1 MULTISTAKEHOLDER CONSULTATION MEETING ON DISTRICT DISASTER MANAGEMENT PLAN DISTRICT POONCH, JAMMU & KASHMIR DATE: 3 rd February, 2015 TIME: 14:00 TO 16:30 HRS VENUE: DISTRICT DEVELOPMENT COMMISSIONER OFFICE-POONCH, J&K INTRODUCTION: The consultation meeting was held at District Development Commissioner s office on 3 rd February. The main agenda for the meeting was to review and give suggestions on the existing DDMP, if any and to discuss the process of DDMP. The programme began with a welcome note by Mr. M.H. Malik, KAS, Deputy Commissioner, Poonch and followed the introduction, presentations and discussions with the participants from line departments, INGO s, NGO s and other civil society. Key Note Message: District Development Commissioner, Poonch: Described about the recent floods in River Betar and Poonch river and concurrent flash floods that occurred in the month of September, 2014 affected the whole District. The main affected area were Ajam Mohalla, Protection work near Shamshan Ghat Poonch, Police Polst Behramgala, Suran Kote Highway at Khanatar, Mandi Azamabad PGSY road, Kalai Bridge, Chakataroo resulting in house damage, building collapse, maize crop lose and livestock damage. District Administration with the help from Army rescued 910 people from the river, 3193 persons were evacuated from affected villages and low lying areas of Poonch town. DC also informed that during the crisis situation, they had called a meeting with citizens of Poonch town to soothe the community and not to take tension and create chaos. He has enlightened upon the well advanced rescue operation by police department. Further, he informed about relief camps installed at various places and affects to basic amenities and structures. He also enlightened upon the Hazard and vulnerability profile of District and apprised that the district is multi hazard prone such as lying in high seismic zone, floods, landslide prone and also at the risk of war and conflict scenarios from the neighboring countries and more vulnerable as compared to other Districts. He added that the DDM Plan should be very comprehensive describing specific resource inventories with line departments. Sphere India is requested to facilitate Hazard, Vulnerability and Capacity Analysis (HVCA) in selected sample villages from different blocks which fall under different geographic zones. The HVCA in these villages should give recommendations on more pro-active mitigation, preparedness and capacity building measures. Therefore the plan needs to be robust, simple and context-specific.
2 Dr. Henna Hejazi, Sphere India apprised about Sphere India and how we as an organization can better streamline our efforts with government. She further requested Deputy Commissioner to form Advisory Committee consisted 8-9 members from various key departments for further suggestions and guidance for DDMP process. She further stated that we can coordinate with Red Cross department for best practices with their volunteer support. Sphere India will coordinate with its members to provide the best possible technical support to the district administration. Following trainings and activities could be undertaken by the Sphere India members: Training on use of Google Earth Mapping in Developmental activities for different stakeholders to strengthen their capacities An in-depth HVCA of the sample villages from different geographical zones and to come out with concrete points of vulnerabilities and required actions. Streamline Red Cross department for volunteer support Presentation on DDMP Process: Ms. Shivani Rana, Program Coordinator-IAC, Sphere India: Explained the steps involved in preparation of DDMP and timelines. Acquainted about DDMPs, SDMPs and Sub-divisional plans made for other states in India. Volume I: DRR plan (Including Hazard, Risk & Vulnerability Profile, Capacity Building and Mitigation) Volume II: District Response Plan (Hazard Specific Contingency Action Plan) Volume III: Checklists, Formats and Resource Database Volume IV: Stakeholder Plans (Specific Action Plans for Line s, GP Committees, NGO s, IAG and other stakeholders) She explained about the time frame for all these steps such as desk research, interview with line departments, HVCA in 7 villages with different vulnerability and sharing of final draft of DDMP after review by Advisory committee and expert teams at National level. Key Decisions taken: Advisory Committee order will be shared on 4 th Feb List of Sector officers will be shared on 4 th Feb All district officers from various departments will share the DM related data/report/sops if they have any within 1-2 days. District administration provide official person to Shivani Rana for Liasoning with all govt. departments. Inclusion of Red cross department for further DDMP activities support Shivani will share shelter designs from NGOs with Deputy Commissioner. Whatsapp group of all District officers from various departments as well as active NGOs to be created for effective Disaster Danagement coordination.
