1 Fr immediate release PRESS RELEASE 20 Nvember 2010 PR/CP(2010)0155 LISBON SUMMIT DECLARATION Issued by the Heads f State and Gvernment participating in the meeting f the Nrth Atlantic Cuncil in Lisbn n 20 Nvember We, the Heads f State and Gvernment f the member cuntries f the Nrth Atlantic Alliance, have gathered in Lisbn t chart NATO s future curse. We reaffirm ur cmmitment t the cmmn visin and shared demcratic values embdied in the Washingtn Treaty, and t the purpses and principles f the United Natins Charter. Based n slidarity, Alliance chesin and the indivisibility f ur security, NATO remains the transatlantic framewrk fr strng cllective defence and the essential frum fr security cnsultatins and decisins amng Allies. NATO s fundamental and enduring purpse is t safeguard the freedm and security f all its members by plitical and military means. The Alliance must and will cntinue fulfilling effectively, and always in accrdance with internatinal law, three essential cre tasks cllective defence, crisis management, and cperative security all f which cntribute t safeguarding Alliance members. 2. We have adpted a new Strategic Cncept that lays ut ur visin fr the Alliance fr the next decade: able t defend its members against the full range f threats; capable f managing even the mst challenging crises; and better able t wrk with ther rganisatins and natins t prmte internatinal stability. NATO will be mre agile, mre capable and mre cst-effective, and it will cntinue t serve as an essential instrument fr peace. In accrdance with the detailed prvisins f this Declaratin, we have als: decided t enhance NATO s cntributin t a cmprehensive apprach t crisis management as part f the internatinal cmmunity s effrt and t imprve NATO s ability t deliver stabilisatin and recnstructin effects; encuraged the Secretary General t cntinue t wrk with the Eurpean Unin High Representative and t reprt t the Cuncil n the nging effrts in time fr the NATO Freign Ministers meeting in April 2011; invited Russia t deepen its cperatin with us n the areas where we have cmmn interests; agreed t further enhance ur existing partnerships and t develp new nes with interested cuntries and rganisatins; agreed t cntinue t review NATO s verall defence and deterrence psture; agreed that, cnsistent with the Strategic Cncept and their cmmitments under existing arms cntrl treaties and framewrks, Allies will cntinue t supprt arms cntrl, disarmament and nn-prliferatin effrts; decided t develp a missile defence capability t prtect all NATO Eurpean ppulatins, territry and frces, and invited Russia t cperate with us; agreed t enhance ur cyber defence capabilities; -1-

2 agreed an Actin Plan t mainstream United Natins Security Cuncil Reslutin 1325 n Wmen, Peace and Security int NATO-led peratins and missins; tasked the develpment f Plitical Guidance fr the further imprvement f ur defence capabilities and the military implementatin f the new Strategic Cncept; agreed the Lisbn package f the Alliance s mst pressing capability needs; directed the implementatin f a mre effective, leaner and affrdable Alliance Cmmand Structure, and the cnslidatin f the NATO Agencies; and tasked the Secretary General and the Cuncil t take frward the refrm prcess in all necessary areas withut delay. 3. We express ur prfund gratitude fr the prfessinalism, dedicatin and bravery f the mre than 143,000 men and wmen frm Allied and partner natins wh are deplyed n NATO s peratins and missins. We we a deep debt f gratitude t all thse wh have lst their lives r been injured during the curse f their duties, and we extend ur deepest sympathies t their families and lved nes. We pledge t supprt ur veterans. T further advance this imprtant bjective, Allies will share, where beneficial, natinal best practices and lessns learned. 4. As expressed in the Declaratin by the Heads f State and Gvernment f the natins cntributing t the UN-mandated, NATO-led Internatinal Security Assistance Frce (ISAF) in Afghanistan, ur ISAF missin in Afghanistan remains the Alliance s key pririty, and we welcme the imprtant prgress that has been made. Afghanistan s security and stability are directly linked with ur wn security. In meeting with President Karzai, all ur 21 partners in ISAF, the United Natins, the Eurpean Unin, the Wrld Bank and Japan, we reaffirm ur lng-term cmmitment t Afghanistan, as set ut in ur strategic visin agreed at the Bucharest Summit and reaffirmed at the Strasburg/Kehl Summit. We welcme the valuable and increased cntributins made by ur ISAF partners and wuld welcme further cntributins. We are entering a new phase in ur missin. The prcess f transitin t full Afghan security respnsibility and leadership in sme prvinces and districts is n track t begin in early 2011, fllwing a jint Afghan and NATO/ISAF assessment and decisin. Transitin will be cnditins-based, nt calendardriven, and will nt equate t withdrawal f ISAF-trps. Lking t the end f 2014, Afghan frces will be assuming full respnsibility fr security acrss the whle f Afghanistan. Thrugh ur enduring partnership with the Gvernment f the Islamic Republic f Afghanistan, we reaffirm ur lng-term cmmitment t a better future fr the Afghan peple. 5. We remain steadfast in ur cmmitment t reginal stability and security thrughut the Balkans regin. KFOR remains in Ksv n the basis f United Natins Security Cuncil Reslutin 1244 t supprt a stable, peaceful and multi-ethnic envirnment, cperating with all relevant actrs, in particular the Eurpean Unin Rule f Law Missin in Ksv (EULEX), and the Ksv Plice, in accrdance with NATO agreed decisins and prcedures. We welcme the prgress made by the Ksv Security Frce, under NATO s clse supervisin, and the Ksv Plice, and cmmend them fr their readiness and grwing capability t implement their security tasks and respnsibilities. Reflecting the imprving security situatin, KFOR is mving twards a smaller, mre flexible, deterrent presence. We expect this prcess f transitin t a deterrent psture, implying further trp reductins, t cntinue as fast as cnditins allw, and will keep it under plitical review. KFOR s capability t carry ut its missin thrughut the transitin prcess will be maintained. -2-

The Alliance is als cntributing t peace and security thrugh ther peratins and missins: Operatin Active Endeavur (OAE), ur Article 5 maritime peratin in the Mediterranean, is making a significant cntributin t the fight against terrrism. Operatin Ocean Shield ff the Hrn f Africa demnstrates NATO s cmmitment t cntribute t the sustained cmprehensive internatinal effrt t help cunter piracy and armed rbbery at sea. At the request f the African Unin (AU), we are prviding supprt t its missin in Smalia and the develpment f its lng-term peacekeeping capabilities, including the African Stand-by Frce. At the request f the UN Secretary-General, we are als escrting UN-chartered vessels in supprt f the African Unin Missin in Smalia. The NATO Training Missin in Iraq (NTM-I) demnstrates the Alliance s supprt fr the Gvernment and peple f Iraq. We stand ready t cnsider requests fr further training. We als stand ready t advance ur partnership with Iraq thrugh the Structured Cperatin Framewrk. 7. We welcme the 10th Anniversary f UNSCR 1325 n Wmen, Peace and Security. Guided by the Plicy that we develped tgether with ur Partners in the Eur-Atlantic Partnership Cuncil, we have already taken significant steps t implement it and its related Reslutins. We have tday endrsed an Actin Plan t mainstream the prvisins f UNSCR 1325 int ur current and future crisis management and peratinal planning, int Alliance training and dctrine, and int all relevant aspects f the Alliance's tasks. We are cmmitted t the implementatin f this Plicy and Actin Plan as an integral part f ur wrk t imprve the Alliance s effectiveness, and tday we endrsed recmmendatins t this end. We have tasked the Cuncil t prvide a prgress reprt t ur Freign Ministers in December 2011 and at the next Summit. 8. Our peratinal experience has taught us that military means, althugh essential, are nt enugh n their wn t meet the many cmplex challenges t ur security. Bth within and utside the Eur-Atlantic area, NATO must wrk with ther actrs t cntribute t a cmprehensive apprach that effectively cmbines plitical, civilian and military crisis management instruments. Its effective implementatin requires all actrs t cntribute in a cncerted effrt, based n a shared sense f respnsibility, penness and determinatin, and taking int accunt their respective strengths, mandates and rles, as well as their decisin-making autnmy. 9. A number f imprtant principles and lessns have been identified and these shuld be taken int accunt as the Alliance appraches the next phase f develpment f its cntributin t an effective cmprehensive apprach by the internatinal cmmunity. As a general rule, elements f stabilisatin and recnstructin are best undertaken by thse actrs and rganisatins that have the relevant expertise, mandate, and cmpetence. Hwever, there can be circumstances which may hamper ther actrs frm undertaking these tasks, r undertaking them withut supprt frm NATO. Based n the detailed plitical guidance which we have endrsed at this Summit, the Alliance must, therefre, have the ability t plan fr, emply, and crdinate civilian as well as military crisis management capabilities that natins prvide fr agreed Allied missins. T imprve NATO s cntributin t a cmprehensive apprach and its ability t cntribute, when required, t stabilisatin and recnstructin, we have agreed t frm an apprpriate but mdest civilian capability t interface mre effectively with ther actrs and cnduct apprpriate planning in crisis management, as addressed in the plitical guidance -3-

4 mentined abve. We have als nted the prgress achieved in the implementatin f the Cmprehensive Apprach Actin Plan agreed at ur 2008 Bucharest Summit, and have tasked the Cuncil t update this Actin Plan befre Freign Ministers meet in April We are cmmitted t strng and prductive cperatin between NATO and the United Natins. We welcme the strengthened practical cperatin fllwing the Jint Declaratin n UN/NATO Secretariat Cperatin f September We aim t deepen this practical cperatin and further develp ur plitical dialgue n issues f cmmn interest, including thrugh enhanced liaisn, mre regular plitical cnsultatin, and enhanced practical cperatin in managing crises where bth rganisatins are engaged. 11. NATO and the Eurpean Unin (EU) share cmmn values and strategic interests, and are wrking side by side in crisis management peratins. We are therefre determined t imprve the NATO-EU strategic partnership, as agreed by ur tw rganisatins. We welcme the recent initiatives frm several Allies and the ideas prpsed by the Secretary General. Building n these initiatives and n the guidance prvided by the new Strategic Cncept, we encurage the Secretary General t cntinue t wrk with the EU High Representative and t reprt t the Cuncil n the nging effrts in time fr the NATO Freign Ministers meeting in April The Organisatin fr Security and Cperatin in Eurpe (OSCE) is an imprtant reginal security rganisatin and a frum fr dialgue n issues relevant t Eur-Atlantic security, as demnstrated by the Crfu Prcess. Encmpassing the plitical/military, ecnmic/envirnmental, and human dimensins, the OSCE plays an imprtant rle in prmting security and cperatin. We aim t further enhance the Alliance s cperatin with the OSCE, bth at the plitical and peratinal level, in particular in areas such as cnflict preventin and reslutin, pst-cnflict rehabilitatin, and in addressing new security threats. As we celebrate the 20th anniversary f the Paris Charter, we lk frward t the OSCE Summit in Astana, Kazakhstan, n 1-2 December In accrdance with Article 10 f the Washingtn Treaty, NATO s dr will remain pen t all Eurpean demcracies which share the values f ur Alliance, which are willing and able t assume the respnsibilities and bligatins f membership, which are in a psitin t further the principles f the Treaty, and whse inclusin can cntribute t the security f the Nrth Atlantic area. 14. We reiterate the agreement at ur 2008 Bucharest Summit t extend an invitatin t the frmer Yugslav Republic f Macednia 1 as sn as a mutually acceptable slutin t the name issue has been reached within the framewrk f the UN, and urge intensified effrts twards that end. We will cntinue t supprt and assist the refrm effrts f the Gvernment f the frmer Yugslav Republic f Macednia. We welcme the frmer Yugslav Republic f Macednia s increased cntributin t ISAF. 15. In the strategically imprtant Western Balkans regin, demcratic values, reginal cperatin and gd neighburly relatins are imprtant fr lasting peace and stability. We will cntinue t actively supprt Eur-Atlantic aspiratins in this regin. 1 Turkey recgnises the Republic f Macednia with its cnstitutinal name. -4-

5 16. We welcme the cnsiderable prgress that Mntenegr has made n its rad t Eur-Atlantic integratin and its cntributin t security in the regin and beynd, including thrugh its participatin in ISAF. Its active engagement in the Membership Actin Plan (MAP) prcess demnstrates Mntenegr s firm cmmitment t jin the Alliance. We lk frward t the successful implementatin f its first Annual Natinal Prgramme and will cntinue, thrugh the MAP, t supprt Mntenegr s cntinuing effrts t refrm. 17. We fully supprt the membership aspiratin f Bsnia and Herzegvina. We welcme the rderly cnduct f electins in Octber 2010; prgress n refrm; its nging effrts t destry surplus arms and munitins; and its cntributin t internatinal security, including thrugh its new ISAF cmmitment. In accrdance with the Statement by ur Freign Ministers in December 2009, we encurage Bsnia and Herzegvina s plitical leaders t wrk tgether t re-duble their effrts t imprve further the efficiency and selfreliance f state-level institutins and t advance essential refrm pririties. We reaffirm the decisin taken by NATO Freign Ministers in Tallinn in April 2010 t invite Bsnia and Herzegvina t jin the Membership Actin Plan, authrizing the Cuncil t accept Bsnia and Herzegvina s first Annual Natinal Prgramme under the MAP nly when all immvable defence prperties identified as necessary fr future defence purpses have been fficially registered as the state prperty f Bsnia and Herzegvina, fr use by the cuntry s Ministry f Defence. The Alliance wuld welcme Bsnia and Herzegvina accelerating the prcess f achieving its Eur-Atlantic aspiratin. Fr ur part, we will cntinue t prvide technical assistance t Bsnia and Herzegvina s refrm effrts, including t aid necessary prgress fr cmmencing MAP. 18. We welcme, and cntinue t supprt, the Gvernment f Serbia s stated cmmitment t Serbia s Eur-Atlantic integratin. We welcme the increasing cperatin between NATO and Serbia. We reiterate ur penness t Serbia s further aspiratins, including taking advantage f NATO s partnership pprtunities fr plitical cnsultatin and practical cperatin. We call upn Serbia t maintain its effrts with a view t fully cperating with the Internatinal Criminal Tribunal fr the frmer Yugslavia (ICTY) in rder t achieve additinal psitive results, the mst critical issue being the arrest f the remaining fugitives, and their transfer t the ICTY. 19. We call upn Serbia t supprt further effrts twards the cnslidatin f peace and stability in Ksv. We urge bth t take full advantage f the pprtunities ffered by the Eurpean Unin-facilitated dialgue between them, which was welcmed in the United Natins General Assembly Reslutin f 9 September 2010 as a cntributin twards peace, security and stability in the regin. We encurage prgress in cnslidating the rule f law. We welcme prgress and encurage further effrts t prtect ethnic minrities and cmmunities, as well as histrical and religius sites in Ksv. 20. Stability and successful plitical and ecnmic refrm in Gergia and Ukraine are imprtant t Eur-Atlantic security. We will cntinue and develp the partnerships with these cuntries taking int accunt the Eur-Atlantic aspiratin r rientatin f each f the cuntries. 21. At the 2008 Bucharest Summit we agreed that Gergia will becme a member f NATO and we reaffirm all elements f that decisin, as well as subsequent decisins. We will fster plitical dialgue and practical cperatin with Gergia, including thrugh the NATO-Gergia Cmmissin and the Annual Natinal Prgramme. We strngly encurage and actively supprt Gergia s cntinued implementatin f all necessary refrms, particularly demcratic, electral and judicial refrms, as well as security and defence -5-

6 sectr refrms, in rder t advance its Eur-Atlantic aspiratins. We welcme the recent pening f the NATO Liaisn Office in Gergia which will help in maximising ur assistance and supprt fr the cuntry s refrm effrts. We welcme Gergia s imprtant cntributins t NATO peratins, in particular t ISAF. We reiterate ur cntinued supprt fr the territrial integrity and svereignty f Gergia within its internatinally recgnised brders. We encurage all participants in the Geneva talks t play a cnstructive rle as well as t cntinue wrking clsely with the OSCE, UN and the EU t pursue peaceful cnflict reslutin in the internatinally-recgnised territry f Gergia. We cntinue t call n Russia t reverse its recgnitin f the Suth Ossetia and Abkhazia regins f Gergia as independent states. 22. A stable, demcratic and ecnmically prsperus Ukraine is an imprtant factr fr Eur-Atlantic security. Recgnising the svereign right f each natin t freely chse its security arrangements, we respect Ukraine s plicy f nn-blc status. NATO remains cmmitted t prviding the relevant assistance t Ukraine fr the implementatin f wideranging dmestic refrms. We welcme the Ukrainian Gvernment s cmmitment t cntinue t pursue fully Ukraine s Distinctive Partnership with NATO, including thrugh high-level plitical dialgue in the NATO-Ukraine Cmmissin, and refrm and practical cperatin thrugh the Annual Natinal Prgramme, and in this cntext, we recall that NATO s dr remains pen, as stated in the Bucharest Summit decisin. We remain cnvinced that mutually beneficial cperatin between NATO and Ukraine will cntinue t be f key imprtance fr peace and security in the Eur-Atlantic area and beynd, and appreciate the cnstructive rle Ukraine plays in this respect, including thrugh its participatin in NATO-led peratins. We welcme Ukraine s interest in develping new areas f cperatin. 23. NATO-Russia cperatin is f strategic imprtance, as reflected by tday s meeting f the NATO-Russia Cuncil (NRC) at the level f Heads f State and Gvernment in Lisbn. In light f cmmn security interests, we are determined t build a lasting and inclusive peace, tgether with Russia, in the Eur-Atlantic Area. We need t share respnsibility in facing up t cmmn challenges, jintly identified. We want t see a true strategic partnership between NATO and Russia, and we will act accrdingly, with the expectatin f reciprcity frm Russia. We recmmit urselves t the gals, principles and cmmitments which underpin the NRC. On this firm basis, we urge Russia t meet its cmmitments with respect t Gergia, as mediated by the Eurpean Unin n 12 August and 8 September Over the past year, NATO-Russia cperatin has prgressed and prduced ntable results. We welcme, in particular, the cmpletin f the Jint Review f 21st Century Cmmn Security Challenges, which has identified practical cperatin prjects n Afghanistan, including cunter-narctics; nn-prliferatin f weapns f mass destructin and their means f delivery; cunter-piracy; cunterterrrism; and disaster respnse. We als welcme the new extended arrangements ffered by Russia t facilitate ISAF transit t and frm Afghanistan. We are actively pursuing cperatin with Russia n missile defence, including thrugh the resumptin f theatre missile defence exercises. We will als want t discuss in the NRC a range f ther tpics, including Afghanistan; implementing OSCE principles; military deplyments, including any that culd be perceived as threatening; infrmatin sharing and transparency n military dctrine and psture, as well as the verall disparity in shrt-range nuclear weapns; arms cntrl; and ther security issues. 7 including where we disagree. Our dialgue and cperatin with Russia als help us t reslve differences by building trust, mutual cnfidence, transparency, predictability and mutual understanding. 24. Partnerships enhance Eur-Atlantic and wider internatinal security and stability; can prvide framewrks fr plitical dialgue and reginal cperatin in the field f security and defence; cntribute t strengthening ur cmmn values; and are essential t the success f many f ur peratins and missins. They enable us t share expertise; supprt brader refrm; prmte transparency, accuntability and integrity in the defence sectr; train and assist ur partners in develping their wn capabilities; and prepare interested natins fr membership in NATO. They are als imprtant in addressing emerging, and cntinuing, trans-natinal challenges such as prliferatin, terrrism, maritime-, cyber- and energy security. 25. We remain cmmitted t further develping plitical dialgue and practical cperatin with ur partners. In ding s, we will carry frward the imprtant achievements f NATO s partnerships plicy and cntinue t respect the specificity f ur existing multilateral partnerships: The Eur-Atlantic Partnership Cuncil (EAPC) and Partnership fr Peace (PfP) are central t ur visin f a Eurpe whle, free and at peace. We reiterate ur cmmitment t further develp the EAPC / PfP as the essential framewrk fr substantive plitical dialgue and practical cperatin, including enhanced military interperability, and will cntinue t develp plicy initiatives; Peace and stability in the Mediterranean regin are essential fr Eur-Atlantic security. We intend t further develp the Mediterranean Dialgue (MD) by raising its plitical and practical dimensins, in rder t build mutual cnfidence and t deal tgether with the cmmn security challenges in this regin; We welcme the prgress achieved in the framewrk f the Istanbul Cperatin Initiative (ICI) since its establishment in NATO and ICI cuntries have intensified plitical cnsultatins and enhanced practical cperatin in varius areas. We lk frward t wrking with ICI partners with a view t further develping and strengthening this Initiative; and NATO s relatinships with ther partners acrss the glbe are expanding and deepening, reflecting cmmn gals in the area f security. 26. NATO s partnership mechanisms have evlved substantially ver the past 20 years and they, like NATO itself, wuld benefit frm a fcused refrm effrt t make ur dialgue and cperatin mre meaningful, and t enhance the strategic rientatin f ur cperatin thrugh a better assessment f the cperatin activities cnducted with partners. T this end, we will: streamline NATO s partnership tls in rder t pen all cperative activities and exercises t ur partners and t harmnise ur partnership prgrammes; better engage with ur partners acrss the glbe wh cntribute significantly t security, and reach ut t relevant partners t build trust, increase transparency and develp practical cperatin; develp flexible frmats t discuss security challenges with ur partners and enhance existing fra fr plitical dialgue; and build n imprvements in NATO s training mechanisms (including the NATO Training Cperatin Initiative) and cnsider methds t enhance individual partner s ability t build capacity. -7-

8 27. We have tasked the Cuncil t develp a mre efficient and flexible partnership plicy fr the April 2011 Freign Ministers meeting in Berlin, while cntinuing t implement agreed measures expeditiusly. We will cnsult with all interested partners n the develpment and implementatin f this plicy t ensure their full wnership. 28. We greatly value the cntributins made by partner cuntries t ur peratins and missins. These cntributins demnstrate ur partners cmmitment, alngside NATO, t prmte internatinal security and stability. We have tday tasked the Cuncil t cnsult with partners and, building n lessns learned and reinfrcing the habit f cperatin established thrugh KFOR and ISAF, t review the Plitical-Military Framewrk fr NATO-led PfP Operatins, in rder t update hw we wrk tgether and shape decisins with partner cuntries n the peratins and missins t which they cntribute; this wrk shuld be cmpleted in time fr the meeting f NATO Defence Ministers in June 2011, with a prgress reprt fr Freign Ministers in April Security and stability in the Black Sea regin cntinue t be imprtant fr Eur- Atlantic security. We welcme the prgress in cnslidating reginal cperatin and wnership, thrugh effective use f existing initiatives and mechanisms, based n transparency, cmplementarity and inclusiveness. We encurage these effrts and stand ready t supprt them, as apprpriate, based n reginal pririties and dialgue and cperatin amng the Black Sea cuntries and with the Alliance. 30. Our Strategic Cncept underscres ur cmmitment t ensuring that NATO has the full range f capabilities necessary t deter and defend against any threat t the safety f ur ppulatins and the security f ur territry. T that end, NATO will maintain an apprpriate mix f cnventinal, nuclear, and missile defence frces. Missile defence will becme an integral part f ur verall defence psture. Our gal is t blster deterrence as a cre element f ur cllective defence and cntribute t the indivisible security f the Alliance. We have tasked the Cuncil t cntinue t review NATO s verall psture in deterring and defending against the full range f threats t the Alliance, taking int accunt changes in the evlving internatinal security envirnment. This cmprehensive review shuld be undertaken by all Allies n the basis f deterrence and defence psture principles agreed in the Strategic Cncept, taking int accunt WMD and ballistic missile prliferatin. Essential elements f the review wuld include the range f NATO s strategic capabilities required, including NATO s nuclear psture, and missile defence and ther means f strategic deterrence and defence. This nly applies t nuclear weapns assigned t NATO. 31. Cnsistent with the Strategic Cncept and their cmmitments under existing arms cntrl treaties and framewrks, Allies will cntinue t supprt arms cntrl, disarmament and nn-prliferatin effrts. We are reslved t seek a safer wrld fr all and create the cnditins fr a wrld withut nuclear weapns in accrdance with the gal f Nuclear Nn-Prliferatin Treaty. We welcme the cnclusin f the New START Treaty and lk frward t its early ratificatin and entry int frce. With the changes in the security envirnment since the end f the Cld War, we have dramatically reduced the number f nuclear weapns statined in Eurpe and ur reliance n nuclear weapns in NATO strategy. We will seek t create the cnditins fr further reductins in the future. The Alliance reaffirms its cntinued cmmitment t the CFE Treaty Regime with all its elements. Althugh agreement has nt yet been reached n hw t strengthen and mdernise the arms cntrl regime fr the 21st Century, we welcme prgress t date and encurage the 36 participating natins, n an equal fting, including all Allies and CFE States Parties, t reduble effrts t cnclude a principles-based framewrk t guide negtiatins in Building n the CFE Treaty f 1990, the Agreement n Adaptatin f 1999, and existing plitical cmmitments, ur gal wuld be t take a significant step tward ensuring the cntinued viability f cnventinal arms cntrl in Eurpe and strengthening ur cmmn security. We lk frward t making cncrete prgress tward this end this year. The results f ur wrk in the cming weeks and mnths will guide ur future decisins n cntinued implementatin f CFE bligatins, given that, as we said at the Strasburg/Kehl Summit, the current situatin, where NATO CFE Allies implement the Treaty while Russia des nt, cannt cntinue indefinitely. 33. We cntinue t be cncerned abut the prliferatin f weapns f mass destructin (WMD). We recall ur Declaratin at Strasburg/Kehl and the United Natins Security Cuncil s serius cncern with Iran s nuclear prgramme, and call upn Iran t cmply fully and withut delay with all relevant UNSCRs. In this cntext, we welcme the resumptin f talks between the P5+1 and Iran. We are als deeply cncerned by the nuclear prgramme f the Demcratic Peple s Republic f Krea and call n it t cmply fully with UNSCRs 1718 and 1847, and relevant internatinal bligatins. 34. We call fr universal adherence t, and cmpliance with, the Nuclear Prliferatin Treaty (NPT) and t the additinal prtcl t the Internatinal Atmic Energy Agency Safeguard Agreement, and call fr full implementatin f UNSCR We will cntinue t implement NATO s Strategic-Level Plicy fr Preventing the Prliferatin f WMD and Defending Against Chemical, Bilgical, Radilgical and Nuclear Threats. We task the Cuncil t assess and reprt, befre the meeting f Defence Ministers in June 2011, n hw NATO can better cunter the prliferatin f WMD and their means f delivery. 35. With ur visin f a Eur-Atlantic area at peace, the persistence f prtracted reginal cnflicts in Suth Caucasus and the Republic f Mldva cntinues t be a matter f great cncern fr the Alliance. We urge all parties t engage cnstructively and with reinfrced plitical will in peaceful cnflict reslutin, and t respect the current negtiatin frmats. We call n them all t avid steps that undermine reginal security and stability. We remain cmmitted in ur supprt f the territrial integrity, independence and svereignty f Armenia, Azerbaijan, Gergia and the Republic f Mldva, and will als cntinue t supprt effrts twards a peaceful settlement f these reginal cnflicts, taking int accunt these principles. 36. The threat t NATO Eurpean ppulatins, territry and frces psed by the prliferatin f ballistic missiles is increasing. As missile defence frms part f a brader respnse t cunter this threat, we have decided that the Alliance will develp a missile defence capability t pursue its cre task f cllective defence. The aim f a NATO missile defence capability is t prvide full cverage and prtectin fr all NATO Eurpean ppulatins, territry and frces against the increasing threats psed by the prliferatin f ballistic missiles, based n the principles f the indivisibility f Allied security and NATO slidarity, equitable sharing f risks and burdens, as well as reasnable challenge, taking -9-

10 int accunt the level f threat, affrdability and technical feasibility, and in accrdance with the latest cmmn threat assessments agreed by the Alliance. 37. T this end, we have decided that the scpe f NATO s current Active Layered Theatre Ballistic Missile Defence (ALTBMD) prgramme s cmmand, cntrl and cmmunicatins capabilities will be expanded beynd the prtectin f NATO deplyed frces t als prtect NATO Eurpean ppulatins, territry and frces. In this cntext, the United States Eurpean Phased Adaptive Apprach is welcmed as a valuable natinal cntributin t the NATO missile defence architecture, as are ther pssible vluntary cntributins by Allies. We have tasked the Cuncil t develp missile defence cnsultatin, cmmand and cntrl arrangements by the time f the March 2011 meeting f ur Defence Ministers. We have als tasked the Cuncil t draft an actin plan addressing steps t implement the missile defence capability by the time f the June 2011 Defence Ministers meeting. 38. We will cntinue t explre pprtunities fr missile defence c-peratin with Russia in a spirit f reciprcity, maximum transparency and mutual cnfidence. We reaffirm the Alliance s readiness t invite Russia t explre jintly the ptential fr linking current and planned missile defence systems at an apprpriate time in mutually beneficial ways. NATO missile defence effrts and the United States Eurpean Phased Adaptive Apprach prvide enhanced pssibilities t d this. We are als prepared t engage with ther relevant states, n a case by case basis, t enhance transparency and cnfidence and t increase missile defence missin effectiveness. 39. Instability r cnflict beynd NATO brders can directly threaten Alliance security, including by fstering extremism, terrrism, and transnatinal illegal activities such as trafficking in arms, narctics and peple. Terrrism in particular pses a real and serius threat t the security and safety f the Alliance and its members. All acts f terrrism are criminal and unjustifiable, irrespective f their mtivatins r manifestatins. We will cntinue t fight this scurge, individually and cllectively, in accrdance with internatinal law and the principles f the UN Charter. In accrdance with the Strategic Cncept, we will cntinue t enhance bth the plitical and the military aspects f NATO s cntributin t deter, defend, disrupt and prtect against this threat including thrugh advanced technlgies and greater infrmatin and intelligence sharing. We reiterate ur cntinued cmmitment t dialgue and practical cperatin with ur partners in this imprtant area. We deplre all lss f life and extend ur sympathies t the victims f terrrism. What they suffer is a visible demnstratin f the evil f terrrism and shuld help mbilise civil sciety against it. 40. Cyber threats are rapidly increasing and evlving in sphisticatin. In rder t ensure NATO s permanent and unfettered access t cyberspace and integrity f its critical systems, we will take int accunt the cyber dimensin f mdern cnflicts in NATO s dctrine and imprve its capabilities t detect, assess, prevent, defend and recver in case f a cyber attack against systems f critical imprtance t the Alliance. We will strive in particular t accelerate NATO Cmputer Incident Respnse Capability (NCIRC) t Full Operatinal Capability (FOC) by 2012 and the bringing f all NATO bdies under centralised cyber prtectin. We will use NATO s defence planning prcesses in rder t prmte the develpment f Allies cyber defence capabilities, t assist individual Allies upn request, and t ptimise infrmatin sharing, cllabratin and interperability. T address the security risks emanating frm cyberspace, we will wrk clsely with ther actrs, such as the UN and the EU, as agreed. We have tasked the Cuncil t develp, drawing ntably n existing internatinal structures and n the basis f a review f ur -10-

11 current plicy, a NATO in-depth cyber defence plicy by June 2011 and t prepare an actin plan fr its implementatin. 41. A stable and reliable energy supply, diversificatin f rutes, suppliers and energy resurces, and the intercnnectivity f energy netwrks, remain f critical imprtance. The Alliance will cntinue t cnsult n the mst immediate risks in the field f energy security in accrdance with decisins at previus Summits and in line with ur new Strategic Cncept. We will further develp the capacity t cntribute t energy security, cncentrating n areas, agreed at Bucharest, where NATO can add value. In advancing ur wrk, we will enhance cnsultatins and cperatin with partners and ther internatinal actrs, as agreed, and integrate, as apprpriate, energy security cnsideratins in NATO s plicies and activities. We task the Cuncil t prepare an interim reprt n the prgress achieved in the area f energy security fr the Freign Ministers meeting in December 2011, and a further reprt fr cnsideratin at ur next Summit. 42. Key envirnmental and resurce cnstraints, including health risks, climate change, water scarcity and increasing energy needs will further shape the future security envirnment in areas f cncern t NATO and have the ptential t significantly affect NATO planning and peratins. 43. Having adpted a new Strategic Cncept, we have tasked the Cuncil t develp Plitical Guidance fr the cntinuing transfrmatin f ur defence capabilities and frces and the military implementatin f ur new Strategic Cncept fr apprval by Defence Ministers at their meeting in March We reaffirm ur reslve t cntinue t prvide the resurces, including the frces and capabilities required t perfrm the full range f Alliance missins. Particularly in light f these difficult ecnmic times, we must exercise the utmst financial respnsibility ver defence spending. We are determined t pursue refrm and defence transfrmatin and cntinue t make ur frces mre deplyable, sustainable, interperable, and thus mre usable. We will ensure that the Alliance is effective and efficient. In this cntext, we welcme the utcme f the France-United Kingdm Summit n 2 Nvember 2010 which will reinfrce their security and defence cperatin by intrducing innvative methds f pling and sharing. We believe that such bilateral reinfrcements f Eurpean capabilities will cntribute t NATO s verall capabilities. 45. We have endrsed the Lisbn package f the Alliance s mst pressing capability needs and thereby prvided a renewed fcus and mandate t ensure these critical capabilities are delivered within agreed budgetary ceilings and in accrdance with the Alliance s defence planning prcess. The Lisbn package will help the Alliance t: Meet the demands f nging peratins including thrugh develping further capabilities t cunter imprvised explsive devices, and the greater use f cllective lgistics fr medical supprt and ther peratinal requirements. Face current, evlving and emerging challenges including thrugh expanding the current theatre missile defence prgramme, and defending against cyber attacks. Acquire key enabling capabilities including infrmatin systems fr mre effective decisin-making and cmmand and cntrl, and imprved arrangements fr sharing intelligence. -11-

We have tasked the Cuncil, in time fr the meeting f NATO Defence Ministers in March 2011, t cnduct further cnceptual wrk n multinatinal appraches and ther innvative ways f cst-effective capability develpment. We welcme cperatin with the EU, as agreed. Tgether, and aviding unnecessary duplicatin, we will cntinue t address cmmn shrtfalls, which include the areas f cuntering imprvised explsive devices, prviding medical supprt and increasing the availability f heavy-lift helicpters. 47. The NATO Respnse Frce (NRF) prvides a rapidly deplyable, credible frce fr cllective defence and crisis peratins, as well as a visible assurance t all Allies f NATO s chesin and cmmitment t deterrence and cllective defence, including thrugh planning, training and exercises. We welcme the mre flexible structure adpted fr the NRF, which cntinues t be a vehicle fr pursuing transfrmatin and capability develpment fr NATO and natins. 48. The essential cre tasks identified in ur new Strategic Cncept will require that we cntinue t adapt ur Alliance. This calls fr an ambitius and cherent package f refrm measures, building upn thse already intrduced, including review f the NATO Cmmand Structure and Agencies Refrm, cmprehensive Resurce Management Refrm, and Headquarters Refrm, which shuld als take int cnsideratin the mve int the new Headquarters building. We underline ur strng supprt fr the Secretary General s initiatives t streamline NATO s civilian and military structures and t imprve the management f NATO s resurces. 49. We have agreed a framewrk fr a new NATO Cmmand Structure, which will be mre effective, leaner and affrdable. It will als be mre agile, flexible, and better able t deply n peratins, including Article 5 cntingencies and prviding visible assurance. The new structure represents a significant reductin in the number f headquarters and a manpwer saving f 35%, representing almst 5,000 psts, r mre, if and where pssible. It will have a new relatinship with ur natinal headquarters, and will als ensure a reginal fcus. A final decisin n a new NATO Cmmand Structure, including its gegraphic ftprint, will be taken n later than June 2011, and we have tasked the Secretary General t prepare prpsals t this end. 50. Fr the NATO Headquarters, we welcmed prgress twards a structure and rganisatin which can best deliver infrmed timely advice fr ur cnsensual decisinmaking. We welcme the refrm f intelligence supprt, and the Secretary General s initiative n emerging security challenges. His review f persnnel requirements will als be key in achieving demnstrable increased effectiveness, efficiency and savings. In the cming mnths, we lk frward t further imprvements, including c-lcatin f military and civilian staff wherever pssible, n a functinal basis, t achieve mre cherent advice t shape Alliance decisins. 51. NATO s Agencies are making a valuable cntributin t addressing the Alliance s mst pressing capability needs. We have apprved the cnslidatin and ratinalisatin f the functins and prgrammes f the NATO Agencies int three Agencies, and task the Cuncil t prepare a plan fr implementing this refrm, with a view t achieving imprved gvernance, demnstrable increased effectiveness, efficiency and savings, fcusing n utputs, taking int accunt the specific needs f multinatinal prgrammes, fr apprval by Defence Ministers in March The plan shuld include a quantified target fr savings, while preserving capability and service delivery, in particular supprt t peratins. Agreed prpsals shuld then be swiftly implemented. A decisin n the -12-

13 recmmended majr gegraphic ftprints 3 will be presented t Defence Ministers at the March 2011 Ministerial, with the finalised gegraphic ftprints presented fr decisin by the June 2011 Ministerial. 52. Resurce refrm will underpin ur brader transfrmatin effrts. As respnsible and reliable Allies, we are cmmitted t refrming the way in which NATO s cmmn funded resurces are managed. Accrdingly, we welcme prgress in this area. The implementatin f imprved financial management, accuntability and versight is an essential element f cmprehensive resurce management refrm. This ensures a clear practive and cntinuus prcess t balance resurces and requirements in rder t sustain mre efficiently the Alliance s integrated structures, supprt ur cmmitment t peratins, and deliver ur highest strategic pririties. 53. We task the Secretary General and the Cuncil t take frward the refrm prcess in all necessary areas withut delay, including the implementatin f: Reviews f the Agencies and NATO Cmmand Structure; cmprehensive Resurce Management Refrm; Headquarters Refrm, including the new Headquarters prject; and an end-t-end ratinalisatin review f all structures engaged in NATO capability develpment. We further task the Cuncil t reprt back t Defence Ministers by March 2011 and subsequent Defence Ministers meetings, n prgress n this package f measures and pssible additinal steps necessary t ensure an Alliance capable f delivering n ur new Strategic Cncept. 54. We express ur appreciatin fr the gracius hspitality extended t us by the Gvernment f Prtugal. At ur meeting in Lisbn, we have set a clear curse fr NATO s next decade. NATO will remain an essential surce f stability in an uncertain and unpredictable wrld. With its new Strategic Cncept, NATO will be mre effective, mre engaged, mre efficient, and better able t address the 21st century security challenges.
