1 CONSULTANT IMMUNOLOGIST (TYPE B) Jb Descriptin Mater Misericrdiae University Hspital 32 Hurs Midland Reginal Hspital Mullingar 7 Hurs Mater Misericrdiae University Hspital Title: Cnsultant Immunlgist Overview f the Rle The Mater Misericrdiae University Hspital is a 570-bed tertiary referral hspital that prvides cmprehensive medical and surgical services fr adult patients in the surrunding catchment regin. There are a number f natinal specialties lcated at the Mater and include the Natinal Heart and Lung Transplant Unit, the Natinal Cardiac Surgery Unit, and the Natinal Spinal Injuries Unit. A state f the art new build f 120 single rms which includes a new ICU, HDU, and specialist Heart and Lung Transplant, Cardithracic, Haematlgy, Onclgy and Orthpaedics Wards has recently been pened. This build als includes 12 new perating theatres, including 7 ultraclean theatres. The Immunlgy Department at the Mater Misericrdiae University Hspital is currently staffed by a temprary Cnsultant Clinical Immunlgist (0.33 WTE) and prvides clinical gvernance t bth the Mater and Midland Reginal Hspital Mullingar. Due t the significant deficiency in the existing services this new pst will facilitate an Immunlgy clinic n MMUH site and enhance existing relatins between the Pathlgy and Labratry Medicine services within the Dublin Nrth area within the Ireland East netwrk f hspitals. The deficiency in service has been nted by the diagnstic labratry accreditatin bdy, Irish Natinal Accreditatin Bard (INAB). The Department has an academic attachment t University Cllege Dublin and there is a majr cmmitment t undergraduate and pstgraduate teaching and research, which is strngly encuraged. Teaching/training f scientific and medical staff is supprted and encuraged. Midland Reginal Hspital Mullingar MRH, Mullingar prvides healthcare and scial services fr mre than 125,000 peple in Westmeath and Lngfrd and specialised services t a wider ppulatin f 283,000 including Lais/Offaly and the surrunding areas. MRH, Mullingar has 206 beds and currently emplys circa 750 staff. It prvides the fllwing range f services n a 24 hurly basis: - Emergency Medicine General Medicine (subspecialties including Gastrenterlgy, Gerntlgy, Respiratry and Sleep Medicine, Cardilgy, Diabetes and Endcrinlgy) General Surgery Intensive Care / Crnary Care Unit Obstetrics & Gynaeclgy Paediatrics (including Special Care Baby Unit) Out-Patient Services (including Ophthalmlgy, Dermatlgy, Orthpaedics) Sexual Assault Treatment Unit / Sexually Transmitted Infectins Clinic The Hspital als prvides diagnstic Radilgical and Pathlgy services as well as Physitherapy, Occupatinal Therapy, Speech & Language Therapy, Dietetics, Cardiac Diagnstic and Rehabilitatin Services, Pulmnary Functin Labratry and Respiratry Services. 2 The Immunlgy Department Reginal Hspital Mullingar prvides a reginal service t RH Mullingar, MRH Tullamre, MRH Prtlaise and all GPs and nursing hmes in Lngfrd/Westmeath/Lais/Offaly area. This department ffers a cmprehensive range f Immunlgy tests that investigates the bdy s immune respnse t diseases e.g. specialised prtein investigatin, serum and prtein electrphresis, celiac disease, allergy testing and aut-immune disease investigatins. The labratry is cmpliant with ISO 15189:2012 Medical Labratries requirements fr Quality and Cmpetence and is cmmitted t prviding the highest quality f service. It has als been awarded flexible scpe status in April The department prcessed 39,192 samples in 2016 (158,349 tests). And has 5 staff members. Clinical Advisry supprt is currently prvided by Prf Cnleth Feighery n a cntractual basis. RH, Mullingar is a teaching labratry and has well established links with Galway May Institute f Technlgy (GMIT) and Dublin Institute f Technlgy (DIT). Duties f the Pst The new appintee will lead the prfessinal rganisatin and management f a cmprehensive Immunlgy service at MMUH and MRH, Mullingar t reflect bth hspitals cmmitment t patient fcused care and high quality. They will als be respnsible fr identifying and implementing peratinal prcesses t the standard f best practice in rder t ptimize use f resurces. In particular, the new pst hlder will take a lead rle in enhancing and supprting services at the Midland Reginal Hspital, Mullingar and establishing cllabratins and netwrks between Mullingar, Mater University and ther netwrk partner hspitals. The main duties and respnsibilities are utlined as fllws: 1 Scientific/Labratry Prvide clinical and scientific leadership, including, supervisin f labratry develpments, review f diagnstic methds, authrisatin, interpretatin and cmmunicatin f results; Participate in labratry accreditatin prcesses; Oversee the perfrmance f intricate scientific wrk and interpret cmplex clinical infrmatin; Oversee the implementatin and develpment f specialised labratry services; 2 Other main duties f the pst will include The persn appinted will: Assume directin f the Immunlgy service within bth MMUH and the Midland Reginal Hspital, Mullingar Pathlgy departments. Interact with clinical clleagues in the investigatin f in-patients and external patients f bth hspitals. Administer bth labratries under his/her directin in cnsultatin with the Chief Medical Scientist in each. Be a member f the Cnsultant team within the Department f Pathlgy at bth the MMUH and MRHM and participate in the running f bth Departments. Be respnsible fr the prcedural analyses, their reprting and the quality cntrl f the labratries under his/her directin. Cmply with the requirements f the relevant EU Directives and ISO Prvide a clinical advisry and interpretative service t the Immunlgy Labratry, and Clinical staff f the Mater Misericrdiae University Hspital and Midland Reginal Hspital, Mullingar. 3 T prvide an expert Cnsultant clinical advisry service t users f bth Immunlgy Labratries. The prvisin f clinical advice will include guidance n interpretatin f results and the selectin f tests t aid diagnsis and treatment f patients. T be invlved in the recruitment and training f staff at bth Immunlgy labratries. T actively lead the implementatin and maintenance f the quality management system. Be respnsible, with hspital administratin, fr the appintment f medical scientist staff in the labratries under his/her cntrl. Assume respnsibility fr training f junir medical staff assigned t the sectin. Be respnsible fr research and develpment in the labratry under his/her directin. Be respnsible t the hspital management fr all matters cncerning the labratry under his/her directin. Be invlved in bth hspitals teaching prgrammes and be prepared t undertake ward-runds and cnferences in c-peratin with clinical staff. Assume respnsibility fr the implementatin f quality standards e.g. ISO and relevant EU Directives. Establish an utpatient service fr patients attending the MMUH. This will cnsist f a weekly OPD clinic and prvisin f care fr patients attending a day care clinic. It is anticipated that the main clinical fcus will include Allergy, Immundeficiency and sme Cnnective tissue disrders. 3 Particulars f Pst This is a Type B pst and will be based at the Mater Misericrdiae University Hspital and the Midland Reginal Hspital, Mullingar. The fllwing cnditins apply:- The appintment is permanent and f a full-time nature. The persn appinted shall be n prbatin fr ne year. The terms, cnditins and benefits f the Cnsultant Cntract 2008, apprved by the Department f Health and Children will apply. Annual leave will be in accrdance with the Cnsultants Cntract It will be necessary t ensure that this leave is taken s that, n receipt f ntificatin, the Administrative Head f the Department/Specialty may make apprpriate cver and ther arrangements. This pst has a teaching assciatin with University Cllege Dublin. Acceptance f the Management structure f the Mater Misericrdiae University Hspital and Midland Reginal Hspital Mullingar,, as detailed in the rules f the hspitals, is necessary. The persn appinted shall abide by the Ethical Plicy apprved by the Bards f the Management f the Mater Misericrdiae University Hspital and Midland Reginal Hspital Mullingar Hspital. All applicatins fr special leave shall, in additin, be frwarded t the Executive Cuncils f the Mater Misericrdiae University Hspital and the Midland Reginal Hspital, Mullingar fr cnsideratin. N special leave may be taken withut the prir apprval f the Executive Cuncils f the Mater Misericrdiae University Hspital and the Midland Reginal Hspital, Mullingar. In the event f resignatin a minimum f three mnths ntice must be given in writing t the authrities f the Mater Misericrdiae University Hspital and the Midland Reginal Hspital, Mullingar. 4 The scheduled cmmitment in respect f this pst is as fllws:- Mater Misericrdiae University Hspital - 32 hurs Midland Reginal Hspital, Mullingar - 7 hurs Remuneratin shall be at Type B level in accrdance with the terms and cnditins f the Cnsultant Cntract Garda Clearance Arrangements have been intrduced n a natinal level, fr the prvisin f Garda Clearance in respect f candidates fr emplyment in areas f Health Services where it is envisaged that ptential emplyees have substantial access t children r vulnerable individuals. 4 Accuntable t / Reprting Relatinship The cnsultant s reprting relatinship and accuntability fr the discharge f his/her cntract is t the Chief Executive thrugh his/her Clinical Directr f Pathlgy / Hspital Clinical Directr (Mater Misericrdiae University Hspital and Midland Reginal Hspital, Mullingar). 5 Qualificatins The fllwing qualificatins are required: Prfessinal Qualificatins Registratin as a specialist in the Specialist Divisin f the Register f Medical Practitiners maintained by the Medical Cuncil in Ireland in the specialty f immunlgy (clinical and labratry). Age Age restrictin shall nly apply t a candidate where he/she is nt classified as a new entrant (within the meaning f the Public Service Superannuatin (Miscellaneus Prvisins) Act, 2004). A candidate wh is nt classified as a new entrant must be under 65 years f age n the first day f the mnth in which the latest date fr receiving cmpleted applicatin frms fr the ffice ccurs. Health A candidate fr and any persn hlding the pst must be fully cmpetent and capable f undertaking the duties attached t the pst and be in a state f health such as wuld indicate a reasnable prspect f ability t render regular and efficient service. Character A candidate fr and any persn hlding the pst must be f gd character. Entry t cmpetitin/recruitment prcess Fr the purpses f eligibility fr entry t any cmpetitin r recruitment prcess assciated with this pst, a candidate cannt be appinted as a Medical Cnsultant unless (s)he is registered as a Specialist in the Specialist Divisin f the Register f Medical Practitiners maintained by the Medical Cuncil f Ireland. Successful candidate must be registered as a Specialist in the relevant specialty n the Specialist Divisin f the Register f Medical Practitiners maintained by the Medical Cuncil f Ireland within 180 days f the day f interview. Shuld the successful candidate nt be registered as a Specialist at that time, the pst may be ffered t the next suitable candidate (r, in the case f HSE psts, the Public Appintments Service may chse nt t recmmend that candidate t the emplyer).
