1 N U T RITIO N CL U S T E R M E ET I N G M I N U T ES 29 TH DECEMBER 2013, MOH-HQ CONFERENCE HALL, GAROWE PUNTLAND, SOMALIA Overall Objectives The overall objective of the Nutrition Cluster meeting is to establish/strengthen a coordinated approach in nutrition strategic planning, situation analysis and response both in emergencies and non-emergency situations in Puntland. Specific Objectives Provide members with access to up-to-date information. Identify and address information and/or response gaps. Increase the links between Nutrition and other convergence sectors such health and WASH as an integrated approach to address nutrition related issues. Promote the adoption and use of standardized nutrition guidelines and reporting tools. Proceedings of the Meeting The cluster members held this meeting to discuss key priorities thoroughly, share information, enlighten strategies and agree. Action points were to be noted by Warsame. The following Agenda was discussed during the meeting; 1. Welcome and Introductions Mrs Warsame Said (MOH), welcomed participants and mentioned that this is the last nutrition cluster meeting for the year 2013 and appreciated the participants/agencies for their dedication towards survival of vulnerable groups (women and children). 2. Minutes and action points review Minutes of the previous meeting (13 th Oct, 2013) were reviewed and endorsed as correct. Action points of the same meeting were also reviewed and their status updated (See Action points section). Page1

Update on emergency preparedness and response in cyclone affected areas & IDPs General Food distribution: 75.2KG of different food items were provided to 4,500 HHs (of affected communities) in Dangoronyo, Eyl and B/Bayla by WFP through KDO and HADO. Eyl &Dangoronyo: Four mobile teams who were providing integrated health nutrition and hygiene service package came back before the end of the first round due to lack of drugs, however, one regular mobile team supported by SRCS continue delivering integrated services in cyclone affected areas. B/Bayla: SCI supported two mobile teams providing integrated package of services for two weeks to the affected communities in 21 settlements. They have treated 1,970 persons (adults and children) in a duration of two weeks. They have screened 530 children between 6-59 months using MUAC in which 106 children (20%) were noted with moderate acute malnutrition and 10 children (1.9 %) noted with severe acute malnutrition. Eyl, Dangoronyo : Continued selective feeding services (12 TSFP and 10 OTPs, and 12 TSFP and one OTP respectively ) for treatment of moderate and severe acute malnutrition Page2
3 B/Bayla& Hafun: Continue selective feeding services (12 TSFP and 3 OTPs) also established seven and six new fixed OTPs in B/Bayla and Hafun districts for treatment of moderate and severe acute malnutrition. Guidance note of High Energy Biscuits were shared with SCI and SRCS and distribution plan was reviewed with them. 4. Key Partner updates/highlights FSNAU Nutrition updates Although not present FSNAU shared with the cluster chair a nutrition situation update (Post Dyer 13/14 Season Early Warning released on December 19, 2013) and the key issue highlighted in their report was that Parts of Bari, Karkar and Nugaal regions in the Puntland specially (Bandarbayla, Eyl and Dangoronyo districts), and other costal districts which were hit by a devastating tropical cyclone (November, 2013) are likely to be in Crisis (IPC Phase 3) or Emergency (IPC Phase 4). Save The Children (SC) :-Integrated management of acute malnutrition programmes are going in Bossaso & Garowe targeting mainly IDP communities ( 21 TSFP sites in Bossaso & Garowe, 10 OTP sites in Bossaso & Garowe and IYCF programme integrated with the IMAM programmes which includes lactation centres in Bossaso and Garowe plus referral and reward system ). Fixed sites of outpatient therapeutic programme(otps) sites were newly opened in Bander Bayla & Hafun districts and started to operate in December 2013 (7 fixed sites in Hafun & 9 Fixed sites in Bandarbayla). WFP is to continue with four nutrition intervention models( TSFP, BSFP, MCHN and Institutional feeding programmes ) in partnership with 20 partners in all over Puntland, however funding gap will shorten programme life span up Feb 2014 and until further funds become available. APD Operates OTP program in Bari & East Sagan region (Bari-21 OTP sites in Allula, Qandala and Armo districts, East-Sanaag 13 mobile OTP sites in Baran & Dharan). 30 TSFP sites & 18 MCHN in different location in Sool, Cayn, Bari, Nugal and Sanaag but ending in Feb 2014 as part of WFP program gap. World Vision-Operates in four districts in Nugal region ( Garowe, Burtinle, Eyl & Godob jiran ), Currently nutrition programmes are ongoing such as TSFP-18 sites ( 8sites in Eyl, 6 sites in Burtinle and 4 sites in Godob Jiran ) and OTP programme 15 mobile sets ( 4 Burtinle, 4 Godobjiran and 7 sites in Burtinle ). Psychosocial Nutrition support Page3
4 programme is also going on with the emphasis of capacity building and social mobilization. Partial support for Garowe Stabilization centre is also continuing. UNICEF- In collaboration with partners UNICEF is supporting community based management of severe acute malnutrition with ready-to-use therapeutic foods linked to in patient care. So far 93 outpatient therapeutic care sites and 3 inpatient centres are functioning regularly with UNICEF support. The other nutrition sub-projects UNICEF is supporting through partners are; Control of Micronutrient deficiency Disorders (mainly Vitamin A, Iron Folic Acid, Iodine and Zinc supplementation); Infant and Young Child Feeding Practices and Capacity Development. 5. Updates from the Sub-national Focal Points: Development of Micronutrient strategy- Ddevelopment of the strategy is being done through multi-stakeholder consultations: First consultative workshop was done to conduct a situation analysis, develop a goal and propose strategic areas of focus to facilitate clear understanding of MN situation, goal and areas of focus. Followed by synthesis and consolidation of inputs to prepare 1st draft of the strategy. Second consultative workshop to review 1st Draft of Strategy, develop an action plan with annual breakdown leading to synthesis of comments raised, 1st Draft of Action Plan will be the next stage. Synthesis and consolidation of inputs from 2nd workshop to refine strategy and action plan in order to come up with 2nd Draft of Strategy. Third consultative workshop for validation of strategy and action plans resulting in final documents. IYCF Strategy: - The IYCF Strategy for Puntland was developed under the leadership and coordination of the Ministry of Health and through a sustained consultative approach of all stakeholders involved in the implementation of health and nutrition programmes, UN agencies
5 and other key line ministries since the beginning of its development process in April Hover language revision, technical assistance suggested to streamline its implementation TRAININGS: - CAP proposal review training was conducted by UN-OCHA with objective of facilitating and revision of proposals, Mainstreaming protection means taking the safety of civilians into consideration throughout our humanitarian programming no matter what kind of programme it is public health, livelihoods, shelter, etc. The structure which we have used in this training was 3-day ToT on protection mainstreaming is carried out for Cluster and Working Group focal points. A two-day training on protection mainstreaming is provided to Cluster or Working Group members from each sector, with the support of the focal points from that sector who have attended the ToT. The focal points have also been responsible for mobilizing their members to participate in this training. Gaps- Ministry of health raised several gap issues and discussed thoroughly with other cluster member including IMAM ( stabilization centres, MCHN, OTP & TSFP programmes ) and IYCF ( Implementation, Reporting etc. ) and Information sharing and feedback as well.as the year 2013 is close to end the cluster member agreed to consider in their plans for the next year (2014). 6. AOB Nutrition cluster coordination meeting calendar was discussed and agreed to Garowe subcluster coordination meeting will be held on bi monthly basis, and Puntland nutrition cluster coordination meeting on quarterly, Bossaso & Galkayo sub-cluster coordination meeting will be also continue on their current schedule. 8.
