Fr this reasn, the assciate vice president fr Campus Safety and Security has develped the Emergency Management Plan. With this plan, the university strives t minimize the impact f emergencies and maximize the effectiveness f the campus cmmunity s respnse t and recvery frm their inevitable ccurrence. We can best prepare t meet the enrmus challenges emergencies present by wrking tgether. Thus, The University f Texas at Austin expects individual departments t develp their wn detailed plans t effectively rganize, crdinate, and direct available resurces tward emergency respnse and recvery. As such, the Emergency Management Plan includes a chain f cmmand that establishes the authrity and respnsibilities f campus fficials and staff members. The plan als requires departments t designate emergency crdinatrs wh will have the authrity t make mdificatins in emergency prcedures and cmmit resurces t emergency preparedness as necessary. The Emergency Management Plan is designed t help university emplyees respnd apprpriately when emergency cnditins exist. Althugh these situatins are unpredictable, this plan allws fr an immediate respnse by university emplyees, thereby minimizing danger t ur campus. Plan Overview The University f Texas at Austin ( University ) Emergency Operatins Plan prvides guidance and a framewrk fr a crdinated respnse t emergencies and disasters (cllectively referred t as emergencies thrughut this dcument). This plan prvides a temprary incident management structure fr all emergency peratins, but des nt include specific prcedures fr safety r hazardus material respnse. The temprary incident management structure set-frth in this plan is flexible and may expand r cntract as the situatin warrants. This plan is based n a wrse-case scenari and prvides fr the critical functins and rles f the University during an emergency respnse. Hwever, its general prcedures fr the management f infrmatin, activities, and peratins can be applied during any type f emergency. The Emergency Operatins Plan is an all-hazards dcument and cntains cncepts, plicies, and prcedures that apply regardless f the nature r rigin f an emergency. This plan, therefre, des nt address all unique cnditins that may result frm a particular hazard r event. Prtcls and prcedures specific t particular hazards are cntained in the hazard-specific annexes t this plan. This plan has three types f annexes, hazard-specific, supprt functin, and cntinuity annexes. Hazard-specific annexes address specific prtcls and prcedures that are particular t a certain hazard. The supprt functin annexes address the rles and respnsibilities f different departments and wrking grups during an emergency. The cntinuity annexes address universities cntinuity f peratins plans and prcedures. The table belw depicts the rganizatin f the Emergency Operatins Plan. 7 This plan is based n the Natinal Incident Management System and the Incident Cmmand System (ICS), a management structure adpted thrughut the U.S. and internatinal cmmunities. It als stems frm State f Texas Emergency Planning Guidance, and the Natinal Respnse Framewrk. Accrdingly, this manual s apprach t emergency management is rted in a fur-phase structure where the phases f mitigatin, preparedness, respnse, and recvery each cntain a critical University prcedure fr emergencies. This is the verall plan fr the University, but may nt address specific needs fr all departments. Departments, clleges, and schls are encuraged t develp any additinal emergency prcedures as lng as they are cnsistent with this plan Purpse This plan fulfills the Texas State Educatin Cde Sectin requirement that an institutin f higher educatin adpts and implements a multihazard emergency peratins plan that addresses mitigatin, preparedness, respnse, and recvery. Additinally, this plan fulfills the University f Texas Systems Plicy UTS172 requirement that each institutin incrprates the Natinal Incident Management System and the Incident Cmmand System. This plan and its annexes prvide guidelines and a framewrk fr emergency rganizatin, cmmunicatins and infrmatin management, decisin-making, respnse peratins, and recvery peratins Plan Scpe The measures in this plan will be enacted in respnse t any circumstance that requires greater than day-t-day resurces t prtect safety, health, prperty, the envirnment, and/r critical peratins, including: Events: A planned ccurrences that require resurces greater than custmary day-t-day staffing t ensure the safety and wellbeing f event participants, and the crdinatin f these resurces t ensure a safe and successful utcme. Examples include cmmencement, guest lectures requiring special security, and large gatherings such as ftball games. Unlike incidents, events can be rescheduled r cancelled. 1 Incidents: An ccurrence r event natural, technlgical, r human-caused that requires a respnse t prtect life, prperty, r the envirnment (e.g., majr disasters, emergencies, terrrist attacks, terrrist threats, civil unrest, wildland and urban fires, flds, hazardus materials spills, nuclear accidents, aircraft accidents, earthquakes, hurricanes, trnades, trpical strms, tsunamis, war-related disasters, public health and medical emergencies, ther ccurrences requiring an emergency respnse). Generally there are tw categries f incidents: Emergencies: Any incident, whether natural r human-caused, that requires respnsive actin t prtect life r prperty; and Disasters: An ccurrence f a natural catastrphe, technlgical accident, r human-caused incident that has resulted in severe prperty damage, deaths, and/r multiple injuries. Shuld an event r incident impact, r be expected t impact the University s campuses r cmmunity, the University will implement the measures in this plan. 8 that ccur at ther University f Texas System universities, but may assist in respnses r prvide resurces thugh existing mutual aid agreements The University The University f Texas at Austin is the flagship schl f the University f Texas System lcated in Austin, Texas. Funded in 1883, the University has ver 50,000 undergraduate and graduate students, rughly 20% f whm are frm utside f Texas r the United States. 2 The University als emplys mre than 20,000 faculty and staff members. Lcal city r cunty emergency medical services and fire departments respnd t all campuses Special Ppulatins Sme members f the University cmmunity may have access r ther special needs that must be addressed in emergency planning and respnses: Students in University Husing Althugh mst students cmmute t and frm campus, 7,400 number f students live in 15 n-campus residence halls. 5 The University als perates three apartment cmplexes lcated ff-campus that huse apprximately 1,500 students. Many f these students rely n University dining halls fr meals. The cntinued need t prvide husing and meals t a large number f campus cmmunity shuld be cnsidered during an emergency. Cmmunity Members with Access and Functinal Needs Sme members f the campus cmmunity have access and functinal needs, including disabilities r limited English prficiency. 9 Children in University Facilities The University als perates an elementary schl and fur childcare centers n campus and near campus. Special accmmdatins may need t be made fr the children in university facilities during an emergency Threat and Hazard Analysis and Mitigatin The University is expsed t many hazards, all f which have the ptential fr disrupting the cmmunity, causing casualties, and damaging r destrying University, public, and/r private prperty (See Appendix III fr tables shwing risk rankings). This analysis cnsiders bth the likelihd and the ptential impact f varius hazards. The University is at risk fr several different hazards, including, but nt limited t: fire r explsin emergencies, medical emergencies, hazardus material emergencies, weather emergencies, transprtatin accidents, threat f vilence/vilence/terrrism, building system emergencies, and interpersnal emergencies. The University has adpted hazard mitigatin gals and bjectives fr these ptential threat that are designed t prtect the University cmmunity (See Appendix IV fr tables with gals and bjectives fr each incident.) 1.6. Situatins and Assumptins As described in Sectin 1.3, Threats and Hazards abve, the University is at risk fr a wide variety f emergencies including, but nt limited t, severe weather, fires, vilence, and medical emergencies. This plan is an allhazards plan and is intended t address any emergency r disaster situatin that may arise n campus. This plan is based n a set f planning assumptins r assumed peratinal cnditins that prvide a fundatin fr establishing prtcls and prcedures. Based n the threat and hazard analysis abve, severe weather represents the mst prbable threat t the University. Therefre, the University s Emergency Operatins Plan is based n the wrst-case scenari f a severe weather mdel. These assumptins are listed belw: Critical lifeline utilities may be interrupted, including water delivery, electrical pwer, natural gas, telephne cmmunicatins, micrwave and repeater- based radi systems, cellular telephnes, and infrmatin systems. Reginal and lcal services may nt be available. Majr rads, verpasses, bridges, and lcal streets may be damaged. Buildings and structures, including hmes, may be damaged. Damage may cause injuries and displacement f peple. Nrmal suppliers may nt be able t deliver materials. Cntact with families and husehlds f the University cmmunity may be interrupted. 10 Emergency cnditins that affect campus will likely affect the surrunding cmmunity, including the city f Austin and Travis Cunty prper. The University will nt receive utside assistance in rapid damage assessment and will need t cnduct its wn situatin analysis and deplyment f n-site resurces and management f emergency peratins n campus, thrugh the campus ECC/EOC while emergency cnditins exist. Cmmunicatin and exchange f infrmatin will be ne f the highest pririty peratins fr the campus ECC/EOC. 2. Cncept f Operatins The University utilizes the Incident Cmmand System and the Natinal Incident Management System (NIMS) t manage majr events, emergencies, and disasters University Emergency Management Respnsibilities The University is respnsible fr prtecting life and prperty frm the effects f emergencies r disasters that ccur n campus. The University has the primary respnsibility fr the management f emergencies r disasters that ccur n campus r impact campus. The University is als respnsible fr crdinating amngst external agencies that als respnd t emergencies r disasters n campus. The University s tp pririties during an emergency are t: Prtect the lives, health, and safety f students, faculty, staff, visitrs, and emergency respnders, Ensure the security f the University, Prtect and restre critical infrastructure and key University resurces, Prtect University prperty and mitigate damage t the University, Facilitate the recvery f University individuals, and Restre University peratins. Campus Safety & Security leads emergency respnse and preparedness effrts. This unit cnsists f the Office f Emergency Preparedness, Envirnmental Health & Safety, and Fire Preventin Services. This unit crdinates with like units fr a cmprehensive all hazards apprach t related effrts. The Office f Emergency Preparedness is respnsible fr all fur phases f emergency management (mitigatin, preparedness, respnse, and recvery). Sme f the respnsibilities f these phases include develping and maintaining University-level emergency plans, managing the Emergency Operatins Center, and cnducting preparedness activities, including training and exercises. 11 2.2. Key Areas f Emergency Planning and Incident Management The University is respnsible fr cnducting emergency management activities befre, during, and after an emergency. In general, the University cnducts the fllwing emergency management activities: Mitigatin Mitigatin activities prvide a critical fundatin in the effrt t reduce the lss f lime and prperty frm natural and/r human-caused disasters by aviding r lessening the impact f a disaster. Mitigatin is usually a pre- disaster activity, althugh mitigatin effrts may als ccur in the aftermath f an emergency r disaster t prevent an expansin r repetitin f the effects. Preparedness Preparedness actins invlve a cmbinatin f planning, resurces, training, exercising, and rganizing t build, sustain, and imprve peratinal capabilities. Preparedness is the prcess f identifying the persnnel, training, and equipment needed fr a wide range f ptential incidents, and develping specific plans fr delivering capabilities when needed fr an incident. Amng the preparedness activities included in the emergency management prgram are: Emergency planning, including maintaining this plan, its annexes, and assciated prcedures, Prviding emergency equipment and facilities, Cnducting r arranging apprpriate training fr emergency respnders, emergency management persnnel, and University fficials, and Cnducting peridic drills and exercises t test emergency plans and training. Respnse Respnse activities are immediate actins t save and sustain lives, prtect prperty and the envirnment, and meet basic human needs. Respnse activities include: warnings, emergency medical services, law enfrcement peratins, evacuatin, shelter and mass care, search and rescue, and ther assciated functins. Recvery If an emergency ccurs, the University will carry ut a recvery prgram that includes bth shrt and lng term peratins. Recvery includes the develpment, crdinatin, and executin f service and site restratin plans, the recnstitutin f peratins and services; evaluatin f the incident t identify lessns learned; pst incident reprting; and develpment f initiatives t mitigate the effects f future incidents Levels f Readiness and Activatin The University uses a fur level system t describe different levels f readiness and emergency respnse activatin. This system allws fr a build-up perid during which actins can be taken t establish a state f maximum readiness. The system als helps build a cmmn perating picture s that all respnding departments can have the same mindset abut the severity and urgency f the situatin. The Assciate Vice President f Campus Safety & Security (AVPCS&S) r designee will determine the apprpriate readiness level and ntify University emergency persnnel when levels change in respnse t an incident. University and lcal respnders reslve emergencies that might ccur in their areas. IV III II I Nrmal Cnditins Increased Readiness Partial Activatin Full Activatin This is the default level f readiness and activatin fr the University. The University emphasizes preventin and preparedness activities such as hazard mitigatin, training, educatin, and testing and exercises. Typical Events: Daily emergency respnses fr medical emergencies r fire alarms, weather and threat mnitring and ntificatin, plan testing, training, and exercises. A higher than nrmal level f readiness is warranted because f increased vulnerability t a specific hazard. Actins may include develping crdinatin meetings r cnference calls as well as increased threat mnitring. The EOC is typically nt activated, althugh Campus Safety and Security staff may cnduct mnitring activities frm the EOC. Typical Events: Frecasted inclement weather, natural hazards in the area such as wildfires r flding, and planned prtests r large gatherings. An emergency has ccurred that requires the University t respnd. Crdinatin between University departments is required and sme external agencies may als be invlved. The University has mst if nt all f the resurces required t respnd t the event. The EOC is activated and the CCMT may be activated if any plicy questins need t be addressed. Typical Events: Inclement weather that has affected r is likely t affect University peratins, any emergency that is brief in nature and des nt require majr crdinatin. An emergency has ccurred that requires the University t respnd. Required resurces generally exceed the University s capacity and requires assistance frm lcal r reginal partners. Invlves multiple University departments and utside agencies. Respnse peratins may als be sustained ver multiple peratinal perids and nrmal peratins may be canceled r suspended. The EOC and CCMT are activated. Typical Events: Majr act f vilence n campus, natural disaster, r any emergency that requires majr crdinatin amngst University departments and/r with utside agencies Emergency Respnse Activatin Emergency respnses detailed within this plan will be activated in accrdance with needs, available resurces, and the declared readiness level. 13 The plan is activated whenever emergency cnditins exist in which nrmal peratins cannt be perfrmed and immediate actin is required t: Save and prtect lives, Crdinate cmmunicatins, Prevent damage t the envirnment, systems, and prperty, Prvide essential services, Temprarily assign University staff t perfrm emergency wrk, and/r Invke emergency authrizatin t prcure and allcate resurces. Activatin f emergency respnse will include the establishment f an Incident Cmmand System. Depending upn the nature f the emergency f the disaster, certain emergency functins may nt be activated r may be activated after the initial respnse has already begun. The University will nly activate thse functins that are required, althugh the plan des allw fr activatin f all functins in the event f a wrst-case scenari. The AVPCS&S will determine what functins need t be activated. (Fr activatin prcedures and mre infrmatin abut emergency functins and rganizatin, see 3.4 Supprt Functins.) 3. Directin, Cntrl, Organizatin, and Crdinatin 3.1. Cntinuity f Gvernment The president f the University is the chief administrative fficer f the University and is respnsible fr develping and administering plans and plicies fr the prgram, rganizatin, and peratin f the University. 6 The fllwing successin rder will be adhered t in the absence f the president: 1. Senir Vice President & Chief Financial Officer The Assciate Vice President f Campus Safety & Security (AVPCS&S) is respnsible fr verseeing emergency planning and rutine safety peratins. Incident Organizatin Tw wrking grups lead the University during an emergency: the Cre Crisis Management Team, wrking ut f the Emergency Cmmand Center, and the Incident Cmmand Staff wrking ut f the Emergency Operatins Center Cre Crisis Management Team and Emergency Cmmand Center The Cre Crisis Management Team cnsists f University senir leadership and is respnsible fr addressing plicy issues and prvides strategic directin and the authrity t respnd t the emergency t the Incident Cmmand Staff. The Office f the President leads the Cre Crisis Management Team. The Cre Crisis Management Team assembles in the Emergency Cmmand Center, lcated in Stark Library. If this facility is unsafe r therwise inaccessible, the ECC will relcate t an alternate lcatin. Fr additinal infrmatin n the Cre Crisis Management Team and Emergency Cmmand Center, see belw, Other Supprt Functins, and the assciated supprt functin annex fr the CCMT Incident Cmmand The Assciate Vice President fr Campus Safety & Security serves as the Incident Cmmander and prvides verall directin f the respnse activities f all the departments. The Incident Cmmander and the Cmmand and General Staff manage the peratinal respnse t the emergency and crdinates amng respnders Emergency Operatins Center Upn activatin, incident staff will reprt t the Emergency Operatins Center (EOC), lcated within the University Plice Building. If that lcatin is unsafe r therwise inaccessible, the staff will assemble in an alternate lcatin. The President, Senir Vice President and CFO, Assciate Vice President fr Campus Safety & Security, and the Chief f Plice may activate the EOC. 15 The EOC brings tgether decisin makers t crdinate the flw f infrmatin and the develpment f respnse strategies. All rganizatins invlved in respnding t the emergency shuld prvide a representative in the EOC. The general respnsibilities f the University s EOC are t: Assemble accurate infrmatin n the emergency situatin and current resurce data t allw n-scene fficials t make infrmed decisins n curses f actin; Determine and priritize required respnse actins and crdinate their implementatin, wrking with representatives f emergency services; Prvide resurce supprt fr emergency peratins; Organize and activate large-scale evacuatin and mass care peratins; and Prvide emergency infrmatin t the public. The EOC will als crdinate with Austin/Travis Cunty Jint Area Cmmand as apprpriate and if applicable Incident Cmmand Pst Upn the ccurrence f an incident, and if apprpriate, an Incident Cmmand Pst, r multiple psts, will be established in the vicinity f the incident site(s). The Incident Cmmander, r designee, will be respnsible fr directing the emergency respnse and managing the resurces at the incident scene Cmmand and General Staff The University fills the fllwing psitins within the cmmand and general staff, depending upn the nature f emergency and the readiness level. The purpse f an actin plan is t prvide all incident supervisry persnnel with directins and guidelines fr their actins. Actin plans that include the measurable, tactical peratins t be achieved are always prepared arund a time frame called an peratinal perid. The standard peratinal perid that the University uses is 12 hurs lng. Based n the specific needs f the emergency respnse, the actual peratinal perid may vary. The peratinal perid will be nted in the incident actin plan. The Incident Cmmander, r designee, will determine the peratinal perid length. The planning f an peratinal perid must be dne far enugh in advance t ensure that requested resurces are available when the peratinal perid begins. There are three levels f University persnnel wh will have access t pagers. Messages can be sent t the pagers bth thrugh the AWACS dispatch center r the UTPD Dispatch Center. Pagers are generally a back-up system that can be used t ntify emergency persnnel if ther cmmunicatin systems are nt functining.
