So much was accomplished and everyone learned so much to bring back to the District! 2 Memorandum Of Understanding What is it? Lying somewhere between a formal contract and a gentleman s agreement (a handshake), a MOU (memorandum of understanding) specifies mutually-accepted expectations between two or more people or organizations as they labor together toward a common objective. Sounds simple doesn t it? Well it is, except there can be complications if one party or the other doesn t follow through on their agreement. Although not legally binding, a MOU that is not followed can lead to mistakes, loss of revenue, as well as bad feelings. Q. When does the district or RI require an MOU? A. The primary MOUs used in the district are: To qualify for a TRF Grant, clubs must sign an MOU for TRF and a separate MOU (District 7610 Addendum to the Club MOU) after attending the Grants Management Seminar for club re-qualification When requesting monetary support from the district using District Designated Funds (DDF) What are the essential elements of each MOU in use by District 7610? 1. Club Qualification Memorandum of Understanding The Rotary Foundation Outlines 7 major areas of club responsibilities when accepting TRF funds for a Foundation grant: club qualification, club officer responsibilities, financial management plan, bank account requirements, report on use of grant funds, document retention and reporting misuse of grant funds. Signed by club President and President-elect in the spring immediately following the spring Grant Management Seminar. Sent to DRFC upon signature. 2. District 7610 Addendum to Club Memorandum of Understanding Outlines additional requirements to qualify for a district grant. Outlines three additional areas of club responsibility: club leadership responsibility, financial management, use of block district grant funds. Signed by club President and President-elect immediately following spring District Grant Management Seminar. Sent to DRFC prior to receiving any district grant funds. 3. Memorandum of Understanding/Letter of Agreement between Club and District for use of District Designated Funds (DDF) toward a Global Grant. Specifies the Global Grant Number, the project summary and the Rotary year of application. Specifies the amount of DDF the club is requesting. Specifies the amount of club funds that will be contributed to the Annual Fund-SHARE above the club annual fund goal. Specifies the total cost of the Global Grant project and how much money the club will contribute directly to the Global Grant. 3 Foundation Spotlight Peacebuilder Chair, Wayne Murphy I started developing an interest in peace as a teenager in the midsixties. I was very aware of Dr. King and his involvement in nonviolent demonstrations and marches. As a student at the University of Bridgeport watching the escalation of the war in Viet Nam in the late sixties, it seemed all we could do for peace was to protest the war. There wasn t talk about creating or building peace but there were plenty of opportunities to protest the war. Those rallys and marches usually ended up in violent confrontations resulting in the opposite situation we were hoping to create. For a long time I thought if you were for peace all you could do was protest war. I wasn t aware of the opportunities and dynamics of truly building peace. About six years ago my understanding and definition of peace changed dramatically. I was co-chair of a clean water project that the three clubs in Charlottesville were doing in Limpopo, South Africa. Through a matching grant from the District and The Rotary Foundation, Rotarians were able to bring a new water source as well as a filtered distribution system to a small village in Limpopo. Their existing source of water was polluted and causing serious sickness and some deaths especially to children. When the multi-year project was completed everyone was happy, we felt good. The villagers had a clean reliable source of water, they didn t have to worry about waterborne disease anymore and we Rotarians felt proud for what we had accomplished. One of the residents said, You didn t just bring us water, you brought us peace; peace of mind. That s when my understanding and definition of peace changed. As Rotarians it s easy for us to become peacebuilders, especially through the Five Avenues of Service. Fill a void, reduce or eliminate a conflict in someone s life, village, community and you ve helped to create peace. Rotary is actually a global peacebuilding force! I m honored and excited to be the Peacebuilder Chair for District I want to thank Erik Haas and the talented, committed members of the committee for furthering the peacebuilding focus in District 7610, not to mention all the improvements to the Peacebuilder Club Criteria (please see next page). Our job now is to get the word out to the clubs, give them the tools and language to become Peacebuilder clubs, connect the network of Rotary Peace Fellows and their varied programs to the clubs, and promote the NEWGEN Peacebuilders program throughout the District. 4 CRITERIA FOR QUALIFYING AS A ROTARY DISTRICT 7610 PEACEBUILDER CLUB ACCOMPLISH THE FOLLOWING 1. Form a *Peacebuilder Committee of two or more members who will: Learn about Rotary s rich history in Peacebuilding Connect with other clubs and districts that have made unique contributions to Peacebuilding Learn about Peacebuilding and Peacebuilding skills Present to fellow club members about Peacebuilding and Rotary s work in this Area of Focus. Inform and engage your club members around your peacebuilding agenda 2. Make an annual financial contribution to the ***Endowment Fund Rotary Peace Centers. Contributions must be greater than or equal to $5 per capital (based on the number of club members as of July 1 of the Rotary year). THREE OR MORE OF THE FOLLOWING ARE REQUIRED 1. Develop and execute a peacebuilding project, submitting the Peace Project Planning Guide to the District Peacebuilder Chair at Project Kickoff (What peacebuilding topic is being addressed? What is the outcome you are working towards?) 2. Integrate peace into a club service project, submitting the Peace Project Planning Guide to the District Peacebuilder Chair at Project Kickoff (How is peacebuilding being integrated? What is the outcome you are working towards?) 3. Expand or improve an existing club peace project, submitting the Peace Project Planning Guide to the District Peacebuilder Chair at Project Kickoff (What peace topic is being addressed? How have you grown the impact or reach of the project this year?) 4. Submit a prospective candidate for a Rotary Peace Fellowship or actively work on **recruitment efforts for the Rotary Peace Fellowship Program 5. Participate in a peace project that other clubs are involved in, submitting the Peace Project Planning Guide to the District Peacebuilder Chair when you get engaged (What peacebuilding topic is being addressed? What role is your club playing? What is the outcome you are working towards?) 6. Have at least one of the club Peacebuilder committee members join the Rotarian Action Group for Peace (RAGFP). 7. Participate in a Global Grant for peace * The Club Peacebuilder Committee does not have to be a formal committee established through a modification to Club Bylaws. In many clubs the Peacebuilder Committee is an Ad Hoc committee comprising members interested in supporting the Peace and Conflict Resolution Area of Focus. 8 Peter s Page BE THE INSPIRATION Everyone should recognize the title of this column as it is the theme chosen by RI President Barry Rassin for RY This article will not be posted until the District's August Foundation Newsletter, but you have already been an inspiration to me as you were the reason the District achieved 100% club giving to both the Annual Fund-Share and PolioPlus. That accomplishment is inspiring and will give other Rotary Districts a great goal to emulate. Thank you one and all!! Peter Anderson, District Annual Fund Chair I attended the 2018 Rotary International Conference in Toronto in June and had the opportunity to hear RI President Rassin speak. He told a story that to me exemplifies why our contributions are important. He spoke about when he was District Governor in the Caribbean and was visiting a Rotary Club in Haiti. The club president picked him up at the airport to drive him to visit the club. It was a long hot drive, 3-4 hours, over not so good roads resulting in multiple flat tires, which was another story, which I will not get into. Finally, they arrived in the town and at the club president's home where President Barry was going to stay. They had a short time before they had to depart for the meeting and President Barry asked if he could take a shower and get freshened up before departing. The club president asked him to wait a couple of minutes and quickly left the house. President Barry watched as he got into his car and drive off. About 30 minutes later he returned, came in and told President Barry to go ahead and take a shower. After he had the shower they had to hurry to the club meeting and reception afterwards, but as things were winding down, President Barry was able to talk to the club president and express his curiosity about his departure and where club president went after he had asked to take the shower. The club president explained that the town was only allowed running water 4 hours a day, so he had to go see the city administrator who was in charge of the water to explain that he had a VIP, the Rotary District Governor, visiting and ask a special favor to get the water turned on for an hour so RI President Barry could take a shower. When he heard this, President Barry was embarrassed and humbled that something that he took for granted had caused so much trouble. It also made him make a pledge to himself that if he could, some day he would find a way to make sure that that town and every town in Haiti would not have to ration water to four hours a day and through Rotary he has embarked on a water project to do just that. The point to the story is what your donations to the Rotary Foundation support, helping communities and individuals who do not have clean running water on demand, vaccinations against diseases like polio, and other things that we take for granted every day. Without your donations Rotary projects that help people would either not exist or take a lot longer to organize and execute. The District's Foundation Seminar is scheduled for Saturday, 22 September. 9 Ironman Athlete and Polio Survivor Reflects on India s Success By Minda Dentler Ironman Athlete, Polio Survivor, and Mother I am one of India s polio survivors. For me, and millions of children around the world, today is a special one for global health. It marks five years since the last case of polio in India, a disease which once struck 150,000 children in the country in 1985, the year when Rotary launched its PolioPlus program. With its size, population density, unsanitary, impoverished areas, and the very high incidence of endemic diseases, many thought that India would never rid itself of the scourge of polio. But thanks to the efforts of thousands of health workers and volunteers as part of Rotary s efforts in the Global Polio Eradication Initiative, it hasn t seen a case since January To put that in perspective, India used to have, in one hour, as many cases as the U.S. or Canada would have in a year. That was 30 years ago-now it s completely gone. As I reflect on this milestone from my home in New York, I know that this is an amazing achievement, but there s no substitute for seeing the results of this progress in person. I had this privilege when I returned to India, where I was born in Bombay, for the first time as an adult, on a trip with Rotary to participate in national immunization days last November. On this trip I met India s last polio victim, Rukhsar Khatoon, in a tiny village in West Bengal, a state that was once a reservoir for the virus. She was just 18 months old when she contracted the disease, but thanks to exhaustive therapy, Rukhsar is able to use her legs, and she shyly walked over to greet me, in a beautiful red and gold dress a specialty of her village, which is renowned for its intricate embroidery. At that moment I realized that she represents the beginning of a future of a polio-free world a world that India is now a part of. As I left Rukhsar s village, I felt that there is still so much more to be done had fewer polio cases in fewer places than ever before. It is more important than ever that we continue this momentum in But we must also expand our efforts to improve lives around the world at all stages of life. Once children are protected from the threats of diseases like polio, they should be free to gain an education, and empowered to escape poverty. Eradicating polio is the first clear step on that long path, and on this day, I urge you all to help Rotary ensure that no child will ever suffer from this burden ever again. 11 D7610 Begins the Year with a Paul Harris Society Record! District 7610 began the Rotary year with 264 Paul Harris Society members a new record! Congratulations to everyone who made this possible. But we are challenged to do even better. Our District Foundation goal for this year is to have at least 275 members. But, DG Glenn Yarborough has set an even higher goal every club should have 20% of its members belong to the Paul Harris Society. Of the 56 clubs in the District, only 15 currently meet this goal. Moreover, there are 14 clubs that have no PHS members. Now is the time for all club presidents and club TRF chairs to review their club s PHS record and develop a plan to increase PHS membership. Your District PHS team stands ready to assist you in any way possible. During July, we welcomed new PHS members in three clubs. In Vienna, new club Michael Arietti president Sheila Brennan joined and set an example for her club. Alexandria West recognized three new PHS members: Club president Engie Mokhtar, Tejas Patel and District PHS Chair Nadia Mokhtar. And the Stafford Club set a remarkable example welcoming four new PHS members in one day: club president Trevor O Toole, Bob Sorkhe, Troy Wolfrey and Stewart Emenheiser. The Stafford Club also sets the highest standard for PHS membership 55% of its members belong to the Paul Harris Society! It is exciting that in all three Clubs with new PHS members, the club president has joined and set an example for other members. We have found that most Rotarians understand and support the work done by The Rotary Foundation. But many still do not know how easy it is to utilize Rotary Direct to make a monthly $85 donation and meet the PHS goal of a donating $1000 per year. Let s get the word out to all District Rotarians!
