1 DESIGN, DEVELOPMENT, DEMONSTRATION AND INTEGRATION (D 3 I) ACQUISITION PROGRAM BACKGROUND: The U.S. Army Space and Missile Defense Cmmand/Army Frces Strategic Cmmand s (USASMDC/ARSTRAT) missin is t serve as the Army frce mdernizatin prpnent fr space, high altitude (HA) and glbal missile defense; serve as the Army peratinal integratr fr glbal missile defense; and cnduct missin-related research and develpment. This includes develping the Army s space and missile defense dctrine and cncepts, validating requirements, and integrating technlgy slutins. USASMDC/ARSTRAT rapidly advances innvatins fr space, missile defense, high altitude and cyber t the Warfighter thrugh prttype develpment, experimentatin and wargames, analytical assessments, and mdeling and simulatin develpment. It als prvides institutinal space and missile defense training t the frce, and is the user representative t the Army t ensure vertical integratin f Dctrine, Organizatins, Training, Materiel, Leadership, Educatin, Persnnel, Facilities, and Plicy (DOTmLPF-P) activities acrss ballistic missile defense systems elements is nt t prvide just hardware t its custmers. PURPOSE OF THE D 3 I CONTRACTS: This perfrmance-based acquisitin satisfies recurring requirements t develp flexible, streamlined cntracting arrangements that prmte cmpetitin, achieves efficiency metrics, and respnds t the breadth and depth f requirements acrss USASMDC/ARSTRAT and ther assciated defense and Federal rganizatins diverse technlgy base where technlgy readiness levels are at varying levels f maturity. The effrts defined fllw an evlutinary develpment f systems architecture that is fcused n a Cncept t Cmbat philsphy. Three Dmains have been identified t segregate requirements int the technical supprt areas (TSA) described belw. The TSA requirements (t include bth hardware and sftware assciated with system develpment r mdeling and simulatin f systems) (nte that the cntractr is required t prvide all persnnel, material, equipment, and ther items t meet these perfrmance requirements identified in Sectin 2.0 f the statements f wrk (SOW) are identified belw). DOMAIN 1 - SPACE/HIGH ALTITUDE, AND MISSILE DEFENSE DOMAIN 2 - INFORMATION INTEGRATION AND DATA EXPLOITATION DOMAIN 3 - ENHANCED WARFIGHTER CAPABILITIES SPECIFIC CONTRACT INFORMATION: The cntracts are Multiple Award Indefinite Delivery/Indefinite Quantity (MAIDIQ) type cntracts divided int three Dmains. Dmain 1 SOW TSA 1: Space / High Altitude: The space and HA supprt areas include all aspects f military, civil and cmmercial space peratins t include launch, space segment (platfrm and paylad), cmmunicatins between the grund and space r HA segments (platfrm and paylad), grund segment, space related user segment, and management f infrmatin derived frm space r HA and aerial layer surces. The space supprt area als includes space frce enhancement, space cntrl, space supprt and space frce applicatin. This includes the design, develpment, and integratin f cmpnents that are integral t cnducting testing, assessments, r a develpment event.
