1 M i d d l e and Lower Shebelles N u t r i t i o n C l u st e r Meeting M i nutes 28 th October 2013, 10:00 am. DoH Conference hall. Afgooye Road, Wadajir Mogadishu, Somalia. 1. Welcome and Introductions: Dr Abdirahman Hufane and Abdullahi chaired the meeting. The meeting was opened with Holly Quran prayer followed by welcoming and opening remarks from Dr. Hufane who later welcomed Director of planning and coordination (DOH) Dr. Abdihamid Ibrahim. The director thanked Abdullah Nur; Nutrition cluster focal point and Dr. Hufane; the acting nutrition department for facilitating the nutrition cluster coordination meeting held in the ministry chaired by the ministry. He said it s a crucial step forward for the ministry to chair the cluster and take lead in enforcing follow up systems in collaboration with implementing partners. He confirmed that partners actively involved in the health and nutrition programmes should work closely and in accordance with the ministry of health standards and structures. He encouraged partners to put more efforts by providing quality nutrition service to reduce malnutrition in the community specially the vulnerable children under-fives and PLWs. He confirmed that the government is planning to set up system of leading all coordination meeting and coming up with strategies. Abdullahi read the agenda and asked partners if they have any contributions to it. Two points were added in AOB (Malnutrition of over five children and security challenges/check points). 2. Review and endorsement of the last cluster meeting minutes and follow up on the action points: The review of last meeting minutes of 22nd of September 2013 started and approved as a correct record. Action points were also followed up accordingly; see the status on page 4 of the minutes. 3. Key Nutrition services and Situation highlights: INTERSOS reported that they have inadequate nutrition supplies especially plumpy nut for the beneficiaries. They confirmed that they are planning to open a health centre in Sabuun 15KM South East of Jawhar. They also said that the floods in the area caused displacement, crop failure and inflation in the market prices of basis commodities. Number of beneficiaries increased due to displacement added to the increased food insecurity, Supplies depletion due to inaccessibility roads destroyed by floods etc. FERO reported that there were no activities they have been undertaking since July 2013 due to PCA expiration. In November 2013 the activities will be resumed for 12 mobile sites in Afgooye
2 villages since the PCA is finalized. Names of the villages that FERO will work are; Maguurto, Cumar beere, Doonka weynow, Doonyarow, Dameerale, Kaxarow, Bullalow, Lafagaale, Warmooley, Cadeyley, Iidow liiban, and Magurto baalgure MCDO reported to have conducted health and nutrition assessment in Awdigle in conjunction with Al-Eyn organization. They confirmed that no nutrition services in the area and diseases such as skin disease are common among the communities living in the district. They said the report showed critical nutrition situations in the area. They reported to have shared the report with the nutrition cluster. They also reported a case of a women who had prolonged labour pain and referred to Afgoye town which 50 km away. SOYDA reported to have conducted an assessment to determine the population of the IDP settling in the Afgooye corridor and their condition. They reported increase in the beneficiary caseload arriving at the health and nutrition site in Elasha. The IDPs were reported to have vacated from Mogadishu and Xarunta Agonta. HIMILO Foundation reported to have conducted an assessment on IDPs in Elasha. People are displaced mainly from government building and private owned land especially in Aiport area, Aslubta and Tarbunka while displacement in Private owned land in Sarkuusta area is expected to happen soon. AYUB reported to have beneficiary relapse in their nutrition program. This is associated with food insecurity at household level of the families with acutely malnourished individuals. They also reported that distance between their OTP program and the nearest TSFP program is far. They confirmed release of their PCA and are expecting to receive supply soon. Abdullahi of the Nutrition Cluster will closely look into the issue raised by AYUUB regarding the relapsing cases due to distances to the TSFP sites. AID Vision reported to have lack of nutrition supplies; however there is probability of receiving the supplies during this week. SORRDO reported to have some quality improvement in their nutrition programme with the performance indicators of cure rate of 84%, defaulter rate 3%, This is associated with consistent treatment including availability of plumpy Sup and systematic treatment as well as plenty of food at household level due to the successful crops production and affordable prices of the commodities in the market. Find out the nearest organization to FERO implementing TSFP Programs. Look into the relapses with AYUUB and possibility to find out solutions Resend assessments reports done by MCDO, SOYDA and HIMILO Foundation to the national cluster teams for validation
3 4. IYCF new reporting template/iycf update: Only SOYDA and SORRDO confirmed to be implementing IYCF activities in M&L Shebelles; however they have not reported to the HMIS. Abdullahi reminded the partners with valid PCAs with UNICEF were expected to have IYCF activities integrated with their OTPs. ARD emphasised that MCHs to have IYCF components in their activities and build capacity of midwives in IYCF counselling. Abdullahi to recirculate the IYCF new reporting templates BPSC to share IYCF updates with the nutrition cluster focal point 5. Updates on floods in the Shabelles: The organization working in the area reported floods to have surrounded Jawhar thus making it to look like an island. The floods are 1.5 km away from the district. Heavy rains were reported in the area hence worsening the situation. Karash Program village is heavily flooded. The flood is progressing towards Balcad and Afgooye. Roads linking Jawhar from the other town is flooded interrupting transportation. This has resulted inflation in the market prices where a kilogram of sugar is 25,000 Somali shillings from 13,000 Somali shilling. Intersos reported to have distributed medicines to the affected families and WOCCA have been reported to have reached the affected area to provide possible services. The floods caused displacement in some villages like Karash Program and destruction of crops. Three death cases were reported to have been caused by the floods and animals are in danger because of floods, crocodiles and snakes. 6. Any Other Business: Malnutrition of over five children: Abdullahi raised a crucial point discussed in Banadir Nutrition Cluster Meeting of October concerning malnutrition of over five children and hence, asked the partners their views regarding to this. All cluster members gave their views on how best to assist the forgotten vulnerable members among the community and agreed to conduct community based assessment by screening them so as to assess the rate of malnutrition rate of the stated group. The cluster highlighted that for advocacy purposes we need to have clear data as to how big is the problem, for instance what is the proportion of the over five malnourished compared to the 6-59months. Security Challenges/check points: Agencies confirmed that illegal check points still exist along the road linking Shabelles regions to Banadir where motorist pay fee to have access to the area. HIMILO Foundation reported to have met 13 illegal check points on their way to Janale from Mogadishu while carrying building materials. SOYDA reported 2 militia men with the federal government dressed halted their activities in Elasha demanding fees. Some agencies suggested that the illegal check points is a solution to the current situation where if lifted could result looting and killing by the militia in the bush.
4 Agencies were advised to assess malnutrition in children above 59months since a concern is raised in Banadir Nutrition Cluster Meeting.
