Prviding Significant Service t a Military Cmmunity in Supprt f USFK s Gd Neighbr Prgram (GNP). In reviewing applicatins, the requesting and apprving authrities shall ensure the individual s rle in the GNP is direct, unambiguus, significant and measurable. These individuals may be given access t the installatin(s) where their service is perfrmed. Qualifying service includes vlunteering at cmmunity service activities r regular attendance at meetings f cmmunity service rganizatins that supprt the GNP. The spnsr, requesting authrity, and apprving authrity must cnsider the nature and significance f the individual s service t the military cmmunity when deciding whether an installatin pass shuld be spnsred, requested, r apprved under this prvisin. The test fr significance f service is whether r nt it is measurable. If the service can t be measured r quantified in sme manner, the persn will nt be granted access. (4) Hnrary Club Members. Individuals granted access t the installatin fr the purpse f using nn-apprpriated fund activities in supprt f the GNP. See USFK Regulatin , Gd Neighbr Prgram, fr further infrmatin. (5) Spuses. Except as nted previusly, spuses f authrized Gd Neighbr pass hlders may be issued a red in clr USFK Frm 37EK(AUTO) installatin access pass t permit escrted access, subject t apprval by the designated apprval authrity. T btain a pass fr their spuse, an applicant must submit prf thrugh their spnsr and requester t the apprval authrity that the individual is in fact their spuse. If granted, spuse passes are nt valid fr unescrted access t USFK installatins. The applicant s name and ID number will be recrded in the remarks sectin f the pass and, nce apprved, the spuse must remain with the authrized Gd Neighbr at all times while the spuse is n an USFK installatin. (6) Chauffeurs. Persnnel emplyed as drivers f authrized Gd Neighbr pass hlders may be issued a red in clr USFK Frm 37EK(AUTO) installatin access pass t permit escrted access, subject t apprval by the installatin/area cmmander. T btain a pass fr their chauffeur, an applicant must submit prf thrugh their spnsr and requester t the apprval authrity that the individual is in fact emplyed as their chauffeur. If granted, chauffeur passes are nt valid fr unescrted access t USFK installatins. The emplyer s name and ID number will be recrded in the remarks sectin f the pass and the emplyer must be with the chauffeur whenever the chauffeur is accessing an USFK installatin. The chauffeur is permitted t remain unescrted with the vehicle r in a designated waiting area utside the lcatin where the emplyer is attending a meeting, functin, r event fr the duratin f the event. 20
