Will 2014 Be the Year We End Polio? The new year presents unprecedented opportunities to eradicate the disease. BY COLLEEN BONADONNA, DISTRICT POLIO CHAIR As 2014 dawns, the Global Polio Eradication Initiative (GPEI) takes stock: The overriding operational priority for the GPEI is to ensure all children are reached during supplementary immunization activities during the 2014 low season for polio transmission. In Afghanistan, no indigenous cases of wild poliovirus have occurred all year. DNA analysis confirms that all cases are linked to cross-border transmission with neighboring Pakistan. In Nigeria, poliovirus is increasingly geographically restricted, primarily to Kano and Borno states. Over the past 4 months, only five cases have occurred in the country, despite the onset of the rainy season (the "high season" for polio transmission). The Horn of Africa outbreak is on the decline, including in Banadir, Somalia, the "engine" of the outbreak (no new cases since July), and a cross-regional emergency approach is being implemented in the Middle East. The goods news from Pakistan is that representatives of as many as 28 religious parties led by Pakistan Ulema Council have endorsed the declaration that termed administering anti-polio drops to children essential for their health. The spokesman of the Ulema has said after discussing the draft, the government would convert it into a bill and table it in the Punjab Assembly session for approval. A two-day meeting of Technical Advisory Group (TAG) held in Islamabad, Pakistan in November last year observed that Pakistan could eliminate polio despite recording 83 cases in 2013 because the root cause of the problem was identified. The government can eradicate polio in the country in year 2014 if it tackles political and management issues that have marred immunization efforts in the areas where children remained unvaccinated last year, according to officials. In India, the number of Wild Polio Virus cases as on January 1, 2014 continues to remain at zero, representing almost three years without reporting any case of Polio! BY SCOTT MILLS, DGN & PHS CHAIR Membership in the Paul Harris Society continued to set record rates of growth through the end of calendar year 2013 with the addition of Herndon Rotarian Jeff Fairfield, Rappahannock-Fredericksburg Rotarian Earl Baughman, and West Springfield Rotarian Pamela Campbell as the newest members of the Paul Harris Society. The Paul Harris Society recognizes donors who pledge to give $1,000 to the Annual Fund SHARE each year they are financially able. The generosity of PHS members helps to fuel our Service Above Self. We thank all 202 members of the District 7610 Paul Harris Society for making The Rotary Foundation their charity of choice. 3 Rotary Closes 2013 With Gains in Polio Eradication Global Polio Eradication Initiative sees no new cases of Type 3 Wild Polio Virus in BY DAN DIXON, ROTARY NEWS When Julia Yank and a team of Rotary members and health workers entered Kaduna, Nigeria, to immunize children against polio they expected to encounter some tough situations. They found one in a mother of three who stubbornly refused to have her children vaccinated. "She argued with us for over 15 minutes," says Yank, a member of the Rotary Club of St. Clair County Sunset in O'Fallon, Illinois, USA. After the team explained to her the importance of what they were doing, she finally agreed to allow her children to be immunized. "We were told later that she only consented because of the presence of the Rotarians. That moment, I realized the impact we can make," says Yank. This type of persistence by Rotary and its partners in the Global Polio Eradication Initiative (GPEI) has helped reduce the number of polio cases in Nigeria by half, as compared to this time last year. Nigeria, Pakistan, and Afghanistan are the only countries in the world where the transmission of polio has never been stopped. Overall, polio cases in the three countries have decreased by 35 percent -- thanks in part to Rotary's advocacy with government and business leaders, PolioPlus grants, and mobilizing support on the ground. From celebrating milestones and responding to outbreaks to signing commitments and honoring our supporters, here is how the Global Polio Eradication Initiative made a difference in 2013: A year without type 3 polio: The last case of type 3 wild poliovirus (WPV3) occurred in Nigeria on 10 November Rotary and its GPEI partners have helped reduce transmission of WPV3 to its lowest levels ever. "Although it is too soon to say that WPV3 has been eradicated... the world has a unique opportunity to get rid of the second strain of wild poliovirus" (after WPV2), reports the GPEI. $500,000 emergency grant for Syria: Confirmation of cases in previously polio-free Syria "serve as a stark reminder that as long as polio still exists, unimmunized children everywhere remain at risk," says Rotary's International PolioPlus Committee Chair Robert S. Scott. In response to the outbreak, Rotary and its GPEI partners, along with local health authorities, are conducting large-scale campaigns to immunize children in the region as quickly as possible. Rotary is the first donor to announce funding for the GPEI's new Middle East strategic plan, a $500,000 emergency grant for Syria. Ethiopian leader honored for polio-free achievement: As president of Ethiopia, Girma Wolde-Girogis played a pivotal role in helping his country be polio-free during his last five years in office. In recognition of his work, Girma received the Rotary International Polio Eradication Champion Award in November. Ethiopian native Ezra Teshome, governor of District 5030 in Washington, USA, presented the honor to Girma. Teshome was in Ethiopia leading a team of North American Rotary members to participate in the country's National Immunization Days. Although the polio outbreak in the Horn of Africa has affected Ethiopia, a strong response has slowed the pace of transmission in the region. The polio endgame strategic plan, if fully funded, is equipped to stop such outbreaks. "We will keep coming back until the disease is gone," says Teshome. "We are determined to get the job done." 4 First-Ever District Scholarship Awarded Grant management innovation allows special scholarship from District Grant. BY PDG CHUCK DAVIDSON, DRFC Amina Amisi, a naturalized United States citizen from the Democratic Republic of the Congo, has been awarded a $3,000 District Scholarship to continue pursuing vocational studies at Northern Virginia Community College to achieve her Registered Nurse license. The Rotary Club of McLean, which sponsored Amina for this award, will contribute an additional 10% of the funding. The scholarship will cover tuition, fees, and books for this college term. District Scholars are new to Rotary (a Future Vision innovation). Whereas Global Scholarships (formerly Ambassadorial Scholarships) must be used at a foreign college, are for at least $30,000, run typically for one year, and are academic in nature, District Scholarships can be local, be for a much smaller amount, run for a shorter period, and may be vocational in nature. District Scholarships are not designed to augment a typical club s academic scholarships, but rather to be a shorter, vocational, special circumstances opportunity. The Rotary Club of McLean proposed Amina for exactly that. Amina is a woman with a 12-year old sickle-cell-afflicted daughter a single Mom. Born in the Democratic Republic of the Congo, she was rejected by her parents as a girl-child and abused by Congolese rebel soldiers. She was granted asylum by the U.S. Government in She worked as an au pair for a French family for two years prior to receiving asylum, taught herself English, obtained her GED, became a Licensed Practical Nurse (LPN) by her bootstrap efforts and then a United States citizen in May She now works half-time, cares for her afflicted daughter, and goes to NVCC to pursue her RN license. She has a cumulative GPA of This trail-blazing District Scholarship is funded from the contingency of this district s block District Grant for , the same grant that has funded humanitarian projects being carried out now by 44 clubs in the district. If Amina does well during her term funded by the District Scholarship and the Rotary Club of McLean, funding could be continued for her summer term at NVCC. 5 Polio Could Strike Again Memories of polio s effects. Vaccine makes the difference. BY EUGENE R. JACOBS, M.D., F.A.C.R. In 1954, I was a senior medical student at the State University of New York Upstate Medical College at Syracuse. I did a pediatric rotation that included time at the Children's Hospital. While there I vividly recall the large number of children and teenagers who were being kept alive by being confined in large cylindrical machines called iron lungs. These were rather uncomfortable, but Polio infections were numerous in those days, even in upstate N.Y. Paralysis caused by polio made it difficult or impossible for these young folks to breath unassisted. This was just shortly before the development of an effective vaccine. While we think of Polio as a disease of impoverished countries, without a vaccine, it has been and could be again a disease in the United States. BY WAYNE MURPHY, ASSISTANT GOVERNOR Henry Weinschenk, recently celebrated his 50th year as a first generation American. John F. Kennedy was still President of the United States when Henry arrived in New York City from his native Buenos Aires, Argentina. It was 1963, he was just 23 years old, had a degree in electrical engineering, and was looking for a job in his field. Henry started working as a design engineer of power, lighting and control systems for heavy industrial plants. A year later, he married his sweetheart from Argentina and gradually advanced to project engineer. He became father to two sons. Eventually, he advanced to become the manager of the corporate engineering department at UPS that designs all major parcel sorting facilities. This in turn lead to being taped, a few years later, to join a team of six executives to start the first overseas operation of UPS, in what was then West Germany. Starting a brand new company in a foreign country was a exciting entrepreneurial challenge for him. He was in charge of all plant engineering and real estate activities of the new subsidiary, establishing the distribution centers eventually numbering 49 by negotiating leases, and construction and equipment contracts. In just two years the company had 2,000 employees and served all of West Germany. As he was ready to return to the U.S., Henry realized that he enjoyed the work of helping companies start operations in countries different than their home base and culture. This eventually caused him to move to Charlottesville, Virginia, to help establish a subsidiary of a German company, for which he designed and built automatic carwashes. Eventually he launched his own company designing, building and operating full service car washes. In his early years as an independent entrepreneur he was invited to join the Blue Ridge Mountains Rotary Club, where in 2014 he will celebrate his 30th anniversary. Over the years he was on the board repeatedly as Director of International Service, Vocational Service and Rotary Foundation Committee Co-Chair. Later he served as Club President in He was responsible for starting a student exchange program with Argentina for the local community college, Piedmont Virginia, that is now in its 22nd year and has recently added a faculty exchange program. Both programs are sponsored by his Rotary Club. As Co-Chair of his club s Rotary Foundation and as Vice-president of his club he established a system that guarantees that all members of his club are Sustaining Members of the Foundation. Henry is Area Foundation Advisor for the Piedmont area clubs, which include Albemarle County, Blue Ridge Mountains, and Charlottesville. Henry has four grandchildren, still runs his company at age 73, and lives the American Dream in full through his service in Rotary. 6 The Benefits of a Rotary Peace Fellowship Julia Smith tells how being a Rotary Peace Fellow changed her life and is changing the world. BY JULIA SMITH, ROTARY PEACE FELLOW (REPRINTED FROM ROTARY NEWS) In , I was lucky to be awarded a Rotary Peace Fellowship to complete my master s degree at the University of Bradford. Five years later, I continue to build on that remarkable experience. Bradford is famous for its conflict resolution expertise, and I took full advantage by taking courses on African Approaches to Conflict Resolution and Applied Conflict Resolution. I used skills and knowledge from both when, following the peace fellowship, I went to work in Sierra Leone. In particular, I remember mediating a dispute between blacksmiths and farmers in a rural village still recovering from civil war. By drawing on indigenous practices and negotiation skills we were able to reach an agreement that resulted in improved food production, as well as community harmony. The peace fellowship includes an applied field experience component, and I was placed at the Health Economics and HIV/AIDS Research Division in South Africa. The research I conducted there informed my Master of Arts thesis and was published widely. From this formative experience I built networks and research expertise I continue to draw on. For example, I recently conducted research to inform a program that aims to enhance the ability of citizens in Sub-Saharan Africa to hold their governments to account for how they spend HIV/AIDS resources. One of the greatest benefits of the peace fellowship is the opportunity to study with people from around the world. Peace Studies at the University of Bradford has a remarkably diverse student body, and the skills that are developed by learning from other perspectives and working with people from around the world cannot be underestimated I use them everyday. I am now trying, in my own small way, to pass on some of what I learned as a peace fellow. This fall I had the opportunity to teach a course similar to one I took at Bradford the Politics of International Peacekeeping at Kwantlen Polytechnic University in Surrey, Canada. It s inspiring to be able to pass on some of the remarkable learning I was lucky enough to benefit from as a Rotary Peace Fellow.
