BY PDG DONNA PHILLIPS, ANNUAL FUND CHAIR It's hard to believe that we are rapidly approaching the final quarter of the Rotary year. Before we do, there is a very important approaching deadline that occurs in the month of March. Applications for the Presidential Citation are due to District Governor Steve by March 31. There are a few Rotary Foundation goals that can help you qualify for this citation. First, if your club attains 100 % participation in Rotary Foundation giving to the Annual Fund you will meet one criterion in the Increase Our Service category. It does not matter the amount, just that every member in the club must give something. Second, if your club attains a minimum of $100 contribution to The Rotary Foundation Annual Fund from each club member a second criterion in the Increase Our Service category is met. Remember, you must meet these criteria by March 31. To ensure your club qualifies, contributions should be sent by March 15 to assure they are posted by the Foundation before March 31. Ensuring that each member of your club gives at least $100 to the Annual Fund by March 31 will give your club a big head-start on meeting its goal of being a 100% Sustaining Member Club and an EREY Club on June 30. In May we have the deadlines to submit for the Governor's Citation. There are five criteria that pertain to Annual Fund giving that will help your club to qualify for the Governor's Citation. First, reach $100 per capita giving to the Annual Fund for your club. Second, qualify as an Every Rotarian Every Year Club (every member gives something and the club average giving is $100 per capita). Third, qualify as a 100% Sustaining Member Club. Fourth, add one Paul Harris Society member in your club. Fifth, add one benefactor to your club. All Foundation goals must be met by May 15 to qualify for the Governor's Citation, which will also give you a head-start on qualifying for Sustaining Member and EREY Club banner recognitions that are based on your club s June 30 donor participation. We are having a great year for Annual Giving to the Foundation. With time still left in the third quarter, we have already exceeded $400,000 in donations to the Annual Fund SHARE and have exceeded $180 in per capita giving. We are ahead of target to meet Governor Steve's goal of $500,000 in contributions and $250 in per capita giving to Annual Giving. It is so exciting to think of all the projects that will be able to be funded in due to the generosity of our district s Rotarians. 2 Group Study Exchange Team s Blog Highlights Exciting Trip District 7610 team s travels in Australia are a cross-section of cultural and vocational opportunities. You can keep up with the excitement that our Group Study Exchange Team from District 7610 is experiencing in Western Australia by visiting their blog at Here are some of the early highlights of the team members travels: March 4: Best A$5 Ever Spent We visited the Peel Zoo in Pinjarra this afternoon. For A$5 we hung out with a koala named Rusty. He is a full-sized adult who sleeps 20 hours and eats eucalyptus leaves the remaining 4 hours when he isn't mugging for the cameras. We Hung Out with Flipper! When we were staying in Pinjarra, we went boating on the beautiful Peel Inlet. As we were headed back to Mandurah for a barbecue, we spotted a dolphin family of three. We followed them for a bit on a Zodiac. At one point the dolphins swam under us! It was beyond cool. The dolphins were graceful and majestic. Seeing the dolphins in the wild made everyone's day. Why WA is Awesome, Reason #3 We went to Lake Clifton yesterday to see thrombolites, which are a rare and primitive life form. The rock-like structures may be the earliest form of life on earth, dating back 3500 million years! Single-celled bacteria deposit silt and calcium layers that slowly take the shape of rounded rocks. The thrombolites are in the beautiful Yalgorup National Park. March 6: Meeting MP Barry House We had an excellent meeting with Barry House, a Member of the Parliament of Western Australian, who previously participated in a Rotary Group Study Exchange to Japan. "A great feature of my GSE was sleeping in Japanese homes," he said, noting his Rotarian host families were very hospitable. He took his wife and two children to Japan two years after the vocational and cultural exchange, and stayed with one of his GSE host families. House credited the GSE experience with motivating him to enter public life. He said it gave him the confidence to enter the political arena three years later. The international exchange prepared him for his current role, which involves hosting delegations, ambassadors, etc. House led a parliamentary delegation to India and China. House has been in Parliament for some 20 years. His capstone achievements, he said, include his involvement in law & order legislation that gives more protection and recognition to crime victims. House gave us pins of Australia that highlight WA. Wearing the pins makes us honorary Western Australians, he said. Cheers to that! 3 The District 7610 Strategic Water Alliance is Changing Lives Now in its seventh year with 11 participating clubs, the Alliance plans 50 wells by BY PATRICIA VELKOFF, PH.D. Many successful Rotary projects have modest beginnings, and the Strategic Water Alliance (SWA) is no exception. In seven years, the Alliance has grown from one Rotary Club to eleven Rotary Clubs. More impressively, it has gone from drilling a single borehole in 2007 to a plan to dig 50 boreholes by The plan in 2007 was simple. Members of the Dulles International Airport Rotary Club learned that there was a severe shortage of clean drinking water in the Eastern Province of Zambia. Unaware of The Rotary Foundation s Matching Grant program, the Dulles Club funded a single borehole in Katete Village. To establish financial accountability, oversight of the project was done by a local Peace Corps volunteer. Villagers were relieved of the hours previously spent walking long distances to haul water every day. By 2008, the Dulles Club became aware of The Rotary Foundation s Matching Grant program. It joined the Rotary Club of Luanshya, Zambia to undertake and oversee their first joint water project funded by a Matching Grant. That year s Matching Grant of $18,000 funded boreholes at three schools in the Copperbelt Province of Zambia. In the Spring of 2009, Dulles Club members conducted their first due diligence trip to meet the players, understand the needs of the region, and to see at first-hand how the program changed lives. With a successful partnership between the Dulles Club and the Luanshya Club, and a solid set of local contractors in place, a new Matching Grant was awarded to fund three additional boreholes at three schools, one of which had an enrollment of over 2000 students. A second due diligence trip took place during the spring of 2010, to evaluate projects that were both completed and in progress. The due diligence trip of 2010 allowed the Dulles Club to identify additional schools that lacked local clean water. They pursued a Matching Grant to fund boreholes at four additional schools, bringing the total number of completed boreholes to eleven. As word spread about the success of these water projects, other Rotary Clubs in District 7610 wanted to participate in what was turning out to be a highly successful Matching Grant program. The Gang of Five was born, which included the Rotary Clubs of Bailey's Crossroads, Dulles International Airport, Leesburg, Tysons Corner, and Vienna. With Water and Sanitation as one of six Areas of Focus, the Gang added latrines and hand sanitizing stations to future projects. Soon re-dubbed the Strategic Water Alliance (SWA), the group developed an ambitious plan to drill 50 boreholes during the next five years. Two Matching Grants in were supported by the Strategic Water Alliance, funding three boreholes and four latrines at three schools and one borehole and three latrines at Mapanshya Orphan Farm. In , three additional Rotary Clubs Fair Lakes, Fredericksburg, and Herndon joined the Alliance to support two Matching Grants and to dig six more boreholes and to provide latrines at five schools. SWA is well prepared for changes to the grant structure under TRF s new Global Grant system. The plan favors grants among multiple Rotary Club partners, as well as grants that included due diligence trips to ensure sustainability. For two Global Grant applications in , two more Clubs joined the Alliance, Fairfax and Manassas-Bull Run. In preparation for submitting two Global Grant applications for the Rotary year, a due diligence trip will take place in June of A water engineer will accompany the group to evaluate the quality of work being completed and to fine-tune all parts of the next round of Grants. The Strategic Water Alliance anticipates applying for two Global Grants in each of the subsequent two fiscal years to support an additional 20 boreholes and 24 to 36 latrines at an additional 18 schools between 2014 and Now in its sixth year, the Strategic Water Alliance understands better than ever that wells, water systems, and latrines are prohibitively expensive for many poor communities. At the same time, SWA understands that a community s water infrastructure is central to its ability to progress educationally, economically, and politically. The Strategic Water Alliance is continuing to support water projects in Zambia with the same practiced eye and diligent oversight that has become the hallmark of this highly successful grants alliance that is funded through The Rotary Foundation by the gifts of Every Rotarian, Every Year. 4 Developing Sustainable Projects Develop your club s Global Grant projects with sustainability in mind. Sustainability means different things to different organizations. For The Rotary Foundation, sustainability means providing long-term solutions to community needs that the benefiting community can maintain after grant funding ends. Global Grant funding is an investment in long-lasting change. Sustainable projects can take many forms, yet all Global Grant projects must display the following characteristics: COMMUNITY NEEDS AND STRENGTHS: Sustainable projects are well-planned, involve the collaboration of multiple project participants, and complement the needs and values of beneficiaries. Grant sponsors should: Demonstrate how feedback from beneficiaries has been collected Identify local organizations, community groups, or government agencies involved in coordinating project activities MATERIALS AND TECHNOLOGY: Sustainable projects employ durable materials that are accessible, ready to use, and environmentally sound. Sponsors should: Indicate whether project materials are purchased from local sources Confirm that spare parts (if applicable) are readily available FUNDING: Sustainable projects ensure that a reliable source of funding exists to continue project outcomes after the grant is complete. Sponsors should do one of the following: Introduce or support practices that help communities generate income for ongoing project funding Demonstrate the presence of preexisting sources of consistent project funding KNOWLEDGE: Sustainable projects increase capacity by helping communities acquire new skills, knowledge, and behaviors. Sponsors should: Ensure that new initiatives are coordinated with training, education, or community outreach campaigns Demonstrate how new skills will be passed on to future beneficiaries MOTIVATION: Sustainable projects provide tangible incentives for community ownership of project activities and outcomes. Sponsors should: Confirm that beneficiaries have a well-defined role in carrying out project goals Identify individuals in leadership positions to monitor outcomes and ensure continuity of services Page 4 March 2013 In Motion: The Rotary Foundation Newsletter of District 7610

All 55 clubs have attended Grants Management Workshops and submitted TRF and District MOUs. All 55 Rotary Clubs in District 7610 cleared a big hurdle earlier this March when our district became 100% qualified to participate in programs administered by The Rotary Foundation in Rotary Year Representatives from each of the Rotary Clubs attended five regional Grants Management Workshops and subsequently submitted Memoranda of Understanding signed by the current and Club Presidents, agreeing to fiduciary duties in the administration of program funds from The Rotary Foundation. Applications are now being accepted for World Peace Fellowships for classes beginning in If you know a likely candidate, please support her or him in applying for this unique opportunity. District 7610 has a history of nominating winning candidates. See the Application Process below for deadlines. The Rotary Centers for International Studies in peace and conflict resolution is Rotary s major educational priority in achieving TRF s mission for world understanding and peace. Rotary Peace Centers provide Rotary an opportunity to shape future community and world leaders dedicated to working for peace by allowing fellows to focus on hunger, poverty, human rights issues, conflict over resources, and other obstacles to peace. Up to 110 new Rotary Peace Fellows are selected annually on a world-competitive basis to study for one to two academic years in graduate programs leading to a master s-level degree in international relations, peace studies, conflict resolution, and related subjects or for a three-month certificate program. A professional development certification program through the Peace Center in Thailand is also available to applicants who are well-established in their chosen careers. All districts are invited to submit any number of candidates. Eligibility Criteria A strong commitment to international understanding and peace demonstrated through professional and academic achievements and personal and community service activities A bachelor s degree or commensurate experience as a minimum, with strong academic achievement A minimum of three years combined paid or unpaid full-time relevant work experience (master s degree) or five years relevant work experience with current full-time employment in a mid- to upper-level position (professional development certificate) Proficiency in a second language (for admission to the master s degree program) or in English (for admission to the professional development certificate program) Strong leadership skills Application Process The fellowship application and selection process consists of three levels: club, district, and world. There is no limit to the number of qualified candidates a club and/or district may submit to the world competition. Club level Applications must be endorsed by the sponsoring club Individual Rotary clubs initially screen and select fellowship applications to forward club-endorsed nominations to the district level for competition. District level Club-endorsed applications are due by May, to District Chairman Lester Schoene lesterp@verizon.net. World level - Each Rotary district submits candidates applications to the Foundation on or before 1 July. The Foundation will inform candidates and districts about final selection decisions in November. 10 Will Your Club be the First Triple Crown Club? The Rotary Club of Ashburn makes a Run for the Roses with 20 new Triple Crown Rotarians. Rotary District 7610 s Triple Crown recognizes and shows appreciation for clubs and individuals for their financial support of The Rotary Foundation. The Triple Crown recognizes clubs that are 100% Sustaining Member, 100% Paul Harris Fellow, and 100% Benefactor Clubs. Individuals who are Sustaining Members, Benefactors, and Paul Harris Fellows are also separately recognized. Each Triple Crown Club receives a special Triple Crown patch for its club banner each year that the club qualifies. Additionally, the club receives club recognition banners for 100% Sustaining Member Club, EREY Club, and 100% Paul Harris Fellow Club. While no club has yet claimed this award, the Rotary Club of Ashburn is definitely making a run for the roses with its induction of the highest number of Benefactors among all 55 clubs in District Traditionally, the Benefactor recognition is the element of the Triple Crown that has made the award the most elusive for clubs. But, Benefactor recognition has not been elusive for the Rotary Club of Ashburn, which now has 35 Benefactors to its credit, almost all of whom are Active Members of the Ashburn Rotary Club. Other Rotary Clubs in District 7610 also have respectable numbers of Benefactors. For example, Bailey s Crossroads has 31, Dulles has 27, Alexandria has 26, West Springfield has 25, McLean has 20, Sterling has 16, and Springfield has 15. But, none comes close to matching the percentage of Active Members who are Benefactors in the Ashburn Rotary Club. Individuals who are Sustaining Members, Benefactors, and Paul Harris Fellows receive the custom-designed Triple Crown pin in appreciation for their continued commitment to The Rotary Foundation. On March 7, the Rotary Club of Ashburn inducted twenty Triple Crown members, greatly increasing its odds of becoming the first Triple Crown Club in District Club Presidents and Foundation Chairs are encouraged to certify their clubs and members to District Rotary Foundation Chair Chuck Davidson when qualifying for the Triple Crown. Clubs that qualify this Rotary Year will be recognized at the District Foundation Awards Banquet in November. District 7610 is on pace to have another record-breaking year that will likely eclipse $500,000 in donations to the Annual Fund SHARE and per capita giving above $250.
