2 DPG Strategic Plan, 09 April 2015 FOREWORD The Dugway Prving Grund (DPG) Strategic Plan prvides a guide and rad map fr advancing TEAM Dugway and its capabilities int the future. In the remainder f this dcument it will simply be referred t as the DPG 2015 Strategic Plan. This is a revisin f the DPG 2014 Strategic Plan and reflects input btained frm the Executive Steering Cmmittee f the installatin as well as accmplishments frm the past year. This will be a dynamic dcument designed t change with the pririties and needs f the natin s defenders. Annual updates are planned; hwever updates will be made as significant changes are identified. DPG MISSION STATEMENT (REVISED) U.S. Army Dugway Prving Grund executes effective and efficient testing and supprt t enable ur natin's defenders t cunter chemical, bilgical, radilgical, and explsives (CBRE) hazards. The cmbinatin f Majr Range and Test Facility Base (MRTFB) capabilities and ther supprt rganizatins enable TEAM Dugway t deliver effect supprt t chemical, bilgical, radilgical, and explsives testing and training. In additin t DPG s traditinal missin supprting CBRE testing, its large land area, high desert terrain (which resembles many wrld truble spts), remte gegraphic lcatin, cntrlled airspace with prximity t the Air Frce s Utah Test and Training Range (UTTR), and relatively interference-free radi spectrum can supprt ther Department f Defense (DD) missins which may r may nt invlve CBRE issues: Installatin supprt, including the management f installatin services and the delivery f essential supprt thrugh a netwrk f key partners UAS testing and training, t include jint exercises with ther military bases; Nn-DD chemical-bilgical (CB) testing and training, as fr civilian first respnders and public safety prfessinals; Aernautical and aerspace prgram supprt, such as Air Frce air-t-grund training frm nearby Hill Air Frce Base r as a landing zne fr sme Natinal Aernautics and Space Administratin (NASA) spacecraft such as Prject Genesis; Jint cruise missile defense testing activities; Training and testing ranges fr special frces r ther military units which may invlve nvel r specialized weapns r tactics; Training ranges fr Natinal Guard, reserve frces, r ther traditinal military units using artillery r maneuver tactics, techniques, and prcedures. 5 DPG 2015 CAPABILITIES DPG CORE MRTFB CAPABILITIES The DPG Cre MRFTB Capabilities directly supprt the CBRNE missin (see the Missin Statement n Page 1), particularly in regard t CB warfare defense-related activities. Thse capabilities are: Chemical Emerging Threat Agent Test Cmplex Bilgical Agent Test Cmplex Simulant Challenge Test Cmplex Outdr Range Multi-Use Test Grid Cmplex Meterlgical Test Supprt Cmplex Data Sciences, Mdeling and Simulatin, and Distributed Testing Cmplex Each f these Cre Capabilities encmpasses a variety f sub-elements, ttaling nearly 50 individually-tracked capabilities. DPG ADDITIONAL CAPABILITIES Due t its gegraphically remte lcatin with n nearby twns, and surrunded by unppulated Bureau f Land Management hldings, the high desert terrain f DPG is well-suited fr a variety f military uses that are nt directly cvered by the Cre MRTFB Capabilities. These additinal capabilities include: The Michael Army Airfield (MAAF) cmplex, which features: The Rapid Integratin and Acceptance Center (RIAC), the Army s UAS test center; A number f dedicated and general use hangar and aircraft-supprt buildings; Restricted airspace suitable fr UASs, cruise missiles, and ther standard aircraft; and A runway capable f handling any size aircraft, plus hangar and service facilities. Maneuver areas and drp znes fr paratrper and ther frces t use as training venues; Live fire ranges (artillery, small arms, air-t-grund fire, and ther impact areas); High-desert range areas with n endangered species; pre-apprved fr use with many simulants; Well-characterized high-desert weather/climate; Electrnic interference-free (clear spectrum) airspace and range area; and A full spectrum f installatin supprt, including: Husing and recreatinal activities Family supprt, Child and Yuth Services and religius supprt Retail services Maintenance, Engineering, and Lgistical services and supprt Cntracting and Netwrk Management Envirnmental and Natural Resurce management Fire, Security, and Emergency Management 2

6 DPG STRATEGIC GOALS STRATEGIC PLAN EXECUTION THROUGH GOAL ACCOMPLISHMENT The TEAM Dugway Visin is TEAM Dugway prfessinals prviding wrld class chemical, bilgical, radilgical, and explsives testing and unique supprt t ur Natin s defenders. This translates t prviding current services in a better way, and new related services that supprt a brader custmer base amng ur Natin s defenders. While the Visin states the traditinal DPG and WDTC missins invlving CBRE testing, the changing nature f threats and adversaries in the wrld, and the unique terrain and facilities at DPG suggest that a greater benefit t the Natin s defenders can be ffered by expansin f TEAM Dugway capabilities, t include sme nn-cbre activities. By develping wrld class peple and facilities that deliver imprved and expanded services, we psitin urselves t be a valued partner t all internatinal, natinal and lcal CBRE defenders. The installatin planning prcess prvides a near term review and validatin f thse pririties and effrts bi-annually during the Installatin Planning Bard (IPB). The Strategic Plan will be reviewed annually t assess thse tasks that are fcused n the tw t ten year hrizn and infrm the IPB. 3

Quadrennial Hmeland Security Review Reprt, February 2010 (Reference 2): A similar DHS view f the future, fcused n terrrism and ther calamitus events that culd happen dmestically (i.e., hurricanes, earthquakes, epidemics, etc). CBRNE and/r UAS issues fcused n preventing unauthrized acquisitin r use f CBRNE materials and capabilities, enhancing preparedness fr terrrist attacks t include emerging threats, and mitigating hazards after attacks including emergency respnse and cleanup. 3. Quadrennial Intelligence Cmmunity Review; Quadrennial Diplmacy and Develpment Review (Reference 3): The Quadrennial Intelligence Cmmunity and Diplmacy and Develpment reviews address WMD cunter-prliferatin in very general terms but nthing else abut CBRNE issues, thus they are nt used as surce dcuments fr this strategic plan. They are listed here t shw that the cncerns f the intelligence cmmunity and Department f State {DS) were cnsidered Army Strategic Planning Guidance (Reference 4): A DA dcument whse CBRNE and/r UAS elements detailed prviding trained CBRNE frces fr dmestic peratins, cuntering WMD threats and mitigating their effects, supprting civil authrities, and increasing cunter-prliferatin capabilities (which includes detectin, identificatin, and eliminatin). Nn-CBRNE activities mentined include sustainable energy practices and infrastructure upgrades Army Test and Evaluatin Enterprise Strategy (Reference 5): This dcument lists the CBRNE-related strategic gals frm the Prgram Objective Memrandum (POM) FY (fiscal year) as perate the Army Chemical Bilgical Defense Prgram (CBDP) MRTFB, invest tward emerging threats and advanced technlgies, expand test and evaluatin (T&E) standards develpment, and leverage field exercises and training. Natinal Strategy fr Bisurveillance, Office f the President f the United States, July 2012 (Reference 6): This Presidential strategy fr imprving detectin and characterizatin f bilgical hazards as part f a hmeland anti-terrrism initiative is relevant t WDTC s Life Sciences Divisin. The majr gal f the strategy is t achieve a well-integrated natinal bisurveillance enterprise. The strategy lists fur cre functins f the bisurveillance enterprise as detectin, identificatin, cmmunicatin, and hazard predictin. In additin, fur enabling capabilities t strengthen bisurveillance were given: capability integratin, building capacity, fstering innvatin, and strengthening partnerships. 7. The Army Test and Evaluatin Strategic Plan, 2007 (Reference 7): Published frm the Test and Evaluatin Office, Office f the Under Secretary f the Army, this dcument is relevant because DPG is a test center funded in part by the T&E Office. Hwever, the five-year-ld dcument is dated and lays ut fur gals that include assciated strategies and initiatives; the gals are: wrkfrce imprvement, T&E infrastructure imprvement, imprve T&E data quality, and exercise better business practices during T&E. 8. US Army Test and Evaluatin Cmmand Strategic Plan (Draft) (Reference 8): The final versin f this dcument was nt available, but its publicatin was imminent and the data listed belw were taken frm an ATEC briefing describing its cntent. ATEC strategic gals are t add value t the Warfighter, imprve test efficiency and effectiveness, develp the wrkfrce, and imprve rganizatinal and fiscal management. 9. Jint Prgram Executive Office fr Chemical and Bilgical Defense (JPEO-CBD) Strategic Plan FY13-18 (Reference 9): The JPEO-CBD represents mst f the Army acquisitin prgrams that relate t CBRNE detectin, prtectin, decntaminatin, r cmmunicatin. Cnsequently, JPEO-CBD is ne f DPG s mst imprtant custmers. Their strategic plan lists five verarching strategies, each with several bjectives supprting it: jint acquisitins, prcesses, strategic cmmunicatins, peple, and infrastructure. 10. The Science and Technlgy Strategic Plan, Jint Science and Technlgy Office fr Chemical and Bilgical Defense (JSTO-CBD) f the Defense Threat Reductin Agency (DTRA), 13-Aug-12 (Draft) (Reference 10): DTRA/JSTO are DD agencies that spnsr research and develpment f technlgies that apply t CBRNE defense and are imprtant custmers fr DPG as their activities affect the entire CBRNE defense cmmunity. The draft strategic plan cntains fur fcus areas: bisurveillance, medical cuntermeasures, threat activity sensing and reprting, and rapid respnse and restratin. 11. The Chemical and Bilgical Defense Prgram (CBDP) Business Plan, Office f the Assistant Secretary f Defense, CBDP, 31-Oct-12 (Reference 11): CBDP is the tp DD ffice fr setting pririties and distributing funding fr chemical and bilgical defense prgrams. Their strategy is verarching and f majr imprtance. CBDP identifies fur main strategic gals with a number f sub-gals: equip the warfighter, anticipate threats, maintain infrastructure, and lead the enterprise. 12. Garrisn Dugway Strategic Plan, DPG, Utah, 19-Feb-09 (Reference 12): The strategy fr the DPG Garrisn aligns primarily with the strategy f its higher headquarters, the Installatin Management Cmmand (IMCOM). This plan identifies seven strategic gals: imprvements t leadership, wrkfrce, prcesses, infrastructure, infrmatin management, energy usage, and envirnmental prtectin. 13. DPG Unmanned Aerial System (UAS) -- Strategic Planning Charter, Feb-09 (Reference 13): This charter addresses strategic planning as it relates t UAS activities at DPG. It currently addresses the strategic planning prcess and des nt specify a visin r specific gals fr UAS activities, but is referenced here fr cmpleteness and t establish cntinuity with future UAS planning.
