This publicatin is a majr revisin. Summary. This regulatin prvides guidance and assigns respnsibilities fr managing the Ammunitin Stckpile Reliability Prgram. Applicability. This regulatin applies t the Active Army, the Army Natinal Guard/Army Natinal Guard f the United States, and the U.S. Army Reserve, unless therwise stated. Prpnent and exceptin authrity. 5 Chapter 1 Intrductin 1 1. Purpse This regulatin prescribes plicy, respnsibilities, and guidance n the Ammunitin Stckpile Reliability Prgram (ASRP). The ASRP prvides life cycle respnsibilities fr mnitring perfrmance, reliability, and safety characteristics f Class V items (that is, ammunitin and explsives (AE) r DOD military munitins). This prgram applies t cnventinal and chemical ammunitin, including small and large rckets, guided missiles, and assciated materiel and nnstandard ammunitin (NSA), as applicable References See appendix A Explanatin f abbreviatins and terms See glssary Respnsibilities a. Assistant Secretary f the Army (Acquisitin, Lgistics and Technlgy). The ASA (ALT) will review and identify prgramming requirements fr prcurement ammunitin, Army (PAA) funded research, develpment, test, and evaluatin (RDT&E) in supprt f ASRP until the prcured item transitins t the Life Cycle Management Cmmands (LCMCs). b. Directr f Army Safety. The DASAF has general staff respnsibility fr the Army s Explsives Safety Management Prgram (ESMP) and will (1) Develp and mnitr the Armywide plicy and criteria fr the Army s ESMP as an integral part f the Army Safety Prgram. (2) Establish Department f the Army (DA) explsives safety standards. c. Deputy Chief f Staff, G 3/5/7 The DCS, G 3/5/7 will (1) Cnslidate and validate all AE requirements fr ASRP. (2) Priritize all AE in supprt f validated requirements, t include AE needed t supprt the ASRP. d. Deputy Chief f Staff, G 4. The DCS, G 4 will (1) Serve as the principal staff element fr develping and disseminating ASRP plicy. (2) Have primary staff respnsibility fr identifying t the extent pssible all AE, equipment, and materiel requirements and services required t cnduct the ASRP including the use f autmatic identificatin technlgy. (3) Implement the Army s ESMP as utlined in applicable Army plicies and regulatins. (4) Develp plicy fr the lgistics aspects f the ASRP. (5) Review and apprve peratin and maintenance, Army (OMA) requirements fr the cnduct f the ASRP. Include these requirements in the Army materiel plan. (6) Prvide recmmendatins t the Deputy Chief f Staff, G 3/5/7 (DCS, G 3/5/7) fr ASRP requirements fr all AE items. (7) Priritize the allcatin f resurces fr AE in supprt f the validated requirements fr ASRP. (8) Prvide plicy fr the develpment, management, and priritizatin f AE requirements. e. Assistant Chief f Staff fr Installatin Management. The ACSIM will mnitr the ASRP t (1) Ensure its cmpliance with the Natinal Envirnmental Plicy Act and ther envirnmental requirements. (2) Ensure envirnmental requirements are cnsidered in the ASRP decisinmaking prcess. f. Cmmanding General, U.S. Army Materiel Cmmand. The CG, AMC will (1) Cnduct the ASRP, accumulate, and maintain data and findings fr cmparisn with results f previus and subsequent tests. (2) Crdinate the cnduct f the ASRP with majr field cmmands and technical agencies as required. (3) Budget and prgram OMA funding fr the ASRP. Prvide the ASA (ALT) and DCS, G 4 with budget and prgram requirements thrugh established channels. The AMC budget and prgram will include funds required t supprt AMC s cnduct f the ASRP. (4) Recruit, hire, and train persnnel as Quality Assurance Specialist (Ammunitin Surveillance) (QASAS) t cnduct the ammunitin surveillance prgram element (PE) f the ASRP per AR AR December
6 (5) Ensure that the prper LCMCs maintain effective prcedures fr ammunitin surveillance inspectins wrldwide. (6) Review ASRP guidance and findings cntinually t ensure the scpe, methdlgy, and sample sizes fr inspectins and tests remain cnsistent with bjectives, changing pririties, and peratinal experience. (7) Identify and cnduct engineering and lgistic crrective actins and develp schedules and resurce needs required t restre and maintain the AE stckpile. (8) Manage the system f supply bulletins (SBs) and ammunitin surveillance test plans (ASTPs) pertaining t field tests and inspectin f AE items. (9) Manage the system f AE stckpile test prcedures fr ther stckpile testing cnducted where labratry type tests are either perfrmed with mbile test equipment, r cnducted in special facilities such as the theater readiness mnitr facility. Labratry tests are als perfrmed at: (a) Prving grunds. (b) Labratries. (c) Training facilities. (d) Strage and field lcatins. (10) Prvide the DCS, G 4 with a summary f the test results. (11) Cnsult with subject matter experts, when test and analysis f an AE item will result in a recmmendatin nt t extend the shelf life f AE that wuld significantly affect the Army s inventry fr a weapn system. Nte. The activity cnducting the analysis will prvide supprting dcumentatin t the DCS, G 4 fr review t facilitate dispsitin f the AE. (12) Supprt and fund mdernizatin effrts t imprve ASRP methds, test, and predictive technlgy equipment. g. Cmmanders, Army cmmands, Army service cmpnent cmmands, and direct reprting units except U.S. Army Materiel Cmmand. The Cmmanders, ACOMs, ASCCs, and DRUs, except AMC will (1) Prvide, n a nnreimbursable basis, supprt t the ASRP within their capability when requested by the CG, AMC fr any prtin f the ASRP that is cnducted within their cmmand r area f respnsibility. This supprt will include, but may nt be limited t the fllwing: (a) Furnishing test ranges, facilities, and firing units, as apprpriate. (b) Recvering test materiel. (c) Mving related trps and materiel belnging t the supprting cmmand. (2) Prgram, budget, and fund subrdinate cmmands and installatins fr cnducting surveillance inspectins n thse ammunitin items accuntable t these cmmands and installatins. (3) Prvide AMC with budget and prgram funding requirements that are beynd the requirements specified in paragraph 1 4g(1), and identified and required t supprt the ASRP functins perfrmed by AMC installatins and persnnel. Nte. Funds required fr ther prgrams cnducted in cnjunctin with the ASRP, such as annual service practice firings, will be excluded. (4) Prvide reimbursement t cmmands prviding ASRP supprt fr AE and related functins (fr example, QASAS persnnel in accrdance with AR and this regulatin). h. Prject executive fficers and prject managers. The PEOs and PMs will (1) Optimize the design f AE during its develpment. (2) Dcument, prir t fielding, life-limiting cmpnents and envirnmental factrs identified as a result f reliability testing and/r predictive technlgy that degrade the shelf life f AE. (3) Develp and publish the ASRP plan prir t material release. (4) Initiate and fund the ASRP until the item is fielded. (5) Identify requirements fr ASRP test samples thrughut prjected system life and incrprate these quantities int prcurement cntracts, as necessary. (6) Prvide ASRP OMA budget estimates t LCMCs 2 years prir t fielding the system. (7) Fund, design, build, and maintain any unique specialized test and predictive technlgy equipment necessary t cnduct future ASRP r predictive technlgy testing. i. Heads f installatins, activities, r cmmands with an ammunitin and explsives missin. Heads f installatins, activities, r cmmands with an AE missin will establish and maintain an ammunitin surveillance prgram r prvide reimbursement t cmmands prviding ASRP supprt fr AE and related supprt (fr example, QASAS persnnel in accrdance with AR and this regulatin). 2 AR December 2016
7 j. Directr, U.S. Army Materiel Systems Analysis Activity. The Directr, AMSAA will cnduct an verview analysis f the ASRP fr AMC and will (1) Individual prgrams are being cnducted satisfactrily. (2) The methdlgies used and the results btained are the best pssible. (3) Perfrm special investigatins and studies f ASRP, fr AMC, as required. k. Prject Directr-nnstandard ammunitin. The PD NSA will (1) Develp r btain technical data n AE items prcured by PD NSA, characterize AE t the extent that it can be inspected during strage fr safety and serviceability, and define any critical characteristics that require unique mnitring. (2) Fund, design, and build any unique r specialized test r surveillance equipment n AE items prcured by PD- NSA, necessary t cnduct future ASRP. (3) Direct wners r caretakers f NSA t prvide knwn cnfiguratins, mdificatins, and ther unique characteristics required t accmplish future surveillance under the ASRP Objectives The bjectives f the ASRP are t a. Ensure the AE stckpile cntinues t meet established perfrmance, explsives safety, readiness, quality, and reliability requirements. b. Identify trends in reliability and critical perfrmance parameters fr timely decisin making n the replacement, prcurement, r maintenance fr expiring AE required t maintain AE inventry. c. Identify AE items that require maintenance, retrgrade, r dispsal. d. Prvide the rt cause f failure and data t supprt malfunctin investigatins t determine if the AE is safe fr cntinued strage, handling, transprtatin, and use. e. Identify AE items with marginal reliability f perfrmance nt affecting safety f use fr pririty-f-issue and restricted use. f. Identify AE, including AE cmpnents, with degrading perfrmance affecting system safety fr restricted use and crrective actins. g. Identify assets that require crrective actin t restre them t a satisfactry cnditin. These data will als prvide a basis fr determining the engineering and lgistic crrective actins required. h. Prvide a basis fr determining whether the AE shelf life r certificatin perid can be extended, r if a new shelf life r certificatin perid must be established thrugh scheduled maintenance. If the need fr scheduled maintenance is indicated, prvide the basis fr determining the level f scheduled maintenance required. i. Identify weak links in designs by using predictive methds during research and develpment. j. Establish the initial shelf life and/r certificatin perid requirements. k. Establish the activities necessary t ensure that sufficient data is available t make shelf life and /r certificatin perid decisins. Chapter 2 Ammunitin Stckpile Reliability Prgram Plicy 2 1. Plicy a. The validity f the Ammunitin Stckpile Reliability Prgram. The ASRP has prven essential fr prviding the data needed t ensure the readiness f the Army s AE. Althugh sme AE items (fr example, missiles, rckets) spend nearly all their life in strage, all AE must be ready fr use. Therefre, an Army prgram (that is, the ASRP) that cntinually measures the reliability f the AE stckpile is essential fr prviding data needed t ensure that safe and reliable AE is available fr issue and use. b. Ammunitin Stckpile Reliability Prgram supprt agreements and memrandum f understanding. When apprpriate, AMC and majr field cmmands will develp ASRP supprt agreements, including intra-service supprt agreements and memrandum f understanding. T cnslidate resurces and reduce the verall cst f the ASRP, use inter- Service and freign military sales agreements when multiple Services wn the same AE item. c. Ammunitin Stckpile Reliability Prgram inspectin plicy. (1) The Army must apply the military Service s quality requirements, including the inspectin and test prcedures, t AE assets in strage. In general, inspect cmmn AE items used by multiple Services in accrdance with Army defect criteria and sampling plans withut regard t current wner. Inspect Service unique AE items by the Service s criteria. In the absence f inspectin prcedures, apply DA Pamphlet (DA Pam) criteria. AR December
8 (2) Prpellant in cnventinal AE is subject t stabilizer deteriratin and requires intensive management. Organizatins string prpellant and prpelling charges are respnsible fr mnitring prpellant stcks fr remaining effective stabilizer. Army installatins string prpellant and prpelling charges will ensure that subrdinate and tenant activities fllw the requirements f DA Pam The U.S. Army Research, Develpment, and Engineering Cmmand and the U.S. Army Test and Evaluatin Cmmand will establish and manage test prgrams fr their nnstandard prpellant material. The prgram will include a chemical analysis t determine the stabilizer cntent, and estimate fr the remaining safe strage life. Cnduct peridic thrughut the life f the prpellant until all quantities f the prpellant have been demilitarized r used. Frward test results t the Jint Munitins Cmmand Prpellant Stability Prgram Manager. (3) The U.S. Army Research, Develpment, and Engineering Cmmand Aviatin and Missile Research, Develpment, and Engineering Center manages the Guided Missile and Large Rcket Prpellant Assessment Prgram using shelf life r certificatin perids. Technical bulletin (TB) , appendix G lists current shelf life and certificatin perids. Calculate shelf life based n the manufacturing date fund within the AE s lt number. Classify guided missiles and large rckets with expired shelf life t Cnditin Cde J. d. Envirnmental plicy. The ASRP will cmply with Army plicy n the envirnment. This plicy will be applied as required by AR Elements f the Ammunitin Stckpile Reliability Prgram The ASRP cnsists f the RDT&E elements, Stckpile Functin Test Prgram, Stckpile Labratry Test Prgram and Ammunitin Surveillance Prgram. Depending n the type and nature f the AE item t be evaluated, any part r all f these prgrams may be used. a. Research, develpment, test, and evaluatin. Establish the initial shelf life during RDT&E This phase als fcuses n identifying critical life-limiting AE cmpnents, and methds t mitigate any assciated risks thrugh the ASRP. Develp the initial ASRP apprach fr the system and cnsider life cycle csts in design trade-ffs. It is carried ut by (1) Reliability testing and predictive technlgy test methds. (2) Incrprating AE designs that prvide the capability fr nndestructive test r access. (3) Designing and building specialized ASRP test and predictive technlgy equipment. (4) Establishing the maximum acceptable degradatin that can ccur in the critical perfrmance parameters withut impeding missin perfrmance. (5) Designing and develping ASRP test, and predictive technlgy equipment capable f diagnsing the ptimum number f critical perfrmance parameters. b. Stckpile Functin Test Prgram. This prgram uses physical testing f hardware t determine cntinuing reliability, detects trends in the AE stckpile, and prvides critical assessments t stckpile managers t supprt decisins essential fr managing the AE stckpile. It is accmplished thrugh (1) Functin tests at ammunitin test facilities including prving grunds. Fr the cnduct f these tests, classify the AE stckpile int representative segments, by DOD identificatin cde prductin lts, manufacturer, strage lcatins, r climatic cnditins. Then select, test, and rate samples frm the segments fr reliability, perfrmance, and serviceability f the AE stckpile as a whle. This element pertains t, but may nt be limited t, AE such as: (a) Mrtars. (b) Antitank mines. (c) Large and small caliber guns and hwitzer ammunitin. (d) Cartridge-actuated devices. (e) Prpellant-actuated devices. (f) Missiles. (g) Pyrtechnics, signals, and simulatrs, hand grenades and antipersnnel mines. (h) Certain chemical AE with chemical cmpund fillers f smke that d nt require extensive use f instruments r range facilities. (i) Certain AE used fr demlitin that d nt require extensive use f instruments r range facilities. (2) Unit firing f large rckets and guided missiles. Due t the high csts f these types f AE, the live-firing training r testing events are used t btain and/r supplement perfrmance and reliability data btained during ther elements f the ASRP. AR and DA Pam cntain the plicy and guidance fr submitting these reprts. In sme cases, such events may be mnitred by telemetry r ther equipment, as required, t cllect stckpile reliability data. (3) Nndestructive tests. The materiel cmmdity cmmand directs nndestructive functin tests. These include tests perfrmed wrldwide by mbile test vans r suit case type testers. These tests may be independent f, r added t, ther inspectins and tests included in this regulatin. Nndestructive tests are used t 4 AR December 2016
9 (a) Identify and segregate failing hardware. (b) Determine the extent f degradatin r remaining useful life f a specific prtin f the AE stckpile, fr example, items expsed t envirnments r handling in excess f specificatins fr that item. (c) Cllect parametric data fr reliability and perfrmance trend analysis. (d) Revise r establish criteria fr surveillance, service life, shelf life, r similar yardsticks fr AE in use r in the AE stckpile. (4) Identify functin-testing requirements fr nnstandard ammunitin. Such tests are nt part f the ASRP unless the PD NSA r wner requests and funds such tests. c. Stckpile Labratry Test Prgram. AE that are cnducive t labratry testing include, but may nt be limited t, txic chemicals, prpellants, cartridge-actuated devices, prpellant-actuated devices, and cmplex cnventinal AE, including missiles, and sme AE cmpnents. (1) The prgram bjectives are t (a) Determine the AE stckpile s cnditin thrugh labratry testing fr critical perfrmance parameters that cannt be measured thrugh surveillance r functin testing. (b) Quantify any degradatin and/r deteriratin f AE as a functin f time, lcatin, methd f strage, envirnmental expsure, peratinal use, and/r ther AE stckpile stratificatin. (c) Predict remaining useful life, safety, and reliability. (d) Prvide essential feedback t imprve maintenance and repair, supprt malfunctin and deficiency investigatins, and develp lessns learned fr prcess and design prblems, that in turn structure research and develpment, future test, and prcurement strategies. (e) Prvide trend predictins t be used as a tl t determine life expectancy and actively detect safety and perfrmance deficiencies. Engineering centers will use this infrmatin t make decisins with respect t actins t be taken fr fielded AE and design changes t existing and future AE. (f) Determine if the AE tested are safe fr cntinued strage, handling, transprtatin, r use. (g) Predict marginal reliability r perfrmance f the AE stckpile prir t its actual ccurrence. (h) Establish, cnfirm, r revise the shelf life r recertificatin perids fr the AE. (2) The prgram uses r includes (a) Uses destructive and nndestructive testing techniques. (b) Bth standard test equipment and special-purpse test equipment dedicated t specific AE. (c) The existing lab capacity f the AMC s LCMCs, ther gvernment agencies, AE cntractrs, r independent cntractrs. (d) Chemical analysis f duble-base, cmpsite-mdified duble-base, and minimum-signature prpellant t determine the stabilizer cntent, and estimate the remaining safe strage life. Cnduct this analysis peridically thrughut the life f the prpellant until all quantities f the prpellant have been expended r demilitarized. (e) Material analysis f seals, lubricants, adhesives, and cnfrmal catings. (f) Cmpnent level testing f warheads, submunitins, fuzes, safe, and arm devices, mtrs, squibs, r initiatrs, gyrscpes, accumulatrs, electr-ptical and/r millimeter wave seekers, autpilts, cntrl sectins, and paylad delivery devices. (3) The PD NSA r the specific applicable wner will cmplete NSA labratry testing. Testing methds and pass r fail assessment levels must be develped and specified prir t any testing. d. Ammunitin Surveillance Prgram. See chapter Funding the Ammunitin Stckpile Reliability Prgram a. The ASRP elements described in paragraph 2 2 will be funded as fllws: (1) Jint Munitins Cmmand. ASRP effrts perfrmed during sustainment f a fielded AE, including nrmal strage functins carried ut during executin f the AE whlesale supply missin, are chargeable t OMA PE apprpriatins. (2) U.S. Army Aviatin and Missile Cmmand. U.S. Army Aviatin and Missile Cmmand. OMA PE apprpriatins fund ASRP effrts perfrmed during sustainment f a fielded r ut f prductin missile. Item develpers will prvide PAA funds t fund ASRP fr missiles activities until the first full fiscal year after the end f prductin. (3) Prgram Directr-Nnstandard Ammunitin. The PD NSA will fund NSA inspectins and ther directed ASRP elements fr all prcured NSA and AE items. (4) Research, develpment, test, and evaluatin. Prir t fielding, the respnsible AE develper will finance and perfrm all ASRP activities required during develpment using RDT&E funds. AR December

ASRP includes surveillance, labratry tests, and functin tests t validate the supply readiness f AE (end items and cmpnents), as well as preservatin, packaging, and packing perfrmed during receipt, strage, issue, and shipment. ASRP invlves (1) Readiness inspectins (perfrmed at regular intervals specified in supply bulletins (SBs) and ASTPs) r special instructins t verify the serviceability f AE items and cmpnents in the whlesale inventry. (2) Cmpnent, small arms ammunitin trace functin tests perfrmed at designated testing lcatins n a cyclic basis. (5) Tests and inspectins required by an peratinal user will be user funded. d. PD NSA r applicable wner f ther stred NSA will fund nnstandard AE. Chapter 3 Ammunitin Surveillance Prgram 3 1. General The Ammunitin Surveillance Prgram is an integral part f the ASRP, is executed by ammunitin surveillance persnnel, and applies t all Army rganizatins that have AE-related missins (fr example, receipt, strage, issue, maintenance, surveillance, demilitarizatin, transprtatin, r test). It evaluates the functinal and nnfunctinal characteristics f the AE stckpile. The prgram includes, but is nt limited t, visual inspectins and tests (fr example, initial receipt, readiness inspectin, and cmbat lad), review and evaluatin f the full range f AE-related lgistic peratins, and includes explsives safety functins. It is als cnducted as part f bth the supply readiness prgram and ther quality cntrl activities. AR , AR 740 1, and this regulatin establish the Ammunitin Surveillance Prgram, with implementatin prcedures prvided by DA Pam 742 1, ASTPs, and SBs. a. DA Civilian QASAS (General Schedule 1910 series (Career Prgram 20)) manage and execute the Army s Ammunitin Surveillance Prgram. (1) The ASRP functins identified by this regulatin are accmplished under the technical directin a QASAS. Technical directin is a cntinual prcess f versight, review, and assessment. The experience and knwledge f nn- QASAS ammunitin persnnel cnducting and supprting ASRP surveillance functins will be cntinually evaluated and cnsidered in the versight prcess. (2) The cmmander f rganizatins with assigned QASAS will appint the QASAS-in-charge. Nrmally the cmmander appints the senir QASAS, by grade, within the rganizatin as the QASAS-in-charge. The QASAS-in- charge will ensure that the Ammunitin Surveillance Prgram functins defined in this regulatin and DA Pam are executed. b. Ammunitin warrant fficers (military ccupatinal specialty 890A and military ammunitin inspectrs) (military ccupatinal specialty 89B in the grade f staff sergeant r abve), r designated civilian technicians (including lcal natinals at lcatins utside the United States), wh have been trained and/r certified by the Defense Ammunitin Center may supplement and assist the QASAS fr the accmplishment f the fllwing ammunitin surveillance functins: (1) Inspecting AE. 6 AR December 2016
