The primary task, role and responsibility of the Named Nurse is to ensure high quality safeguarding children and adult practice throughout the service. The safeguarding agenda will be underpinned in by legislation and Government strategy along with national, regional and local guidance. This role will be inclusive of both child and adult safeguarding within the 0-19 (25) ntegrated Service. child is someone under the age of 18 (this would include unborn children). vulnerable adult is someone who is or may be in need of community care services by reason of mental or other disability, age or illness; and who is or may be unable to take care of him or herself, or unable to protect him or herself against significant harm or exploitation (this includes carers). Job Summary The Named Nurse for Safeguarding Children and dults will have excellent leadership skills and have the ability to promote good professional safeguarding practice by providing advice and supervision to staff within the service. The Named Nurse will have in-depth knowledge of children s health and development, child maltreatment and of systems and processes that needs to be in place for the safeguarding and promotion of the welfare of children and adults at risk of harm.

2 The Named Nurse will support the organisation in its clinical governance role, by ensuring that audits on safeguarding are undertaken and that safeguarding issues are part of the organisation s clinical governance system by reporting quarterly to the Quality and Safety ssurance Committee and Executive Board of safeguarding risks to the organisation and how these are being mitigated. The Named Nurse is responsible for ensuring that there are systems and processes in place including the development of policies, procedures and guidance/protocols that are compliant with primary legislation, national, regional and local government strategy relating to safeguarding children and adults. Other elements of the role include robust inter and multiagency partnership working, ensuring supervision policy and training strategy are in place. To communicate highly complex and highly sensitive information in health service and within the multi-agency context about: 1. Suspected or actual risks to vulnerable children and adults at risk 2. Potential or actual risk to staff 3. Decisions and action plans to protect children and families To work closely with Named Professionals and the Designated /Named professionals in partner agencies.

3 To develop and lead on the delivery of the Safeguarding Training Strategy for Public Health Nursing 0-19 (25) ntegrated Service Contribute to developing systems to audit training needs and monitor training attendance. Clinical To write, update and implement Solutions 4 Health policies, procedures and protocols in conjunction with other key safeguarding staff and ensure they reflect both evidence based changes in practice and those brought about by legislation/new guidance. To promote information sharing in line with legislation, guidance and procedures. This also includes the safe and rapid transfer of Child Protection records in and out of the organisation. To provide expert professional advice and support regarding safeguarding children to clinical staff and other front line staff within the organisation. To ensure staff support and advice is readily available. That there is clear information as to whom to contact for out of hours advice. To ensure safeguarding supervision systems are robust by developing a policy monitoring and evaluating it. To quality check the standard of supervision delivered by supervisors. To ensure there are processes in place to assist staff in preparing reports and witness statements and that staff are given the support they need. To attend strategy meetings and support staff who are required to attend. To contribute to the internal component of any child death review following the death of a child. This includes reviewing all circumstances surrounding the incident and make recommendations where changes in policy and practice are indicated to optimise safe practice to the Child Death Review and Serious Case Reviews. To contribute to the LSCB training days for Named Professionals and other local/national networks as appropriate. dentify to the Director of Public Health and Lifestyle Services and Head of Public Health Nursing and Safeguarding any practice areas or systems, which may place the organisation at risk and where support from the Local uthority or Local Safeguarding Children s or dult s Boards (LSCB and LSB) may be required. To contribute to the annual report for Public Health Nursing 0-19 (25) ntegrated Service. To act as clinical expert within the organisation, this will involve dissemination of specialist skills and knowledge to others. To represent the Public Health Nursing 0-19 (25) ntegrated Service at LSCB and LSB Boards and sub-group meetings as requested by the Head of Public Health Nursing and Safeguarding and provide feedback from these meetings to the Senior Management Team. Management

4 To promote the safeguarding children agenda across the organisation. To formally report as required on the annual work plan and progress to the Head of Public Health Nursing and Safeguarding. To promote and contribute to the development of an integrated approach to the care of children at risk. Promote, maintain and monitor effective communication with members of the multidisciplinary team and partner agencies. To undertake nternal Management Reviews as directed by the Head of Public Health Nursing and Safeguarding and contribute to Serious Case Reviews, ensuring that recommendations are implemented and audited. To contribute safeguarding expertise and advice to service improvement projects or development programmes. Work in close partnership with Multi-Disciplinary Team to ensure all local, safeguarding key performance indicators are met and new guidance implemented appropriately. To support managers/appraisers to ensure that all staff who work with unborn/children, young people and families have the opportunity to review their safeguarding knowledge and practice as part of their personal development plan. Participate in service improvement projects or development programmes that contribute to the modernisation of client/patient services, providing both professional and clinical advice as necessary. To undertake other duties as required from time to time. This may include acting up for the Head of Public Health Nursing and Safeguarding and providing cover for other members of the Senior Management Team when necessary. Plan and interpret own workload and that of others, adhering to organisational policies, procedures and guidelines. Manage and prioritise own workload To manage and supervise those supporting the safeguarding role. Professional Development To ensure own knowledge and understanding of the legislative framework/national guidance and local procedures is current and ensure it is disseminated throughout the organisation appropriately. Together with the other Named Nurses/Named Doctors contribute to reviewing, implementing and evaluating the organisation Safeguarding Training Strategy. Ensure that safeguarding children training, both internal and interagency is promoted, and made available to all staff. Participate in the audit of safeguarding training.

5 Together with other members of the Senior Management Team actively participate in the provision of the organisation in-house safeguarding training. Continuation of their own professional development around all matters related to safeguarding children. Research and udit Keep up to date with emerging thinking / findings from other centres/national guidance. Support organisational audit and benchmarking activities, implementing change where appropriate.
