The Regonal Commttee for South-East Asa urged that the Organzaton serously reconsder the decson that t cannot fnance the travel costs and mantenance costs of natonal canddates attendng natonal courses organzed wth the help of WHO^ and further t stressed the opnon that these courses form a very valuable and economcal method of tranng^ although Governments often cannot afford to pay the canddates the out-of-pocket costs nvolved 广 2. (b) Courses can be developed to meet a specfc need and prepare nurses and other auxlary personnel for partcular postons (c) The language dffcultes, wth whch students (from South East Asen countres) meet when sent abroad, s overcome. (d) The courses are adapted to local condtons and n the students 1 own envronment (e) The courses can be arranged n conjuncton wth an exstng project, f developed on a country bass Ths would not be possble n the case of nter-regonal courses

The advantages accrung from such courses have evoked the countres of the South East Asa regon and stmulated assstance from WHO n the holdng of refresher courses n durng 1953 and a keen nterest n almost all requests from them for nursng and paedatrcs In the begnnng, refresher courses were organzed n the hope that the governments would provde the necessary stpends. Some courses were organzed on ths bass, but t had been found dffcult to get tranees to consent to attend the courses, because even wth the government contrbuton they were nvarably out of pocket and n most cases unable to meet the expenses on account of the low level of salares n ths regon. It, therefore, became mpossble to contnue to develop such courses and eventually t was decded to seek nternatonal assstance n the matter. 2 Proposed contrbuton of Governments It has been possble to obtan from governments half the travel costs for all the tranees, but no per dem allowances. In any case, the per dem allowance s so low n ths regon that no tranee could subsst on t and, therefore, they prefer not to attend the courses. 3. Proposed contrbuton of lyho ТШО was payng half the cost of travel and an absolute mnmum per dem of approxmately $2 n order that tranees should not be out of pocket and so refuse to attend the courses. 4. Comparatve costs - natonal courses versus nternatonal courses Every nternatonal fellowshp costs between $3,000 to $5,000 dependng on the countres of study, for twelve months. The natonal courses are normally run for a perod of about three months. The cost of nternatonal courses for a smlar.perod would be approxmately $1,500 per tranee. It s proposed, durng 1953 to tran 159 canddates at a cost to МЮ of $29,109. (The government wll contnue the payment of half the travel cost. ) In 1954, t s proposed to tran 9 canddates for a cost of See Annex 1

5 EBll/74 Add.l page 3 $17,103, The cost per tranee for these natonal courses, therefore, comes to $180 - II90, as compared to S,500 for the same perod for an nternatonal сourse It s, therefore, consderably cheaper to assst n natonal courses as compared to provdng nternatonal courses. 5. Under the crcumstances explaned above, the Regonal Commttee felt that ths system of natonal courses s suffcently mportant and economcal to be deservng of the small Ш0 subsdy whch s absolutely necessary to organze these courses, untl the local condtons mprove suffcently for governments to be able to bear a hgher percentage of the fnancal burden than they are dong at present. 6. It was the feelng of the Regonal Commttee that, f the Organzaton s unable to render these tranng facltes n the under-developed areas, t would seem to be falng ntone of ts prmary functons. It s, of course, to be understood that ths s a purely temporary measure for mprovng educaton and tranng facltes n certan under-developed countres untl such a tme when these countres are able to bear the full share of the costs of such courses. 7. The above suggestons are, therefore, n no way an attempt to get away from the fundamental prncple that the cost of natonal tranng should be borne by the natonal governments. Other Alternatves Another alternatve would be a dfferent combnaton of the percentage contrbutons of WHO and the governments to the natonal courses. Another possblty would be to ehange fran the system set forth n Alternatve 2 to the frst alternatve system descrbed n EB11.74, begnnng n 1955.
