LOCAL EXAMPLE: CONSOLIDATED FUNDING APPLICATION Kingstn received a $1.2 millin grant fr a public-private intermunicipal partnership t design and build a ne mile prmenade alng the Hudsn River. The prmenade will feature green infrastructure and ffer public access and recreatin and keep pen space alng the waterfrnt. Hudsn River Estuary Prgram Grants The 2018 Request fr Applicatins (RFA) fr Hudsn River Estuary grants cver Lcal Stewardship Planning ($350,000) and River Access Imprvements fr Peple f All Abilities ($950,000). These Requests fr Applicatins (RFAs) implement pririties f the Hudsn River Estuary Actin Agenda. 3 Climate Smart Cmmunities (CSC) Grants Climate Smart Cmmunity (CSC) grants ($8.8 millin) will supprt municipal prjects that implement certain CSC actins and help them becme certified in the prgram. A 50% match required. Grant recipients may receive up t 75% f the prject csts fr high pririty wastewater treatment imprvement, nn-agricultural nnpint surce abatement and cntrl, land acquisitin fr surce water prtectin, aquatic habitat restratin, and municipal separate strm sewer system prjects. Grant recipients may receive up t 50% fr salt strage prjects and up t 40% fr general wastewater infrastructure imprvement prjects. 4 Envirnmental Facility Crpratin (EFC) The EFC is a state agency that assists public and private entities t cmply with federal and state envirnmental quality standards thrugh technical assistance, lw cst financing, and green innvatin grants. Wastewater Infrastructure Engineering Planning Grant The EFC, in cperatin with NYS DEC, ffers WIEPG grants ($3 millin) fr engineering and cnsulting services t prduce engineering reprts t cnstruct r imprve municipal wastewater systems. A maximum f $100,000 in funding is available fr cmmunities with median husehld incme f $85,000 r less in Mid-Hudsn and NYC regins and $65,000 r less in the Capital District regin. A variety f publicly-wned water quality imprvement prjects are eligible fr financing, including pint surce prjects such as wastewater treatment facilities, and nnpint surce prjects such as strmwater management prjects and landfill clsures, as well as certain habitat restratin and prtectin prjects in natinal estuary prgram areas. 5 Federal Emergency Management Agency (FEMA) FEMA is a natinal agency that administers prgrams prviding fld insurance, hazard mitigatin assistance, and public assistance grants. LOCAL EXAMPLE: HAZARD MITIGATION GRANT Hazard Mitigatin Assistance FEMA currently prvide three types f hazard mitigatin assistance (HMA): 1. Hazard Mitigatin Grant Prgram (HMGP) assists in implementing lng-term hazard mitigatin measures. HMGP funds are triggered by a declared disaster and funneled t individual municipalities thrugh the NYS Divisin f Hmeland Security and Emergency Services (DHSES). The City is awaiting ntificatin f the applicatin s status. 2. Pre-Disaster Mitigatin (PDM) prvides funds n an annual basis fr hazard mitigatin planning and prjects. 3. Fld Mitigatin Assistance (FMA) prvides funds n an annual basis fr prjects t reduce r eliminate risk f fld damage t buildings that are insured under the Natinal Fld Insurance Prgram (NFIP). Public Assistance Grant Prgram Thrugh the Public Assistance (PA) Prgram, FEMA prvides supplemental Federal disaster grant assistance fr debris remval, emergency prtective measures, and the repair, replacement, r restratin f disasterdamaged, publicly- wned facilities, and the facilities f certain private nn-prfit (PNP) rganizatins. The PA Prgram als encurages prtectin f these damaged facilities frm future events by prviding assistance fr hazard mitigatin measures during the recvery prcess. 6 Cmmunity Rating System FEMA als administers the Natinal Fld Insurance Prgram (NFIP) and the related Cmmunity Rating System (CRS), which allws municipalities t reduce fld insurance rates fr all plicyhlders by instating cmmunity-scale prjects and plicies regarding fld resilience. Cntact: , nfipcrs@is.cm LOCAL EXAMPLE: COMMUNITY RATING SYSTEM Department f State (DOS) The DOS is a planning agency that fcuses n ecnmic revitalizatin and resilient, livable cmmunities. Lcal Waterfrnt Revitalizatin Prgram The Village f Scarsdale is Class 8 certified in the Cmmunity Rating System (CRS), which means the village residents receive a 10% discunt n fld insurance. The Village f Hyde Park is currently seeking CRS certificatin. The Lcal Waterfrnt Revitalizatin Prgram (LWRP) prvides technical assistance, and matching grants ($15 millin) n a reimbursement basis t villages, twns, cities, and cunties lcated alng New Yrk s casts r designated inland waterways, t prepare r implement strategies fr cmmunity and waterfrnt revitalizatin. 7 Additinal Financial Assistance Resurces New Yrk State Energy Research and Develpment Authrity (NYSERDA) NYSERDA is a state authrity dedicated t prmting energy efficiency and renewable energy surces. Clean Energy Cmmunities Prgram Municipalities that cmplete fur f 10 pririty actins will be cnsidered Clean Energy Cmmunities, and eligible fr grants up t $250,000 with n match requirements. Lcally based utreach and implementatin crdinatrs will prvide free, n-demand technical assistance, including step-by-step guidance, case studies, and template cntracts t help municipalities implement the Climate Smart Cmmunities and Clean Energy Cmmunities prgrams. LOCAL EXAMPLE: GREENWAY COMMUNITIES GRANT Greenway Cmmunities Grant Prgram Financial assistance fr planning ($5,000 t $10,000 per prject, mre if multiple municipalities are invlved) is available t designated Greenway Cmmunities within the Greenway Area. Prjects funded under this prgram include thse that relate t cmmunity planning, ecnmic develpment, natural resurce prtectin, cultural resurce prtectin, scenic resurce prtectin, and pen space prtectin. Greenway Cmpact cmmunities are eligible fr greater funds t develp, apprve, and implement a reginal cmpact strategy cnsistent with the Greenway criteria and the Greenway act. 9 Open Space Funding Optins Preserving land as pen space in fldplains and in castal areas can fster fld resilience. There are several ptins fr municipalities lking t preserve pen space in their cmmunity: LOCAL EXAMPLE: REAL ESTATE TRANSFER TAX The Twn f Warwick passed a 0.75% Real Estate Transfer Tax and the Twn f Red Hk a 2% tax t create a cnservatin fund t help prvide financial supprt fr their Open Space Plans. The municipality can advcate t have their land included in the NYS Open Space Plan that is updated every 5 years. This helps the cmmunity t shw that the land has value utside f traditinal develpment and is a gd way t prepare fr purchase f the land fr pen space. The State receives annual funding t purchase lands specifically mentined in the plan. Municipalities can als seek grant funds t write r update their wn Open Space Plan and include fldplain prtectin as ne f the imprtant values that pen space prvides. The municipality can wrk with a private land trust, like the Wallkill Valley Land Trust r the Open Space Institute t purchase the land using easements if it has scenic, eclgical and/r agricultural value. Then, the cmmunity may be able t wrk with the land trust t make the prperty mre valuable as fldplain prtectin. The municipality can purchase the land fr pen space by taking n debt (bnds) r instigating a tax levy. One example f a relevant tax levy is called a Real Estate Transfer Tax, which has been allwed by lcal law since NYS passed the Hudsn Valley Cmmunity Preservatin Act f This tax is applied t mrtgages n lcal real estate and is used t create a cnservatin fund fr the cmmunity, which can be used t preserve pen space.
