Any Other Business Opening remarks The meeting started with a welcome note from officers from the Norwegian Church Aid (NCA) and the Advancement for Small Enterprise Program (ASEP) who were the hosts and an implementing partner of NCA. The Food Security Cluster (FSC) co coordinators noted the good attendance and thanked all those who were involved in organizing the meeting. Presentation of the structure of the Food Security Cluster During this highly interactive meeting, the co-coordinators presented to the members the structure of the Food Security Cluster highlighting the various roles and responsibilities of the FSC Steering Committee, the Strategic Advisory Group (SAG), the Cluster Review Committee (CRC), the FSC Secretariat, the Technical Thematic Support Group, the al Coordination Cells (Sub-national Clusters) and the general membership. Food Security Cluster Strategic Response Strategy The FSC Strategic Response Strategy shall continue respond and be guided by the findings of the current FSNAU assessments and reports. As a consequence, the FSC implores its members to ensure that households that had registered improvement in their livelihood status are cushioned from falling back into crises. The various response strategies, not conclusive, include life saving assistance, providing seasonal inputs and support to people in need and the most vulnerable in communities. Review of the FSC responses (January April, 2012) In March 2012, based on reports received from members, 86,694 people in Gedo region were reached with various interventions. In April, ,517 people in need from Gedo were reached with interventions targeting Improved Access to Food and Food Security Cluster Meeting, Dollow Gedo (May 14, 2012) Page 1

2 Safety Nets compared to 206,444 people in need from the same region who were reached with interventions targeting Livelihood Responses. While thanking FSC members for responses that cushioned Gedo from sliding into famine the co coordinators reiterated the importance of steadfastness by the FSC members in ensuring that populations in crisis do not slide back into Humanitarian Emergency. Members were also requested to report promptly to the cluster on their activities. A member told the meeting it was likely that there had been an influx of IDPs into Gedo from other regions. Update on the CHF standard allocation The First Standard 2012 CHF allocation focused on people in need in Middle Juba, Lower Juba and Middle Shabelle and interventions aimed at increasing access to food for agro-pastoral and riverine households as prescribed by the CHF Board. In this regard the CHF Board had allocated $ 5.25 million to the FSC. From the 45 projects received from agencies keen to implement the CRC recommended 10 agencies to the HC for funding. It was anticipated that within the next one month disbursement of funds and implementation would commence. Members were further informed that the FSC Cluster Review Committee (CRC) has already been constituted and was actively involved in the vetting of the CHF proposals. The elections for the Strategic Advisory Group (SAG) composed of a variety 18 members had ended on Monday, May 14 at noon. The results of this election would be announced later in the week. Update on FSC Strategic Advisory Group (SAG) The co-coordinators shared widely with the members the composition, roles and responsibilities of the SAG. The SAG is the primary advisory body to the FSC Steering Committee on the activities of the FSC and FSC Secretariat. It ensures that the FSC secretariat is addressing the clusters strategic priorities. It is composed of 18 members disaggregated thus: 2 Food Security Co-Coordinators; 4 local NGOs from South Central; 1 local NGO from Somaliland; 1 Local NGO from Puntland; 4 U.N. agencies; 1 International Organization; and 5 International NGOs. Eligibility to be a member of the SAG includes agencies : Operational presence in Somalia and is registered in the FSC s 3W forms. Relevant technical expertise in Food Security/Agriculture and Livelihoods sector Commitment to dedicating required time to SAG functions. 3 Ability to have consistent presence in Nairobi at own cost to attend meetings and other duties The nomination of agencies interested to serve on the SAG had already been completed. The voting process by eligible FSC had also been scheduled to end Monday, May 14, 2012 at noon. The results of this election would be communicated to members once the exercise was complete. Discussion on the Vice Coordinator Position As a way of strengthening coordination and information flow the co-cordinators informed the members of FSCs keenness to have an elected Vice Coordinator, drawn from agencies with presence in Gedo, who would work closely and in liaison with the FSC co-coordinators and the al Cluster Support Officer. The role and responsibility of the Vice Coordinator, a corporate representative, would include regional coordination of FSC activities and meetings in Gedo. During the meeting the following organizations expressed interest in the position of FSC Vice Coordinator, Gedo : 1. Advancement for Small Enterprise Program (ASEP) 2. Community Activity For Development and Relief Organization (CAFDARO) 3. Community Empowerment and Development Action (CEDA) 4. Norwegian Church Aid (NCA) Eligible and interested FSC members had up to May 18 to submit their nominations for the position of Vice Coordinator in writing to somalia.foodassistancecluster@wfp.org This would be followed by on line voting scheduled to run effective May 23 May 30, The results of the election would be announced in the ensuing week. The co-coordinators informed the members that the position of Vice Coordinator was voluntary with no financial benefits. However, to meet the basic administrative costs incurred during regional coordination meetings, the FSC was exploring ways of contributing and /cost sharing with corporate FSC members. They thanked NCA and its partner, ASEP, for the support they had provided so far in regarding meetings. Any Other Business Considering that only a few women were in attendance, the co-coordinators reiterated to the FSC members the importance of gender parity, women participation and involvement in issues relating to Food Security.
