The counci expresses its sincere thanks and appreciation to Bombay section and Pune sub section for putting up a wonderfu show at a very short notice. Had it not been for the hard and sincere work put in by the Pune sub section vounteers, ACE 2003 woud not have been possibe. A miion thanks to a those who made it a big success. We are proud to inform you that this was the maiden effort of Pune sub section, the youngest entity in the whoe of IEEE. PadmaSri Dr Vijay Bhatkar was the chief guest and Mr S Ramadorai, CEO of TCS deivered the keynote address. The Counci is gratefu that Section Executive committee members of Gujarat, Bangaore, Keraa, UP, Cacutta and Bombay aong with MP and Pune subsections participated in this ACE. In this technoogy driven era, we are required to embrace the new technoogies springing up everyday, as otherwise we wi be rated as obsoete. But that doesn t mean that we shoud remain a Technoust (obsessed with technoogy) aways, when simpe soutions wi do. Many a time, a not so hightech way of doing a job may be cost effective, simpe to hande and even environment friendy. The whiste soution is one such case of simpicity and there wi aways be many avenues to practice this in daiy ife. However, being a Luddite (one who is opposed to technoogica change), can not obviousy be the chosen way of working for the technica personne. A judicious bend of both the options according to circumstances woud be the right approach. Trivandrum Editor 1 Jan. 04 e mai : de@vsn.com N.T.Nair IEEE NEWS & EVENTS IEEE India Counci Membership Membership Deveopment Report by Prof. K Rajgopa, Vice Chair Membership Deveopment, India Counci (As on 16 Dec 2003 Section wise and Overa) Tota membership in the India Counci incuding a grades is down from January 2003 of Student and Higher Grade Membership is % (59% in Jan) and % (41% in Jan) respectivey which can be considered as a good distribution. However, this ratio is widey different among the sections. Madras Section has the owest percentage for Member Grade and Higher Grade Membership foowed by Keraa cosey behind. Bombay Section has the highest number of Student (3612, 5554 in Jan) and Higher Grade Members (2803, 2258 in Jan) foowed by Madras (2474, 1419) (3969,1600 in Jan). Bombay Section constitutes 32% (31% in Jan) of India Counci strength foowed by Madras at 19.4% (21.3% in Jan). Together the two sections constitute 50% (52.3% in Jan) of the IC strength. Dehi has highest number of SM (137, 140 in Jan) foowed by Bangaore (116, 97 in Jan), both crossing hundred mark. SM grade percentage shoud be between 5 10% (IC 3.17%) of tota membership. Kharagpur Section has highest at 21.7%. Among other sections, Dehi eads with 7.8%. Feow Grade percentage shoud be 1% (IC 0.13%) of tota membership. No section is anywhere cose to this figure. Targets and suggestions IC shoud aim to cross 1000 mark in 2004 for SM membership. Feow grade target of 60 (currenty 30) shoud be achieved in next 5 years. IC shoud identify potentia members for Feow nomination very seriousy with hep of current Feows and Senior Members. To improve the student activities, training programs, technica and educationa activities and services, the sections shoud make a conscious effort and a working 2/5

This wi hep in graduation of student members to higher grade members. In particuar, the sections having very arge student membership and number of student branches, I recommend formation of a team in the executive committee under student activity chair (one per 1000 student members or one per 20 student branches) and divide the activities. I recommend initiating a new program under each section to target 12th standard/ii PU students and expose (expose them to new research toos and technoogies at the cutting edge) them to research cuture with the hep of our distinguished Feows and Senior Members. To disseminate information among the users and the industry on Technoogies/Products deveoped and the services/infrastructure created through DIT support, the Department organizes ELITEXs annuay. 5 2/19/2017 IEEE India Buetin Vo Engineers working in the technoogica centre of Dephi, one of word s argest vehice component makers of Brazi, have now made it possibe for Braziian motorists to choose the cheapest fue in an ever changing fue market be it petro or ethano or any mixture of the two. Many peope dream of repacing petro with ethano. Because ethano is made from pants, and pants draw their carbon from the atmosphere, burning it woud eiminate a source of greenhouse gases and hep them to stem goba warming. But the optimum conditions for burning petro and ethano are different, so a we tuned engine needs to know what fue it is being fed in order to adjust itsef appropriatey. Petro burns best with an air to fue ratio of around 14:1.This means that, for every kiogram of fue burnt, a of the oxygen in 14 kiograms of air wi be consumed. Ethano, though, requires an air to fue ratio of 9:1. Dephi s technoogy works by sniffing the amount of oxygen in a car s exhaust. If too much or too itte of the gas is sensed, it indicates that the fue is burning in a ess than optima way, and thus that the air to fue ratio is wrong. A signa is then sent to the engine to tweak the ratio appropriatey. This system aso makes adjustments to compensate for the outside temperature. Optima burning requuires more fue in the mixture when the temperature is ower. Sniffing the exhaust means that this happens automaticay. Two other adjustments are aso necessary. Ethano needs more compression in an engine than petro does. The scientists at Dephi compromised by using a eve of compression between the ideas for ethano and petro. And ethano is more corrosive than petro. So the engineers had to ater the design of the fue pump, gaskets and piston rings. Thee resut is a1.8 itre engine that is now being fitted to Braziian made Genera Motors cars. Brazi has a history of promoting ethano as a fue. In the 1980s, the government encouraged it, in a misguided attempt to subsidise sugar farmers (since the main source of ethano is fermented sugar) and cut oi imports. At the height of this poicy, amost 80% of cars produced in Brazi ran on pure ethano. That proved very costy to sustain, and the subsidies were eventuay reduced. But the government is sti keen on ethano, and the motor fue in Brazi sti contains it in varying amounts. 5/5
