This publicatin is a majr revisin. Summary. This regulatin prescribes prcedures fr administering flying status fr nnrated Sldiers wh perfrm frequent and regular flight while perfrming their assigned duties. Applicability. This regulatin applies t nnrated Army aviatin persnnel f the Regular Army, the Army Natinal Guard/Army Natinal Guard f the United States, and the U.S. Army Reserve. It applies t persnnel ccupying authrized crewmember and nncrewmember flight psitins. Prpnent and exceptin authrity. The prpnent f this regulatin is the Deputy Chief f Staff, G 1. The prpnent has the authrity t apprve exceptins r waivers t this regulatin that are cnsistent with cntrlling law and regulatins. The prpnent may delegate this authrity, in writing, t a divisin chief within the prpnent agency r its direct reprting unit r field perating agency, in the grade f clnel r the civilian equivalent. Activities may request a waiver t this regulatin by prviding justificatin that includes a full analysis f the expected benefits. All waiver requests will be endrsed by the cmmander r senir leader f the requesting activity and frwarded thrugh their higher headquarters t the plicy prpnent. Refer t AR fr specific guidance. 5 Chapter 1 General 1 1. Purpse This regulatin prescribes prcedures fr administering flying status fr nnrated Sldiers wh perfrm frequent and regular flight while perfrming their assigned duties References See appendix A Explanatin f abbreviatins and terms See the glssary Respnsibilities a. On behalf f the DCS, G 1, the Cmmanding General (CG), U.S. Army Human Resurces Cmmand (CG, HRC) will administer the Nnrated Flying Status Prgram fr the Regular Army Cmpnent. b. The Chief, Natinal Guard Bureau (CNGB) will (1) Administer the Nnrated Flying Status Prgram fr the Army Natinal Guard (ARNG) persnnel and nnrated Army Natinal Guard f the United States (ARNGUS) persnnel. (2) Perfrm an annual internal audit f ARNGUS authrities issuing rders. The audit will include all persnnel in nnrated flying status, t include the paragraph and line number. Additinally, maintenance f a file cpy and ntificatin t the state, upn cmpletin f the audit is required nt later than 30 September f each year. c. The Chief, U.S. Army Reserve (USAR) will administer the Nnrated Flying Status Prgram fr the USAR. The Army Reserve Aviatin Cmmand (ARAC) will perfrm an annual internal audit and recertificatin, which will include all persnnel in nnrated flying status, as defined in this publicatin. d. Cmmanders at all levels will (1) Ensure persnnel in nnrated flying psitins are authrized by this regulatin. (2) Ensure all nnrated flying psitins are cded in the Frce Management System website (FMSWeb), fund at per AR r meet the requirements f paragraphs 2 4 r 2 5 f this regulatin. e. Unit cmmanders will (1) Ensure persnnel have a valid flight physical prir t being placed n flight status. (2) Initiate requests fr rders t place Sldiers n flight status and t terminate flying status. (3) Prvide advanced written ntificatin 120 days befre remving a crewmember frm flight status. (4) Ensure the number f persnnel in nnrated flight psitins des nt exceed the number f authrizatins dcumented in FMSWeb. (5) Prvide the servicing finance ffice a cpy f each dcument placing and remving persnnel frm flight status. (6) Ensure annual audits are cmpleted using the checklist at appendix B. Cnduct annual audits using the Internal Cntrl Evaluatin Checklist lcated at appendix C. Ensure results are retained fr audit inspectins Entitlement The Defense Finance and Accunting Service has apprved the entitlement prtin f this regulatin. 6 Chapter 2 Flying Status fr Nnrated Persnnel 2 1. Flying time and entitlement fr hazardus duty incentive pay a. A Sldier wh is in n active duty (AD) status is required t fly a minimum f 4 hurs each mnth, except as therwise stated in Department f Defense Financial Management Regulatin (DODFMR) R, vl. 7A, and entitled t hazardus duty incentive pay (HDIP) fr flying duty. Flying time t qualify fr entitlement t HDIP fr flying duty must be a prduct f the perfrmance f duties which requires the Sldier t be placed n flying status rders. Prcedures fr lgging f flight time are utlined in AR A Sldier will nt be placed n flying status fr the fllwing reasns: (1) Participating in aerial flights as a means f transprtatin. (2) Perfrming duties n the grund at destinatin r pints en rute. (3) Flying in an aircraft ther than the ne indicated n flight rders (fr example, utility helicpter (UH) 60 crew chief lgging flight time in a carg helicpter (CH) 47 r weapns system repairer lgging flight time in a UH 72 which has n weapns system). Fr exceptins, see paragraph 2 3 f this regulatin. b. Minimum flight requirements fr a Reserve Cmpnent (RC) Sldier nt n AD are ne-half f thse prescribed fr a Sldier n AD; that is 2 hurs per mnth when the calendar mnth is the unit perid. If a fractin f a calendar mnth is the unit perid, flying time required fr such perids will be as shwn in appendix B-1. (1) A Sldier wh has perfrmed less than the ttal number f regularly scheduled drills r unit training assemblies during a mnth, r a fractinal part f a mnth, must meet the minimum flight requirements fr the mnth r fractin theref, in rder t be entitled t any HDIP fr flying duty fr the drills r unit training assemblies actually perfrmed. (2) When scheduled inactive duty training (IADT) was nt attended and perfrmed in a subsequent mnth, HDIP fr flying duty fr such perids is payable, prvided the Sldier met minimum flight requirements fr each perid invlved. c. An RC Sldier n flying status wh perfrms AD peratinal supprt, full-time training duty, r annual training duty and attendance while in active service at a schl designated as a service schl, must fly additinal time prprtinate t the amunt f AD days t be eligible fr HDIP fr flying duty during thse AD days. (1) Flying time accumulated during perids f AD r AD fr training may nt be used t satisfy inactive duty flight requirements in ther mnths unless the member was n cntinuus AD fr a perid f 30 days r mre. (2) Flying time accumulated during perids f IADT that is in excess f inactive duty flight requirements may be applied t AD r AD fr training flight requirements. Hwever, requirements fr the IADT prtin f the mnth must be satisfied befre flying time can be applied t the AD r AD fr training prtin. (3) Flying time accumulated during perids f AD fr training may nt be used t satisfy inactive duty flight requirements. Fr example, if a Sldier perfrms 15 days AD and is in an IADT status 15 days in the same calendar mnth, the Sldier must perfrm 3 hurs f flying t qualify fr incentive pay fr that mnth; 2 hurs fr the AD (15/30ths f 4 hurs) and 1 hur (15/30ths f 2hurs) fr the IADT. Excess flying hurs accumulated during IADT may be used t meet the requirements fr this entire perid, if available. d. Flying time t qualify fr entitlement t HDIP fr flying duty must be in a military status and be a prduct f the perfrmance f duties that requires the Sldier t be placed n flying status rders. e. Aviatin unit cmmanders may, as an exceptin t paragraph 2 1a(1), authrize lgging f flight time fr pay fr nncrewmember maintenance persnnel n maintenance recvery and unit deplyment flights utilizing assigned unit aircraft. f. Aviatin unit cmmanders may, as an exceptin t paragraph 2 1a(3) f this regulatin, authrize lgging flight time in an aircraft ther than indicated n flight rders when required t accmplish unit missin Authrity t issue rders a. Authrity t issue rders requiring nnrated Sldiers t perfrm frequent and regular aerial flights is delegated t the fllwing: (1) Fr Sldiers wh meet the requirements f paragraphs 2 3, 2 4, and 2 5 f this regulatin: CGs, cmmanders f cntinental United States (CONUS) installatins, and state Adjutants General. Due t wide dispersin f aviatin units and finance ffice supprt, cmmanders may further delegate authrity t issue flight status rders t n lwer than the first O 6 level cmmander in the chain f cmmand and nt lwer than O 5 level cmmanders utside cntinental United States (OCONUS). (2) Fr students receiving training fr peratin f airbrne electrnic sensr systems: Cmmander, U.S. Army Intelligence Center f Excellence and Frt Huachuca, AZ r the cmmander f any training cmmand established by Headquarters, Department f the Army (HQDA) fr training persnnel t perate airbrne electrnic sensry, intelligence, r target acquisitin systems is authrized t issue rders fr flying status. 2 AR March 2018

When State Adjutants General issue rders awarding flying status under this paragraph, ne cpy f the rders awarding flying status will be frwarded t NGB, 111 Suth Gerge Masn Drive, Arlingtn, VA This will be dne within 5 wrking days f publishing rders. The same prcedure will be used t frward cpies f terminatin rders Crewmember flying status The fllwing persns will be cnsidered crewmembers and will be fully integrated int the Aircrew Training Prgram (ATP) in accrdance with AR 95 1: a. Qualified Sldiers assigned t the first sergeant paragraph and line number may perfrm aviatin crewmember duties when the O 6 brigade cmmander (O 5 OCONUS) deems it necessary t maintain peratinal readiness. These Sldiers must hld a 15 series military ccupatinal specialty (MOS) r 68W and have demnstrated prir flight experience. b. Medical students, nt yet cmmissined in the Medical Crps, but receiving aviatin medical training as part f a frmal training prgram established t qualify candidates fr award f the aernautical rating f flight surgen. c. Aviatin r aermedical evacuatin flight platn and sectin sergeants serving in UH/MH/HH 60, CH/MH 47, r UH 72 units, crew chiefs, flight engineers, flight paramedics, flight stewards, nnrated crewmember flight instructrs (FI) r nnrated standardizatin instructrs (SI), assigned t authrized crewmember flight psitins as dcumented in FMS- Web. Except where therwise authrized by HRC, ARAC fr USAR, r CNGB fr ARNGUS, nly Sldiers in psitins designated with Special Qualificatin Identifier (SQI) F n the authrizatin dcument fr the type aircraft shwn in (1) thrugh (11) belw will be placed n flying status, prvided the Sldier is MOS qualified. Cmmanders r authrities issuing rders will ensure the number f peple n flying status des nt exceed the number f psitins designated with SQI F n the unit s authrizatin dcument. Exclusive f the supervisry persnnel and trainers mentined abve, the fllwing crewmember limits per assigned aircraft apply: (1) CH 47, Medium Helicpter Tw. (2) MH 47, Medium Helicpter Fur and ne-half. (3) UH 1, Utility Helicpter One, except Special Operatins Tw. (4) UH 72, Light Utility Helicpter One, except aermedical evacuatin units One and ne-half crew chiefs per aircraft. (5) UH/HH 60, Utility Tactical Transprt Helicpter; aermedical evacuatin units per psitins designated with SQI F n the unit s authrizatin dcument; all thers Tw. (6) MH 60, Tactical Transprt Helicpter Three. (7) AH 6/MH 6, Observer Helicpter One. (8) C 20/37, Gulfstream Jet Three (One flight engineer, tw cabin attendants). (9) VC 23/ C 27, Large Fixed Wing Transprt Airplane One (10) C 12/C 26, Medium Fixed Wing Transprt Airplane One (RC nly in peacetime). (11) MI 17, Medium Helicpter Tw. d. (2) Dr gunners assigned in this categry will nt exceed ne per assigned UH 60 r CH 47 aircraft nr exceed a ttal f tw crewmember psitins per assigned UH 60 aircraft r three crewmember psitins per assigned CH 47 aircraft. Effective date f flight status terminatin will be in accrdance with paragraph 2 7 f this regulatin nt t exceed latest arrival date thrugh 120 days after rganizatin returns frm deplyment r relief frm the GRF missin. e. Flight stewards/cabin attendants (C 20/C 37 aircraft nly). Enlisted Sldiers assigned t FMSWeb dcumented psitins as flight stewards/cabin attendants. f. Students attending a crewmember training curse. (1) Flying status fr nnrated enlisted and fficer persnnel taking frmal crewmember training is authrized nly when students are members f the crew cmplement and are receiving cncurrent indctrinatin and training with the rated members. (2) Flying status is nt authrized fr nnrated Sldiers receiving crew training in aviatin maintenance training curses. (3) Flying status rders issued under this authrity will be effective nly fr the duratin f the curse. g. Flight medics/natinally registered flight paramedics. AR March

8 (1) Flight paramedic crewmember flying status will be based n the allcatins listed (cded with SQI F ) n the unit authrizatin dcument accrding t FMSWeb. (2) Fr Special Operatins natinally registered flight paramedics, there will be n mre than three and ne-half crewmembers per each MH 47 and tw and ne-half crewmembers per each UH/MH 60. h. Firefighter/crash rescue specialists. FMSWeb dcumented psitins identified fr crewmember HDIP fr flying duty as firefighter/crash rescue specialists will nt exceed tw fr each aircraft used in the crash rescue missin. i. Airbrne electrnic systems peratrs. (1) Students receiving training fr perating airbrne electrnic sensr, intelligence cllectin, and target acquisitin systems at the U.S. Army Intelligence Center f Excellence and Frt Huachuca, AZ r at any ther Department f the Army (DA) training cmmand established fr training these peratrs. (2) Sldiers in FMSWeb dcumented peratr psitins fr primary airbrne electrnic sensr, intelligence cllectin, target acquisitin systems, r electrnic warfare signal intelligence peratr and interceptr. Hwever, these Sldiers must pssess a MOS r additinal skill identifier (ASI) which is authrized fr the specific electrnic systems used must be authrized and available in the unit fr training, peratinal, r cmbat use. Fr aircraft with installed systems, peratrs will be authrized as listed belw (these are in additin t crew chief psitins authrized in paragraph 2 3c). (a) Electrnic Prtectin 5 variants, Airbrne Recnnaissance Lw (ARL) Five t six depending upn installed systems. (b) Electr-Optical 6 variants, ARL-Enhanced Five t six depending upn installed systems. (c) Multi-rle Carg 12S variants, Enhanced Medium Altitude Recnnaissance and Surveillance System Recnnaissance Aircraft Tw t three depending upn installed systems. (d) Quick Reactin Capability variants with similar systems, recnnaissance aircraft variable depending upn the installed system. (e) Cntractr aircraft perfrming similar missins fr the DOD, recnnaissance aircraft variable depending upn the system. (f) Special Missin Units with Nn-Prgram f Recrd Special Missin Equipped Aircraft variable depending n the installed system. j. Instructrs assigned t an authrized FMSWeb psitin (SQI F ) at a training center wh must fly frequently as a requirement f the prgram f instructin. k. FI r SI, MOS qualified in authrized, prperly cded FMSWeb psitins. The number f FI r SI will nt exceed the number f psitins designated with ASI N1 n the unit s authrizatin dcument in each aviatin/aermedical/cavalry battalin/cavalry squadrn and ne in each cmpany/trp/separate detachment that are assigned UH 72, AH 6, MI 17, C 27, C 20, C 37, MH 60/UH 60, HH 60, r CH 47/MH 47 helicpters. Fr ARNGUS, if n cmmand aviatin structure abve cmpany level is authrized fr the state, the FI r SI may be authrized within the State Aviatin Office. l. Crew chief psitins. In units with multiple type aircraft and authrized flight psitins that d nt cver all assigned aircraft by type, crew chiefs may lg flight time fr pay in any aircraft assigned t the unit but nt cvered by authrized flight psitins. Hwever, the crew chief psitin must be essential t perating the aircraft in-flight r fr cmpleting a specific missin f the aircraft that can be accmplished nly during aerial flight. Individual flight rders in these unique units will indicate the specific type aircraft in which aerial flight will be credited Nncrewmember flying status Nncrewmembers are authrized flying status if they must perfrm frequent and regular aerial flight in the discharge f their primary duties. Nncrewmembers will be fully integrated int the ATP in accrdance with AR Nncrewmembers may als accrue flight time fr pay when perfrming duties fr thse crewmembers wh are unable t fly with their assigned aircraft due t authrized absence (that is, leave, temprary duty, crew rest, medical grunding). Nncrewmembers perfrming crewmember duties must be MOS qualified in the type f airframe crewmember duties being perfrmed. Supervisry persnnel (that is, platn sergeants r sectin sergeants) may accrue flight time when training r evaluating subrdinate persnnel and when perfrming crewmember duties in place f an absent crewmember. Cmmanders will ensure nly thse Sldiers needed t accmplish the assigned missin are placed n this status. FMSWeb psitins r ther cnditins that may qualify fr award f nncrewmember flying status are described belw. When nncrewmember flying status is desired fr Sldiers nt described belw and this flying status is t meet the unit s peratinal missin requirements, requests will be submitted as shwn in paragraph 2 5 f this regulatin. a. Enlisted aircraft maintenance (mechanical) persnnel. (1) The fllwing Sldiers are authrized nncrewmember status: (a) Aviatin platn, sectin, and detachment sergeants (chiefs) and aircraft maintenance supervisrs in units and detachments that are assigned a ttal f six r mre bservatin, recnnaissance, surveillance, attack, r utility fixed r rtary 4 AR March 2018

9 wing aircraft. Fr units and detachments equipped with these aircraft, ne aircraft repairer r ne aircraft cmpnent repairer per each six aircraft r majr fractin theref; a majr fractin is defined as a number larger than half the ttal. (b) Aviatin platn, sectin, and detachment sergeants (chiefs) and aircraft maintenance supervisrs in units and detachments equipped with tw r mre medium r larger carg type fixed r rtary wing aircraft. Fr units and detachments equipped with these aircraft, ne aircraft repairer r ne aircraft cmpnent repairer per each three aircraft r majr fractin theref. (c) Aircraft maintenance r repair platn sergeants, shp fremen, aircraft maintenance sectin r branch sergeants, prductin cntrl nncmmissined fficers, and aircraft maintenance r repair supervisrs in FMSWeb dcumented aviatin unit maintenance, aviatin intermediate maintenance, and dept aircraft maintenance units and activities. (d) Aircraft technical inspectrs assigned t FMSWeb dcumented psitins, actively engaged in inspecting aircraft and MOS qualified. Inspectrs may accrue flight time n maintenance test flights, missin symbl F as anntated n DA Frm (Army Aviatr s Flight Recrd), maintenance test flight training flights, while recvering aircraft evacuated n ne-time flights, while trubleshting r evaluating in-flight discrepancies nt necessarily requiring a test flight, and at the discretin f the unit cmmander when deemed necessary fr missin accmplishment r safety reasns. (e) Aircraft avinics mechanics/repairmen, nt t exceed tw per unit, assigned t FMSWeb dcumented avinics mechanic psitins, if actively engaged in-flight avinics equipment repair. (2) Units with mre than ne type r mdel f aircraft assigned will base the number f persns t be placed n nncrewmember flying status n the aggregate number f aircraft assigned, including maintenance flat aircraft if these flat aircraft are maintained and rutinely used by the unit. b. Aerial phtgraphers. Tw Sldiers in authrized FMSWeb dcumented aerial phtgraphy psitins, in units whse nrmal grund missin requires the use f aircraft fr air phtgraphy, mapping, r similar purpses. This missin des nt include cmbat surveillance. c. Helicpter weapns system repairmen. FMSWeb dcumented helicpter weapns system repairmen nt t exceed tw per unit when required t perfrm frequent and regular aerial flight while perfrming their maintenance r trubleshting duties n the aerial weapns system. d. New rders are nt needed t cntinue flying status in effect fr Sldiers wh reenlist r extend their service cmmitment. This applies nly if they remain in the same duty psitin at the same statin withut a break in service. If a Sldier is placed in a crewmember psitin by the gaining cmmand, the gaining unit will issue the rders. The effective date f flying status entitlement will be the same as the date f arrival at the gaining unit. (4) Reassignment frm an OCONUS cmmand t CONUS r between OCONUS cmmands. The OCONUS cmmands will ntify crewmembers and issue terminatin rders nt less than 120 days befre the date the Sldier is eligible fr return frm OCONUS r the date f reassignment t anther OCONUS cmmand. If a Sldier is placed in a crewmember psitin by the gaining cmmand, the gaining unit will issue rders. The effective date f flying status entitlement will be the same as the date f arrival at the gaining OCONUS r CONUS unit. d. When ntice f impending remval frm flying status cannt be accmplished by rders, a cmpetent authrity, n lwer than the Sldier s unit cmmander, may give the Sldier a written r verbal ntice. If verbal ntice is given, the unit cmmander will write a memrandum fr recrd which will be placed in the Sldier s flight recrds. The Sldier will be prvided with a cpy f the memrandum. This type f ntice des nt remve the requirement fr the issuance f frmal rders (para e belw). e. Dcumentatin f the requirement t perfrm crewmember flying duty and remval frm this duty will be issuance f cmpetent rders (AR , frmat 332). This will be accmplished regardless f the methd used fr advance ntice Exceptins t the 120-day advance ntificatin requirement fr remval f persns frm crewmember flying duty a. Advance ntice may be less than 120 days fr the fllwing reasns: (1) Sldiers may vluntarily waive the advance ntice in writing. Vluntary terminatin ccurs when a Sldier accepts the results f a favrable persnnel actin. Examples f this terminatin are shwn belw. (a) A Sldier applies fr fficer candidate schl and is accepted. In this case, the vluntary waiver is nt effective until the persn in crewmember status accepts the results f the persnnel actin. (b) Acceptance f appintment as a cmmissined r warrant fficer.
