This year cuminates over 40 years of NARA work, and 25 years of icensing seminars, supporting and promoting the important work of reguators. This year we ceebrate you and the work you do. We have an exciting ineup of keynote speakers, workshops and numerous other opportunities to network, earn, and share ideas and successes with your coeagues. On Monday, we wi aso be hosting our annua Think Tank sessions at 2:45 pm. Come join a faciitated diaogue and share your experiences and questions about the current trends, chaenges and opportunities in Adut Care, Chid Care, and Chid Wefare. On Monday night, the festivities continue with our Wecome Reception and Sient Auction ceebrating 25 years of NARA Licensing Seminars! This event is not to be missed. Joe Schmidt Joe Schmit is an author, award-winning sports broadcaster with KSTP-TV, community eader, and popuar keynote speaker. Joe is a ong-time youth mentor, committed to advocating for a number of community organizations, with Big Brothers and Big Sisters at the top of the ist. He is a past president and board member of the Big Brothers and Big Sisters of the Greater Twin Cities. He has raised over $3 miion for the organization through the Joe Schmit Ceebrity Gof Tournament which had a sixteen-year run. He was the winner of the 2000 Jim Key Distinguished Service Award from Big Brothers and Big Sisters, the winner of the 2001 Odyssey Award for commitment to youth mentorship, and the 2005 Juvenie Diabetes Research Fund (JDRF) Community Leader of the Year. He is past president and board member of the Fairway Foundation and has contributed time to many other charitabe organizations. Joe and his wife Laura chaired a $5 miion capita Mary Beth Saomone Testa brings more than 15 years of experience in advocacy and poicy deveopment. Mary Beth s expertise is in connecting poicy and practice, with depth of knowedge in chid care reguations and egisation. Mary Beth has ed advocacy campaigns across a variety of states and at the federa eve, representing and buiding coaitions with chid care providers, chid care resource and referra agencies, home visiting programs, and the Chidren s Defense Fund. As a consutant, Mary Beth offers poicy anaysis, capacity buiding, and mobiization for federa and state poicy and egisative affairs. Cients incude oca, state and nationa organizations. For the Nationa Association for Famiy Chid Care (NAFCC), Mary Beth works with providers, state and oca associations and partners to advance NAFCC s mission to promote the power of famiy chid care. Mary Beth is a reguar presenter at nationa and statewide conferences and has been pubished in Exchange magazine. Mary Beth graduated from American University in Washington, DC and ives in Fas Church, Virginia. Jacqueine Rose works to buid coaborations for eary education and chid care systems and poicy changes that effectivey serves a chidren, famiies and the eary chidhood workforce. Jacqueine is the director of the miitary chid care iaison initiative, a Department of Defense funded project to Chid Care Aware of America (CCAoA). Jacqueine s experiences aso incudes work with the Microenterprise Deveopment Home-Based Chid Care Initiative, funded by the Office of Refugee Resettement; and icensing and quaity initiatives work under the direction of the Hawaii State Chid Care Administrator. Jacqueine is a past Head Start coaboration director in Hawaii, and a past Head Start feow. She was a famiy chid care manager for the Marine Corps. Patricia Adams Patricia Adams, BA, is a professiona reguator with the Office of the Bureau of Human Services Licensing. She is currenty a Regiona Licensing Administrator in the Southeast where she manages reguatory and icensing functions for Persona Care Homes. She has aso worked as a Nursing Home Administrator. Patricia has worked in icensing since 2009, first as a icensing representative where she conducted a phases of icensing, provided technica assistance to maintain compiance and conducted training for the orientation program for administrators in Persona Care Homes. In 2014, she was promoted to Regiona Licensing Administrator. Patricia is currenty a member of the ninth cass of the Department of Human Services Leadership Deveopment Institute Program. Patricia has presented numerous workshops on Stress Management of a Caregiver and Reguator, Administrator Orientation for Persona Care Home Administrators and Staff burnout. Patricia was the soe caregiver for her mother from the time of her diagnosis unti her death in Her mother had Azheimer. Who Are You as a Reguator in Licensing? Sandi Wooters and Donna Sabo Sandi Wooters, MHS, ACG, is currenty the Southeast Regiona Director for the Office of the Bureau of Human Service Licensing for the Commonweath of Pennsyvania. She oversees a icensing and enforcement actions for Persona Care Homes, Assisted Living Homes, Chidren Residentia Licensed Faciities, Community Residentia Residences and Long Term Structured Residents for those with Menta Iness. Sandi has worked in icensing since 2007 first as a icensing representative where she conducted a phases of icensing for Persona Care Homes, and since 2012 the Regiona Director. Sandi is a Masters prepared Gerontoogist and worked primariy with the aging popuation from 1982 through Her experience incudes assisting individuas to ive independenty in the community through coordinating services with 15+ hospitas throughout the Deaware Vaey, as the Associate Administrator of Gero-psychiatry at the University of Pennsyvania from 1996 through 2002 she managed inpatient, outpatient, partia hospita and consutant services. Sandi then moved to Caifornia and from 2002 through 2007 she worked in the Assisted Living industry both as an administrator and as a corporate Director of Quaity Assurance. Sandi aso ived four months in an a Azheimer s faciity as a method to deveop poicies to hep reduce resident to resident abuse. Sandi has presented at nationa conferences, incuding NARA, on maintaining reguatory compiance through Conducting Investigations to Determine Iega Operations, Enforcement Strategies across the US and Providences, Provider Support, From Enforcement to Compiance and on simpified direct care staff training the Wak About Workshops. Sandi aso deveoped a program to reduce resident to resident abuse and hospitaization through the CLUB program, Caring Listening and Understanding Behaviors. This program was impemented in nursing homes and assisted iving faciities throughout Pennsyvania and Caifornia. In 1995, Sandi was a deegate to the White House Conference on Aging for the state of Pennsyvania as an expert on the rura edery of PA. Donna Sabo hods a bacheor s degree in individua and famiy studies with an eary chid education emphasis from Pennsyvania State University and a master's degree in administration and supervision from Badwin Waace Coege. Donna has been a reguator for over 28 years; 23 years in Chid Wefare Licensing, three years in Chid Day Care Licensing working for the Ohio Department of Job and Famiy Services. She is currenty empoyed by the Ohio Department of Menta Heath and Addiction Services as a Behaviora Heath Surveyor and provides training to adut and chid care providers in Ohio on chid wefare, chid day care and adut care icensing rues and requirements. Donna currenty serves on the NARA Board of Directors, Chid Wefare Committee and Goverance Committee. She is aso a consutant and trainer for NARA. Dana has been a NARA Co-Consutant on anumber of projects incuding: deveopment of the Licensing Procedura Manua for the Louisiana Department of Chidren and Famiy Services Licensing and Reguatory Services for chid pacing agencies and day care faciities; deveopment of Mode Famiy Foster Home Standards for the Annie E. Casey Foundation in consutation with Generations United and American Bar Association Center on Chidren and Law; deveopment of Licensing Indicator Poicy and Procedure for Kansas Dept. of Heath and Environment Chid Care Licensing; and deveopment of Interpretive Guides for Rhode Isand Chid Care Famiy Home rues. As a Foster Care Licensing Speciaist, Donna has served on the foowing committees: Crisis Nursery Rues Deveopment Task Force; Licensing Procedura Manua Committee, Licensing Transitiona Team, Organizationa and Diagnosis Team and the Physica Restraint Rue Deveopment Committee. Location: Lake Cahoun Do you work for chidren and famiies to create a safe and secure eary chidhood environment in your community? Are you curious on how to buid a bended approach through your state's DHS and QRIS systems? This session wi highight a proactive approach to bending the two systems to create a strong support for your Eary Chidhood Programs. Attending this seminar wi provide you the toos to begin a piot within your community. Hear from Pennsyvania on their strategies and ongoing coaborations to incorporate both systems services for the providers, chidren and famiies they serve. in 2015, the Washington state egisature directed the Department of Eary Learning (DEL) to aign the chid care icensing rues. DEL unified center and famiy home chid care standards with the goa of making them easier to understand. DEL took this opportunity to revamp the agency s enforcement approach. DEL studied the eading poicies in North America to devise a system that creates consistent enforcement, accounts for each provider s history, and weighs the unique risk of danger when a rue is broken. This presentation detais DEL s weighting process and enforcement pan, which wi be impemented in the fa of Sharon Arabia and Meissa Fuer Sonya Stevens, Tyer Farmer and Heather West Sharon Arabia began her work in Eary Chidhood Education in the mid-1980s as a Head Start Home Visitor. She continued her advocacy for chidren and famiies when she accepted a casework position with Aegheny County Chidren and Youth Services. Sharon began her career with the Commonweath of Pennsyvaina 24 years ago as a icensing representative for Office of Chidren Youth and Famiies, Day Care Division (now known as OCDEL) and is currenty the Eary Learning Program Regiona Manager for Pennsyvania Department of Human Services, Office of Chid Deveopment and Eary Learning (OCDEL), Bureau of Certification Services Western Region. During her time with the Commonweath she earned a certificate in eadership through the Department of Pubic Wefare Leadership Institute. Sharon serves on regiona eadership with a diverse group of stakehoders committed to improving quaity and supports in the eary earning communities and is activey invoved with severa initiatives within OCDEL. She has presented at the Eary Chidhood Education Conference at Penn State University on reguatory compiance. Sharon is committed to achieving quaity eary earning environments for chidren through deveoping teams and chaenging historica assumptions and processes. Sharon has a BA in Socioogy. She is an active member of NARA and currenty serves on the Professiona Deveopment Committee. Meissa Fuer has been in the Eary Chidhood Fied since February She has a passion for creating safe high quaity environments for chidren to earn and grow in. Currenty, Meissa is the Southwest Regiona Key Director in the state of Pennsyvania. Her current work is to support programs to reach their highest potentia. The Southwest Regiona Key offers Technica Assistance, Professiona Deveopment, Mentoring, and supports to Eary Chidhood Programs. Meissa serves on mutipe committees for the advancements of the Eary Chidhood Fied incuding Project LAUNCH, Ready Set Grow, and The Homeess Initiative. A of these committees work to service the community to create a safe, heathy, and high quaity system for chidren. Meissa is a true advocate for chidren, famiies, and the Eary Chidhood fied. She continues to be a strong voice for the Southwest Region of Pennsyvania. Sonya Stevens is a Licensing Anayst for the Washington State Department of Eary Learning. She is currenty the project manager for the weighting process of the newy aigned proposed Washington Administrative Codes (WAC) for chid care icensing oversight. Sonya wi have competed her doctorate degree in education with a research study on the use and usabiity of a focused monitoring system in Washington State icensed chidcare centers by Juy The study is firmy grounded in Dr. Richard Fiene's differentia monitoring and risk assessment framework, giving Sonya specific content knowedge of the entire chid care enforcement methodoogy used in the weighted WAC and enforcement process. Additionay, Sonya has an master's degree in adut education as we as a bacheor's degree in chid deveopment and famiy studies. She has served as a an eary earning educator, famiy advocate and home visitor, program director and adjunct facuty in Eary Chidhood Education at both Cark Coege in Vancouver, Washington, as we as Portand Community Coege in Portand, Oregon. Tyer Farmer is an attorney working in the icensing department at the Washington State Department of Eary Learning (DEL). Tyer earned his aw degree from the Seatte University Schoo of Law and received bacheor s degrees in both Engish and in Community, Environment, and Panning from the University of Washington. Prior to joining DEL, Tyer cerked for two separate judges on the Washington State Supreme Court. He was first introduced to state reguatory schemes whie working for the nation s argest eectronics recycing company. There, Tyer advised municipa and not-for-profit cients throughout the U.S. on creating e-waste recycing programs throughout Caifornia, Texas, Iinois, and North Caroina. In his spare time, Tyer pays water poo, traves as much as possibe with his wife, and tends to two chickens and one cat at his home in Seatte. continued 12 Adut Care Chid Care Chid Wefare 13

8 ceebrating25 years of Licensing S e m i n a r s Monday, September 11 Heather West has a bacheor's degree in psychoogy and is currenty empoyed by the Washington state Department of Eary Learning (DEL) as one of four Licensing Regiona Administrators. Heather not ony grew up in a famiy that worked in human services but has dedicated the past 21 years of her career to chidren and famiies. Heather s experience began in Minnesota where she worked in a residentia treatment faciity for chidren focusing on behaviora and menta heath, and ater in a crisis sheter that provided crisis counseing and supports to chidren and famiies. After moving to Washington, her empoyment with the state began as an investigator with Chid Protective Services. Foowing four years with investigations, she transitioned to chid care icensing where she reguated chid care homes, centers and schoo age programs. She ater took on a roe in DEL as the regions management anayst. Over the past three years, she has worked as a Regiona Administrator and managed oversight of reguatory practices for icensed chid care programs within her region. This history, aong with being a wife and mother of two schoo age chidren, has continuay spurred her passion for supporting famiies, chid safety and quaity chid care for chidren. 1:30 2:30 pm B1 Concurrent Session B baancing Licensing Workoads: Georgia s Speciaized Approach Location: Great Lakes A1 This session wi provide an overview of the strategies the Chid Care Services division of the Georgia Department of Eary Care and Learning (DECAL) uses to support the division s responsibiity of reguating and monitoring Georgia s icensed chid care programs. These strategies incude creating speciaized work units to support reguatory functions and deveoping and annuay impementing a weighted caseoad system to effectivey and efficienty distribute caseoads across Georgia s 159 counties. She has worked with DECAL since Juy In that time she has aso worked in the Appicant Services and Quaity Improvement Units within the division. Before coming to DECAL, Amy worked with the chid care resource and referra system in Georgia. She began her career in eary chidhood working in a group chid care home during coege. After graduating from Texas A&M University, she taught in Head Start. She currenty ives in the north Georgia mountains with her husband and two young sons. Her hobbies incude reading and satwater fishing. Randy Hudgins is a Senior Research and Poicy Anayst at the Georgia Department of Eary Care and Learning. He has worked with DECAL since February He is part of the department s research and anaysis team that conducts and guides poicy research and supports program impementation across DECAL s divisions and initiatives. Randy has worked extensivey with the Chid Care Services Licensing division to anayze trends, deveop piot research, and support poicy impementation. Randy earned a master's degree in pubic administration from the Andrew Young Schoo of Poicy Studies at Georgia State University. Casey Foundation, Generations United and the Nationa Association for Reguatory Administration have deveoped a set of cear and practica famiy foster home icensing standards that hep ensure chidren in foster care are safe and promote the opportunity for reatives and non-reated caregivers to become foster parents. This session wi incude an overview of the standards and an update on state impementation, as we as proposed federa egisative action invoving the standards. In addition, discussion wi incude an Impementation Readiness Questionnaire that can be used to assess your state's readiness to impement the standards. Fynn has been the Director of the Office of Incident Management and Investigations with the Georgia Department of Behaviora Heath and Deveopmenta Disabiities for four years. A team of investigators is responsibe for investigating deaths and other critica incidents of individuas receiving behaviora heath or inteectua disabiity services in state psychiatric hospitas, an intermediate care faciity for individuas with inteectua disabiities, two state skied nursing faciities and a variety of community residentia and day programs. Prior to assuming this position, Victoria served as the Director of the Persona Care Home Program for Georgia and was responsibe for the inspection, icensing, reguation and enforcement activities statewide for over 2,700 assisted iving faciities, persona care homes, and community iving arrangements. Kevin Chan, PhD, MTS, MPH, is the Director of Eary Chidhood Deveopment and the inaugura Director of the Compiance Promotion Unit of the NYC Department of Heath and Menta Hygiene.
