SUMMARY Myanmar Red Cross Society (MRCS) is seeking an external Consultant to develop the WASH UNIT standard drawings, designs and specifications for water and sanitation activities to implement in Myanmar. The consultancy work is to begin in 13.FEB.18 and deliverables under this consultancy must be completed by 23.MAR.18. Deadline for Proposal Submission: 09.FEB.18; 4:30 pm Myanmar Standard Time. Submissions must be received by the due date and time or they may not be considered. Early applications are encouraged, as MRCS may screen the applications and assess them on a rolling basis. 2 2. BACKGROUND Since 2006 MRCS has been implementing WASH programme under Health department and focusing on small water and sanitation schemes complemented by Hygiene Promotion in Shan state. MRCS substantially increased activities relating to WASH during the response and recovery to Nargis in Since then MRCS has strengthened WASH National Disaster Response Team and continues to implement community based rural activities throughout Myanmar. Currently activities carried out by the WASH Unit include seven significant community-based projects in the dry zone, Rakhine state, Kachin state, Shan and Kayin, targeting over people in 122 communities. Currently the technical standards for most of the significant projects have been developed independently. In 2016, MRCS WASH Unit started to take shape, with development of a Strategic Framework in consultation with Government Partners and Red Cross Movement Partners See Appendix 1. The Strategic Framework is part of a broader Common WASH Framework, which aims to guide all partners supporting MRCS with WASH programs. Whilst the Common WASH Framework is still in draft, one of the components, relating to Strategic Objective 1, WASH in Development Settings, states the need for a set of common drawings for use by different projects implemented by WASH Unit. This approach aims to provide consistency amongst the different teams, save time during the design process and as such increasing the overall quality of the works implemented. 3. CONSULTANCY OBJECTIVES The objectives of this consultancy are to develop a design package for MRCS WASH Unit based on government regulations, industry and NGOs best practice, likely environments encountered in specified project locations and current MRCS designs. 4. SCOPE OF WORK The following are the specific tasks the Consultant is to carry out; Page 2 of 8

Obtain MRCS requirements for the design package through: - Interview and data gathering of existing drawings and methodology with key MRCS technical review group members. - Conduct interviews with relevant organizations and government departments in the field, describing assessment objectives, process, expectations, and criteria for the assessment and seeking their input. - Conduct site visits, interviewing project staff, beneficiaries, key government officials, and relevant private sector representatives. 2. Develop draft design package and share it with MRCS technical review members for comments; 3. Incorporate comments received by technical review groups; 4. Share updated version with WASH Unit members and key stakeholders in a workshop setting; 5. Incorporate relevant comments from workshop members and finalize Design Package; 6. Produce a Design Package as outcome of the findings and recommendations. The package will include hard and soft copy of the standard designs. - Hard Copy: 3 copies, properly bound. - Soft Copy: 3 USB units. 5. CONSULTANT QUALIFICATIONS A minimum of 10 years of professional experience in a related field Strong working understanding of the social, political, and development context of Myanmar. A Master s degree (or higher) in a relevant field of study. Strong communication skills, both interpersonal and written. The Consultant must be fluent in English languages, in speaking and written form. 8. ADDITIONAL CONSIDERATIONS The consultant(s) will report to WASH Unit Manager MRCS will manage all necessary logistics and transportation within Myanmar for the consultancy, and MRCS WASH Unit - staff and RCVs- will accompany the Consultant on site visits. IFRC WASH Delegate will be involve in the liasing process 9.
