2 GUIDELINES 1. Introduction Somalia is characterized by a growing youth population, 70% are less than 30 years of age and 67% of the year-old bracket unemployed. Their access to a decent livelihood is rife with obstacles: lack of skills, linkages with labour market, and capital for investment, as well as displacement-related vulnerabilities. A high unemployment rate in Puntland, especially among school-leavers and university graduates, has fuelled an increase in illegal migration, drug addiction and conflict with hundreds of young people embarking every month on a perilous journey to Europe through the Sahara Desert and red sea through Asian countries. Youth are associated with high unemployment and the correlated risks of instability. They are compelled to migrate in search of better livelihoods and opportunities away from their areas of origin. Puntland is a transit and destination region for youth migrants. With this regard, IOM is embarking on implementing an internship program for graduate youths in three districts of Puntland namely; Bosasso, Garowe and Galkayo. The objective of the internship program is to create job opportunities for Puntland Youth who graduated from the Local Universities; this will help them to earn an experience and enhance their self-confidence, in addition to building the capacity of the Local Authorities and Public institutions. The selected Graduate Youth will receive self-development trainings and this will help them to know more about the market demands and the work environment. At the end this project, it is expected that the youth will be more productive and increase their participation in development projects, both in the public and private sectors. IOM believes that the program brings together public, private and civil society stakeholders to support and scale activities that promote positive unemployed youth development., The internship seeks to reduce illegal migration and to facilitate return and reintegration of Somalis living abroad. The Internship aims to: Promote and uphold the right to employment for all youth. Provide youth who may risk irregular migration with resources that will allow them to achieve intellectual, physical and psychosocial protection, selfactualization and empowerment. Assist Prepare potential youth graduates migrants with productive, peaceful, safe and meaningful lives. This year, the project will target graduate youth in the following locations; Bosasso, 2

3 Galkayo and Garowe. The purpose of the internship program is to enhance participation of youth graduates in IOM s capacity building, employment creation and hence reducing irregular migration. This is by providing them with relevant skills for employment, and creating platforms for dialogue and exchange among unemployed young graduates so as to assist in accessing employment opportunities based on their qualifications and experience. IOM and its key stakeholders will lead development programs that are more responsive to reducing the irregular migration issues and needs in Puntland capacity building. Our aim is to give 60 graduate student 6 months paid internship (US$150 monthly). 2. Objectives The objective of the internship program is to enhance participation of youth graduates in IOM s capacity building, employment creation and hence reducing the irregular migration. This is by providing them with relevant skills for employment, and creating platforms for dialogue and exchange among unemployed young graduate to get access to employment opportunities based on their qualifications, experience and training background. IOM and its partners will lead development programs that are more responsive to reducing irregular migration issues and assist in capacity building in Puntland. The internship program is underpinned by the development hypothesis that if educated youth are provided with a comprehensive internship opportunity that fosters skills development, mentorship and peer support, then their chances of gainful employment after this Intervention will significantly increase. Based upon this hypothesis IOM Internship Program will place 60 graduate s students in challenging paid internship assignments with Puntland local and regional government and private companies. In order to gain experience on various activities, the interns are expected to spend their time at local government and private sectors (in their respective city, where they studied university or higher education) while they are associated with the program. The interns will be mainly involved in various activities related with their field of study areas identified by the program. The program goal is for at least 40 % of those completing the internship program to acquire decent jobs (salaried or self-employment) within seven months. For first cohort, duration for both training and internship will be a total of seven months: Two week period of orientation and training (pending training design, to be finalized with selected local partner organization), followed by an internship of approximately six and a half months. This program will be complying with internship and labor laws set forth by the government of Puntland. In regards to this IOM is looking for a capable LNGOs who will manage and facilitate 3

4 the payment of the interns stipend and develop their contract agreement on behalf of IOM. 3. What is the Available Budget? Budget for the payment methodology to the interns is USD $54,000. The successful NGO will be paid 10% of the overall budget for administrative costs. 4. What is the Time Frame of the Project Implementation? The proposed project should have duration of not more than 6 months. 5. Evaluation Criteria IOM shall evaluate the Proposals on the basis of their responsiveness to the above mentioned activities, compliance to the requirements of the Call for Proposals and by applying an evaluation criteria and point system. Each responsive proposal shall be given a technical score. IOM will conduct objectively a physical verification of the organization for those whose proposals scored high marks Experience in similar project (30 points) The proposal needs to demonstrate how much experience each institution has on the similar interventions by explaining; Number and outcomes of similar activities implemented (10points) Methodologies of implementing similar activities (5 points) Collaboration with key stakeholders such as government including line ministries and private sector, religious leaders. (5 points) Experience working with Migrants and mobile populations (5 points) Working with interns (5points) 5.2. Organization Capacity (25 points) The Local NGO should demonstrate Physical capacity and physical presence (10 points) Human resource capacity (5 points) Financial capacity (5 points) Technical knowledge and expertise (5 points) 5.3. Clear and cost effective budget (25 points) The budget will give a detailed overview of all costs against activities as per the attached budget template. Please draft the budget as realistic and competitive as possible. Cost efficiency and effectiveness (10points) Balance between staff, office and operational costs (10 points) Consistency with the proposal (5 points) 5.4. Clear situation analysis and problem solving strategy with sustainable actions (20 points) Clear description of the beneficiaries and target area (5 points) The proposal demonstrates a clear strategy to implement the payment (10 points) The proposal should justify why the proposed payment methods are the most relevant (5 points) 4

Reporting Requirement Provide progress reports outlined in the contract with IOM: narrative reports on the progress of the internship Provide financial reports before receiving the next instalment of funds Submission of a final narrative and financial report, including all activities undertaken within the payment methodology implementation period no later than 30 days, and 10 days, respectively after the end of the project. 6. What needs to be sent as application? Interested local NGOs are requested to send the following documents using the templates attached to this call for proposal. A signed and stamped cover letter Proposal containing Background information about Puntland Youth Migration trend and problem analysis Objective, outcome and scope of the activities. Payment methodology and design Payment management and arrangement Experience in similar activities. Work plan of the activity. Budget (Annex 1) Partner Organization Profile (Annex 2) CVs of Key Staff The above documents should be accompanied by a cover letter from the organization with a signature of the contact person and the stamp of the organization. Proposals that do not contain any of the above required documents will be disqualified 7. How to apply and where to send proposals? The Proposals must be delivered by hand or through mail to IOM Somalia Coordination Office in Nairobi, Kenya or sent by by 18:00 (Kenya Local Time) on 3 rd July No late proposal shall be accepted. Selection The selected Local NGO will be contacted by IOM not later than 11 July If you do not receive communication from IOM by this date, please consider that your project was not selected. IOM will not send out a letter of declination. IOM reserves the right to accept or reject any Call for Proposal, and to annul the selection process and reject all Call for Proposal at any time, without thereby incurring any liability to the affected Companies/Service Providers. 6
