2 Essential 1 Put in place organization and coordination to understand and reduce disaster risk, based on participation of citizen groups and civil society. Build local alliances. Ensure that all departments understand their role to disaster risk reduction and preparedness. How well are local organizations (including local government) equipped with capacities (knowledge, experience, official mandate) for disaster risk reduction and climate change adaptation? Level of Progress achieved: 4 The Local DM Office institutionalize has been stated under Local Regulation No Most the local authorities/agencies have already endorsed their own DM program. Institutional development has been scaled up from district level to village ones. However, coordination mechanism needs to be considered as further measure. Existing strategic plan of local authority will be considered as basis to implement program, as well as monitoring and evaluation. Oxfam International as one of International NGO collaborate with Koslata Local NGO under Australian Indonesian Facility for Disaster Reduction and European Union fund actively involved and targeted the capacity building for government. North Lombok also received the support on climate change program called Marine Development and Climate Change Program. However lack of fund allocation, human resource capacity and supporting facilities are constrain the disaster risk reduction and climate change activities in region. 3 The region already has DM Forum which is endorsed by formal agreement.. Not only Preparedness groups at village level, but also networking for information cluster has been established for local DM initiative. Private sector also involve in the activity. Periodic monitoring and evaluation have also been carried out to bring inputs and lesson-learned for program implementation. There is a need to encourage participation of linked parties on risk reduction activities. How much does the local government support vulnerable local communities (particularly women, elderly, infirmed, children) to actively participate in risk reduction decision-making, policy making, planning and implementation processes? Local government engaged vulnerable groups in policy design by acquiring their inputs. Moreover, in the development planning meeting, local government also engages communities to provide their input. The result is program document which is endorsed by local government to be implemented. Communities engagement also covers disaster risk analysis in the region. To what extent does the local government participate in the national DRR planning? Local government involves in development planning process for disaster risk Local Progress Report /26

5 Essential 2 Assign a budget for disaster risk reduction and provide incentives for homeowners, low-income families, communities, businesses and public sector to invest in reducing the risks they face. How far does the local government have access to adequate financial resources to carry out risk reduction activities? Local authority has already allocated resources for DM in their local annual budget for District Disaster Management Agency. Local government also has sources of funding and monitoring system to check the management periodically. Strong regulation enforcement will optimize the use of annual budget. The disaster risk aspect has been included on local development plan meeting since 2011 but still for commitment and action. To what degree does the local government allocate sufficient financial resources to carry out DRR activities, including effective disaster response and recovery? As there has been budget schema for DM measures, each agencies design their DM plan and propose the program in annual district plan budgeting. Integrated DM program implementation is included in economic and social development plan under local budget management mechanism. With limited fund, however, some of the local authorities already has been able to put DM as one of their priorities. At local level the safe and loan program is actively implementing and a strong need on financial management is requires. Local Progress Report /26
6 What is the scope of financial services (e.g. saving and credit schemes, macro and micro-insurance) available to vulnerable and marginalised households for pre- disaster times? Local authority has established micro and macro financial services for vulnerable households which coordinated by BUMDES. Local government has also managed database of micro and macro financial services. One of main program at village level called SPP PNPM is revolving until The program mainly target the physical development of village also running the revolving program for community. Revolving program for community constrain by orderliness of fund return and there is a need on technical support to assure right allocation of revolving fund by community. To what extent are micro finance, cash aid, soft loans, lone guarantees etc available to affected households after disasters to restart livelihoods? Level of Progress achieved: 1 By sector, a number of fund for vulnerable group is allocated, but there is no specification that those funds are allocate for vulnerable community at prone area or specific for community aid post disaster. Post disaster aid commonly formed as basic need support. Only a small number of fund allocated for livelihood activities support post disaster for community. Local Progress Report /26
7 How well established are economic incentives for investing in disaster risk reduction for households and businesses (e.g. reduced insurance premiums for households, tax holidays for businesses)? Level of Progress achieved: 1 Independently there are some communities carry out disaster risk reduction on their daily activities such as domestic waste management but still in very limited number. Local government needs to establish local regulation on economic incentives for DRR investment to encourage community and business participation. To what extent do local business associations, such as chambers of commerce and similar, support efforts of small enterprises for business continuity during and after disasters? Level of Progress achieved: 1 Limited awareness of business sectors to develop and support small enterprises continuity during and after disaster. Private sectors is potential sources of fund on local economic development which requires encouragement from local government to enhance their participation on DRR program. Local Progress Report /26
8 Essential 3 Maintain up-to-date data on hazards and vulnerabilities, prepare risk assessments and use these as the basis for urban development plans and decisions. Ensure that this information and the plans for your city's resilience are readily available to the public and fully discussed with them. To what degree does the local government conducted thorough disaster risk assessments for key vulnerable development sectors in your local authority? Local authority has conducted assessment on vulnerable sources of region and the risk analysis draft is formulated and under public consultation. As stated on Local Regulation No. 9/2011, the area has been divided into Protection Area and Cultivation Area. Some local authorities conduct risk assessment based to their function such as agriculture and environment. But there are some violation on land use at the area. It is important for legalization of risk analysis document by local government as one of local development activities guideline. To what extent are these risk assessments regularly updated, e.g. annually or on a bi-annual basis? Some risk analysis are review by sectors. The local document on risk analysis is under processing for public consultation. Local Progress Report /26
9 How regularly does the local government communicate to the community, information on local hazard trends and risk reduction measures (e.g. using a Risk Communications Plan) including early warnings of likely hazard impact? Some regular and irregular DRR information spread carry out by sector as effort to increase community understanding on risk threat and how to minimize the risk. Recent condition shown that lack of coordination and communication among local authorities on activities implementation to increase community risk awareness. The communication facilities also lack to carry out the work. How well are local government risk assessments linked to, and supportive of, risk assessments from neighbouring local authorities and state or provincial government risk management plans? Level of Progress achieved: 1 North Lombok District authority not set up yet a MoU with other district authorities pertaining to disaster risk analysis. Internally the risk analysis document is under public consultation. How well are disaster risk assessments incorporated into all relevant local development planning on a consistent basis? 11 Essential 4 Invest in and maintain critical infrastructure that reduces risk, such as flood drainage, adjusted where needed to cope with climate change. How far do land use policies and planning regulations for housing and development infrastructure take current and projected disaster risk (including climate related risks) into account? Housing Communication Transportation Energy The regulation on spatial plan and also some regulation on housing and infrastructure development is available in region and has consider risk reduction aspect. Although regulation of spatial planning has already mainstreamed disaster risk reduction, the execution is still weak. Building code has been authorized by local government but enhancement on its monitoring system still need to be carried out. How adequately are critical public facilities and infrastructure located in high risk areas assessed for all hazard risks and safety? Local Progress Report /26
12 The environment feasibility test document on risk is formulated and under formulation of some documents of Environment Impact Analysis. Meanwhile the risk analysis document is on progress for public consultation. Implementation of environment feasibility test is constrain by absence of deal between executive and legislative side. How adequate are the measures that are being undertaken to protect critical public facilities and infrastructure from damage during disasters? Related local authorities conduct socialization on safe house to earthquake. There is no regular program carry out to protect critical public facilities and infrastructure damage during disaster that constrain by limited resources and capacity. Local Progress Report /26
13 Essential 5 Assess the safety of all schools and health facilities and upgrade these as necessary. To what extent have local schools, hospitals and health facilities received special attention for "all hazard" risk assessments in your local authority? Schools Hospitals/ health facilities The risk analysis document is under processing which expected as guideline for risk assessment of school, hospital/health facilities. At school level, some have formulated School Action Plan, establishment of School DRR Forum and disaster simulation at kindergarten level. The health facilities have Preparedness Team for Outbreak handling. However those DRR activities just implemented on limited school and the Preparedness Team of health facilities require training on Outbreak management. How safe are all main schools, hospitals and health facilities from disasters so that they have the ability to remain operational during emergencies? 14 Health facilities were built as resistance-based construction. There is a plan to build emergency operation for each institution. Moreover, the local government has plan on building plan for resistance-based reconstruction of health facilities and schools. To strengthen the emergency operation, the hospitals prepare their emergency team and emergency hospital. The Law No. 28/2002 on Building not fully socialize and implement and effort to construct safe building is limited by lack of budget. To what degree do local government or other levels of government have special programs in place to regularly assess schools, hospitals and health facilities for maintenance, compliance with building codes, general safety, weather-related risks etc.? Schools Hospitals/ health facilities There is routine programs which enhance maintenance, safety, and weather-related risks to all buildings which held by local authorities through some maintenance budget allocation. But number of budget allocated for maintenance is limited which limited the safety program of these buildings. How far are regular disaster preparedness drills undertaken in schools, hospitals and health facilities? Local Progress Report /26
15 Schools Hospitals/ health facilities Schools and hospitals at least conduct their drills once a year. However, drills are only limited to evacuation plan. Local Progress Report /26
16 Essential 6 Apply and enforce realistic, risk compliant building regulations and land use planning principles. Identify safe land for low-income citizens and develop upgrading of informal settlements, wherever feasible. How well are risk-sensitive land use regulations and building codes, health and safety codes enforced across all development zones and building types? Local government has tried to apply and provide reward/punishment to enforce regulation on public building code and labors safety insurance. Laws on spatial planning have been endorsed by each agencies in every level of authorities. However, the authorities still need to enhance its monitoring system. How strong are existing regulations (e.g. land use plans, building codes etc) to support disaster risk reduction in your local authority? Supervision on regulation implementation on spatial planning that is related to disaster risk reduction has been applied by local authorities. 17 Essential 7 Ensure education programmes & training on disaster risk reduction are in place in schools and communities. How regularly does the local government conduct awarenessbuilding or education programs on DRR and disaster preparedness for local communities? Programs include cultural diversity issues Programs are sensitive to gender perspectives No No Local government has already arranged agenda to hold series of training for disaster risk reduction and preparedness for communities. Moreover, local government has already built capacity building mechanism and its supporting materials, such as curriculum, modules, program, and policies. To what extent does the local government provide training in risk reduction for local officials and community leaders? Training for local officials and community leaders has been arranged and carried out but as irregular activities since no fix budget allocation for the purposes. Local Progress Report /26
18 To what degree do local schools and colleges include courses, education or training in disaster risk reduction (including climate related risks) as part of the education curriculum? Disaster risk reduction has been part of extracurricular of schools in this region. Local government and NGOs has carried out DRR capacity building for students and teachers at some schools. DRR coverage as formal education is limited by the absence of local regulation for its implementation. How aware are citizens of evacuation plans or drills for evacuations when necessary? Simulation and drills has been carried out by communities with local authorities and non-governmental organizations at some area. Socialization program on DRR information only achieved a small part of community which need for enhancement to assure community understanding and participation on preparedness aspect. 19 Essential 8 Protect ecosystems and natural buffers to mitigate floods, storm surges and other hazards to which your city may be vulnerable. Adapt to climate change by building on good risk reduction practices. How well integrated are local government DRR policies, strategies and implementation plans with existing environmental development and natural resource management plans? The Head of District has endorsed its decree to carry out environmental related activities, such as reforestation, environmental initiatives, community forest establishment, etc. The reforestation program implementing since 2010 until now; the dam construction on every sub district; forest program surveillance also carrying out. Activities implementation on environmental development and natural resources management still partial and limited support of technical staff. To what degree does the local government support the restoration, protection and sustainable management of ecosystems services? Moreover, they have also rehabilitated river basins area, as well as to reduce illegal logging in the region. Local government has also disseminate information on management and rehabilitation of ecosystem and sea coastal areas. Those program on environment and ecosystem is limited to some area and hinder by human resource in number and capacity. How much do civil society organizations and citizens participate in the restoration, protection and sustainable management of ecosystems services? Level of Progress achieved: 4 Most of civil society organizations work in the region has promoted trees-planting, sea resources management, local wisdom, and community empowerment. The initiative also includes water spring reservation (there is regular competition on it) as well as establishment of Forum for NGOs. Local community actively manages the indigenous forest as part of ecosystem. Lack community understanding on the importance of ecosystem preservation such as for livelihood activities as part of environment degradation. How much does the private sector participate in the implementation of environmental and ecosystems management plans in your local authority? Local Progress Report /26
21 Private sectors have participated in implementation of environment and ecosystem programs in the region, such as coral preservation, water spring protection, critical land rehabilitation, Biogas, and temporary waste management. CSR management needs to be further engaged in local regulation so that it can be scaled up into broader ecologic programs. Private sectors participation on environment and ecosystem protection limited only just as regular activities which not reach the main need of environment issues and also project based. 22 Essential 9 Install early warning systems and emergency management capacities in your city and hold regular public preparedness drills. To what degree do local institutions have access to financial reserves to support effective disaster response and early recovery? The early recovery program carry out by support of local financial sources and active participation of community on the process. To what extent are early warning centres established, adequately staffed (or on-call personnel) and well resourced (power back ups, equipment redundancy etc) at all times? Early warning centers have been established. Local authorities maximize Emergency Operation Center's role in the region. Communities receive warning by SMS. The local authorities experiencing limited infrastructure and supporting facilities on early warning system. How much do warning systems allow for adequate community participation? 23 Communities have participated in the warning system through SMS, local custom stories, media,and their local wisdom. Local wisdom play an important role on encouragement of community participation on early warning. Integration of technology with local wisdom as one of main aspect to be developed by authorities under DRR activities. To what extent does the local government have an emergency operations centre (EOC) and/or an emergency communication system? District disaster management agency has emergency operation center, rapid response team and disaster risk reduction forum. Region experiencing lack of coordination on emergency operation with linked authorities and there is a need of additional communication equipment. How regularly are training drills and rehearsal carried out with the participation of relevant government, non-governmental, local leaders and volunteers? Local Progress Report /26
24 Regular drills are conducted by fire department, emergency operation center and rapid response team to enhance their skills and knowledge on evacuation. How available are key resources for effective response, such as emergency supplies, emergency shelters, identified evacuation routes and contingency plans at all times? 25 Essential 10 After any disaster, ensure that the needs of the survivors are placed at the centre of reconstruction with support for them and their community organizations to design and help implement responses, including rebuilding homes and livelihoods. How much access does the local government have to resources and expertise to assist victims of psycho-social (psychological, emotional) impacts of disasters? Psycho-social support for disaster victims carry out in integrated by Regional Hospital and Province Mental Hospital and Social Office. How well are disaster risk reduction measures integrated into postdisaster recovery and rehabilitation activities (i.e. build back better, livelihoods rehabilitation)? Reconstruction has been implemented by local authority but there has been no strategic framework as a basis to carry out the program. Local government has built its assessment framework in emergency phase. The recovery phase to fulfill the basic needs of survivors is based on its basic need assessment. Thus, reconstruction and rehabilitation phase are evaluated periodically to gain any inputs for further implementation. Right now there are 2 draft of contingency plans under formulation, landslide and flood. Some villages have formulated their contingency plans and legalized. Local Progress Report /26
