There were nearly 60 employers and an estimated 1500 job seekers that attended the event. Resume Doctors from the One-Stop Job Market were on hand to assist job seekers with their resumes. "Our experience at the job fair held recently at the Centre at Salisbury was a huge success! Labor Ready was able to onboard and put to work dozens of people. We had an opportunity to explain exactly what it is we do, and connect with workers who would not have normally thought to come to us. The job fair made it easy for us to match the right people to the jobs we are hiring for. Thank you One-Stop Job Market!" Merri Whitman, CSR, Labor Ready Teresa Lewis, Navigator, Lower Shore Health Assistance Program, (health insurance program for residents of Somerset, Wicomico and Worcester counties) also attended the job fair. Ms. Lewis felt her presence at the job fair created awareness. She was able to schedule almost a dozen appointments and had many more referrals and she also answered many questions from attendees that needed assistance with their health insurance. Maria Waller, President, Quality Staffing Services, stated that she saw many qualified candidates and Quality Staffing was able to place several of those candidates as a result of the successful job fair. 6 Unemployment Insurance Workshops ROW & RESEA The Reemployment Opportunity Workshop (ROW) Program The Reemployment Opportunity Workshop (ROW), formerly Early Intervention (EI), is Maryland s reemployment strategy that assists Unemployment Insurance (UI) claimants identified as least likely to exhaust benefits before securing employment. Individuals served are identified as those most in need of services to assist with transition to new employment and participate in reemployment services, such as job search assistance. The workshop includes topics ranging from finding job openings in today s market to fine-tuning skills, such as interviewing, résumé development, negotiating salaries, and utilizing social media to create a marketing plan for re-employment. Overall, during PY2014, the response to this highly interactive workshop has been incredibly positive and enabled some local areas to increase their workshop offerings. In PY 2014: 44,945 candidates were invited to workshops 15,195 completed workshops 24,336 were referred to employment, training and other services Program participants are provided career guidance on the use of information from the workshops as a foundation upon which employment readiness skills can be built. Information learned coupled with more in-depth services offered at the American Job Centers greatly improve opportunities for employment. Reemployment Services and Eligibility Assessment (RESEA) Program The past program year began a period of change for the Reemployment Services and Eligibility Assessment Program. This program is jointly administered by DWDAL and the Division of Unemployment Insurance (UI). USDOL issued guidelines in April 2015 which began the process of restructuring the previous Reemployment Assistance (REA) Program into RESEA. These guidelines challenged Maryland to target UI claimants who were most likely to exhaust their benefits and newly-separated veterans. The RESEA program further required more intensive and individualized reemployment services that directly relate to the needs of participating claimants. Federal guidelines require that each RESEA experience must include the following core components: UI Eligibility assessment and referral to adjudication, as appropriate, if an issue is identified Claimants must be seen in an American Job Center (AJC) Provide labor market and career information that addresses the claimant s specific needs Registration in the state job bank Orientation to AJC services The above components are delivered to UI claimants and newly-separated veterans through a combination of workshops, individual interviews, and other services in an effort to meet claimant needs and experiences. The program is offered in every local area of Maryland, though not in the most rural counties where numbers of profiled UI claimants are less concentrated. As a result of the program, participants are the recipients of an array of comprehensive services, training, and information to which they otherwise would not have been exposed, as many claimants state that they are unaware of all that the AJCs have to offer. Maryland moved from staffing the REA program with contractual staff, mostly in the metro areas, to using permanent staff in local areas to administer the RESEA program. This move necessitated regular training and meetings to facilitate an ongoing relationship between DWDAL and UI. Because of program changes, staff development has been core to the continuance of the program to benefit Maryland s unemployed. 7 Unemployment Insurance Workshops RESEA & ROW serve as invaluable tools and assistance as claimants transition back into the workforce. In PY 2014 many individuals were assisted: 15,739 claimants were scheduled for RESEA 12,028 claimants completed RESEA 6,962 claimants reported for reemployment services or training Source: Workforce Investment Act Title 1-B, Program Year 2014, State of Maryland DLLR The Reemployment Services & Eligibility Assessment ( RESEA) Program is designed to give those who receive Unemployment Insurance (UI) benefits individual attention in evaluating job search readiness and identifying and finding solutions to any barriers to employment as well as verification of work searches and compliance within the Unemployment program requirements. The program consists of conducting weekly orientations that cover customized career services here at the American Job Center, in-depth labor market information, and instruction on how to utilize various assessments to put their best knowledge, skills, and abilities to use. At the conclusion of each workshop, participants meet one-on-one with a career coach to develop an Individual Reemployment Plan, which could include agency referrals to education/training services or other services within the career center to aid in their job search. The goal of the Re-employment Opportunities Workshop ( ROW) is to provide information and tips that will help job seekers return to work as quickly as possible. Attendees learn skills that will assist them during their job search process. Topics covered include labor market data, American Job Center services, skills assessments, job search strategies, job applications, résumé writing, cover letters, interviewing, and thank you letters. The program starts with an overview of the valuable resources and services that can be found at American Job Centers, including priority of service for all Veterans, career exploration assistance, referrals to training programs, on-site job fairs and recruitments, as well as free access to computers, printers, copiers, fax machines, and scanners. There are also qualified professionals who assist with résumé reviews, interview practice, and other employment-related services. When discussing job search strategies during the class, there is a focus on networking and researching potential employers. Networking is the most effective way to find a job, advice and direction is given to assist job seekers and help them tap into the hidden job market. An overview is also given on the Maryland Workforce Exchange (MWE) website which offers a variety of services to help anyone seeking a job. Users can see current job openings, access veteran services, create a virtual recruiter, build a résumé, do career assessments, and research labor market/employer information. ROW attendees learn tactics for successful applications and guidance for writing effective job searching documents such as résumés, cover letters and thank you letters. We conclude with interview techniques and ideas to help everyone make the most of every opportunity to interview. We have gotten positive feedback from claimants who have participated in workshops. Many have said that the information was new to them and made them feel better prepared for job searching tasks. 8 One-Stop Quarterly News Maryland's Growth Industry Tool The Growth Industry Tool, known as GIT for short, is a tool that can be used to analyze the Quarterly Census of Employment and Wages (QCEW) data for Maryland. This tool can be used to examine employment, growth, employment concentration, and much more! GIT automatically opens on the statewide map view, and you can use the drop down box to specify a specific industry or to examine the total. On the table view, you can search for a particular industry using the search box and filter by employment concentration. For specific county and local area data, click on your area of choice below. With GIT, columns can be sorted to help you find the data more easily. Make sure to visit the detailed data tabs to get specific industry data, such as Air Transportation, for your area today! The information in this document includes information, from the One-Stop Job Market surveys collected. There were 27 collected during the week of 12/7/2015 thru 12/11/2015.
