1 District 5580 Rotary Foundation Committee Chair Report to the Executive Finance Committee August 15, 2015 This is my first report for Rotary Year, Foundation activities since our May 7, 2015 meeting include: Year-End: See attached; TRF ly Contribution Report and Polio Plus yearend; Available DDF ; District Fundraising Profile; D DDF Year End Report; District Block Grant Report; Annual Fund and Polio giving Factsheets. o Annual Fund: Typical last minute contributions brightened the year-end with $59, received in June for a total of $262, or $86.32 per capita, up from Average over past five years was $248,671. Non Giving Clubs dropped to 6 from 7 last year. In spite of our best efforts, submitted Club Goals declined from last year s all-time low. Factsheet in Aug. Cross Currents o Polio Plus: Club and Rotarian contributions totaled $74,719.84, down from record high. Average over past five years was $94,485. There were 20 nongiving clubs up from 12 in Once again we exercised our 20% DDF option boosting the total by $22, Club and DDF contributions triggered an additional $218, in TRF World Fund and Gates Foundation matching funds, for total to Polio at $327, Factsheet in Aug. Cross Currents. o District Designated Fund (DDF) SHARE at TRF: opening balance from 50% Annual Fund contributions and Endowment Fund earnings, $115, unspent Carry Forward, $173, = $289, Expenditures including Polio Plus (20% 0ption), District Block Grant, and 4 Global Grant totaled $113,360.00, leaving a closing balance of $153, As per district qualification requirements the attached DDF Year-End Report is published in the August 2015 Cross Currents. o District Block (Grant) Grant DG : $57, (max. available) to provide 14 matching grants to 17 district clubs (including multi club collaborations), plus administrative expense was fully expended. Unspent funds, from projects and administrative, were applied to 2015 Grant Management Seminar Expenses. The spending report was approved at TRF May 28, Reporting and record keeping requirements continue as per club and district MOU. The attached District Grant Year-End Report is published in the August 2015 Cross Currents. o World Community Service Fund: funds available were approximately $72, including club assessments and $26, carry forward. One application was returned to the club as a potential Global Grant application. Four applications were approved in total $33, leaving a balance of 1

2 $38, carry forward to For details, see District Website Grants , quarterly meetings. Subcommittee Activity to date: o Fundraising: Regarding Annual Fund and Polio Plus Club goals I am very pleased to report a vast improvement in club presidents submitting goals. As of August 4 approximately 58% of clubs have submitted their Annual Fund and Polio Plus. I credit that to increased Rotary Club Central training at PETS and assistance from Diane Collins and some Assistant Governors. Foundation Goals are a valuable tool in monitoring club and Rotarian financial support. Annual Fund: Chair Jim McDonald and Administrative Secretary Diane Collins have prepared and sent a questionnaire via Survey Monkey, July to all District Rotarians to assess Annual Fund knowledge and training needs. With just 329 (10%) responding it is clear that, with respect to our ongoing efforts, there is much to be done in the area of Foundation awareness and support. The results have been shared with key district leadership to help us improve our efforts in educating our clubs and Rotarians. Endowment Fund: Paul Damberg, RC Duluth Harbortown, is succeeding long term chair Lynn Hunt. As Foundation Director at Human Development Center, with a past history of foundation service, Paul will be a great asset to our District Foundation Team and is working with the committee members to ensure our continued progress in assisting Rotarians in the area of Planned Giving. o Polio: I am very happy to announce that PDG Gary Nolte, in addition to his D Polio commitment, became Z-28 End Polio Now Coordinator, July 1 st, succeeding Jon Stillman (D-5960). Gary will be a great asset to all 12 Districts in Zone 28. A recent news release announced a four year commitment of up to $12 million from the Government of Canada in matching funds, at 2x1 for Canadian Rotary contributions to Polio Plus, with the matching funds provided to UNICEF to support the goal of eradicating Polio worldwide by A tremendous milestone in Polio eradication will be reached August 11 when Africa sees one full year without a single case of Polio caused by wild poliovirus. o Grants and Stewardship: New Grants chair Blake Crosby, RC Bismarck Far West, is succeeding David Gottenborg. David will serve as Grants advisor and, member of the Stewardship Subcommittee. Annual Planning Meeting: May 16, 2015, see minutes on District Website Grants Page. The District Spending plan, was adopted as 2

3 presented. Following review of criteria, applications, Grant Management Seminars, website, and other business; action taken is currently being implemented by the subcommittee members. Polio from DDF: A motion to contribute $26,187.00, 20% of DDF, to Polio was approved and is recommended to Executive Finance for ratification today. We have exercised the 20% option continuously since DDF to Polio continues to be matched 50% from TRF World Fund then together 2 x 1 from The Gates Foundation. This would total $104, from the three. We continue to receive special certificate of appreciation for this and if we commit 20% each year through the certification of the eradication of polio, District 5580 will be recognized in a special Polio Plus commemorative installation at Rotary International Headquarters in Evanston. District Block Grant , DG : See attached District Grant Spending Plan. With $65, available, and an extended deadline it was disappointing to receive just 7 applications (all local community service projects) involving 14 clubs (including 3 multi club collaborations) requesting $35, All seven met criteria and to maximize the grant we included; the maximum allowed Contingency $13, for additional club applications; district sponsored (DDF only) Shelter Box $13,000.00; Grant Management Seminar expense $2, and; administrative expense $1, This is in stark contrast to last year when club requests far outweighed the funds available. The block grant was approved at TRF May 28, following approval of spending plan report, with funds transferred to the district July 7. Clubs have until April 30, 2016 to claim their grant funds and must complete the project within 12 months upon receipt of funds. Global Grant Activity: See DDF year End Report. Currently we have the Duluth Harbortown Bolivia Road Construction application submitted awaiting TRF review and the Fargo Congo Leg Brace draft application being completed prior to submitting. The Lake Atitlan Washstand project has been completed with final report approved. There are 5 active Global Grant projects in various stages of completion. As well I am aware of at least 4 clubs exploring Global Grant projects. World Community Service: No new applications to date, but I am aware of some potential applications. We are fortunate to have the WCS fund and need to continue promoting it to clubs. 3

4 Club Qualification for District, Global and WCS Grants: As a follow-up to my May 7 report, 88 Rotarians from 45 (68%) Clubs were qualified by attendance at 6 Grant Management Seminars held district wide. 17 clubs are fully qualified with MOU and Addendum on file. We will refine our GMS program and continue to conduct in person seminars for the year. o Scholarship: To update my May 7 report I am very pleased to report; our first Global Scholarship Application was approved at TRF May 18 awarding Dr. Alicia Helion a $40, Scholarship for study in Gondar Ethiopia D-9212 in I congratulate Alicia, Scholarship co-chairs PDG Tom Riley and Jill Zachary and sponsor club Williston for a job well done. o Vocational Training Team: For a number of reasons we continue to struggle with initiating a VTT Global Grant. It may take some time. District Designated Fund (DDF) SHARE at TRF : See attached; TRF Available DDF NOTE; Endowment Fund earnings will not be known until Oct Opening balance from 50% Annual Fund contributions and Endowment Fund earnings is, $130, unspent Carry Forward of $153, = $284, Expenditures to date including the District Block Grant and 1 tagged Global Grant pending approval total $80,219.00, for an uncommitted balance of $204,226 Other considerations will be, Draft Application GG $18,400.00, other pending Global Grants, and the 20% Polio Option $26, proposed by the Grants Subcommittee. Continued support for District Grants and a steady increase in Global Grant activity will likely reduce the carry forward amount. We must continue to promote Annual Fund giving to maintain funds to support grants. New TRF Funding Model: As reported in past meetings the new funding model was implemented July 1, 2015, establishing the TRF reserve fund to ensure required operating cost. CRCID: NGO Canadian Rotary Collaboration for International Development is working with Canada s Department of Foreign Affairs Trade and Development (DFATD) and TRF Canada on a new 5 year agreement that will see government funds made available to Canadian Rotary Clubs and Districts for international projects. Funds will be eligible for a TRF World Fund matching Grant. In Rotary year % (60 of 66) of district clubs and their Rotarians contributed US$262, or $86.32 per capita. Club participation and total giving has increased from last year, but still shy of our $100 per capita district goal. Please remember that our financial contributions to the Annual Fund come back to us in the form of Global and District Grants. Increasing Club activity in both programs requires a higher level of financial support.
