1 Updates for UN/NGO/Red Cross/Donor Coordination Meeting: Friday, 6 September 2013
2 Background Information a) Earthquake [6.1 magnitude ] struck Aceh Province on 2 July 2013 at 14:37 Jakarta time (UTC/GMT +7 hours). b) President SBY instructions: BNPB and relevant institutions to undertake immediate SAR and relief operations. c) The government set up an Incident Command Structure and began establishing local clusters House Damage Assessment, Water and Sanitation, SAR, Food, Shelter, Security, and Logistics and General Affairs. All aid agencies are expected to join and coordinate their activities with these clusters. d) On 7 July 2013, OCHA invited all UN Agencies to support BNPB to set up an On-Site Operations Coordination Center (OSOCC) in Aceh Tengah/Bener Meriah District to assist the Incident Command Post in coordinating relief efforts. e) At this initial stage, UNDP contributed to the joint support organized by OCHA, focusing on providing technical/policy advice regarding the cluster system arrangement with the aim to ensure early recovery needs (such as Governance, Livelihoods, and small community infrastructure/debris clearance) are addressed.
3 Recovery Initiatives 1. Support the capacity of the nationally managed OSOCC: Support on Coordination Meeting led by BPBD Aceh Tengah and BPBD Bener Meriah on bi-weekly basis to assess and share information on emergency transition phase; Support on Capacity Building for BPBD Aceh Tengah and BPBD Bener Meriah (through on-job training) to prepare data mapping and information sharing on disaster response activities [i.e. agencies and programs] during emergency transition phase]; 2. Support for ER needs assessment and ER quick responses and preparation for post-disaster needs assessment [PDNA] Support on Data Entry and Verification for the HRNA [Human Recovery Needs Assessment] for Aceh Tengah and Bener Meriah; As the farmers need quick recovery support to rehabilitate their livelihoods, we will deliver seeds, fertilizers and equipment to affected farmer groups.
4 Progress Updates 1. Support the capacity of the nationally managed OSOCC: Support Coordination Meeting that held by BPBD Bener Meriah on 29 August 2013 Support on NGOs program mapping to share with BPBD Aceh Tengah Current mapping: 8 international agencies [Amcross, AHA, IOM, Mercy Corps, Save the Children, Green Hill, Logica, Yayasan Puspa] have provided emergency assistance and debris clearance; Not on livelihoods; 2. Support for ER needs assessment and ER quick responses and preparation for postdisaster needs assessment Support on Data Entry and Verification for HRNA on Aceh Tengah and Bener Meriah Needs Assessment as quick response for farmers to rehabilitate their livelihood after earthquake Finalization of Aceh RR action plan (awaiting formal enactment from Head of BNPB) Coordination Meeting at Bener Meriah District Livelihood Assessment at Bah Village, Aceh Tengah District.
5 ARR Next Step and Challenges (1) Support the capacity of the nationally managed OSOCC: Next Steps: Continue supporting Coordination Meeting hosted by BPBD Aceh Tengah and Bener Meriah; Support on Capacity Building for BPBD Aceh Tengah dan BPBD Bener Meriah (on-job training) to prepare data mapping on various agencies and their respective response programs Challenges: BPBD Aceh Tengah occupied by emergency logistic delivery BPBD Aceh Tengah and BPBD Bener Meriah still unsure on which institution [BPBD or Bappeda] to manage disaster data and information system (resources and equipment). Lack of Coordination on BPBD Aceh Tengah and Bener Meriah districts, BPBA, and BNPB.
