1 Minutes of Meeting held from 9.30 hrs, 01 October, 2012 Somali Support Secretariat, Acacia Conference Room, Lake View, Ngecha Road 1)Welcome and Introductions In the absence of the cluster coordinator who was away on a family emergency leave, the meeting was chaired by the incoming cluster Co Chair, Faiza Hussein, of DIAL. Faiza introduced the agenda for the meeting and asked members present to introduce themselves. She specially introduced member organizations of the newly elected CRC as: -3 national NGOs (SAF, DEH and Somali Aid), -3 international NGOs (Oxfam, Swisso Kalmo and ACF) and -3 UN agencies (UNICEF, WFP, FAO/FSNAU). 2) Review of Previous Meeting Minutes and Action Points Minutes of the previous meeting (03 September, 2012) were reviewed and endorsed as correct with a minor correction which would be amended before posting minutes on the cluster s webpage. The action points of the same meeting were also reviewed and their status updated (See last page). The cluster coordinator will update on whether feedback on what is feasible for Nutrition in terms of resilience building was provided to the group working on the joint strategy on resilience (WFP-UNICEF-FAO). 3) Second Standard Allocation Update Patricia Agwaro of OCHA informed members that the 2 nd standard allocation document had been published and guidelines on application of CHF funding would be shared. The deadline for submission of projects was extended to Sunday, 07, October, She said the problems with the database had been sorted out. There will be two stages of project approval process: -Provisional approval of projects will be done by the board on 17 October Joint review by OCHA and selected CRC members will follow. Patricia cautioned that there will be limited reviews and only three revision rounds will be allowed per project. Due to pressure for accountability from donors and other stakeholders, 1
2 organizations with provisionally approved projects will be required to fill a due diligence form (online). Audit findings will be taken into account to establish whether approved organizations have acted on recommendations before any agreements can be entered into. Patricia informed members that the emergency reserve window is now closed and when it opens, it will only be for emergency response for Elnino. She cautioned that the ERF will not be used to fill funding gaps. The envelope for nutrition cluster is usd M (28% of the total standard allocation). While the minimum amount for projects is usd. 250,000, budgets should not exceed the CAP 2012 project amount. 4) Nutrition and Vulnerability Profiling Study among Pre-ART, ART and TB- Dots Clients in Somalia Marc Prost of WFP gave the presentation on the study carried out by WFP and others (ANPPCAN, MoH, SCORE,) to establish a baseline for nutritional status and household food security of Pre-ART, ART and TB-Dots 1 clients as well as provide a rationale for developing a nutrition care and treatment protocol for TB and HIV patients in Somalia. The study findings revealed a relatively high prevalence of HIV and TB clients needing nutritional rehabilitation. Wasting was higher in Somaliland than in either Puntland or SCZ. Among PLW, wasting was highest in Somaliland. The food consumption scored fared much worse in Somaliland than in other zones. The non- comparison between clients from centres getting food and those not getting food should be considered among limitations of the study especially in SCZ. The phase at which clients are in treatment should also have been taken into account in the study. A larger sample could have been used for Pregnant and Lactating women to provide a better scenario /significant results of the situation. Surveillance data shows 8-10% of the HIV/TB patients have co- infection. Recommendation: (1) The study findings indicated an urgent need to initiate nutritional support to ART and TB- DOTS clients across Somalia. (2) Refining targeting of food assistance is not desirable in Somaliland but needs to be considered in Puntland and Mogadishu. Enhanced training on identification of the patients should have been a recommendation. Marc said a guideline is under development and will be usable next year once it is endorsed at various levels. 1 Directly Observed Treatment for Short course 2
3 Action point: Circulate presentation on Nutrition and Vulnerability Profiling Study among Pre- ART, ART and TB-Dots Clients in Somalia. 5) Briefing on IYCF Strategy for South Central Zone Erin McCloskey of UNICEF informed the meeting that workshops on the strategy had been concluded in Nairobi (2) and Mogadishu (2). She said the last draft of the narrative bit of the strategy as well as the action plan will be shared. Partners will have 2 weeks to comment before finalization of the documents. 6. Updates from Cluster Coordinator CAP updates: The cluster coordinator has shared a CAP guidance note specific for nutrition cluster which partners can refer to as they prepare their projects. Other documents for reference have also been posted in the cluster webpage. The cluster response plan will be shared on Friday 05, 0ctober The CAP database is not yet open and as soon as it is up and running, all will be notified. Action point: (1) Share nutrition cluster response plan with all members. (2) Notify members of date when the CAP data base opens Gender training sessions: Two of these were conducted; one for general membership of the cluster and the other one for CRC members. Cluster Approach Awareness Training in Mogadishu: This was conducted under the leadership of the cluster coordinator from 9 th to 13 th of September. Leo will give more details once he comes back. MAM decision making tool document review: A meeting to review the tool was held on 27 September under the guidance of Leisel Tally of CDC. Phyllis of UNICEF reported that feedback was provided on what should be excluded or included with a focus on emergency countries. 7. Regional Cluster Sub-Zonal Coordination Updates Field Nutrition Cluster- The Jubas: Meetings are held in Dobley due to improved security. Among key successes highlighted in the presentation by SAF was the successful delivery of supplies in conflict areas in the Jubas. High level community involvement in nutrition 3
4 programming (SFPs and OTPs) in the Jubas was also reported. Increased coordination among partners in the Jubas has resulted to reduced duplication compared to There is good programme management due improved technical capacity and expertise of some of the partners. Among the weaknesses noted in coordination are security related: resulting to hampered movement of some of the partners to attend coordination meetings in some cases; operational constraints in inaccessible areas. Other weaknesses include poor community capacity development and poor road infrastructure during rains. Weak advocacy and intersectoral collaboration and linkages with other development activities were among the weaknesses cited. Opportunities are seen in scaling up of basic nutrition services in newly accessible areas as well as in increasing nutrition expertise at district level. Action Point: Circulate presentation on Field Nutrition Cluster Coordination -The Jubas Field Nutrition Cluster-East Galgaduud &South Mudug: The sub cluster is led by Somali Relief Centre (SRC) and meets monthly. Successes cited include enhanced gap analysis; improved referral system; overlapping of programmes avoided. The need for improved coordination was highlighted; gaps in coverage with interventions were reported in Ceelbuur/Galhareeri, Ceeldheer, Galcad and Xaradheere districts. There is need for capacity building for community health workers and an urgent need for BSFP in coastal DEH. The sub cluster was urged to qualify the specific gaps in coverage. The sub cluster was also urged to provide information regularly on who is working where so as to improve the information in the 3W matrix. Action Point: Circulate presentation on Field Nutrition Cluster Coordination - East Galgaduud &South Mudug 8. Key Agency/Organization Programme highlights Save the Children: Response to Beletweyne Floods: SC reported that they were assessing the ability of families to access OTPs in flooded areas, and will explore repositioning the OTPs to more accessible areas. Oral rehydration points (ORPs) will be positioned in all OTPs to ensure nutrition sites can treat or refer diarrhoeal disease. Concern was expressed that the flooding may lead to deterioration in the nutritional status of children. SC said they will monitor the situation closely and if need be decentralise services if access allows, should the GAM/SAM rates increase. 4
5 Four SC run OTPs have become inaccessible through floodwaters and ways of how families can access the services are being looked into, including possibilities of relocating the OTPs. SC is also doing WASH and food security support among other programmes. WFP issued a call partners in Kismayo with experience in wet feeding to express their interest to partner with WFP.
