3 Wakefield Cmmunity Schl Wellness Plicy [Nte: This "Basic" district-level wellness plicy template meets the minimum Federal standards fr lcal schl wellness plicy implementatin under the Healthy, Hunger-Free Kids Act f 2010, the Alliance fr a Healthier Generatin Healthy Schls Prgram "Brnze"-level recgnitin criteria, and minimum best practice standards accepted in the educatin and public health fields. Where apprpriate, the template includes ptinal plicy language schl districts can use t establish a strnger plicy that meets the Healthy Schls Prgram "Silver" r "Gld" levels. Schl districts shuld chse plicy language that meets their current needs and als supprts grwth ver time.] Preamble Wakefield Cmmunity Schl (heret referred t as the District) is cmmitted t the ptimal develpment f every student. The District believes that fr students t have the pprtunity t achieve persnal, academic, develpmental, and scial success, we need t create psitive, safe, and healthprmting learning envirnments at every level, in every setting, thrughut the schl year. Research shws that tw cmpnents, gd nutritin and physical activity befre, during, and after the schl day, are strngly crrelated with psitive student utcmes. Fr example, student participatin in the U.S. Department f Agriculture s (USDA) Schl Breakfast Prgram is assciated with higher grades and standardized test scres, lwer absenteeism, and better perfrmance n cgnitive tasks. Cnversely, less-than-adequate cnsumptin f specific fds including fruits, vegetables, and dairy prducts, is assciated with lwer grades amng students. In additin, students wh are physically active thrugh active transprt t and frm schl, recess, physical activity breaks, high-quality physical educatin, and extracurricular activities d better academically. This plicy utlines the District s apprach t ensuring envirnments and pprtunities fr all students t practice healthy eating and physical activity behavirs thrughut the schl day while minimizing cmmercial distractins. Specifically, this plicy establishes gals and prcedures t ensure that: Students in the District have access t healthy fds thrughut the schl day - bth thrugh reimbursable schl meals and ther fds available thrughut the schl campus - in accrdance with Federal and state nutritin standards; Students receive quality nutritin educatin that helps them develp lifelng healthy eating behavirs; Students have pprtunities t be physically active befre, during, and after schl; Schls engage in nutritin and physical activity prmtin and ther activities that prmte student wellness; Schl staff are encuraged and supprted t practice healthy nutritin and physical activity behavirs in and ut f schl; The cmmunity is engages in supprting the wrk f the District in creating cntinuity between schl and ther settings fr students and staff t practice lifelng healthy habits; and 3

4 The District establishes and maintains an infrastructure fr management, versight, implementatin, cmmunicatin abut, and mnitring f the plicy and its established gals and bjectives. This plicy applies t all students, staff, and schls in the District. Schl Wellness Cmmittee Cmmittee Rle and Membership The District will cnvene a representative district wellness cmmittee (heret referred t as the DWC r wrk within an existing schl health cmmittee) that meets at least fur times per year t establish gals fr and versee schl health and safety plicies and prgrams, including develpment, implementatin, and peridic review and update f this district-level wellness plicy (heretfre referred as wellness plicy ). The DWC membership will represent all schl levels (elementary and secndary schls) and include (t the extent pssible), but nt be limited t: parents and caregivers; students; representatives f the schl nutritin prgram (ex., schl nutritin directr); physical educatin teachers; health educatin teachers; schl health prfessinals (ex., health educatin teachers, schl health services staff [i.e., nurses, physicians, dentists, health educatrs, and ther allied health persnnel wh prvide schl health services], and mental health and scial services staff schl administratrs (ex., superintendent, principal, vice principal), schl bard members; health prfessinals (ex., dietitians, dctrs, nurses, dentists); and the general public. T the extent pssible, the DWC will include representatives frm each schl building and reflect the diversity f the cmmunity. 5 Wellness Plicy Implementatin, Mnitring, Accuntability, and Cmmunity Engagement Implementatin Plan The District will develp and maintain a plan fr implementatin t manage and crdinate the executin f this wellness plicy. The plan delineates rles, respnsibilities, actins, and timelines specific t each schl, and includes infrmatin abut wh will be respnsible t make what change, by hw much, where, and when, as well as specific gals and bjectives fr nutritin standards fr all fds and beverages available n the schl campus, fd and beverage marketing, nutritin prmtin and educatin, physical activity, physical educatin, and ther schl-based activities that prmte student wellness. It is recmmended that the schl use the Healthy Schls Prgram nline tls t cmplete a schl level assessment based n the Centers fr Disease Cntrl and Preventin s Schl Health Index, create an actin plan that fsters implementatin, and generate an annual prgress reprt. This wellness plicy and the prgress reprts can be fund at: website. Recrdkeeping The District will retain recrds t dcument cmpliance with the requirements f the wellness plicy at the Superintendent s Office and/r n Dcumentatin maintained in this lcatin will include but will nt be limited t: The written wellness plicy; Dcumentatin demnstrating cmpliance with cmmunity invlvement requirements, including (1) Effrts t actively slicit DWC membership frm the required stakehlder grups; and (2) These grups participatin in the develpment, implementatin, and peridic review and update f the wellness plicy; Dcumentatin f annual plicy prgress reprts fr each schl under its jurisdictin; and Dcumentatin f the triennial assessment* f the plicy fr each schl under its jurisdictin; Dcumentatin demnstrating cmpliance with public ntificatin requirements, including: (1) Methds by which the wellness plicy, annual prgress reprts, and triennial assessments are made available t the public; and (2) Effrts t actively ntify families abut the availability f wellness plicy. Annual Prgress Reprts The District will cmpile and publish an annual reprt t share basic infrmatin abut the wellness plicy and reprt n the prgress f the schls within the district in meeting wellness gals. This annual reprt will be published arund the same time each year June, and will include infrmatin frm each schl within the District. This reprt will include, but is nt limited t: The website address fr the wellness plicy and/r hw the public can receive/access a cpy f the wellness plicy; A descriptin f each schl s prgress in meeting the wellness plicy gals; A summary f each schl's events r activities related t wellness plicy implementatin; 5

6 The name, psitin title, and cntact infrmatin f the designated District plicy leader(s) identified in Sectin I; and Infrmatin n hw individuals and the public can get invlved with the DWC r SWC. The annual reprt will be available in June f each year in English. The District will actively ntify husehlds/families f the availability f the annual reprt. The DWC, will establish and mnitr gals and bjectives fr the District s schls, specific and apprpriate fr each instructinal unit (elementary r secndary OR elementary, middle, and high schl, as apprpriate), fr each f the cntent-specific cmpnents listed in Sectins III-V f this plicy. [The District will als track and annually reprt ther related infrmatin, such as findings frm fd safety inspectins, aggregate participatin in schl meals prgrams, incme reprted frm cmpetitive fd sales, fundraising revenues, and ther such infrmatin, as feasible.] Triennial Prgress Assessments At least nce every three years, the District will evaluate cmpliance with the wellness plicy t assess the implementatin f the plicy and include: The extent t which schls under the jurisdictin f the District are in cmpliance with the wellness plicy; The extent t which the District s wellness plicy cmpares t the Alliance fr a Healthier Generatin s mdel wellness plicy; and A descriptin f the prgress made in attaining the gals f the District s wellness plicy. The District will actively ntify husehlds/families f the availability f the triennial prgress reprt. Revisins and Updating the Plicy The DWC will update r mdify the wellness plicy based n the results f the annual prgress reprts and triennial assessments, and/r as District pririties change; cmmunity needs change; wellness gals are met; new health science, infrmatin, and technlgy emerges; and new Federal r state guidance r standards are issued. The wellness plicy will be assessed and updated as indicated at least every three years, fllwing the triennial assessment. Cmmunity Invlvement, Outreach, and Cmmunicatins The District is cmmitted t being respnsive t cmmunity input, which begins with awareness f the wellness plicy. The District will actively cmmunicate ways in which representatives f DWC and thers can participate in the develpment, implementatin, and peridic review and update f the wellness plicy thrugh a variety f means apprpriate fr that district. The District will als infrm parents f the 6

7 imprvements that have been made t schl meals and cmpliance with schl meal standards, availability f child nutritin prgrams and hw t apply, and a descriptin f and cmpliance with Smart Snacks in Schl nutritin standards. The District will use electrnic mechanisms, such as r displaying ntices n the district s website, as well as nn-electrnic mechanisms, such as newsletters, presentatins t parents, r sending infrmatin hme t parents, t ensure that all families are actively ntified f the cntent f, implementatin f, and updates t the wellness plicy, as well as hw t get invlved and supprt the plicy. The District will ensure that cmmunicatins are culturally and linguistically apprpriate t the cmmunity, and accmplished thrugh means similar t ther ways that the district and individual schls are cmmunicating ther imprtant schl infrmatin with parents. The District will actively ntify the public abut the cntent f r any updates t the wellness plicy annually (August Newsletter), at a minimum thrugh the Wakefield Cmmunity Schl Newsletter. The District will als use these mechanisms t infrm the cmmunity abut the availability f the annual and triennial reprts. Nutritin Schl Meals Our schl district is cmmitted t serving healthy meals t children, with plenty f fruits, vegetables, whle grains, and fat-free and lw-fat milk; mderate in sdium, lw in saturated fat, and zer grams trans fat per serving (nutritin label r manufacturer s specificatin); and t meet the nutritin needs f schl children within their calrie requirements. The schl meal prgrams aim t imprve the diet and health f schl children, help mitigate childhd besity, mdel healthy eating t supprt the develpment f lifelng healthy eating patterns, and supprt healthy chices while accmmdating cultural fd preferences and special dietary needs. All schls within the District participate in USDA child nutritin prgrams, including the Natinal Schl Lunch Prgram (NSLP), the Schl Breakfast Prgram (SBP), and Additinal Federal child nutritin prgrams in which the district participates, pssibly including the Fresh Fruit & Vegetable Prgram (FFVP), Special Milk Prgram (SMP), Grab n G Breakfast, r thers. All schls within the District are cmmitted t ffering schl meals thrugh the NSLP and SBP prgrams, and ther applicable Federal child nutritin prgrams, that: Are accessible t all students; Are appealing and attractive t children; Are served in clean and pleasant settings; Meet r exceed current nutritin requirements established by lcal, state, and Federal statutes and regulatins. (The District ffers reimbursable schl meals that meet USDA nutritin standards.) Prmte healthy fd and beverage chices using at least ten f the fllwing Smarter Lunchrm techniques: Sliced r cut fruit is available daily; Daily fruit ptins are displayed in a lcatin in the line f sight and reach f students; 7

8 All available vegetable ptins have been given creative r descriptive names; Daily vegetable ptins are bundled int all grab and g meals available t students; All staff members, especially thse serving, have been trained t plitely prmpt students t select and cnsume the daily vegetable ptins with their meal; White milk is placed in frnt f ther beverages in all clers; Alternative entrée ptins (e.g., salad bar, ygurt parfaits, etc.) are highlighted n psters r signs within all service and dining areas; A reimbursable meal can be created in any service area available t students (e.g., salad bars, snack rms, etc.); Student surveys and taste testing pprtunities are used t infrm menu develpment, dining space decr, and prmtinal ideas; Student artwrk is displayed in the service and/r dining areas; Daily annuncements are used t prmte and market menu ptins; Menus will be psted n the District website r individual schl websites; Schl meals are administered by a team f child nutritin prfessinals; The District child nutritin prgram will accmmdate students with special dietary needs; Students will be allwed at least 10 minutes t eat breakfast and at least 20 minutes t eat lunch. Students are served lunch at a reasnable and apprpriate time f day; Participatin in Federal child nutritin prgrams will be prmted amng students and families t help ensure that families knw what prgrams are available in their children s schl; Schl hsts field trips t lcal farms; and Schl utilizes prmtins r special events, such as tastings, that highlight the lcal/ reginal prducts. Staff Qualificatins and Prfessinal Develpment All schl nutritin prgram directrs, managers, and staff will meet r exceed hiring and annual cntinuing educatin/training requirements in the USDA prfessinal standards fr child nutritin prfessinals. These schl nutritin persnnel will refer t USDA s Prfessinal Standards fr Schl Nutritin Standards website t search fr training that meets their learning needs. Water T prmte hydratin, free, safe, unflavred drinking water will be available t all students thrughut the schl day* and thrughut every schl campus* ( schl campus and schl day are defined in the glssary). The District will make drinking water available where schl meals are served during mealtimes. In additin, students will be allwed t bring and carry (apprved) water bttles filled with nly water with them thrughut the day. Water cups/jugs will be available in the cafeteria if a drinking funtain is nt present. 8

9 All water surces and cntainers will be maintained n a regular basis t ensure gd hygiene standards. Such surces and cntainers may include drinking funtains, water jugs, hydratin statins, waterjets, and ther methds fr delivering drinking water. Cmpetitive Fds and Beverages The District is cmmitted t ensuring that all fds and beverages available t students n the schl campus* during the schl day* supprt healthy eating. The fds and beverages sld and served utside f the schl meal prgrams (i.e., cmpetitive fds and beverages) will meet the USDA Smart Snacks in Schl nutritin standards, at a minimum. Smart Snacks aim t imprve student health and well-being, increase cnsumptin f healthful fds during the schl day, and create an envirnment that reinfrces the develpment f healthy eating habits. A summary f the standards and infrmatin are available at: The Alliance fr a Healthier Generatin prvides a set f tls t assist with implementatin f Smart Snacks available at T supprt healthy fd chices and imprve student health and well-being, all fds and beverages utside the reimbursable schl meal prgrams that are sld t students n the schl campus during the schl day will meet r exceed the USDA Smart Snacks nutritin standards These standards will apply in all lcatins and thrugh all services where fds and beverages are sld, which may include, but are nt limited t, a la carte ptins in cafeterias, vending machines, schl stres, and snack r fd carts. The District will prmte healthy fd and beverage chices fr all students thrughut the schl campus, as well as encurage participatin in schl meal prgrams. This prmtin will ccur thrugh at least: Implementing evidence-based healthy fd prmtin techniques thrugh the schl meal prgrams using Smarter Lunchrm techniques; and Prmting fds and beverages that meet the USDA Smart Snacks in Schl nutritin standards. Additinal pssible prmtin techniques that the District and individual schls may use are available at Celebratins and Rewards The District s gal is fds ffered n the schl campus will meet r exceed the USDA Smart Snacks in Schl nutritin standards including thrugh: 1. Celebratins and parties. The district will prvide a list f healthy party ideas t parents and teachers, including nn-fd celebratin ideas. Healthy party ideas frm the Alliance fr a Healthier Generatin and frm the USDA. 2. Classrm snacks brught by parents. The District will prvide t parents a list f fds and beverages that meet Smart Snacks nutritin standards; and 3. Rewards and incentives. The District will prvide teachers and ther relevant schl staff a list f alternative ways t reward children. 9

10 Fundraising Fds and beverages that meet r exceed the USDA Smart Snacks in Schls nutritin standards may be sld thrugh fundraisers n the schl campus* during the schl day*. The District will make available t parents and teachers a list f healthy fundraising ideas [examples frm the Alliance fr a Healthier Generatin and the USDA. Given the pervasiveness f fd fundraisers in many schls and the wide availability f prfitable, healthy fundraising ptins, additinal plicy language is encuraged: Schls will prmte nn-fd fundraisers, and encurage thse prmting physical activity (such as walk-a-thns, jump rpe fr heart, fun runs, etc.). Nutritin Prmtin Nutritin prmtin and educatin psitively influence lifelng eating behavirs by using evidencebased techniques and nutritin messages, and by creating fd envirnments that encurage healthy nutritin chices and encurage participatin in schl meal prgrams. Students and staff will receive cnsistent nutritin messages thrughut schls, classrms, gymnasiums, and cafeterias. Nutritin prmtin als includes marketing and advertising nutritius fds and beverages t students and is mst effective when implemented cnsistently thrugh a cmprehensive and multi-channel apprach by schl staff and teachers, parents, students, and the cmmunity. Nutritin Educatin The District aims t teach, mdel, encurage, and supprt healthy eating by students. Schls will prvide nutritin educatin and engage in nutritin prmtin that: Is designed t prvide students with the knwledge and skills necessary t prmte and prtect their health; Is part f nt nly health educatin classes, but als integrated int ther classrm instructin thrugh subjects such as math, science, language arts, scial sciences, and elective subjects; Include enjyable, develpmentally-apprpriate, culturally-relevant, and participatry activities, such as cking demnstratins r lessns, prmtins, taste-testing, farm visits, and schl gardens; Prmte fruits, vegetables, whle-grain prducts, lw-fat and fat-free dairy prducts, and healthy fd preparatin methds; Emphasize calric balance between fd intake and energy expenditure (prmtes physical activity/exercise); Link with schl meal prgrams, cafeteria nutritin prmtin activities, schl gardens, Farm t Schl prgrams, ther schl fds, and nutritin-related cmmunity services; Teach media literacy with an emphasis n fd and beverage marketing; and Include nutritin educatin training fr teachers and ther staff. 10

Fd and Beverage Marketing in Schls The District is cmmitted t prviding a schl envirnment that ensures pprtunities fr all students t practice healthy eating and physical activity behavirs thrughut the schl day while minimizing cmmercial distractins. The District strives t teach students hw t make infrmed chices abut nutritin, health, and physical activity. Any fds and beverages marketed r prmted t students n the schl campus* during the schl day* will meet r exceed the USDA Smart Snacks in Schl nutritin standards [r, if strnger, state nutritin standards ], such that nly thse fds that cmply with r exceed thse nutritin standards are permitted t be marketed r prmted t students. 11

12 Fd advertising and marketing is defined as an ral, written, r graphic statements made fr the purpse f prmting the sale f a fd r beverage prduct made by the prducer, manufacturer, seller, r any ther entity with a cmmercial interest in the prduct. This term includes, but is nt limited t the fllwing: Brand names, trademarks, lgs r tags, except when placed n a physically present fd r beverage prduct r its cntainer; Displays, such as n vending machine exterirs; Crprate brand, lg, name, r trademark n schl equipment, such as marquees, message bards, screbards, r backbards (Nte: immediate replacement f these items are nt required; hwever, districts will cnsider replacing r updating screbards r ther durable equipment ver time s that decisins abut the replacement include cmpliance with the marketing plicy.); Crprate brand, lg, name, r trademark n cups used fr beverage dispensing, menu bards, clers, trash cans, and ther fd service equipment; as well as n psters, bk cvers, pupil assignment bks, r schl supplies displayed, distributed, ffered, r sld by the District; Advertisements in schl publicatins r schl mailings; Free prduct samples, taste tests, r cupns f a prduct, r free samples displaying advertising f a prduct. Physical Activity Children and adlescents shuld participate in 60 minutes f physical activity every day. A substantial percentage f students physical activity can be prvided thrugh a cmprehensive, schl-based physical activity prgram (CSPAP) that includes these cmpnents: physical educatin, recess, classrm-based physical activity, walk and bicycle t schl, and ut-f-schl time activities and the district is cmmitted t prviding these pprtunities. Schls will ensure that these varied pprtunities are in additin t, and nt as a substitute fr, physical educatin (addressed in Physical Educatin subsectin). All schls in the district will be encuraged t participate in Let s Mve! Active Schls ( in rder t successfully address all CSPAP areas. Physical activity during the schl day (including but nt limited t recess, physical activity breaks, r physical educatin) shall nt be withheld as punishment fr any reasn. This des nt include participatin n sprts teams that have specific academic requirements. The district will prvide teachers and ther schl staff with a list f ideas fr alternative ways t discipline students. T the extent practicable, the District will ensure that its grunds and facilities are safe and that equipment is available t students t be active. The District will cnduct necessary inspectins and repairs. 12

The physical educatin curriculum will prmte the benefits f a physically active lifestyle and will help students develp skills t engage in lifelng healthy habits, as well as incrprate essential health educatin cncepts (discussed in the Essential Physical Activity Tpics in Health Educatin subsectin). All students will be prvided equal pprtunity t participate in physical educatin classes. The District will make apprpriate accmmdatins t allw fr equitable participatin fr all students and will adapt physical educatin classes and equipment as necessary. All District elementary students in each grade will receive physical educatin fr at least minutes per week thrughut the schl year. The District will crdinate and integrate ther initiatives related t physical activity, physical educatin, nutritin, and ther wellness cmpnents s all effrts are cmplementary, nt duplicative, and wrk twards the same set f gals and bjectives prmting student well-being, ptimal develpment, and strng educatinal utcmes. Schls in the District are encuraged t crdinate cntent acrss curricular areas that prmte student health, such as teaching nutritin cncepts in mathematics, with cnsultatin prvided by either the schl r the District s curriculum experts. All effrts related t btaining federal, state, r assciatin recgnitin fr effrts, r grants/funding pprtunities fr healthy schl envirnments will be crdinated with and cmplementary f the wellness plicy, including but nt limited t ensuring the invlvement f the DWC/SWC. All schl-spnsred events will adhere t the wellness plicy. All schl-spnsred wellness events will include physical activity pprtunities. Cmmunity Partnerships The District will develp, enhance, r cntinue relatinships with cmmunity partners (i.e. hspitals, universities/clleges, lcal businesses, etc.) in supprt f this wellness plicy s implementatin. Existing and new cmmunity partnerships and spnsrships will be evaluated t ensure that they are cnsistent with the wellness plicy and its gals. Cmmunity Health Prmtin and Engagement The District will prmte t parents/caregivers, families, and the general cmmunity the benefits f and appraches fr healthy eating and physical activity thrughut the schl year. Families will be infrmed and invited t participate in schl-spnsred activities and will receive infrmatin abut health prmtin effrts. 16

Staff Wellness and Health Prmtin The DWC will have a staff wellness subcmmittee that fcuses n staff wellness issues, identifies and disseminates wellness resurces, and perfrms ther functins that supprt staff wellness in crdinatin with human resurces staff. The subcmmittee leader s name is Angie Brg. Schls in the District will implement strategies t supprt staff in actively prmting and mdeling healthy eating and physical activity behavirs. Examples f strategies schls will use, as well as specific actins staff members can take, include EHA Wellness, Bld Pressure Checks, staff immunizatins and use f the fitness center. The District prmtes staff member participatin in health prmtin prgrams and will supprt prgrams fr staff members n healthy eating/weight management that are accessible and free r lwcst. Prfessinal Learning When feasible, the District will ffer annual prfessinal learning pprtunities and resurces fr staff t increase knwledge and skills abut prmting healthy behavirs in the classrm and schl (e.g., increasing the use f kinesthetic teaching appraches r incrprating nutritin lessns int math class). Prfessinal learning will help District staff understand the cnnectins between academics and health and the ways in which health and wellness are integrated int nging district refrm r academic imprvement plans/effrts. 17
