1 Job Role Medicines Management Barking and Dagenham Clinical Commissioning Group Job Title: Accountable to: Hours: Remuneration: Clinical Lead Medicines Management Chair Clinical Commissioning Group Two sessions per month TBC. Tenure: To 31 st March 2013 Job purpose Prescribing is an area of activity key to the operational and financial efficiency and clinical effectiveness of any healthcare organisation. The post holder will be responsible for the clinical leadership for prescribing in collaboration with the Clinical Directors, primary and secondary care staff. The post holder will be expected to take a key role in advising how to raise and maintain standards of general practice for prescribing across the borough whilst developing key relationships. Job role: The Clinical Lead will be responsible for: Chairing the Barking and Dagenham Medicines Management Committee, providing advice to the Board on the safe and efficient use of medicines; Representing the Clinical Commissioning Committee at the Area Prescribing Committee and ensure CCG input into the BHRUT Drug and Therapeutics Committee; Offering clinical support and advice on the development and implementation of QIPP plans, supporting the development and monitoring of a performance framework for prescribing at practice, cluster and CCG level; Providing clinical support and advice on the development and implementation of prescribing policies and guidance; Providing clinical support as required into development of service developments and service redesign;
2 Providing advice and support to practices and the Clinical Champions on medicines management policies and guidance; Establishing robust clinical audit programmes against those protocols/standards including taking a lead in the subsequent cycle of professional discussion and change. Participating in the overall evaluation of clinical outcomes by encouraging clinical audits Key Result Areas o o o Clinical leadership in the development of prescribing policies within the borough, that fit with the overall strategic direction of Barking and Dagenham Clinical Commissioning Group Maintaining the relevant quality standards of clinical practice, ensuring that patients are receiving the best possible service. Developing and maintaining professional networks within the local area and with appropriate local trusts This job description gives a general outline of the post and is not intended to be inflexible or a final list of duties. Key Relationships The Medicines Management Clinical Lead will be expected to develop relations with the following key organisations: CCG Board members Constituent practices Patient participation groups Secondary care providers Community providers Barking and Dagenham borough team Commissioning Support Services members and staff London Borough of Barking and Dagenham Councillors and officers Other GP Commissioning Consortia Public Health Staff Local Professional Committees Relevant professional associations Third sector providers Main Tasks The post holder will be responsible for playing a full part in engaging practices in the work of the B&D Clinical Commissioning Group and advising the Board on clinical issues. This will involve providing leadership and influencing service redesign and development:
3 Specific Personal Tasks To play an active part at the Barking and Dagenham Clinical Commissioning meetings, reporting on medicines management plans and highlighting risk areas; To contribute to the development of medicines management policies and guidance; To develop and maintain a robust network with all key stakeholders across primary and secondary care and neighbouring CCGs; To contribute to the education and training programme for practices by identifying specific training needs and supporting the PTI programme; To represent the CCG at stakeholder meetings where relevant Collective Tasks To ensure that appropriate governance arrangements are in place for the safe and effective use of medicines across Barking and Dagenham; To improve clinical and financial outcomes for primary care prescribing in Barking and Dagenham; To participate in any development programmes commissioned by the Consortium. General Terms & Conditions The nature of this post is one of continual development and the duties and responsibilities outlined above will change from time to time to reflect the emerging legislation. The post holder must comply with NHS Code of Conduct. Management of Staff Managers with line management responsibilities will manage staff in accordance with best practice and the Trust s employment procedures e.g. Investors in People and the promotion of a learning culture. Managers will seek to ensure that all staff training has agreed outcomes and is evaluated against these. Flexibility The Trust is currently working in a climate of great change within the NHS. Mobility The post-holder is contracted to work at any appropriate NHS offices in Barking and Dagenham as necessary for the smooth delivery of the functions of this role. Data Protection The post-holder will carry out any requirements within the duties applicable to the Data Protection Act, 1998 including, obtain, process and/or use information held on a computer or word processor in a fair and lawful way. Data will only be held for the specified registered purpose and data will not be disclosed to any unauthorised persons or organisations.
4 Freedom of Information The post-holder will follow the Trust s Freedom of Information Policy and Procedures in line with the Freedom of Information Act Information Governance The Trust recognises the importance of reliable information, both in terms of the clinical management of individual patients and the efficient management of services and resources. Information governance plays a key part in supporting clinical governance, service planning and performance management and consequently it is the responsibility of all members of staff to ensure they have undertaken the mandatory Information Governance Training offered by the Trust and are familiar with their individual responsibilities with respect to safeguarding and securing Trust information, both sensitive and/or patient identifiable data. Health & Safety Staff must not do anything to compromise the health and safety of either their colleagues or themselves. Staff should also be aware of the responsibilities placed on them by legislation to ensure agreed safety procedures are carried out. Staff with line management responsibility are especially expected to familiarise themselves with relevant heath and safety procedures in relation to their team and/or department.
