SIR: We hâve the honor to submt hérewth ôur jont report of the Canal Zone census, whch was taken as of February,, ùnder the authorty contaned n the Executve Order of the Présdent dated January,. A gênera plan of organzaton and enumeraton, ncludng a complète set of the nstructons to enumerâtors, blank forms, etc., was submtted by the undersgned to the head of the Department of Cvl Admnstraton under date of December 0,, and was" approved by the Charman of the Commsson on January,, Under that plan the Canal Zone was dvded nto four supervsors' dstrcts, coextensve wth the Admnstratve Dstrcts of Ancon, Empre, Gorgona, and Crstobal, the work n each dstrct beng placed under the drecton of a dstrct supervsor. The terrtoral scope of the census comprsed, n addton to the Canal Zone proper, the Canal Commsson settlements at Porto Bello, Nombre de Dos, Colon Beach (ncludng Colon Hosptal), ;the Taboga Santarum, and the floatng equpment at Chame. jalthough nbt ncluded n the Canal Zone fgures, the census also njcluded the enumeraton of al employées of the Isthman Canal Commsson and Panama Ralroad employed n the Canal Zone but who jresde n the ctes of Panama and Colon. j The Executve Order of January, authorzng the takng of the census, among other thngs defned the dutes of the supervsors and enumerâtors and provded pénaltes for delnquency on the part of such employées, as well as for the refusa on the part of any person to answer the questons asked by the enumerâtors. Ths order, together wth the proclamaton announcng the purpose of the census, was prnted n placard form n Englsh, Spansh, ànd French and posteâ generally throughout the Zone The work of enumeraton was commenced smultaneously n al dstrcts on February,, wth a feld force of 0 enumerâtors, and completed on March,. The enumeraton of the Mltary Camp at Las Cascadas and the

10 Marne Camp at Bas Obspo was made by persons n those servces who were apponted as spécal enumerators for the purpose, The enumeraton of the Canal Zone pententary and prson stockade way performed by an offcer specally desgnated. The total number of persons enumerated n the census s,, of whom, are employées of the Isthman Canal Commsson and the Panama Ral Road Company, and of Canal contractors, who, although employed wthn the Zone, résde n the ctes of Panam ( and Colon, whch leaves the total populaton of the Canal Zone, embracng the terrtoral scope already descrbed, as,0. Of that number,, are whte;, black; 0, mxed; yellow of whom are Chnese and are Japanese; Hndoos; and Flpnos. There were also persons reported as Indans, nearly al\ of whom, however, mght more properly hâve been reported as mxed, or what s known n Spansh-Amercan ethne classfcaton as Mestzo,.e., a mxture of some European racal stock (n ths case Spansh), wth the aborgnes or natve Indan race. The above fgure, of course, does not represent the number of persons of that race, as many were reported by the enumerators as mxed, whch, accordng to the nstructons, was defned as ncludng "al persons of mxed blood, rre-\ spectve of the nature of mxture." Thesè fgures, however, nclude many of the more thckly settled localtesl and natve settlements, but whch, becaùse of the lack of well-defned ] géographe lmts, t was mpossble to correctly classfy. The populaton outsde of the settlements located n the terrtory contguous to the Canal and ralroad s approxmately,000. The total number of persons reported as havng arrved on the Canal Zone pror to February, 0, s,. The report of the Chef Santary Offcer for the month of February,, gves the populaton of the Canal Zone as,, a dfférence of,, or approxmately 0 per cent. Ths dfférence s suffcent

11 to suggest an nqury nto the bass of computaton used by the Santary Department, and for ths purpose the Chef Santary Offcer furnshed a mémorandum of the method employed n Computng the populaton. After an analyss of the fgures contaned n that mémorandum as well as of the varous reports of the Chef Santary Offcer, we désre tomake the followng observatons: In May, 0, the populaton of the Zone was,000, accordng to the report of the Chef Santary Offcer dated February 0, 0. Usng that fgure as a bass, there were added the ncreases resultng from the excess of mmgraton over émgraton at the ports of the Canal Zone and Panama and Colon, as follows: Year. To gve the Canal Zone ts proper proporton under the method' of computaton employed that s, per cent of the excess up to and ncludng September,, would be,, plus the entre excess from October,, to January,,,, or,, whch, added to the bass of,000, would gve,, whch s approxmately the number shown n the Februay,, report of the Chef Santary Offcer. By référence to the foregong statement t wll be observed that the so-called excess of arrvas over, departures for coast towns of the Republc of Panama s,0, two-thrds of whch (untl September ), and the entre excess snce then (, from October,, to Januaty,, nclusve), or a total of,, s ncluded n the populaton for the Zone of, as gven by the Chef Santary Offcer n hs report for the month of February,. 12 0 coastwse traffc, as above stated, are substantally the same as those publshed by the Bureau of Statstcs of the Panama Government from tme to tme and are sgnfcant n the fact that they ndcate an enormous exodus from the nteror of the Republc of Panama to the ctîes of Panama and Colon and the Canal Zone. In an endeavor, therefore, to learn of the character of ths mmgraton from an orgnal source, an ntervew was secured wth the Captan of the Port of Panama and an expîanaton requested for the dfférence n the number of persons arrvng at the port of Panama over those departng for coast towns, whch, durng the frst sx months of, for example, was,. To ths he repled that there was n fact no such dfférence. The dscrepancy, he stated, was due entreîy tb ther nablty to get a lst of al the outgong passengers for the reason that many of the small boats left the port wthout securng a proper clearance; other vessels, after securng proper papers coverng the number of passengers whch under the law they are permtted to carry would nevertheless reman n the harbor untl evenng and take on addtonal passengers before leavng the port. A small percentage, he thought, mght possbly return overland, although t s beleved that the number so returnng s negîgble. The Captan of the Port added that whle the fgures for ncomng trafrc were approxmately correct, t was an mpossble task to get the correct number of outgong persons, and that from hs observatons he felt certan that the number of departng and arrvng passengers, taken as a whole, w r as about equal. The queston arses, therefore, whether the Panama coastwse passenger trafrc should hâve been taken nto account at al n mantanng a bass for the populaton of the Canal Zone. From the nvestgaton made nto the queston, the statement of the Captan of the Port of Panama should, we beleve, be accepted as a correct concluson of the matter. Elmnatng the addtons from that source (,) would reduce the Santary Department fgures for February,, to,, leavng stll a dfférence of,. The system of Computng the excess mmgraton upon the bass of,000 does not appear to hâve been carred through to the présent tme, however, as an examnaton of the reports of the Chef Santary Offcer wll show. In the June, 0, report, for nstance, the populaton of the Zone (not ncludng Crstobal) was gven as,. In the July, 0, report the populaton s gven as,000, an ncrease of,. The natural ncrease by mmgraton durng June, ncludng that from coast towns, was, so that the July fgures fmust representan adjustment made n connecton wth the census taken by the Santary Department on March,, and 0 of 0, an abstract

13 of whch s publshed n the Commssons Report for the year endng December, 0. That census shows a total populaton for the towns only of the Zone of,, to whch t s stated an addton of or 0 per cent should be made for persons lvng n outlyng dstrcts who are ndrectly connected wth Canal work. A 0-per cent addton for the populaton of the outlyng terrtory wll gve,. Takng that number as a bass on March, 0, addtons by reason of the excess of arrvas over departures, from March to June, 0, are reported as follows: 0. Coast Towns. Foregn Ports March Aprl _ May... June ,,,0,0,,0,, The total mmgraton to the ctes of Panama and Colon and the Canal Zone (ncludng, from coast towns of the Republc) from March to June, 0, t wll be noted, s,, two-thrds of whch, or,0, added to the basc number of,, as above computed, wll make the populaton on July,0, 0,,, less than that shown n the July, 0, report. No attempt has been made to go further nto ths last dfférence, whch, lke the ncluson of the Panama coastwse trafnc, reveals évdence of arbtrary computaton. As a further nstance may be cted the fact that begnnng wth the month of October,, or snce the announcement by the Republc of Panama of ts census fgures for the ctes of Panama and Colon, the entre excess of arrvas over departures for coast towns, or the full 00 per cent has been added to the Canal Zone populaton. Durng the three months from October to December,, nclusve, that excess was,, and for the month of January,.,, or a total of,. The explanatons of the dfférence between the census and the fgures used by the Santary Department may be summarzed as follows: () The two-thrds (,) apparent ncrease resultng from an excess of arrvas over departures for coast towns of the Republc of Panama, whch, ts beleved, are not legtmate and should be deducted; () the dfférence of,* whch wasadded to the populaton of the Zone n connecton wth the readjustment of the bass for July, 0. Ths réducton aggregates,,* The dfférence mght further be reduced f an allowance were made for those persons who came to Elmnatng addtons from coastwse traffç durng the 'perod n queston would reduce the populaton f M ure and ncrease ths dfférence by,0.

14 the Canal Zone between March and March, 0, before the census was commenced, and who are ncluded n the mmgraton ncreases for that month, as well as n the census, and also for those persons who hâve removed nto the terr tory of the Republc of Panama from the Gatun Lake area. When takng nto consdératon the foregong observatons as to the method of Computng the populaton, as well as the comprehensve organzaton and method of takng the census, we frmly beleve that the fgure of,0 as the populaton for the Zone can not be questoned. The total number of employées of the Isthman Canal Commsson and the Panama Ral Road enumerated s,, of whom, résde n the Canal Zone, and, n the Ctes of Panama and Colon. Thrty-three housand, two hundred and forty-one (,) are employed by the Isthman Canal Commsson, and, by the Panama Ral Road Company. From the weekly force report ssued by the Offce of the Charman of the Commsson, whch shows the number of pesons actually at work upon certan partcular dates, t àppears that on January,, or one day before the census date,, persons were workng, 0, for the Isthman Canal Commsson and, for the Panama Ral Road Company. Ths leaves a margn of dfférence of, between the number of employées enumerated and the number at work, and should represent the number of employées on leave of absence, sck n the hosptals, or absent for other causes. Accordng to the reports of the Santary Department there were on January,, sck n quarters, hosptals, and sck camps, employées, leavng the remanng, persons absent for other causes. In ccmparng the number of employées enumerated (,) wth the number of employées shown on the pay rolls for February (,0), t s found that the pay rolls show, more than were actually enumerated. That dscrepancy, however, should not be regarded as a real one, and, whle, of course, t s mpossble to détermne the exact number of employées, the dfférence n queston may be accounted for as follows: Frst. That the dfférence can be greatly reduced by deductng the names appearng on the pay rolls more than once, caused by reason of transfers between gangs, dvsons, and departments, as well as the dscharge and reemployment of many persons durng the perod covered by the roll. Second. There were found n the Zone,0 mae nonemployees, years of âge and over. Ths number s exclusve of the persons employed by the contraçtors and those statoned n the mltary and Marne camps. As the census perod covered nearly two rronths and

15 t was mpossble to enumerate al employées durng the month of February, many persons, although employed on February,, dd subsequently sever ther connecton as employées, and when found by the enumerators were reported as nonemployees. On the other hand, many persons were enumerated as nonemployees who, subséquent to February,, became employées of the Commsson or Ralroad, so that many persons were enumerated as nonemployees whose names nevertheless are ncluded n the number of employées as shown by the pay rolls. As an llustraton may be cted the enumeraton of the employées of the McClntc-Marshall Constructon Company, who reported as havng,0 men employed durng the month of February when t was only possble to enumerate persons, a dfférence of about per cent. An allowance should also be made for those employées who dd not corne wthn the terrtoral scope of the çensus,. e., those who résde and are employed n the ctes of Panama and Colon. Ths would nclude, for nstance, practcally al of the laborers upon Dock No. at Colon and the Amercan wharf at Panama. The number of persons so employed durng February s gven by the Panama Ralroad at,000. Owng to the fact that the scope of the census comprehended the enumeraton of al employées workng n the Zone, spécal methods had to be adopted for ther enumeraton, whch n the Ancon and Crstobal Dstrcts nvolved the enumeraton of the men whle at work. Ths, however, afforded an opportunty for observng the constant change of the labor forces, whch resulted n duplcatng the names upon the tme books and pay rolls. To nsure as accurate a count as t was possble to make under thèse condtons, the enumerators secured access to the tme books and n many nstances prepared lsts therefrom and then checked the employées enumerated. A large proporton was always found to be absent from varous causes, necesstatng a personal search for those persons. In the Atlantc Dvson atgatuntwas possble to obvate toa large extent the feld enumeraton by havng the enumeraton cards partly flled out n the offce from the payrolls n advance of the date set for the ssuance of the pay certfcates, whch, by spécal drecton of the Dvson Engneer, were ssued from the offce nstead of beng dstrbu ted on the feld. Thus, by detalng enumerators from other dstrcts, t was possble to carry on the work of enumeraton n conjuncton wth the ssuance of the pay certfcates, and by ths method,00 laborers were enumerated durng three afternoon perods. A smlar method was adopted n the enumeraton of the forces employed by the contractors. In the Pacfc Dvson, also, the census cards were

16 partly flled out n the tme offce, but as the pay certfcates had already been ssued and the men pad, t was necessary to enumerate on the work. The enumeraton of the Amercan employées was made n quarters as far as possble, whch was also the method followed n the enumeraton of the slver employées n the Empre and Gorgona dstrcts. To further nsure accuracy as to the number of employées, there were secured from the varous departments on the Isthmus lsts of al slver employées whose names appeared upon the February pay rolls. The gold employées were checked aganst the tme books and tme rolls for the month of February. The resut of ths check demonstrated that t s mpossble to arrve at what may be called an exact number of employées. The number shown by the weekly force report s, of couse, less than the average employed durng any one month, whle the number of employées shown on the pay rolls, on the other hand, s too hgh. Wth due regard, therefore, for the varous methods adopted to secure accuracy n the number of employées, as well as for the other reasons offered n explanaton of the dfférence, t s beleved that the number of employées enumerated (,),wth an allowance of,000 coverng those employées who work and résde n the ctes of Panama and Colon, or a total of,, may be safely placed as the number of employées of the Commsson and the Panama Ralroad on February,. In concluson we désre to state that the coopératon and assstance rendered by the varous departments and dvsons of the Commsson and the Panama Ral Road Company hâve, n a large measure, contrbuted to the success of the enumeraton of the employées.
