1 FOOD SECURITY MEETING, LOWER SHABELLE BANI ADAM, MOGADISHU 21 st May 2013 Summary As usual, the members of lower shabelle regional food security cluster came together around the table to discuss the food security issues, context challenges and share information. 4 001/05/2013: Welcome and Introductions The vice coordinator welcomed the participants, called for a member to recite verses of Holly Quran as official opening of the meeting. Then introductions were made among the participants. Every attendant said his name, organization and position. 002/05/2013: Review and agreement of previous minutes There were no copies of previous availed in the meeting due to the shifting and Bani Adam relocation process to the new offices. The VC asked the Participants if there are people who have comments on the previous minutes, because the minutes were circulated to the members and no feedback was received. The minutes were endorsed without any modifications. 003/05/2013: Access constraints and partner contribution There are illegal checkpoints on the road along Mogadishu to Afgoye are now reduced. This improves access to Afgoye and its surrounding villages. NGOs cannot reach deep farming communities in both Afgoye and Wanlawayn due to fear from AS elements that might pose threats to the NGO staff. Access is reported to be steadily improving in Awdhegle. There are government troops who sometimes conduct robbery attempts in the roads. Merka town is good but the villages like El Ahmed which around 6KM to Merka remain inaccessible. There is a high tax demand from the local authorities in lower shabelle which is not for the NGOs to pay. Merka city is reported to be very good and it is accessible to both LNGO and INGOs, but there are threats from AS elements along the road Merka to Afgoye. Despite the general insecurity in Somalia, and militias wearing government military uniforms are the major causes of access problems. There is also lack coordination and collaboration between the regional administration and the district level authorities. Finally, freelance militias, arrest of aid workers and fear are posing threat to the NGOs. 4

5 005/05/2013: Presentation of summary district level information by response objective and review of gaps per district January 2013 The VC presented to the participants about the Presentation of summary district level information by response objective and review of gaps per district from March A projector was used to visualize the information containing in the presentation. There was a hot debate on the figures presented especially those indicating the actual activities happened in Qoryoley. Action Point: the cluster to verify reports send from the field. 006/05/2013: Summary of Gaps Participants discussed the livelihoods gaps of the region. The following is the summary of the gaps identified and recommended responses. - Shortage of rains, Gu rains were expected to become more in May. But there were shortage of the rains. - Windy weather that is drying the soil quickly - Food distribution to the rain-fed farming communities - In this lean period, people are experiencing food gap, farmers go to other farmers to get labour jobs and they leave their farms. This may make their farms left behind, Food/ Cash for work is recommended. - Lack of Fertilizers - There are pests and diseases that is destroying the plants, Plant protection responses are needed to increase harvest - The feeder roads that connect the farmers to the - Animal redistribution - Fishery support projects - Markets rehab - Income generating activities - Canal rehab - Crop husbandry training - Lack of proper storage facilities, in the flooding times people lose their stored food. They need proper storage facilities to cover the food needs of the farmers in bad times. 5
