3 CHA Testifies n Cal/OSHA Wrkplace Vilence Preventin Regulatins On Dec. 17, CHA testified befre the Califrnia Occupatinal Safety and Health Standards Bard abut Cal/OSHA s prpsed wrkplace vilence preventin regulatins fr health care emplyers. CHA s testimny acknwledged the imprtance f vilence preventin fr emplyee and patient safety, and highlighted three main areas f cncern with the prpsal. First, CHA urged that Cal/OSHA fcus n prcess, nt utcme in ther wrds, require health care emplyers t have an effective prgram, and nt assume that an incidence f vilence indicates an inadequate plan, thus penalizing the emplyer. Secnd, CHA requested cnfirmatin that the health care emplyer retains the discretin t determine apprpriate staffing levels and that dedicated security staff is nt required. Third, CHA is cncerned abut the unreasnably shrt timeframe fr health care emplyers t develp and implement training required by the prpsed regulatin. Cal/OSHA has stated that it plans t release the final regulatin in July, and expects emplyers t have develped their plans and trained all emplyees accrdingly by Oct. 1. CHA emphasized that if the gal is effective training, emplyers shuld be prvided sufficient time t develp it and rll it ut. Fr mre infrmatin n the full prpsed regulatin g t; Vilence Preventin in Health Care.html Jint Cmmissin will emphasize management f clinical alarms starting Jan. 1, 2016 In 2013, the Jint Cmmissin issued a Sentinel Event Alert n alarm management t ffer infrmatin and guidance n managing the risks assciated with clinical alarms. In January 2014, The Jint Cmmissin implemented phase I f Natinal Patient Safety Gal (NPSG) with requirements t establish clinical alarms as an rganizatinal pririty. Phase II f NPSG went int effect January 1, Hspitals and critical access hspitals need t establish and implement plicies and prcedures fr managing clinical alarms. David Baker CSHE Reprt Page 1

4 T meet elements f perfrmance fr phase II f NPSG , hspitals will be expected t: 1. Develp and implement specific cmpnents f plicies and prcedures that address at minimum: Clinically apprpriate settings When alarms can be disabled When parameters can be changed Wh can set and wh can change parameters and wh can set t ff Mnitring and respnse expectatins Checking individual alarm signals fr accurate settings, prper peratin, and detectability 2. Educate thse in the rganizatin abut alarm system management fr which they are respnsible. This issue will prbably be surveyed under Envirnment f Care EC and EC Fr mre infrmatin and resurces n assessing and managing risks assciated with clinical alarms, see the Jint Cmmissin s Sentinel Event Alert Issue 50 n alarm management, issued in April 2013, and the ECRI Institute s Alarm Safety Resurce Site. CMS will be perfrming educatinal pilt surveys t prvide nursing hmes and hspitals with guidance n imprving infectin preventin. In fiscal year 2016, a survey prcess and surveyrs infectin cntrl wrksheet will be pilted in nursing hmes. In 2017, the pilt surveys will extend t hspitals.
