3 FORWARD In 1995, the Marin Cunty Office f Educatin develped the Schl Emergency Disaster and Incident Preparedness Plan as a mdel fr develping Marin Cunty district and schl cntingency plans. The Mdel Plan was published n the Marin Cunty Office f Educatin Emergency Services website < fr schl districts t dwnlad and custmize, as apprpriate. In 2003, the Marin Cunty Office f Educatin received a grant frm the U. S. Department f Educatin, Office f Safe and Drug Free Schls and the U.S. Department f Hmeland Security t strengthen emergency preparedness in Marin Schls. This grant has prvided funds fr this update f the Mdel Emergency Management Plan. This guide may be mdified and reprduced fr individual schl and district use. 11 SCHOOL EMERGENCY MANAGEMENT PLAN INTRODUCTION TO EMERGENCY MANAGEMENT A. PARTNERSHIPS IN PREPAREDNESS, RESPONSE AND RECOVERY Califrnia Educatin Cde Sectin requires public and private schls t develp schl disaster plans s that students and staff will act instinctively and crrectly when a disaster strikes. This Mdel Schl Emergency Management Plan is designed t prvide administratrs with a resurce fr prtecting students, staff and schl facilities, as well as t describe the respnsibilities f staff members fr a wide range f emergency and disaster situatins that may ccur. Within this Mdel Schl Emergency Management Plan are emergency preparedness and respnse instructins, guidelines, templates and frms t help prtect the safety, security and wellbeing f students and schl staff during many types f emergencies. This dcument has been develped as a cmprehensive resurce fr all districts, schls and child develpment centers t prmte crdinated preparedness measures and assist them in standardizing respnse prtcls t imprve respnse t and recvery frm an emergency r disaster affecting their site. This Mdel Plan may be adapted t the capabilities and special needs f each site. A wave f schl shtings in the 1990s and the hrrific events f September 11, 2001 stunned the cuntry and ushered in a new age f natinal emergency awareness. Mre than ever befre, schls are faced with nging challenges fr a much brader range f emergency situatins. Districts and schls must have a cmprehensive plan that utlines respnse nt nly t severe weather and natural disasters, chemical accidents and medical emergencies, but als t campus vilence and varius types f terrrist threats. The health and welfare f students and schl staff in crisis situatins is dependent upn sund emergency preparedness. Schl persnnel are bligated t prepare themselves t render cmpetent service thrugh all phases f an emergency including planning, training, drilling, respnse, recvery and evaluatin, as may be required. The Mdel Schl Emergency Management Plan describes actins and respnse prtcls fr crisis situatins s districts and schls can quickly and adequately restre the schl cmmunity t a safe and rderly learning envirnment. This Mdel Schl Emergency Management Plan has been prepared in cmpliance with legal requirements and in cperatin with the Marin Cunty Office f Emergency Services, the Marin Cunty Office f Educatin and the Marin Schls Emergency Preparedness Cuncil and ther members f the Marin Cunty schl cmmunity. In the event f a widespread emergency such as an earthquake, available gvernment and cunty resurces will be vertaxed and may be unable t respnd t all requests fr assistance. This plan assumes that schls must be selfsufficient fr a time and may be required t make many crucial decisins and prvide shelter t the immediate cmmunity. B. HOW TO USE THIS PLAN The Mdel Schl Emergency Management Plan is designed as a cmprehensive reference t assist schls in prviding a safe learning envirnment. It incrprates best practices fr handling Mdel Schl Emergency Management Plan Intrductin x
12 emergency situatins that have been deplyed by schl districts elsewhere in the cuntry. The emergency management teams and prcedures utlined in this plan are cnsistent with Califrnia s Standardized Emergency Management System (SEMS) and the Natinal Incident Management System (NIMS), bth mdeled after the Incident Cmmand System (ICS). A cpy f the Mdel Schl Emergency Management Plan may be dwnladed at the Marin Cunty Office f Educatin Emergency Services website at Using the prcedures, actins and sample frms prvided herein, districts and schls are encuraged t create a site-based Emergency Management Plan that meets the individual resurces and circumstances f each schl and reflects its unique characteristics and needs. Every plan shuld include: a designated chain f cmmand; specific rles fr team members; specific prcedures t implement in the event f an emergency. The district shuld identify lcal cmmunity agencies t engage in planning (plice, fire department, emergency medical, hspitals, mental health centers, lcal/reginal emergency management agency, etc.). Next, a district supprt team, in partnership with cmmunity agencies, shuld review the cntents f this Schl Emergency Management Plan and adapt text and emergency prtcls t fit individual site circumstances. The district supprt team shuld als update lcal district and cmmunity agency phne numbers and assist schls in sharing this imprtant safety infrmatin annually with all faculty, staff, students and parents. The final step in the emergency management planning prcess is t cmmunicate and practice the plan. Orient new persnnel as they arrive n campus and review all changes with lcal public safety agencies. Keep multiple cpies f the plan in accessible lcatins. Ensure that team leaders have a cpy f the plan at hme. Each schl district will need t determine hw best t cnduct the training and implementatin prcess in individual schls. Larger districts may need a well-crdinated and systematic way t cnduct training t better prepare schl-based teams t adapt the district plan t individual site needs. While mst schls are adept at practicing techniques such as fire and earthquake drills, many have nt rehearsed respnses t events such as chemical release, intruders n campus r emergencies that require lckdwn r reverse evacuatin. C. FOUR PHASES OF EMERGENCY MANAGEMENT This Mdel Schl Emergency Management Plan is presented in fur main sectins which cnfrm t the fur phases the U.S. Department f Educatin Office f Safe and Drug-Free Schls uses t describe planning fr, respnding t and recvering frm emergencies: Mitigatin/Preventin, Preparedness, Respnse and Recvery. Each f these tpics is intrduced briefly belw and applied in detail in the respective sectins f the plan. Sectin I Mitigatin/Preventin addresses what schls can d t reduce expsure t risks and hazards and lessen the ptential impact f an emergency situatin. Mitigatin effrts can ccur bth befre and after emergencies r disasters. Sectin II Preparedness fcuses n the rles and respnsibilities f the schl emergency Mdel Schl Emergency Management Plan Intrductin xi
13 respnse teams and the actins, exercises and supplies needed fr varius emergency scenaris. These activities develp readiness and respnse capabilities. Sectin III Respnse presents detailed prcedures fr implementing apprpriate actins fr mst types f emergencies that may be encuntered in a schl setting. In this phase, schls mbilize resurces needed t address the emergency at hand. Emphasis is placed n minimizing the effects f the emergency r disaster. Sectin IV Recvery fcuses n general strategies t fllw after the emergency and restring affected areas t pre-emergency cnditins in rder t return t the nrmal learning envirnment as quickly as pssible. Recvery activities may be bth shrt-term and lng-term; ranging frm restratin f essential utilities such as water and pwer, t mitigatin measures designed t prevent future ccurrences f a specific threat. Each sectin cntains infrmatin that utlines the basic cmpnents f these fur critical areas. All fur phases f emergency management shuld be planned fr in advance in rder t be mst effective. The APPENDICES cntain supplemental emergency infrmatin including crssjurisdictinal agreements, checklists, frms, sample letters and ther supprting dcumentatin. The actin checklists and frms can be duplicated as templates r they can be incrprated directly int existing plans. The frms shuld be adapted r augmented t fit the schl missin, staffing, lcatin and ther unique circumstances. D. LEVELS OF EMERGENCIES THREE LEVELS OF EMERGENCIES: Emergencies are ften described in terms f the fllwing three levels: Level One (Schl Level) Emergency: A lcalized emergency, with lw impact n schl peratins, which schl persnnel can handle by fllwing the prcedures in their emergency plan. Examples: pwer utage, unexpected death, suicide threat. Level Tw (District Level) Emergency: A mderate t severe emergency, smewhat beynd the individual schl respnse capability, which affects students district-wide and may require mutual aid assistance frm the fire department, lcal plice, etc. Examples: intruder, shting n campus. Level Three (Cmmunity) Emergency: A majr disaster, clearly beynd the respnse capability f schl district persnnel, where a significant amunt f mutual aid assistance will be required, recvery time will be extensive, and respnse time frm majr supprt agencies may be seriusly delayed and/r impaired. Examples: severe earthquake with injuries and/r structural damage, flding, explsins, chemical spills requiring evacuatin, death f multiple staff r students (as in a bus accident), hstage situatin. In a catastrphic disaster, schls must be prepared t rely n their wn resurces because assistance frm thers may be delayed. A large-scale event such as an earthquake that affects ne schl will als affect the surrunding cmmunity. There may be widespread telephne utages, rad blckages, gridlck and cngestin n the highways, damage t utility systems, rf cllapse, chemical r electrical fires, release f hazardus materials, flying debris, injuries and death caused by falling bjects and smke inhalatin. 14 FIGURE 1 Levels f Emergencies Level 1 - Schl Emergencies Situatins in which the scpe is limited t schl settings and schl-based persnnel, and n assistance is needed. Level 2 District-wide Emergencies These are events where supprt and invlvement is required frm the schl district persnnel r members f the District Emergency Team. While these events may require help frm nn-schl emplyees, they d nt reach the scpe and gravity f cmmunity-level disasters requiring cmmunity-wide supprt. Level 3 Cmmunity/Cuntywide Emergencies These include large-scale events during which crdinatin f services frm schl, district and lcal cmmunity respnse agencies is warranted. In many f these situatins the schl s rle is t implement prtcls until apprpriate cmmunity agencies (e.g., plice, fire and rescue) respnd and assume respnsibility. Hwever, schls must be prepared t rely n their wn resurces until help arrives. HOMELAND SECURITY LEVELS OF EMERGENCIES In March 2002, the White Huse issued Hmeland Security Directive-3, which established five threat cnditins fr pssible terrrist attack: Green = Lw Blue = Guarded Yellw = Elevated Orange = High Red = Severe The American Red Crss develped a cmplementary set f general explanatins and guidelines fr preparedness activities fr each level, which have been adapted fr use by the Marin Cunty Office f Educatin in Figure 2, n the fllwing page. Distribute cpies f Terrrism: Preparing fr the Unexpected t students, staff and parents. GUARDED (Blue) Cmplete all recmmended actins at lwer level. Be alert and reprt suspicius activity t prper authrities. Prvide safety training t staff and practice emergency drills pursuant t schl emergency prcedures. Review cmmunicatins plan and update emergency cntact infrmatin. Review emergency supplies and supplement as necessary. LOW (Green) Develp schl emergency plans per District Bulletins Offer American Red Crss Masters f Disaster curriculum fr grades K-8 n emergency preparedness fr natural disasters. PLAN DEVELOPMENT, IMPLEMENTATION AND UPDATES The Schl Emergency Management Plan will be: DEVELOPED by a team f schl administratrs and staff, wrking with first respnders in the lcal jurisdictin; INITIATED by the principal r designee when cnditins exist which warrant its executin; IMPLEMENTED by all staff, wh will remain at schl in the capacity f Disaster Service Wrkers and perfrm thse duties as assigned until released by the principal. See Califrnia Gvernment Cde REVIEWED at least annually. Emergency and disaster functins are identified and pre-assigned befre the beginning f the schl year. The Emergency teams and cntact infrmatin will be updated at least annually. New persnnel will be assigned t vacated cmmand staff psitins. Prcedures will be revised as needed. All emergency preparedness training and drills will be dcumented, and updates t the plan will be recrded. The elements f emergency planning, preparedness and management are: Leadership: Leadership ensures that emergency preparedness will be a pririty and that adequate resurces will be allcated t create and implement district and schl-based plans. At the district level leadership shuld cme directly frm the superintendent, at the schl level, frm the principal. Incident Cmmand System: The ICS is a standardized rganizatinal structure that is the basis f SEMS and NIMS, designed t handle: Management, Operatins, Lgistics, Planning, and Administratin & Finance. The ICS allws fr apprpriate utilizatin f facilities, equipment, persnnel, prcedures, and cmmunicatins. The Incident Cmmander is the highest-ranking fficial in charge f the emergency respnse peratins. Schl Emergency Management Plan: A mdified versin f this mdel plan shuld be tailred and fine-tuned t meet the unique needs and resurces f each individual schl. The site-based plan includes team assignments, emergency numbers, prtcls, and the fur phases f emergency management: Mitigatin, Preparedness, Respnse and Recvery. Schl Emergency Teams: Site-based teams f individuals with specific duties t perfrm in rder t prepare fr and respnd t emergencies. The Schl Emergency Teams develp the plan t meet individual schl needs and implement the plan in the event f an emergency. Cmmunicatin: Plans shuld have established lines f internal cmmunicatin (within the schl) and external cmmunicatin (with the district ffice and cmmunity). Plans shuld include prvisins fr after-hurs cmmunicatin (telephne tree), and alternate means if telephne lines are disabled. 17 Schl Emergency Actins: These are a set f clear directives that may be implemented acrss a number f emergency situatins. These actins include Drp/Cver and Hld, Evacuatin, Lckdwn, Shelter in Place, Stand-by and All Clear, in additin t several specialized actins such as Offsite r Reverse Evacuatin and Student Release. Staff Respnsibilities: Schl persnnel have a mral and legal respnsibility t all students in their care. Just as schl staff members will rely n first respnders, public agencies and thers t pen blcked rads, repair utilities, perfrm rescue wrk, etc., thse members f the cmmunity will rely n schls t prvide care fr their children in an emergency. Califrnia Gvernment Cde 3100 declares that public emplyees are Disaster Service Wrkers, subject t activities as may be assigned t them by their superirs r by law. This law applies t public schl emplyees in the fllwing cases: 1) when a lcal emergency has been prclaimed, 2) when a state emergency has been prclaimed, r 3) when a federal disaster declaratin has been made. The law has tw ramificatins: a) Public schl emplyees may be pressed int service as Disaster Service Wrkers and may be asked t d jbs ther than their usual duties fr perids f time exceeding their nrmal wrking hurs. Teachers and staff members may be required t remain at schl and serve as Disaster Service Wrkers until they are released by the principal r superintendent. b) In thse cases, their Wrkers Cmpensatin Cverage becmes the respnsibility f state gvernment (Office f Emergency Services). Their vertime cmpensatin, hwever, is paid by the schl. These circumstances apply nly when a lcal r state emergency has been declared. Ideally, the schl plan shuld include a rugh priritizatin f which teacher and staff members might be released first (such as thse with small children at hme). Staff members wh live a lng distance frm schl shuld be encuraged t make special preparatins fr remaining at schl a lnger time, such as arranging with a neighbr t check n their hme and keeping extra supplies at schl. Training: Training is imprtant n at least three levels: General awareness training fr all staff; First Aid, CPR and Schl Emergency Respnse Training (SERT) fr all staff; Team training t address specific emergency respnse r recvery activities, such as Student Release, Search and Rescue, Shelter Management. Practice: Practicing the plan cnsists f drills, tabletp and functinal exercises, rientatin fr staff, etc. It is generally recmmended that schls start with basic rientatin and tabletp exercises prir t engaging in full-scale simulatins r drills. Persnal Emergency Plans: Staff members shuld develp persnal and family emergency respnse plans. Each family shuld anticipate that a staff member may be required t remain at schl fllwing a catastrphic event. AUTHORITIES AND REFERENCES The fllwing are the state authrizatins and mandates upn which this emergency preparedness plan is based: Califrnia Cde f Regulatins, Title 5, Divisin 1, Chapter 2, Subchapter 3, Article 2, mandates that Schl Bards adpt a plicy fr use by district schls in frmulating individual civil defense and disaster preparedness plans. Califrnia Cde f Regulatins, Title 19 and Califrnia Gvernment Cde, specifies that the Standardized Emergency Management System, which includes the majr structure f the Incident Cmmand System, will be implemented and used in handling disaster/crisis situatins. Califrnia Educatin Cde, Title 2, Divisin 3, Part 21, Chapter 2, Article 10.5, requires Schl Bards t establish an earthquake emergency prcedure system in every private schl building under its jurisdictin having an ccupant capacity f 50 r mre pupils r mre than ne classrm.
